The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization in Beirut that was established by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily) in 2006. SOLIDA has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human violations.

MOGADISHU: Paul and Rachel Chandler, a retired British couple who sailed to exotic locales aboard their 38-foot yacht, said in one of their last cheery messages they would likely be “out of touch for some time.” After disappearing for a week, a somber Paul Chandler is back in contact, saying by telephone Thursday that he and his wife are being held captive by gun-toting pirates who stripped their vessel of everything of value.

Despite the presence of warships and aircraft from more than a half-dozen nations, the pirates prowl the Indian Ocean off Somalia seemingly at will, pouncing on pleasure craft, fishing vessels and huge cargo ships.

With the recent end of monsoon season in East Africa, there has been a rash of attacks as pirates return to the open seas. More than 190 crew members from eight ships are being held. The latest seizure on Thursday was of a Thai fishing vessel carrying 21 Russians, two Filipinos and two Ghanians, the Seychelles coast guard said.

Paul Chandler told Britain’s ITV News in a phone call that he and his wife were being held aboard a container ship anchored 1.6 kilometers off the Somali coast. They apparently had been briefly taken ashore.

A fisherman told The Associated Press he saw two boats carrying eight pirates and a white couple come ashore in the village of Ceel Huur, just north of Haradhere, a notorious pirate stronghold. Dahir Dabadhahan said six luxury vehicles carrying about 30 other pirates cleared bystanders from their path.

“The pirates fired into the air, waving us to move away,” he said.

At a European Union summit in Brussels, British Prime Minister Gordon Brown appealed for the couple’s release.

Foreign Secretary David Miliband pledged that Britain would use “all the mechanisms at our disposal” to secure their safe return.

Chandler told ITV the pirates crept aboard his yacht at night while he was asleep.

“They kept asking for money and took everything of value on the boat,” Chandler, 59, said in the interview before the phone connection was abruptly broken off.

The British Navy found the yacht – empty – in international waters earlier Thursday. Warships had been searching for the Lynn Rival since it sent out a distress signal October 23.

Chandler later told the BBC via telephone that he is being treated well by his captors. “We are well, and being looked after OK,” Chandler said.

“Food is OK,” he added, although not appearing to be able to speak freely.

Asked whether he was in Somalia, he said: “I can’t answer that,” and responding to a question about whether he had a message for British officials, he said there was “nothing I can say.” A pirate spokesman who identified himself as Abdinor said the bandits will negotiate a ransom for the couple. The British government does not make or facilitate “substantive concessions” to hijackers, including ransom payments, the British Foreign Office said.

“We do expect a ransom demand,” Rachel Chandler’s brother, Stephen Collett, told the BBC. “The problem is they are not rich people. Most of the money is tied up with their yacht and other communications equipment, which is on board the yacht.” Paul Chandler’s sister, Jill Marshment, pleaded for the Chandlers’ release and said they weren’t wealthy. Even with only two aboard, the couple described the Lynn Rival as cramped. It is powered mostly by sails and has a small outboard engine.

“They are resilient people. They won’t be weeping,” Marshment said. “Instead, they’ll be thinking: ‘What are we going to do? What are we going to say?’” Paul Chandler has been identified in the British media as a retired construction-site manager, while Rachel, 55, is described as an economist. The couple, married for 28 years, took early retirement about three years ago and have spent six-month spells at sea. They have sailed to the Greek islands, Egypt, Sudan, Eritrea, Oman, Yemen, India, the Maldives and the Seychelles, chronicling their voyage on a Web log.

The Chandlers were well aware they have been sailing through pirate territory, according to their blog entries.

A March 2008 post reported that they “didn’t see any pirates, just a few fisherman inshore and large ships passing further offshore.” In February, they reported passing through a “high risk of piracy area,” traveling in a convoy of five yachts for protection.

They wrote in June that another couple had recently left for Tanzania after delaying their departure “because of the Somali pirate problem.” According to an October 21 entry, the Chandlers planned to set sail the next day and be at sea for eight to 12 days, heading south toward Tanzania.

“We probably won’t have satellite phone coverage until we’re fairly close to the African coast, so we may be out of touch for some time,” they wrote.

