The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization in Beirut that was established by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily) in 2006. SOLIDA has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human violations.

بيان عاجل صادر عن سوليد والمركز اللبناني لحقوق الانسان

نشر يوم الثلاثاء الموافق فيه 23 حزيران 2009 خبر إعلان اللجنة المشتركة اللبنانية السورية لائحة بأسماء 23 لبنانيا تم الافراج عنهم من السجون السورية، وقد أثار الخبر لغطا كبيرا لدى الأهل وكل المعنيين بهذه القضية الانسانية. من أجل إزالة كل التباس حول حقيقة ما يجري يهمنا، لجنة دعم المعتقلين والمنفيين اللبنانيين – سوليد والمركز اللبناني لحقوق الانسان أن نوضح للرأي العام الأمور التالية:

منذ 22 نيسان الماضي والسلطات السورية تقوم بإطلاق سراح سجناء لبنانيين في سوريا من الذين كانوا في لائحة الـ107 التي سلمتها السلطات السورية للحكومة اللبنانية. عمليات الافراج تمت عبر مجموعات متتالية بشكل غير معلن وخارج أطار التنسيق الرسمي بين البلدين.


من خلال التواصل الدائم مع الأهل علمت منظماتنا بهذا الأمر، و نزولاً عند رغبة الأهالي و السجناء اللذين أطلقوا، تمنعنا عن إثارة الموضوع وعن نشر أسماء من أفرج عنهم وذلك من أجل ضمان استمرار عملية الافراج عن بقية السجناء ومن أجل ابعاد الموضوع عن الاستغلال السياسي في زمن الانتخابات.


التحدث عن 8 لبنانيين مفرج عنهم كانوا من عداد المفقودين تبين أنهم محكومون هو كلام غير دقيق، لأن أسماء هؤلاء كانت على لوائحنا وقت كانت السلطات السورية تجزم بعدم وجود لبنانيين في سجونها ولم نكن على علم بظروف اعتقالهم، وقد وردت أسمائهم نهاية العام 2008 على لائحة الـ107 المحكومين جنائيا التي تسلمتها الدولة اللبنانية من السلطات السورية.


الأشخاص المفرج عنهم لا يعتبروا ضحايا اخفاء قسريً حسب تعريف المعاهدة الدولية لحماية كل الأشخاص من الإخفاء القسري التي تبنتها الجمعية العمومية للأمم المتحدة في كانون الأول 2006.


نحن نرحب بخطوة الافراج عن كل لبناني في السجون السورية لكن يجب أن لا تكون ايجابية الخطوة، بالرغم من ملاحظاتنا على الطريقة التي تمت فيها، هو محاولة لاقفال ملف المخفيين قسرا من اللبنانيين في السجون السورية الذي سيبقى مطلبنا الأساس حتى الوصول الى حل جدي، منطقي وشفاف كما قال الرئيس الأسد في مؤتمر العلاقات اللبنانية السورية في دمشق.
إن تأخر الإعلان الرسمي اللبناني عن عملية الافراج يطرح لدينا التساؤلات التالية:

ما هو دور اللجنة المشتركة وكيف يمكن للطرفين القضائيين في اللجنة أن لا يكونوا على اطلاع عن عملية الافراج؟ وإذا افترضنا أن اللجنة السورية على علم بما يجري لماذا لم يتم ابلاغ اللجنة اللبنانية؟
هل طلبت اللجنة القضائية اللبنانية من السلطات السورية التصريح عن تاريخ وكيفية إطلاق سراح الأشخاص المذكورين؟
هل قامت اللجنة بإبلاغ الأهالي المعنيين قبل نشر الأسماء في الصحف، أقله إحتراماُ لخصوصيتهم؟
للأسف، مرة أخرى يحاول البعض الخلط بين المخفيين قسراً و المحكومين جنائيا، إننا نطالب للمرة الألف السلطات اللبنانية و السورية بالتعاطي جدياً في ملف الأخفاء القسري بعيداً عن سياسة تسجيل النقط.

أخيراً تعيد سوليد و المركز اللبناني لحقوق الإنسان مطالبة الدولة اللبنانية تبني مشروع إنشاء الهيئة الوطنية للإخفاء القسري الكفيلة وحدها بإيجاد الآليات المناسبة والشفافة لهذه المأساة الإنسانية.

L'Orient le jour - L’annonce de la libération par Damas de 23 Libanais : une initiative à parachever

Le dossier des détenus libanais dans les prisons syriennes a été hier au centre de l'actualité, au lendemain de la remise au Liban par les autorités syriennes d'une liste comprenant les noms de vingt-trois prisonniers de droit commun qu'elles ont libérés.
Les réactions à cette initiative étaient donc favorables hier, bien que, « sur le plan pratique, celle-ci reste insuffisante puisque aucun des noms donnés ne figure sur la liste des personnes arbitrairement détenues en Syrie et présentée par Solide, en 2005, à la commission conjointe libano-syrienne chargée du suivi du dossier », explique Ghazi Aad, porte-parole de Solide (Soutien aux Libanais en détention et en exil). « Les vingt-trois personnes relaxées n'ont aucune relation avec le dossier des Libanais détenus arbitrairement en Syrie », affirme-t-il, soulignant que huit de ces anciens détenus figuraient effectivement sur la liste des disparus présentée par Solide, « mais il s'est avéré qu'ils étaient condamnés pour des crimes de droit commun ». Et de noter que ces personnes ont été libérées il y a près d'un mois, mais leur relaxation a été tenue secrète à leur demande « pour éviter que le processus de libération de leurs compagnons ne soit entravé », mais aussi pour que l'affaire ne fasse pas l'objet d'un « chantage politique avec l'approche des législatives ».
Exprimant sa crainte que « cette initiative n'occulte le dossier des disparus et des personnes arbitrairement arrêtées en Syrie », Ghazi Aad a réitéré son appel aux autorités concernées pour « réactiver les commissions conjointes afin que la vérité sur le sort des centaines de disparus soit révélée ». Une demande qui trouve un écho chez Ali Abou Dehn, président de l'Association des anciens détenus libanais en Syrie, qui a rappelé que « notre principale revendication demeure la libération des détenus politiques en Syrie ».
De son côté, le ministre de la Justice, Ibrahim Najjar, a souligné que les autorités libanaises n'ont pas reçu les prisonniers. « À ce jour, nous ignorons à quelle partie ils ont été remis », poursuit-il. Selon des sources citées par l'agence al-Markaziya, ces derniers « auraient traversé la frontière libano-syrienne en empruntant des passages particuliers et illicites ».
Quant au président du parti Kataëb, Amine Gemayel, il a estimé que cette initiative « jette les bases de nouvelles relations avec la Syrie ». « Toutefois, nous ne nous arrêterons pas à ce stade, a-t-il ajouté, parce que le dossier des disparus contient 250 noms, et les autorités syriennes se doivent d'aider le gouvernement libanais à dévoiler les circonstances qui concernent cette affaire ».
Le député Ibrahim Kanaan a, pour sa part, exprimé le souhait que « cette initiative soit le premier jalon sur la voie de la solution qui nécessite de tirer au clair le sort des disparus libanais dans les geôles syriennes, d'autant que ce dossier constitue une appréhension nationale pour les Libanais ».
Soulignant que la clôture de ce dossier nécessite « des efforts communs des parties libanaise et syrienne », M. Kanaan a appelé à traiter les Libanais libérés des prisons syriens de la même manière que les anciens détenus en Israël, notamment en ce qui concerne les « indemnités et les services sociaux ».
En Syrie, un responsable proche de la commission conjointe libano-syrienne s'est déclaré étonné du « tapage médiatique » qui a entouré la relaxe des vingt-trois prisonniers « puisque les autorités syriennes avaient déjà informé le gouvernement libanais des noms des personnes condamnées et qui ont été graciées ou remises en liberté il y a près d'un mois ».
Ce responsable a par ailleurs rappelé que Damas avait remis au Liban une liste de 107 noms qui purgent leur peine en Syrie. Il a affirmé qu'« en dehors de cette liste, aucun Libanais ne se trouve dans les prisons syriennes ». Et de noter enfin que « les autres personnes qui figurent sur cette liste purgent encore leur peine en Syrie ».

