U.N. chief Ban Ki-moon said the Special Tribunal for Lebanon is "not under my authority."He said UNIFIL "helps reduce tension and restore calm" on the Lebanese-Israeli border. His remarks came during a press conference held at the U.N. headquarters in New York.