The last message on the blog was posted October 23, the day the pirates came, and cryptically read: “Please ring Sarah” – a possible reference to Rachel’s sister, who lives in London.

Piracy expert Nick Davies of the Merchant Maritime Warfare Center said the couple should have known better.

“They sailed into the lion’s den and they did it knowingly and they should be sternly told they have created an international scenario that was entirely avoidable,” Davies said.

Somalia has not had a functioning government for the last 18 years.

The multi-million-dollar ransoms the pirates regularly collect are a strong lure for young gunmen in a country where nearly half the population is dependent on aid.

وأكّد جمال سكاف شقيق الأسير يحيى سكاف على وجود اسرى لبنانيين لدى العدو الصهيوني، وشدّد على التمسك بخيار المقاومة كخيار اوحد لتحرير الأرض واستعادة الأسرى، مشيراً إلى ان قضية الأسير سكاف والصياد فران يجب ان تبقى قضية كل الوطن مطالباً الدولة اللبنانية بتحمل المسؤولية تجاه أبنائها·

رئيس الجمعية اللبنانية للأسرى والمحررين عطا الله حمود ذكّر بتاريخ العدو الصهيوني باعتقال الصيادين والاعتداء علي مراكبهم، مشيراً إلى ان العدو الذي عجز عن مواجهة المقاومة يمارس أبشع انواع القرصنة بحق الصيادين الذين يجوبون عرض البحر طلباً للارتزاق·

الأبوان شرفان وبو خليل مفقودان منذ عقدين

مساء أمس، أُُقيم قداس للصلاة على نيّة الأبوين ألبير شرفان وسليمان بو خليل، وللمطالبة بكشف مصيرهما. الأبوان المنتميان إلى الرهبانية الأنطونية اختفيا في 13 تشرين الأول 1990. ومع نهاية الحرب الأهلية، انضما إلى قافلة المفقودين الذين يجهد ذووهم وأصدقاؤهم لكشف مصيرهم، وينضمون إلى المعتصمين أمام الأسكوا، ويحجزون مقاعد دائمة لهم في الخيمة التي نُصبت قبل أربع سنوات، في انتظار كشف ما آل إليه مصير كل مفقود.
يذكر الأب بطرس الأنطوني أن الأب ألبير هو رئيس دير القلعة، وكان الأب سليمان هو القيّم فيه، ويضيف «ما نعرفه هو أن الراهبين ما زالا موجودين على قيد الحياة». عندما اختفى الأبوان، كانت معهما الطباخة فيكتوريا الدكاش، وكانت حينها في العقد السابع من العمر، «امرأة مقطوعة»، أهلها اختفت أخبارهم في الحرب. وذكر الأب بطرس أنه «عندما هدأت الأحوال بعد ظهر 13 تشرين الأول 1990، تحدث أحد جيران الدير إلى الأبوين، بعد ذلك حاولنا الاتصال بهما دون جدوى...».
الأب الأنطوني لم يوجّه أي اتهام مباشر، لكن بيار بو خليل، شقيق الأب سليمان، قال إن الأبوين موجودان في السجون السورية. يقول: «تابعنا قضيتهما ونعرف الأمر من القاصي والداني».
من جهته، يؤكد فادي شرفان (ابن شقيق الأب ألبير) أن أفراداً من عائلته التقوا سجيناً في رومية أخبرهم أن الأبوين في سوريا، وأن الأخير قال لهم إنه رأى الأبوين هناك. يضيف شرفان أن الأبوين «تنقّلا بين عدة سجون»، وأنه يتحدث إلى السجناء الآخرين ويصلّي معهم.
يذكر أن خبر وجود الأبوين في السجون السورية لم يُتأكّد من صحّته من السلطات اللبنانية والسورية. فملف المفقودين في لبنان شائك ومفتوح منذ أن انتهت الحرب الأهلية، وأسوأ ما في الأمر أن الحكومات المتعاقبة لم تُعر هذا الملف اهتماماً منذ التسعينيات، كذلك فإن مسؤولي الميليشيات التي شاركت في خطف لبنانيين خلال الحرب، لا يقدّمون توضيحات عن مصير المخطوفين. على أي حال، ذوو الأبوين مقتنعون بأنهما لا يزالان على قيد الحياة، ويطالبون بالإفراج عنهما.
يُذكر أن اللجنة اللبنانية ـــــ السورية المشتركة حدّدت يوم السبت في 7/11/2009 موعداً جديداً لاجتماعاتها في جديدة يابوس على الحدود اللبنانية ـــــ السورية، للنظر في قضية المفقودين والمسجونين في السجون السورية. وكانت آخر الجلسات بين اللجنتين اللبنانية والسورية قد عُقدت قبل عيد الفطر الماضي، وتوقفت بسبب الأعياد.