تفقد المدعي العام الاستئنافي في البقاع القاضي فريد كلاس سجن النساء في زحلة يرافقه قائد منطقة البقاع في قوى الامن الداخلي العميد غسان بركات وقائد سرية درك زحلة العقيد جان غريّب والرائد ادوار حداد امر فصيلة زحلة على غرف السجينات حيث اطلع على احوالهن وتبين له ان هناك موقوفات انتهت مهلة سجنهن ولم يفرج عنهن بداعي عدم وصول المستندات المطلوبة واعداً بالاسراع فيها• كما تفقد بعض الاقسام التي يمكن ان تكون مشاغل للموقوفات اضافة الى الاستفادة من الباحة الخلفية للسجن وتحويلها الى استراحة خارجية بعد ان يتم تأهيلها حسب الاصول القانونية•
وبعد الزيارة قال القاضي كلاس: إن وضع السجون في لبنان يجب ان يتحسن الى الافضل وهذا المطلوب لذلك قمنا اليوم بجولة مع الضباط لنعاين الوضع ميدانيا على الطبيعة وسنحاول ان نحسن أوضاع السجن قدر استطاعتنا لتكون مريحة حسب الاصول القانونية•

SANAA: Hundreds of Yemenis rallied in a northern city on Wednesday, demanding the government find and arrest the kidnappers of nine foreigners who went missing while picnicking in a remote area a week ago. Three of the kidnapped - two German nurses and a South Korean woman - have since been found dead. Six others, including a German doctor, his wife and their three young children, remain missing.

The abduction was the latest attack on foreigners in this impoverished Arab nation on the tip of the Arabian Peninsula, where Al-Qaeda has a firm foothold in remote areas.

Yemeni authorities said the nine foreigners disappeared Friday in the northern province of Saada.

The governor of the Saada province originally offered a reward of 5 million rials (around $25,000) for information leading to the capture of the kidnappers. State media said the Interior Ministry added 50 million rials (almost $250,000) to the reward offered by the governor.

A Dutch aid organization, World Wide Services Foundation, helping with medical care in the Saada province, said the missing group belonged to its team working in a hospital.

The Yemenis said shepherds found the mutilated bodies of the three women on Monday.

A Yemeni security official said the bodies, which were brought to the capital, Sanaa, on Tuesday, had gunshot wounds to the head, execution-style. He spoke on condition of anonymity because he wasn't authorized to speak to the media.

He also said police detained three guards at the Saada hospital over suspicion that they may have given the kidnappers information about the foreigners that helped facilitate this month's abduction.

A local official said the rest of the foreign crew at the hospital in Saada has been evacuated to the capital. He also spoke on condition of anonymity for the same reason as the security official.

German Foreign Ministry spokesman Jens Ploetner told reporters in Berlin on Wednesday that the body of one of the missing German women had been identified but that tests had not been carried out to formally identify the other.

Ploetner offered no new information on the missing, and stressed that a German crisis team was working to clarify their fate.

"At this time we have to assume that the five Germans and other western citizen are in the hands of violent criminals," Ploetner said. "Through various channels we are very intensively seeking clarification."

He noted that Germany in March issued a travel warning for the region where the group went missing, adding that its remoteness coupled with the lack of infrastructure there were making search capabilities a lot more difficult.

Ploetner also said that "we have no information on who is behind this," and added that at this point, rumors of Al-Qaeda involvement in abducting the nine foreigners should be treated "with a certain caution."

Meanwhile, several helicopters joined the search for hostages in Saada, while hundreds marched in the province's Saada city in a government-orchestrated protest against the abduction.

About 3,000 members of a Shiite rebel group also rallied in the city to denounce the kidnappings. Authorities had initially accused the group - led by separatist leader Abdel-Malek al-Hawthi - of the kidnapping, but the Shiite rebels denied involvement and said they launched their own investigation into the abduction.

Later, officials and tribal leaders blamed Al-Qaeda for the abduction but the terror network has made no claim so far.

In the past, tribesmen have kidnapped foreigners to wrest concessions on local issues from the government - including ransoms, the release of jailed relatives or even promises to build local infrastructure.

But they usually treated hostages well and released them unharmed.

However, past abductions by Al-Qaeda have ended with the deaths of the hostages. - With AFP, Reuters

Neuf étrangers, dont sept Allemands, ont été enlevés dans une zone montagneuse du nord du Yémen, a annoncé hier le ministère de la Défense, attribuant le rapt à un groupe rebelle chiite qui a nié toute responsabilité. Outre les sept Allemands - un couple, trois enfants et deux infirmières -, les autres otages sont un ingénieur britannique et une enseignante sud-coréenne, a précisé le ministère sur son site Internet. Ils ont été enlevés par des rebelles chiites dans la province de Saada, a ajouté le ministère citant un responsable local à Saada. Les neuf étrangers sont membres d'une organisation internationale travaillant depuis 35 ans au sein de l'hôpital de Saada, a-t-on indiqué de même source.
Mais la rébellion chiite a nié toute responsabilité : « Ce sont des accusations infondées, une conspiration des autorités pour ternir l'image de la rébellion Houti, dont aucun membre n'a jamais eu recours à ce genre d'acte honteux », a déclaré un porte-parole. Il a en revanche affirmé que le rapt avait eu lieu dans un secteur sous le contrôle des forces gouvernementales dans le centre de la ville de Saada.
Pour les ambassades allemande et britannique au Yémen, « le groupe est porté disparu en l'absence de contact avec ses membres depuis vendredi soir, alors que les informations sur leur rapt n'ont pas été confirmées », a déclaré à l'AFP un diplomate à Sanaa.
Le Yémen, pays à structure tribale, est le théâtre de fréquents enlèvements d'étrangers par des tribus, qui veulent ainsi pousser les autorités à satisfaire leurs demandes. Plus de 200 ressortissants étrangers y ont été enlevés ces 15 dernières années et la grande majorité libérés sains et saufs.

ذكرت وزارة الدفاع اليمنية ان تسعة اجانب معظمهم من النساء والاطفال، خطفوا في شمال اليمن على ايدي متمردين زيديين فيما نفى متحدث باسم هؤلاء اي علاقة لهم بهذه العملية.
ونقل موقع (26 سبتمبر نت) التابع لوزارة الدفاع اليمنية عن مسؤول ان متمردين زيديين خطفوا سبعة المان ومهندسا بريطانيا ومدرسة كورية جنوبية شابة.