GENEVA: International support from Washington, Madrid and the Organization of the Islamic Conference (OIC) has poured in to Switzerland over the affair of two businessmen who have been “kidnapped” by Libya. The two Swiss businessmen have been prevented from leaving Libyan territory after a diplomatic spat erupted in July 2008 over the arrest of one of Libyan leader Moammar Gadhafi’s sons in Geneva.

Last month, the two went missing after they left the Swiss Embassy to undergo a medical check-up at the request of Libyan authorities.

Swiss Foreign Minister Micheline Calmy-Rey said they were “kidnapped by Libyan authorities and hidden in an unknown location, in flagrant violation” of consular conventions, while Tripoli said they are being held in a “safe location.”

“Not only the US government but also other governments would be ready to help Switzerland,” said US ambassador in Bern, Donald Beyer, in an interview published on Tuesday in Swiss newspaper Die Suedostschweiz.

Even as the Swiss government’s tone hardened against Tripoli, Spanish Foreign Minister Miguel Angel Moratinos also assured Bern that Switzerland has the support of Spain, which will hold the rotating presidency of the EU in 2010.

“At the moment, we must allow Swiss diplomats to do their work while showing our solidarity and responding to all calls for help which are made,” he told Swiss Italian newspaper Il Corriere del Ticino in an interview published Friday.

The OIC also offered to the two countries to find a solution to resolve the diplomatic spat.

However, the US envoy in Bern has kept quiet on international offers of assistance.

The Swiss-Libyan spat erupted in July 2008 after police in Geneva arrested Hannibal Gadhafi and his wife in a luxury hotel over allegations that the couple had mistreated two servants.

Swiss police detained the Gadhafis for two days, sparking outrage from Libyan authorities and a string of retaliatory measures against Switzerland although the charges were dropped.

The Swiss businessmen in Tripoli were also prevented from leaving the country last year after they were accused of immigration offenses.

Swiss President Hans-Rudolf Merz flew to capital Tripoli in August and apologized to the Libyan people over the incident.

His controversial apology was presented as a counterparty for the swift return of the two businessmen.

وتتألف اللجنة اللبنانية من القاضيين المدعي العام الاستئنافي في بيروت جوزيف معماري والمحقق في بيروت جورج رزق، ومن العميد الركن في قوى الامن الداخلي سامي نبهان والعقيد الركن في الجيش غابي القاعي·