وقال المسؤول في السلطة المحلية في منطقة صعدة المضطربة ان المجموعة الالمانية المخطوفة تضم مهندسا وزوجته وثلاثة اطفال وممرضتين. واضاف المصدر نفسه نقلا عن المسؤول الذي لم يذكر اسمه ان المخطوفين جزء من فريق (الاجانب العاملين في المستشفى الجمهوري بصعدة ضمن الهيئة العالمية للخدمات الطبية).
ولم تعلن اي جهة حتى الآن مسؤوليتها عن عملية الخطف هذه. لكن المصدر من السلطة المحلية في صعدة قال ان عناصر من التمرد الزيدي الحوثي في صعدة خطفوا الاجانب. وفي كوريا الجنوبية، اعلنت وزارة الخارجية لوكالة فرانس برس ان الاتصال مع احدى المواطنات الكوريات الجنوبيات في اليمن وعمرها 34 عاما، مقطوع منذ الخميس، وان نبأ اختطافها لم يتأكد بعد.
من جهته، قال متحدث باسم الحوثيين ان (التهمة التي وجهت الينا لا اساس لها من الصحة وهي مؤامرة من السلطات في محاولة لتشويه سمعة الحوثيين). وذكر المتحدث ان عملية الاختطاف تمت في منطقة قريبة من مبنى جهاز الامن السياسي (الاستخبارات) في مدينة صعدة، عاصمة محافظة صعدة الجبلية الوعرة شمالي اليمن. واشار الى انه (لم يسبق ان اقدم اي من اتباع الحوثيين على عمل مشين كهذا).
الى ذلك، ذكر مصدر دبلوماسي اجنبي لوكالة فرانس برس ان السفارتين الالمانية والبريطانية (تعتبران اعضاء المجموعة مفقودين ولم تتأكد انباء خطفهم حتى الآن). واضاف المصدر الذي طلب عدم الكشف عن اسمه ان الاتصال منقطع مع اعضاء المجموعة.
واعلن مصدر امني في تصريحات نقلها موقع (26 سبتمبر) التابع لوزارة الدفاع اليمنية ان اجهزة الامن القت القبض على ممول القاعدة في اليمن والسعودية.
وذكر الموقع ان (المقبوض عليه اسمه حسن حسين بن علوان، سعودي الجنسية، وهو الممول المالي للعمليات التي تنفذها عناصر تنظيم القاعدة في اليمن والسعودية). وبحسب الموقع (يعد بن علوان من اخطر عناصر القاعدة والعناصر الإرهابية)، مضيفا ان توقيفه تم (في الايام الاخيرة. بناء على معلومات استخباراتية دقيقة في كل من صنعاء ومحافظة مأرب) شرقي اليمن.
وافاد مسؤول في وزارة الداخلية ان عملية التوقيف (جرت في الاسبوع المنصرم) واوضح أنه (من خلال التحقيق مع علوان تمكنت أجهزة الأمن من إلقاء القبض على خلية تابعة لتنظيم القاعدة في صنعاء ومأرب). ولم يحدد المسؤول عدد عناصر الخلية المفككة ولا جنسياتهم. وقال ان (تلك الخلية كانت تخطط لاعمال ارهابية في اليمن. وهي مسؤولة عن عدة هجمات للقاعدة في البلاد).
وبعد نجاح السلطات السعودية في تقويض القاعدة على ارضها الى حد بعيد، بدا التنظيم وكانه التقط انفاسه في اليمن المجاور خلال الفترة الاخيرة ما جعل بعض الخبراء يعبرون عن خشيتهم من تحول هذا البلد العربي الفقير في جنوب الجزيرة العربية الى معقل جديد لشبكة اسامة بن لادن.

Israeli General Sees Some Progress on Issue of Soldiers Missing in Sultan Yacoub

Eyal Ben Reuven, an Israeli general in the reserves, has said that efforts continue to find three Israeli soldiers missing in a battle with Syrian troops in Lebanon in 1982.
"Some progress has been made," Reuven told the Yedioth Aharonoth website Friday.

The general is with the "Born To Freedom" organization and maintains contact with the families of the three soldiers. The organization has offered a $10 million reward to anyone who comes forward with information concerning the missing soldiers.

About twenty Israeli soldiers were killed and Yehuda Katz, Zvi Feldman and Zachary Baumel were allegedly captured in the battle of Sultan Yacoub during an ambush by Syrian troops on June 12, 1982.

Baumel's father, Yona, died two weeks ago. Since the soldier's capture, Baumel did everything he could to learn what his son's fate, and tried to verify reports that his son and the other two soldiers were being held captive in Syria.

SANAA: Yemeni tribesmen on Friday released unharmed a group of 24 doctors and nurses they abducted a day earlier, demanding the authorities release two prisoners, a government official said. The medics, most of whom were Yemenis but also included one Egyptian, two Indians and two Filipinos, were working at a Saudi-backed hospital in the northern Saada region, the official said.
Yemen, the Arab world's poorest country, is struggling with an on-off revolt in the north, a secessionist movement in the south and intensified Al-Qaeda militancy.

Saada is where in 2004, tribesmen led by members of the Houthi family began an intermittent rebellion against the government, in protest at what they say is economic and religious discrimination.

The government official said the medics were traveling on a hospital bus at the time of their abduction, adding that the tribesmen decided to release the group after being given guarantees from the government that their demands would be met.

Tribesmen often kidnap Western tourists in Yemen to press the government into providing better services and living conditions.

Most foreigners abducted in Yemen are released unharmed, but in 2000 a Norwegian was killed in crossfire and in 1998 four Westerners were killed during a botched attempt to free them from Islamist militants who had seized 16 tourists.

In March, a Dutch couple were kidnapped at gunpoint by tribesmen but were released two weeks later unharmed.

وتسلّم منه رسالة إلى ابنه

التقى الرئيس الاميركي سابقاً جيمي كارتر في القدس الشرقية امس نوعام شاليت والد الجندي الاسرائيلي الاسير لدى حركة المقاومة الاسلامية "حماس" جلعاد شاليت، وتسلم منه رسالة من العائلة، وعد كارتر بإيصالها إلى ابنه.
واستمر اللقاء ثلاثة أرباع الساعة في فندق "أميركان كولوني". وقد وصل كارتر إلى إسرائيل بصفة كونه مندوبا لـ"مركز كارتر" الذي يعنى بدفع قضايا الصحة والسلام في العالم.
وأفادت وسائل إعلام إسرائيلية ان شاليت الأب رفض الإفصاح عن مضمون الرسالة. وقال إنه "ليس متبعاً الإفصاح عن مضمون الرسالة قبل أن يتسلمها عنوانها، وأعتقد أنه سيكون في إمكاني التحدث عن مضمونها بعد بضعة أيام". وأضاف: "آمل في أن تساعد العلاقات بين كارتر وحماس في حل قضية جلعاد أيضاً". واوضح انه لا يشعر باحراز أي تقدم في المحادثات في شأن تبادل الأسرى بين إسرائيل والحركة "باستثناء تعيين حظاي هداس" مسؤولاً عن ملف الجنود الإسرائيليين الأسرى والمفقودين خلفاً لعوفر ديكل.
ومعلوم أن كارتر يقوم بجولة في المنطقة زار خلالها سوريا ولبنان، وكان قد التقى الخميس قياديين من "حماس" في دمشق بينهم رئيس المكتب السياسي خالد مشعل. وهو سيزور قطاع غزة الذي تسيطر عليه "حماس" الثلثاء المقبل. وهذه ليست المرة الأولى التي ينقل فيها الرئيس الاميركي السابق رسائل بين شاليت وعائلته، وكان قد أحضر قبل نحو سنة رسالة من الاسير إلى عائلته

فقدوا في معركة السلطان يعقوب عام 82


قال جنرال إسرائيلي في الاحتياط مهتم بشؤون الجنود الإسرائيليين المفقودين، إن ثمة تطورا في قضية ثلاثة جنود إسرائيليين فُقدت آثارهم خلال معركة "السلطان يعقوب" مع بدء الغزو الإسرائيلي للبنان في العام 1982 والذي يصادف هذا الأسبوع مرور 27 عاما على هذه المعركة.
ونقل موقع "يديعوت أحرونوت" الالكتروني عن اللواء في الاحتياط أيال بن رؤوفين، وهو رئيس جمعية "وُلد من أجل الحرية" التي تعمل لإعادة الطيار الإسرائيلي المفقود رون أراد وجنود مفقودين آخرين في لبنان، إن "هناك تقدما في موضوع الجنود الثلاثة المفقودين لكن لا يمكنني إعطاء تفاصيل أكثر". وأضاف "هذه الأمور مستمرة منذ أكثر من 27 عاما، ولذلك فإني حذر، انما بإمكاني القول إنه يتم تنفيذ أمور وعمليات بحث وخطوات بالغة الجدية في هذا الموضوع، وهناك أشخاص يفعلون أمورا كثيرة في هذا الموضوع تصل حد المخاطرة بحياتهم".
ووقعت معركة السلطان يعقوب في 10 و11 حزيران/ يونيو من العام 1982 بين الجيش السوري وقوات الاحتلال الإسرائيلي بعد ستة أيام من الغزو الإسرائيلي للبنان، وسقط خلالها 20 جنديا قتيلا وأصيب عشرات الجنود الإسرائيليين بجروح وتم فقدان أثر ستة جنود لا تزال آثار ثلاثة منهم مفقودة وهم يهودا كاتس وتسفي فيلدمان وزخاريا باومل.
وقال بن رؤوفين "هذا ليس موضوعا سهلا، لكن يجب أن يكون ساخنا وأن يبقى على الأجندة العامة" في إسرائيل".

ON BOARD NRP CORTE-REAL: Drug-fuelled pirates holding a Nigerian boat during one of the longest hijackings off Somalia locked the crew up, aimed a machine gun at them, and fed them little but rice, the captain said. Pirates released the MV Yenegoa Ocean, a firefighting and supply tug, last week after capturing it with 10 Nigerian crew on board 10 months ago en route home from Dubai.

"We were taken to a remote area off Somalia and we were living like animals in that place," the boat's captain, Graham Egbegi, told Reuters in a telephone interview from Yemen.

Egbegi, who is from the Niger Delta region of the west African nation, said the pirates came armed with AK-47s and hand-held rocket-propelled launchers. They locked the crew in their cabins after capturing the boat.

They were held off a remote village in north-east Somalia.

"They mounted an automatic machine gun on deck and pointed it at us," Egbegi said. "They became very hostile after that. They were always high on drugs. They were living like demons." Though the pirates had demanded more than $1 million at the start of the saga, no details of any ransom have been made public. Egbegi said he had no information on that.

Somali pirates have made millions of dollars in the last few years, capturing ships in the busy Gulf of Aden and Indian Ocean sea-lanes. There have been some reports of hostages dying in captivity, and taking beatings by pirates, but various released crews have also spoken of good treatment by their captors. Egbegi said his crew was treated appallingly, confined to cabins and seeing no sunlight for the first three months.

They lived mainly on rice, occasionally also getting flour, the odd tomato or onion, salt and sugar, he said. Water was sometimes contaminated.

"People got sick. They didn't care about our lives. We were miserable for the first three months," Egbegi said.

"My trousers are too big for me now and I have no belt. I can get a rope and tie it to my waist. But this is not the time for fashion, I just want to go home." Maritime groups say that while the world has shown great concern at protecting trading lanes, the plight of hostages - mainly from developing nations - on the hijacked ships is often overlooked. Pirates still hold about 250 hostages off Somalia.

The Nigerian captain said that the gang that took his boat looted their stores and broke equipment.

"The pirates were day by day stealing everything from us, they pounced on our food and dry store. Everything in my ship is broken and looted from electronics to personal TV sets." The crew's Christian faith kept their spirits up, he said.

"We would pray and cry to God. He was our strength and He did not abandon us," he said.

When the word to leave finally came, Egbegi and his dazed crew started up their engines and called the International Maritime Bureau's piracy center for help.

NATO alliance forces on patrol in the Gulf of Aden sent Dutch warship HNLMS De Zeven Provincien racing there, to accompany the boat and its crew to Yemen.

"Now I just want to speak to my wife and see my five children," the captain said

Belgrade (CICR) – Les autorités de Belgrade et de Pristina se sont engagées à intensifier leurs efforts visant à résoudre le problème des personnes portées disparues dans le cadre des événements qui se sont déroulés au Kosovo entre janvier 1998 et décembre 2000. Cet engagement a été pris le 3 juin à Belgrade lors de la réunion du groupe de travail sur les personnes portées disparues au Kosovo, présidé par le Comité international de la Croix-Rouge (CICR).

Durant la réunion, les deux parties ont fourni des informations sur d’éventuelles nouvelles tombes collectives susceptibles de contenir les restes de personnes disparues, et ont réaffirmé leur volonté de s’attacher à résoudre ce problème humanitaire urgent. Selon la liste provisoire du groupe de travail, le nombre de personnes portées disparues dans le cadre du conflit au Kosovo s’élève à 1 904. En juin 2007, il était de 2 047.

« Des progrès ont été accomplis en termes de qualité et d’utilité des informations échangées entre les délégations du groupe du travail », déclare Caroline Tissot, du CICR, qui préside le groupe de travail. « Cependant, les deux parties doivent intensifier leurs efforts pour pouvoir apporter des réponses concrètes aux familles anxieuses de connaître le sort de leurs proches. »

À la demande des membres du groupe de travail, le CICR a obtenu accès à des archives internationales, notamment celles conservées au Tribunal pénal international pour l’ex-Yougoslavie, à La Haye, qui pourraient contenir des informations permettant de faire la lumière sur le sort des personnes portées disparues.

La réunion du 3 juin réunissait, en plus des délégations de Belgrade et de Pristina, des représentants de l’Union européenne, de l’Allemagne, de la Commission internationale pour les personnes disparues, de l’Organisation pour la sécurité et la coopération en Europe, de la Russie et des États-unis, ainsi que des représentants des associations de familles et de la Croix-Rouge. La dernière réunion du groupe de travail avait eu lieu à Pristina en mars 2009.

Selon les observateurs, c'est la première fois que le groupe exécute un otage occidental.

El-Qaëda au Maghreb islamique (AQMI) a annoncé hier avoir tué un touriste britannique, Edwin Dyer, qu'elle détenait en otage depuis janvier. La mort de l'otage Edwin Dyer a été annoncée dans un communiqué mis en ligne sur un site islamiste et partiellement reproduit mercredi par SITE, un centre américain spécialisé dans l'étude des sites islamistes.
À Londres, le Premier ministre britannique Gordon Brown a affirmé qu'il avait « de fortes raisons de croire qu'un citoyen britannique, Edwin Dyer, (avait) été assassiné par une cellule d'el-Qaëda au Mali » et a condamné « de la façon la plus ferme cet acte de terrorisme épouvantable et barbare ». La réaction de M. Brown constitue la première confirmation de l'authenticité du communiqué mis en ligne par AQMI qui affirme que l'otage a été tué le 31 mai, mais ne précise pas de quelle manière. Le communiqué, selon SITE, ne dit rien du sort d'un autre touriste enlevé au Niger en même temps qu'Edwin Dyer et retenu en otage par le même groupe, Werner Greiner, de nationalité suisse. La Suisse s'est dite « bouleversée » par la nouvelle. Cet « acte barbare » n'empêchera pas les « efforts intenses » de Berne pour obtenir la libération de l'otage suisse toujours aux mains des ravisseurs, a ajouté le ministère des Affaires étrangères.
Selon le communiqué d'AQMI, le groupe extrémiste a assassiné l'otage parce que le gouvernement britannique ne répondait pas à ses exigences. AQMI demandait que Londres remette en liberté l'islamiste radical Abou Qatada « al-Filistini » (le Palestinien), un homme présenté par les autorités britanniques comme l'un des membres les plus dangereux du « Londonistan », la mouvance islamiste radicale implantée dans la capitale britannique. « Cette tragédie renforce notre engagement à combattre le terrorisme » et « renforce notre détermination à ne jamais accepter les demandes des terroristes ou à payer des rançons », a souligné M. Brown.
Un responsable malien qui a pris part aux négociations a dit mercredi matin à l'AFP qu'Edwin Dyer avait été détenu par un « islamiste violent et brutal », Abdelhamid Abou Zeid. De nationalité algérienne, Abou Zeid est décrit par les spécialistes des réseaux islamistes comme étant un ancien lieutenant de Abdelrazack, alias el-Para, ancien émir du Groupe salafiste pour la prédication et le combat (GSPC) pour le sud algérien.
Edwin Dyer faisait partie d'un groupe de quatre touristes européens capturés le 22 janvier au Niger, à la frontière avec le Mali, par la branche maghrébine du réseau el-Qaëda qui avait aussi enlevé deux diplomates canadiens, Robert Fowler et Louis Guay. Ces deux diplomates et deux des quatre touristes, deux femmes, l'Allemande Marianne Petzold et la Suissesse Gabriella Burco, l'épouse de M. Greiner, avaient été libérées le 22 avril dans le nord du Mali.