جديد قضية محمد فران: اعتصام

مرّت أربع سنوات على اختفاء الصيّاد محمّد فرّان من ميناء صور. إلى الآن، لم يرد الخبر اليقين إلى عائلته عن مصيره: هل هو حيّ؟ هل هو ميّت؟ هل؟ هل؟ لا شيء جديد، وكلّ عام تكرّر العائلة والمتابعين لملف فران النشاط نفسه: الإعتصام في باحة الميناء الذي انطلق منه على متن زورقه ليصطاد رزقه. اليوم، تجتمع عائلة «المفقود»، كما جاء في الدعوة، والجمعية اللبنانية للأسرى المحررين ونقابة صيادي الأسماك أمام حوض المليناء حيث أدار فران، للمرة الأخيرة، محرك زورقه «الموهانا» وأبحر وحيداً في الليل. سيحاول الوالد عادل فران مغالبة أوجاع ظهره الذي كسره الفقد والوقوف لإحياء ذكرى ابنه البكر، فيما يتعذّر على الوالدة التي غلبها الحزن الحضور إلى مكان ابنها الأخير، لأنه من الممكن أن تخضع في وقت الإعتصام لعملية غسيل كليتيها. ولئن حضر الإثنان وصمدا حتى انتهاء الإعتصام، إلا أنّهما لن يستطيعا اختراع معلومة جديدة ليعلنا عنها أمام من سيحضرون التضامن. فالوالد أكد لـ»الأخبار» بأن «العائلة لا تملك أخباراً جديدة عن مصير محمد بكل أسف، ولم تتبلّغ من قيادة حزب الله أي معلومة خاصة، وإن وقفنا اليوم في المكان الذي انطلق محمد منه فلنذكّر من نسي بالقضيّة». وعن «وعد حزب الله بالطلب من قوات اليونيفيل البحث عن بقايا محمد في عرض البحر في منطقة عمل بحريتها»، الذي كان قد تبلّغه الوالد فران، أشار إلى أن لا شيء عنه حتى هذه اللحظات.
لاشيء إذاً، ووالد محمّد لا يجرؤ على الإستسلام، «فقلبي لا يطاوعني بأن ألفظ موت ابني بلساني». لن يستطيع الإقرار بهذا قبل رؤية «جثة» ابنه والتسليم بموته. وكان أمين عام حزب الله السيد حسن نصرالله قد ترك قرار تحديد مصير محمد من الناحية الشرعية لعائلة محمد، بعدما فشلت عملية التبادل الأخيرة بين حزب الله وإسرائيل في الكشف عن هذا المصير. وقد مال الوالد في حينها إلى إعلان استشهاد ابنه «فلو كان حياً لكان رجع في التبادل ضمن الأسرى الأحياء أو الشهداء».
يُذكر أن الرأي الشرعي، وحسب رئيس هيئة علماء صور الشيخ علي ياسين، يؤكد أنه «لا يمكن شرعاً توفية محمد في ظل انتفاء الدليل واليقين الحسي لوفاته، إلا في حال تجاوز عمر المفقود العمر الطبيعي للناس».

جال وفد مشترك من مكتب الاونروا والسفارة البريطانية برئاسة الملحق العسكري في السفارة جاينز تايلر على احد المواقع العسكرية السابقة للجبهة الشعبية القيادة العامة في خراج بلدة عيتا الفخار قضاء راشيا، وبحثوا عن جثة الصحافي البريطاني ايليت كوليت الذي اختطفته الجبهة الشعبية عام 1982 وجاءت عملية الخطف آنذاك على خلفية قيام الولايات المتحدة بقصف الجمهورية الليبية.