SIDON: The family of Hussein Khalifeh has all their television sets and cell phones on 24 hours per day waiting for updates on the missing Air France jet. Khalifeh, who hails from the southern town of Qnarit, was on a business trip to Brazil with his partner Bassam Murr to buy cattle for their farm in Lebanon.
According to his family, Khalifeh used to make regular trips to Brazil.

Khalifeh, 34, is the father of three, the youngest of whom is a three-month-old infant.

"The news of the jet's disappearance came as a shock," Kamel Faroukh, Khalifeh's father-in-law told The Daily Star.

Farroukh added that Khalifeh was supposed to arrive in Beirut on Sunday, but the family never heard from him.

At least six Lebanese passengers were aboard a missing Air France jet carrying 228 people from Rio de Janeiro to Paris. Lebanon's foreign ministry on Tuesday identified, in addition to Kahlifeh and Murr, three more people who disappeared on the same plane: Ahmad Fawzi, Sonia al-Muallem and Akram Koo.

LBC television, however, said a sixth passenger, Lora Youssef Rahhal, was among the missing Lebanese. It added that Rahhal is a Lebanese-born Swedish national

RIO DE JANEIRO: Brazilian military planes spotted debris in the Atlantic Ocean Tuesday that could be wreckage of a missing Air France flight carrying 228 people, including five Lebanese, that apparently crashed in a storm the previous day. The Lebanese Foreign Affairs Ministry on Tuesday released the names of five Lebanese who were, based on information from the Lebanese Embassy in Paris, onboard the flight. The Lebanese citizens were: Ahmad Fawzi, Hussein Khalife, Akram Koo, Bassam al-Murr and Sonia al-Moallem.

Air Force pilots saw metallic objects, plane seats, an orange buoy and jet fuel stains in the water about 650 kilometers north of the archipelago of Fernando de Noronha off Brazil's northeastern coast.

Brazil's navy said a Dutch commercial ship was nearby and would arrive in the area shortly. Brazilian Navy ships, one carrying a helicopter, were not expected to arrive in the area until Wednesday.

The chances of finding survivors appeared close to nil and authorities were treating the passenger list as a death toll.

"The plan now is to focus our efforts to collect the debris and try to identify if they belong to the Air France plane," Brazilian Air Force Colonel Jorge Amaral said in Brasilia, the capital.

"We can't really say this is part of the airplane. The command center needs to have at least one piece of the debris with a serial number to confirm that it belongs to the airplane."

Three Brazilian Air Force Hercules planes took off from the islands of Fernando de Noronha, which sit about 370 kilometers off the coast of South America, early Tuesday to look for traces of the Airbus A330.

The area is near where the last contact was made with the flight that took off for Paris from Rio de Janeiro Sunday night and went missing in storms about four hours later without sending any distress signal.

Brazil's Air Force last had contact with the plane at 0133 GMT Monday when it was 565 kilometers from Brazil's coast. The last automated signals were received at 0214 GMT.

If no survivors are found, it would be the worst disaster in Air France's 75-year history and the deadliest since one of the company's supersonic Concorde planes crashed in 2000.

The aircraft sent an automatic message reporting electrical faults before it went missing. But aviation experts said they did not have enough information to understand how a modern plane with an excellent safety record and operated by three experienced pilots could have crashed.

"All scenarios have to be envisaged," French Defense Minister Herve Morin said on Europe 1 radio. "We can't rule out a terrorist act since terrorism is the main threat to Western democracies, but at this time we don't have any element whatsoever indicating that such an act could have caused this accident," Morin added.

The flight was carrying 216 passengers of 32 nationalities, including seven children and one baby. Sixty-one were French citizens, 58 Brazilian 26 German and five Lebanese. Twelve crew members were also on board.

Senior French Minister Jean-Louis Borloo said it was crucial to locate the black boxes, or flight recorders, which are programmed to emit signals for up to 30 days. "This is a race against the clock," he told RTL radio.

Distraught relatives of the passengers were assisted by teams of psychologists in Paris and Rio.

French electrical equipment firm CGED said 10 of its staff were on the missing plane with their partners after winning a trip to Brazil in the company's annual sales contest.

An Air France spokesman said Monday a lightning strike could be to blame for the disaster. But aviation experts said such strikes on planes were common and could not alone explain the downing of a modern plane.

Experts were baffled by the absence of any distress messages, either human or automatic, from the aircraft. No mayday message was picked up, nor were any signals received from emergency beacons that should have transmitted automatically.

"It would be very unusual to have all the communications systems fail at once," said David Gleave of Aviation Safety Investigations, an airport and air traffic control risk management consultancy based in Britain. "That would tend to indicate that something catastrophic happened." Morin said France had sent three jets, one AWACS or airborne warning and control system, as well as two naval vessels to search for the plane. The United States agreed to help locate the crash site using satellite data. -

Six Libanais parmi les victimes de l’avion disparu d’Air France

Le ministère des Affaires étrangères a dévoilé hier les noms de six Libanais qui étaient à bord du vol d'Air France Rio de Janeiro-Paris disparu au large de l'Atlantique.
Il s'agit d'Ahmad Fawzi, de Bassam el-Murr, Hussein Khalifé, Sonia Mouallem, Akram Ko (Libanais porteur d'un passeport coréen) et Laura Rahal (Libanaise naturalisée suédoise).
Hussein Khalifé est originaire de Kanarit, à Saïda. C'est un homme d'affaires qui, depuis cinq ans, se rend une fois par mois au Brésil. Né en 1974, il est père de trois enfants. Il avait pris le vol 447 d'Air France avec son ami, un autre homme d'affaires, Bassam el-Murr. Tous les deux devaient regagner Beyrouth, après une escale à Paris.
Laura Rahal est âgée de 27 ans. Elle vit depuis 1988 avec sa famille en Suède. Laura travaille pour une compagnie pétrochimique norvégienne. Elle s'était rendue au Brésil pour suivre un séminaire. Laura est originaire de Nahr Ibrahim. Elle devait rentrer au Liban le mois prochain afin de se marier à l'église avec son fiancé suédois.