قضية الصدر أمام القضاء الدولي مجدّداً

عُقد لقاء في العاصمة الإيطالية روما، أمس، ضمّ وفداً من محامين لبنانيّين برئاسة المحامي إبراهيم عواضة، وعدداً من المحامين الإيطاليّين، بدعوة من قانونيّين وناشطين في الحقل الإعلامي في إيطاليا. ولفت المجتمعون إلى أن اللقاء جاء بعد متابعة معمّقة لقضية الإمام السيد موسى الصدر ورفيقيه في ليبيا، ومحاولة إخفاء هذه الجريمة، وإيهام الرأي العام أن الاختفاء حصل في إيطاليا، لا في أي بلد آخر. وبعد التداول في القضية، تأسّست جمعية تحمل اسم الإمام موسى الصدر (الحوار) هدفها الادّعاء أمام القانون الدولي على النظام الليبي، المتهم بإخفاء الإمام ورفيقيه، وكذلك إجراء الندوات واللقاءات التي تبقي هذه القضية حيّة في وجدان الرأي العام، والتواصل مع المسؤولين اللبنانيين وعائلات المخطوفين الثلاثة لوضعهم في تطوّرات القضية.
وقد سُجّلت الجمعية لدى السلطات الإيطالية أوّلاً، وانتخبت الهيئة التأسيسيّة من كلّ من المحامي الإيطالي جوزبة تروتة رئيساً، والمحامي إبراهيم عواضة نائباً للرئيس، والدكتور طلال خريس منسّقاً للعلاقات العامة، إضافةً إلى عدد من المحامين والإعلاميّين الإيطاليّين الذين رفضوا نقل مسرح الجريمة من ليبيا الى أراضي البلد الصديق للبنان إيطاليا. وقد أوكلت الهيئة الإدارية للصحافي فوستو بيفيني مهمة إكمال الكتاب، الذي أعدّه عن جريمة إخفاء الإمام الصدر ورفيقَيه تحت اسم (الحقيقة)، والذي يتحدث عن مؤامرة حِيْكَت خلال الاختفاء، والفيلم الوثائقي الذي يحمل شهادات حية ترمي إلى إثبات تورّط النظام الليبي في القضية.
وكان أول بيان ليبيّ رسمي قد صدر بتاريخ 17/9/1978 بعد تفاعل القضية إعلامياً ودولياً، وأعلن أن الإمام الصدر ورفيقيه قد استُقبلوا بحرارة لدى وصولهم إلى طرابلس الغرب، وعقدوا لقاءات عدّة مع المسؤولين، إلّا أنّ الإمام طلب الحجز له للسفر إلى روما، ومنها إلى فرنسا، فحجزت له اللجنة الشعبية في المطار، ولمرافقَيه على متن أليطاليا مساء 31 آب. وكان في وداعه في المطار أحمد الخطّاب من مكتب الاتصال العربي في مؤتمر الشعب العام، ومندوب عن اللجنة الشعبية للمطار، وممثل عن إيطاليا. وقبل عام تقريباً، أصدر القاضي سميح الحاج مذكّرة توقيف غيابية في حق الرئيس معمر القذافي، بعد امتناعه و11 من مساعديه عن المثول أمام المحكمة اللبنانية، وكانت المحكمة قد أرسلت ثلاثة تبليغات إليهم للاستماع إليهم في ملف اختفاء الصدر ورفيقيه.

On 13 October 2009, Haitham al-Maleh, was summoned by Syrian Political Security in Damascus for an inquiry and has since vanished. He left his home on the morning of 14 October 2009 and by noon hour his phone was off - it became clear that he was disappeared. Mr. al-Maleh's disappearance is believed to be linked to a telephone interview he gave on 12 October 2009 to London-based Syrian opposition television station Barada TV during which he openly criticized Syrian authorities for their continued repression of freedom of expression. Alkarama submitted his case to the Working Group on Arbitrary Detention on 20 October 2009.

Haitham al-Maleh, 78 and a Syrian national, is a prominent lawyer, human rights activist and former president of the Syrian Human Rights Society. For many years during the 1980s he was subject to detention because of his defense of human rights and liberties in Syria. He is the lawyer of Muhammad al-Hassani, a jailed human rights defender.

Over his career as a human rights defender, Haithem al-Maleh has been repeatedly harassed, accused and jailed for his human rights work in Syria, where he defends cases which often oppose decisions made by the authorities' or security forces. He had previsouly been imprisoned between 1980 and 1987 due to his work. In 2002, he was brought before a military tribunal for publishing a magazine in Lebanon, but was later released due to a decision by the President of the Republic, Bashar al-Assad. Subsequently, he had his lawyer's liscense revoked in 2004 and has several times been banned from travel and from giving lectures.

According to information received in the past few days, Mr. al-Maleh was disappeared for 5 days, reappearing only on 19 October 2009 when he was moved to a branch of the Military Police in Qaboun, Damascus. He was brought before the Military General Prosecutor who charged him with: "contempt of the Head of State", "contempt of public Administration", and the "crime of disseminating false information that would affect the morale of the nation".

Mr. al-Maleh's arrests, as well as that of his client, Mr al-Hassani, are a clear indicator of the Syrian authorities' blatant disregard for numerous principles of international law, most specifically, the right to the freedom of opinion as guaranteed by article 21 of the International Convenant on Civil and Political Rights.

Following his reappearance on 19 October 2009, Alkarama submitted Haitham al-Maleh's case to the Working Group on Arbitrary Detention (on 27 October 2009) asking them to intervene in this regard, in order that he be released or that he be given a fair trial in observance with international human rights norms.