ONITSHA, Nigeria: A Lebanese construction worker and his police escort were rescued hours after they were abducted for ransom in southeastern Nigeria, a spokesman said on Monday. The two men were traveling along the Aba-Port Harcourt highway when they were seized by 18 gunmen in the state of Abia on Sunday, the Nigerian Security and Civil Defense Corps (NSCDC) said. They were freed hours after." During the rescue bid, the police escort was shot and the expatriate was shot in the leg by the kidnappers before escaping," said Soji Alabi, a spokesman for Abia state command of the NSCDC. The Lebanese man and his escort received treatment at a hospital in the state capital Umuahia before the construction worker was taken away by his employers who are based in the oil city of Port Harcourt, Alabi said. Kidnappings for ransom, often of oil workers, are more common in the creeks of the Niger Delta, a vast wetland region which is home to Africa's biggest oil and gas industry. But abductions are relatively rare in other part of Africa's most populous country. An Italian construction worker was kidnapped in southeastern state of Ebonyi state in April. He was rescued by the police after a few days in captivity. A Canadian woman was also abducted in April in the northern city of Kaduna. She was rescued two weeks after.

المواجهات تنتقل إلى أماكن أخرى في وادي سوات
و"طالبان" تستبق أي عملية في وزيرستان بخطف رهائن

بعد ساعات من إعلان الجيش الباكستاني رفعاً موقتاً لمنع التجول في أنحاء عدة من وادي سوات مع استمرار عملية مطاردة عناصر "طالبان"، انتقلت المواجهات إلى شمال الوادي وإلى المناطق القبلية التي يبدو أنها ستكون الجبهة التالية، بينما يستمر حديث السكان ومنظمات الإغاثة الدولية عن خطورة الوضع الإنساني. غير أن التطور الأخطر تمثل في خطف مسلحين نحو 500 تلميذ ومدرس وأقاربهم في منطقة شمال وزيرستان القبلية.
وأفادت القوات العسكرية انها تسعى إلى ضمان امن مدينة شرباغ في شمال سوات حيث تدور مواجهات عنيفة في ضواحي تلك المنطقة، وخصوصاً في جانغل جيركي، لعزل فلول "طالبان" وطردهم منها. وتقع شرباغ على مسافة 20 كيلومتراً من مينغورا، كبرى مدن الوادي، وهي مثلها أحد اهم معاقل "طالبان" هناك. وأعلن الجيش انه اوقف "إرهابياً" كان مختبئا في أحد مخيمات النازحين، وألقت طائراته مناشير تحض السكان على مغادرة شرباغ.
وتحدث ناطق عسكري عن مقتل 18 مقاتلاً من "طالبان" في الساعات الـ24 الأخيرة، بينما سقط جنديان في هجوم صاروخي في منطقة جنوب وزيرستان، وهي معقل الزعيم البارز في "طالبان" بيت الله محسود. وبذلك ارتفع إلى 25 مسلحاً وسبعة جنود عدد الذين قضوا في مواجهات في جنوب وزيرستان خلال ثلاثة أيام.
وجاء في بيان أصدره الجيش انه "تم تأمين مينغورا تماماً، وبدأت اعمال الاغاثة. تقوم قوات الامن بدوريات في جميع المناطق المهمة في مينغورا".
وقد تكون جنوب وزيرستان، بطبيعتها الجبلية القاسية والطباع القبلية لسكانها وحدودها الطويلة مع أفغانستان، اختباراً أشد صعوبة للجيش الباكستاني من وادي سوات، كما ان ذلك قد يزيد حجم الأزمة في شمال غرب البلاد حيث يعتقد ان نحو ثلاثة ملايين شخص أُرغموا على مغادرة منازلهم. ولم يكن في وسع محمود شاه، وهو قائد أمني سابق في المناطق القبلية، تحديد موعد بدء العملية في المناطق القبلية.
وفي وادي سوات، قال احد سكان مينغورا، ويدعى محمد عثمان: "فتحت متاجر قليلة فقط، ونعاني نقصاً حاداً في الغذاء". وروى رحمن الله ان "الخوف لا يزال سائداً، لم يبق شيء هنا. احد جيراني اخبرني انه رأى جثثا متحللة في منزل مهجور. قلبي يدمع، دمروا (طالبان) المدارس، ودمروا المتاجر. البساتين مثقلة بالفواكه، ولكن لا احد هنا ليقطفها". وأكد إقبال خان ان احداً لم يخرج بعد رفع منع التجول، فالأسواق مقفلة وهناك نقص حاد في المواد الغذائية".
ولم يتمكن الصحافيون من التجول بحرية في جنوب وزيرستان ووادي سوات لتكوين صورة واضحة ومستقلة عن الوضع.
وكانت صحيفة "الواشنطن بوست" أوردت ان الغارات التي تشنها طائرات التجسس الأميركية من دون طيار والعملية المتواصلة التي ينفذها الجيش الباكستاني في وادي سوات، زعزعت تنظيم "القاعدة" و"قوضت مناعته النسبية في جبال باكستان". لكن مسؤولاً اميركياً في مكافحة الإرهاب أوضح ان "القاعدة لا تزال مع ذلك خطراً جدياً محتملاً".

خطف 500؟

في غضون ذلك، خيم الغموض على طبيعة اختراق أمني خطير في شمال وزيرستان، إذ أفاد مصدر في الشرطة وشهود ان مقاتلين من "طالبان" مسلحين بصواريخ وقنابل وأسلحة يدوية خطفوا 400 طالب على الأقل وأولياءهم ومدرسين في مدرسة للذكور.
وكشف مستشار رئيس الوزراء يوسف رضا جيلاني، ميرزا محمد جهادي ان الشرطة تتفاوض مع "طالبان" لإطلاق الرهائن التي قال إن عددها 500 وليس 400، وأنها لجأت إلى زعماء القبائل لهذه الغاية.
وقال الضابط في الشرطة مير ساردار ان الخطف حصل على مسافة 30 كيلومتراً من مدرسة رازماك في شمال وزيرستان يديرها جنرالات متقاعدون، وأن الرهائن كانت تغادر المدرسة بعد تلقي تحذير هاتفي من رجل ادعى انه شرطي بضرورة إخلاء المكان، على ما أفاد 17 شخصاً نجوا من الخطف. غير ان وسائل الإعلام المحلية قالت ان المجموعة كانت خارجة لأن الإجازة بدأت، وكانت القافلة متجهة إلى مدينة بانو. وكان نحو 30 أوتوبيساً وسيارة تنقل الطلاب والآخرين عندما أوقفتها مجموعة كبيرة من المسلحين، كما ذكر مدرس كان في شاحنة متأخرة عن القافلة تمكن أفرادها من النجاة، مشيراً إلى ان مدير المدرسة هو بين الرهائن. وأَضاف ان الخاطفين كانوا يحملون قاذفات صواريخ وبنادق "كلاشنيكوف" وقنابل يدوية وأسلحة أخرى

العثور على ٢١٦٤ جثة بمقابر جماعية في كولومبيا

اعلن متحدث باسم النيابة العامة، ان بقايا ٢١٦٤ شخصا من ضحايا مقاتلي اليسار المتطرف والمجموعات شبه العسكرية لليمين المتطرف قد عثر عليها في كولومبيا مدفونة في مقابر جماعية منذ ايلول ٢٠٠٥.

وكانت الجثث موزعة في ١٧٦٠ مقبرة جماعية في كافة انحاء البلاد التي اجتاحتها اعمال العنف السياسية واسفرت عن اكثر من ١٣ الف قتيل بين حزيران ٢٠٠٢ وكانون الاول ٢٠٠٧، كما جاء في تقرير لمنظمات غير حكومية صدر العام الماضي.
وقال المتحدث باسم النيابة العامة ان ٥٩٠ ضحية قد تم التعرف اليها وان ٥٧٢ ضحية هي قيد التحقق من هويتها.
وقد تم تحديد مواقع المقابر الجماعية بفضل معلومات قدمها عناصر من مقاتلي اليسار المتطرف انسحبوا من هذه المنظمات او عناصر المنظمات شبه العسكرية الذين يحميهم قانون التسريح.