Iraqi finds missing brothers buried in ancient cemetery after years of searching

NAJAF, Iraq: The graves stretch some 16 kilometers into the desert, in what may be the largest cemetery in the world. Near the center lie the older ones, packed closely together in a jumble of tall clay mounds and blue-domed mausoleums. Here is the final resting ground for those killed during Saddam Hussein’s brutal regime or in the war against Iran and other cases and causes that date back centuries.

In the outskirts of the cemetery, the city fades into the background and the graves grow farther apart. This area is for the newly dead, the ones killed in the violence that erupted after the US occupied Iraq in 2003.

It is also for the missing.

Scattered among the marble tombstones are simple stone markers with numbers but no names, to show where the unidentified rest – about 22,000 of them, say cemetery officials. These are the ones who lie unclaimed, who died without a proper burial and ended up at the cemetery without their loved ones ever knowing.

It was here in the Wadi al-Salam, or the Valley of Peace cemetery, that 42-year-old refrigerator repairman Mehdi Jadoua Ahmad came looking for his two missing brothers.

Nobody knows just how many Iraqis went missing during the sectarian warfare that tore the country apart. But at least 17,477 unidentified bodies have been found since May 2005, according to an Associated Press tally based on reports from morgue and police officials.

Ahmad’s search for his two missing brothers began nearly four years ago.

In December 2005, Ahmad’s oldest brother Sami, 52, traveled from his hometown of Karbala to Baghdad with the dream of starting a business in Egypt. He planned to spend the night at a hotel and catch a flight to Cairo the next morning. His brother Adnan went along to see him off.

Instead, four men in civilian clothes with police badges showed up at the hotel and told the clerk the Ahmads were being arrested. The two brothers were never heard from again.

After failing to hear from his brothers, Ahmad rushed to the hotel and demanded answers.

The clerk said police had led his brothers away.

So Ahmad began looking in the places where the missing were still alive.

He started with the neighborhood police station. There, local officials said that they knew nothing about the two men’s disappearance.

His next stops were the two most notorious prisons in Iraq.

Ahmad traveled to the US detention facility known as Camp Bucca in southern Iraq. The American guards said his two brothers were not there. He then went to the Baghdad prison controlled by the Iraqi Interior Ministry and got the same answer.

His hopes of finding his brothers alive were growing dim.

He went to the central Baghdad morgue, twice. But each time the morgue was crowded and he never got to see the pictures of dead bodies.

Thousands of Iraqis disappeared during those years of chaos, either kidnapped for ransom or killed in sectarian warfare. People were snatched from buses, stores and fake checkpoints, often in broad daylight. Dozens of bullet-riddled bodies were found on the streets and in the river every day, lacking any identification because their documents were taken as trophies.

Execution-style killings became the leading cause of death among Iraqi civilians, ahead even of bombings.

At the central morgue in Baghdad, the bodies piled up in the courtyard. Morgue workers did their best to take pictures and assign the bodies numbers.

The morgue has received nearly 30,000 bodies in the past three years, says Dr. Munjid Salahuddin, the director of the Institute for Forensic Medicine. Ninety percent of those received in 2006 were unidentified, compared with 50 percent in 2007 and 15 percent in 2008, he says.

In March, Ahmad finally felt safe enough to go back to the Baghdad morgue, along with another brother and Adnan’s wife.

They flipped through dozens of photos before Adnan’s picture appeared, followed moments later by Sami’s.

Both men had been killed execution-style with a single bullet hole in their heads. Bruising showed Adnan also had been beaten.

When the family members saw the pictures, they started to cry. Adnan’s wife beat her chest and head. The other brother fainted.

The bodies were easily recognizable. Morgue officials said they had been found by authorities near Baghdad’s main Shiite stronghold of Sadr City only three days after their disappearance.

Morgue officials gave him the numbers of the graves and the caretaker’s name and phone number.

The Wadi al-Salam is next to the shrine of the Imam Ali, who was believed by Shiites to be the rightful successor to the Prophet Mohammad and was killed in the seventh century.