Un Libanais, employé dans le secteur du bâtiment, et le policier l'escortant ont été blessés par balles lors d'une tentative d'enlèvement dans le sud pétrolifère du Nigeria, en proie à des prises d'otages récurrentes. « Le Libanais, employé d'une compagnie de génie civil à Port Harcourt, a été blessé par balles dimanche par un groupe de 16 hommes armés qui voulaient l'enlever dans le but de réclamer une rançon », a indiqué à l'AFP le commandant local du Corps de la sécurité et de la défense civile du Nigeria (NSCDC), Idris Haruna.
Les assaillants étaient « sans aucun doute des kidnappeurs », a affirmé le responsable. « Ils ont fui en laissant leur bus et le Libanais a pu être secouru », a-t-il ajouté. Le Libanais et le policier ont ensuite été transportés à un hôpital public où ils ont reçu des soins.

Netanyahu nomme un ancien du Mossad pour retrouver Shalit

Le Premier ministre israélien, Benjamin Netanyahu, a désigné hier un nouveau négociateur pour un échange de prisonniers avec le mouvement islamiste palestinien Hamas, qui contrôle la bande de Gaza. Hagai Hadas, ancien chef du Mossad, dirigera les négociations pour la libération du caporal israélien Gilad Shalit, capturé en 2006 à la lisière de la bande de Gaza par un commando palestinien dont faisait partie le Hamas, selon un communiqué du cabinet du Premier ministre. M. Hadas succède ainsi à Ofer Dekel, qui était chargé des échanges de prisonniers et particulièrement des négociations avec le Hamas pour la libération de Gilad Shalit. M. Dekel a démissionné le 21 avril.

عميل سابق للموساد يتولى ملف شليط


عيّن رئيس الوزراء الاسرائيلي بنيامين نتنياهو أمس عميلاً كبيراً خدم في المخابرات الاسرائيلية (الموساد)، لتنسيق الجهود الرامية الى استعادة الجندي الاسرائيلي الأسير لدى الفصائل الفلسطينية في قطاع غزة.
وذكر بيان للحكومة ان هاجاي هداس (56 عاماً) سيعمل مع افراد الأمن ولجنة وزارية لاستعادة الجندي الاسرائيلي جلعاد شليط الذي اسره نشطاء من قطاع غزة في العام 2006. وأضاف البيان ان هداس تقاعد من الموساد قبل ثلاث سنوات وأسس شركة إلكترونية للتقنيات على شبكة الانترنت.
وحلّ هداس محل عوفر ديكل الذي توصل الى اتفاق لتبادل الاسرى بين اسرائيل و"حزب الله" قبل نحو عام، استعادت اسرائيل بموجبه جثتي جنديين اسرائيليين ادى أسرهما عام 2006 الى حرب بين الطرفين استغرقت شهراً.
وكان ديكل الذي استقال الشهر الماضي بعد تولي نتنياهو رئاسة الوزراء، يقود مسعى للتفاوض بشأن اتفاق لتبادل الاسرى من اجل شليط عبر وساطة مصرية مع حركة "حماس" التي تدير قطاع غزة، لكن مساعيه فشلت. وطلبت "حماس" ان تطلق اسرائيل مئات الاسرى الفلسطينيين مقابل شليط

BEIRUT: Conflicting reports emerged on Friday on the release of Lebanese prisoners jailed in Syria on criminal charges. An informed Syrian source was quoted in An-Nahar on Friday as saying that Syrian judicial authorities had released 20 Lebanese on Thursday, but denied other media reports that 300 Lebanese had been freed.
An-Nahar daily said that neither Lebanese nor Syrian official sources confirmed the report that 300 prisoners were released. Justice Minister Ibrahim Najjar and head of the Higher Syrian-Lebanese Higher Council Nasri Khoury also denied that Lebanese authorities had been informed about such a move by Damascus.

"The number is much less. It doesn't exceed 20 prisoners," the Syrian source said, adding that three Lebanese detainees were released several days ago at the end of their sentence in Syria's central Adra jail.

"The number of Lebanese prisoners at Adra jail is less than 30." They are all serving criminal sentences, the source added.

Najjar, meanwhile, told Future News on Friday that, according to sources, 20 prisoners were released from Syrian prisons and are currently in the Bekaa Valley, "but we do not have any official information about this issue."

"If the news is correct, then Syria only released the prisoners who have served their sentence, not any others," he added.

The head of the Support of Lebanese in Detention and Exile Organization in Lebanon (SOLIDE) Ghazi Aad said Friday he hoped that the report on the 20 Lebanese detainees' release in Syria would not instigate any "political noise" that might obstruct the release of the other 87.

The total number of those detained in Syria for committing felonies is 107. The remaining 87 are expected to be released at a later date.

In an interview with the Central News Agency on Friday, Aad said that the detainees had been released between April 22 and May 2.

He added that SOLIDE did not announce the news to the media, because those released were asked to maintain a low profile about the case in order to facilitate the release of the 87 others and to avoid any political exploitation of the matter.

Aad added that the organization called several times for releasing the 107 detainees, adding that it is committed to the enforced disappearance file, which he said should be resolved transparently.

"We should recognize the difference between those convicted and those who were arrested by Syrian authorities in Lebanon and then transferred to Syria without Damascus' knowledge," Aad said.

In other news, Syria's first-ever ambassador to Lebanon has presented his credentials to the Lebanese president on Friday in the latest sign of improving relations between the two neighbors after years of tensions.

Ali Abdel Karim Ali presented his credentials to Lebanese President Michel Sleiman at the Baabda palace.

The move came a month after Michel Khoury took up his post in Damascus as Lebanon's first ambassador to Syria.

The opening of embassies in both countries sealed the establishment of full diplomatic relations between the long-feuding rivals for the first time since they gained independence from France in the 1940s.

شددت على ضرورة معالجة ملف المخفيين قسراً

"سوليد": سورية أطلقت 20 لبنانياً من 107 تعترف بوجودهم في سجونها

أمل رئيس جمعية "سوليد" المعنية بملف المعتقلين والمفقودين في سورية غازي عاد, أمس, ألا يثير خبر الإفراج عن عشرين شخصاً من لائحة ال¯107 اشخاص المعترف بها سورياً والتي تضم لبنانيين محكومين جنائيا في السجون السورية, أي ضجة سياسية تمنع استكمال الافراج عن العدد المتبقي منهم, اي 87 شخصا.
واوضح عاد ل¯"وكالة الأنباء المركزية" ان الجمعية كانت على علم بالافراج عن هؤلاء الاشخاص المحكومين جنائيا, الا انه وبناء على طلب المفرج عنهم بعدم اثارة هذا الموضوع في الاعلام كي لا يعرقل خروج من تبقى, "لم نتحدث عن الامر اعلاميا كي لا يستغل سياسيا, ولكن بما ان وكالة الانباء الايطالية (آكي) اثارت هذا الموضوع اضطررنا الى التوضيح والمطالبة بخروج البقية".
ولفت الى ان هؤلاء يشكلون جزءا من اللائحة التي تضم 107 اشخاص, والتي سلمت الى اللجنة القضائية اللبنانية وتحدث عنها وزير العدل ابراهيم نجار, مضيفا "ان المفرج عنهم خرجوا بموجب عفو خاص وعلى دفعات, واول دفعة افرج عنها في 22 ابريل الفائت", واوضح ان "لائحة ال¯107 اشخاص لا تحظى فقط باعتراف السلطات السورية وانما يسمح لاهل هؤلاء بزيارتهم في السجون السورية".
واشار الى انه من اصل 107 اشخاص, هناك 47 محكومون جنائيا و60 شخصا غير محكومين, الا انه معترف بوجودهم واهلهم يزورونهم.
وقال "نحن طالبنا مرات عدة باسترجاعهم الى لبنان من دون ان يمنع ذلك تمكسنا بالملف الاصعب والاقسى وهو ملف المخفيين قسرا ومطالبتنا بضرورة معالجته بشكل جدي وشفاف", موضحاً أن عملية الافراج كانت تتم عبر دفعات صغيرة وكان من المتوقع ان تستمر هذه العملية حتى الافراج عن ال¯107 اشخاص.
واذ رحب عاد بخروج هؤلاء المحكومين جنائيا, اكد ان الملف الاصعب يبقى ملف المخفيين قسرا الذي لم يحظ الى الآن باعتراف اي من الاطراف المعنية وخصوصا السلطات السورية, وقال "نحن دأبنا دائما على الفصل بين ملفي المحكومين من جهة والمخفيين قسرا, الذين اعتقلتهم السلطات السورية في لبنان ونقلتهم الى السجون السورية واختفوا من دون اعتراف سورية باعتقالهم ولا تفصح عن مصيرهم او مكان وجودهم, من جهة اخرى".
وكانت "سوليد" اصدرت بيانا اشارت فيه الى ان وكالة "آكي" الايطالية نقلت عن موقع الكتروني سوري خبرا عن الافراج عن مسجونين لبنانيين لديها, وأوضحت أنه تم الافراج بشكل سري وغير معلن عن عدد من السجناء الذي لا يتجاوز عددهم العشرين حتى الآن.

عامان على احتجاز البريطانيين الخمسة في العراق: ميليباند يحض على إطلاقهم فوراً

دعا وزير الخارجية البريطاني ديفيد ميليباند مجدداً خاطفي خمسة بريطانييين محتجزين رهائن في العراق منذ سنتين إلى الإفراج عنهم فوراً، في وقت أعلن مستشار الأمن القومي العراقي موفق الربيعي إن على لندن أن تقوم بجهد أكبر لتأمين إطلاق الخمسة، لكن والد أحد هؤلاء المحتجزين انتقد الحكومة البريطانية لفشلها في تأمين خروجهم سالمين من الأسر.
ويصادف اليوم الجمعة الذكرى الثانية لخطف البريطانيين الخمسة من مقر وزارة المال في بغداد على يد مجموعة كبيرة من المسلحين جاؤوا بسيارات تابعة للشرطة العراقية وكانوا يرتدون زي قوات الأمن.
ولم تُعلن السلطات البريطانية أسماء المخطوفين الخمسة، لكن المعروف أن بينهم شخصاً يُعرف باسم "بيتر مور" (35 سنة) يعمل مستشاراً لشركة أميركية "بيرينغ بوينت" تقدم استشارات مالية وتقنية للحكومة العراقية، في حين أن الأربعة الآخرين من حراسه العاملين في شركة أمن كندية وتُعرف فقط أسماؤهم الأولى وهي آلان وأليك وإثنان يدعيان جيسون. وقد لا تكون أسماء أي من هؤلاء حقيقية.
وكان يُعتقد في البدء أن الخمسة خُطفوا على يد جماعة "جيش المهدي" التي نقلتهم إلى مدينة الصدر (شرق بغداد) انتقاماً لقتل القوات البريطانية مسؤولاً إسلامياً في مدينة البصرة (جنوب العراق).
لكن يبدو الآن أنهم موقوفون لدى جماعة شيعية منشقة عن "جيش المهدي" ويُشتبه في ارتباطها بجهة إيرانية.
وأوردت وسائل إعلام بريطانية أن هذه المجموعة تسعى إلى تأمين الإفراج عن عشرة أشخاص تحتجزهم القوات الأميركية في العراق وبينهم ناطق سابق باسم "جيش المهدي" يدعى قيس الخزعلي وشقيقه ليث ومسؤول في "حزب الله" يدعى علي الدقوق.
ويُرجح أن يُنقل هؤلاء الثلاثة إلى عهدة السلطات العراقية خلال هذه السنة، في خطوة يؤمل أن تؤدي إلى الافراج عن البريطانيين الخمسة.
ووزع الخاطفون شريط فيديو في آذار (مارس) الماضي ظهر فيه بيتر مور الذي قال إن الخاطفين يعاملونهم معاملة حسنة وحض الحكومة البريطانية على العمل من أجل تأمين سلامتهم.
مستشار الأمن القومي العراقي موفق الربيعي قال في رسالة بالبريد الالكتروني إلى صحيفة "التايمز" البريطانية إن الحكومة العراقية تبذل جهدها لتأمين الإفراج عن الرهائن. وقال: "على ذوي المخطوفين أن يعملوا على خط الحكومات الغربية من أجل اتخاذ مسار أكثر حركة إزاء هذه المشكلة".
ورفض الربيعي تحديد ما اذا كان يقصد بريطانيا والولايات المتحدة، علماً أنهما الدولتان الغربيتان المعنيتان بملف الرهائن ومطالب الخاطفين.
وأكد وزير الخارجية البريطانية ميليباند في بيان أصدره ليل أول من أمس أن بلاده "ملتزمة تماماً" العمل على تأمين سلامة الخمسة. وقال: "ندعو أولئك الذين يحتجزون الرهائن إلى إطلاقهم فوراً وبلا شروط وإعادتهم سالمين إلى أهلهم".
ونقلت هيئة الإذاعة البريطانية "بي بي سي" عن "ماري" والدة المخطوف "جيسون" إنها لا تصدق إعلان الخاطفين العام الماضي أن ابنها "انتحر". وقالت في مقابلة باسم عائلات المخطوفين الخمسة: "عندما سمعنا بالخبر أنه انتحر لم نصدق ذلك. إنه رجل قوي، شديد العزم، جريء وليس شخصاً ممن يقتلون نفسهم".
كذلك كتبت ابنة "جيسون" الثانية وتدعى "مادي" (7 سنوات) رسالة إلى والدها تقول فيها: "إلى بابا .. إنني مشتاقة لك كثيراً، نريدك جميعنا أن تعود إلى المنزل. أحبك كثيراً. عندما تعود سأعطيك أكبر عناق". ورسمت على الرسالة قلوباً بالأحمر والأزرق.
وهذا الظهور هو من المرات النادرة التي يُسمح فيها لذوي الخمسة بالتحدث إلى وسائل الإعلام. وتمسك وزارة الخاجية البريطانية بهذا الملف وهي التي تحدد ماذا يخرج عن العائلات في إطار حرصها على عدم قول ما يمكن أن يعرقل جهودها لتأمين سلامتهم. وليس واضحاً سبب ابقاء أسماء المخطوفين سرية (باستثناء مور)، لكن يُعتقد أن ذلك يعود بسبب عملهم لشركة أمنية أميركية كانت تتولى تأمين سلامة مور.
ونقلت "التايمز" أمس عن غرايام مور (59 سنة)، والد بيتر، إنه يريد أن يبقى متفائلاً بخروج ابنه سالماً. وقال: "المسألة هي متى وليس إذا (كان سيفرج عنه)". وأضاف انه لم يتحدث مع ابنه منذ كان في الـ21 من عمره "لكننا لم ننساه. إننا جميعاً نتطلع إلى عودته. نعيش على أمل ذلك". وانتقد غرايام بطء جهود السلطات البريطانية في تأمين الافراج عن ابنه، وقال: "وزارة الخارجية والحكومة لا تباليان". لكن "التايمز" نقلت عن مصدر كان يعمل في السفارة البريطانية في بغداد لدى خطف الخمسة تأكيده أنه تم القيام بكل ما يمكن للمساعدة آنذاك.