It holds the remains of centuries of mostly Shiites who wanted to be buried near one of their holiest saints.

Many mourners unload wooden coffins covered with colorful blankets from the tops of minivans and carry them to the shrine to be blessed, then back to the cemetery to be laid to rest.

The main undertakers for unidentified bodies in Najaf are a father-and-son team. At the height of the violence, they sometimes worked until midnight to bury the scores of bodies brought in weekly in refrigerated trucks – more than 100 a week in 2006 and 2007.

Ali Zayer-Daham, 34, and his father Sadiq washed the bodies according to Islamic custom. But sometimes only a prayer was possible because the remains were so badly decomposed.

The men would then note the location of the graves in small handwritten notebooks filled with scribbled maps and numbers. The books have proven increasingly useful as relatives show up to find their loved ones.

Many of the families are Shiites. Sunnis also are frequently identified among the victims in the 15 sections of unidentified graves, but Zayer-Daham acknowledges that their families are often still too afraid to travel to Najaf because it would require a trip through the Shiite heartland.

Ahmad, a Shiite, met Sadiq Zayer-Dahem at his dust-caked studio, a single room with a bench and stone slabs leaning against the wall, on March 29. They drove about 10 minutes to the graveyard.

There, he knelt for the first time over the simple white stones that marked his brothers’ graves – numbers 11233 and 11235. And he wept.

The family is still grieving the loss of two brothers, but finally, there is a kind of peace. Ahmad has returned several times with other family members to light candles and spray rose-scented perfume on the graves, according to tradition.

“To know their fate and where their souls are resting is better than spending our whole life in anxiety,” he says.

Lors du 5è Festival Voix de Femmes en avril 2000 a été créé le « Réseau mondial de solidarité des mères, épouses, sœurs, filles, proches de personnes enlevées et disparues ». Il rassemble des femmes libanaise, marocaine, algérienne, palestinienne, argentines, chiliennes, mexicaine, sahraouie, kurde, turque, serbe, rwandaises, sénégalaises, tchétchène, iraniennes et belges. Il est devenu le lieu de questionnement du Festival, celui de la recherche essentielle d’une vie juste et digne, notamment au travers de la création artistique en lien avec l’action et la réflexion politiques.
Neuf années de travail et six rencontres ont donné lieu à des actions de solidarité avec les membres du réseau, à des créations théâtrales et picturales sur la disparition forcée, et à l’inauguration à Liège, lors du 8è festival en décembre 2007, d’un lieu planté d’arbres en hommage aux victimes de la disparition forcée, « Les arbres de la mémoire ».

La 7è rencontre du Réseau se tiendra lors du 9è festival Voix de Femmes (18-28 novembre) avec la participation de certaines de ses membres : Jamileh Aslih, mère d’Asel, jeune pacifiste palestinien assassiné le 2 octobre 2000 ; Nassera Dutour, Comité des familles de disparu-e-s en Algérie (CFDA) ; Wadad Halwani, Comité des familles de personnes enlevées et disparues, Liban ; Mariana Perez, fille de victimes de la disparition forcée, Argentine ; Khadija Rouissi, présidente de l’association Bayt el Hikma, Maroc ; Lourdes Uranga, ancienne détenue et exilée politique, Mexique ; Ana Woolf, comédienne et metteur en scène, Argentine ; Gabriela Zuniga, Association des Familles de Détenus Disparus, Chili.
Elle est dédiée à Odette Salem, décédée le 16 mai 2009 en luttant pour obtenir la vérité sur le sort de ses deux enfants enlevés à Beyrouth en 1985.

Elle s’ouvrira le dimanche 22 novembre au lieu des « Arbres de la mémoire » par une cérémonie d’hommage aux victimes de la disparition forcée dans le monde, et plus particulièrement au membres d’associations du Réseau qui sont décédées récemment, sans avoir pu obtenir la vérité sur le sort de leurs proches.

Elle se poursuiva le lundi 23 novembre au Manège de la caserne Fonck par une rencontre axée sur la question du silence :

De 10h à 13h :
- Le point sur la ratification de la Convention des Nations Unies pour la protection de toutes les personnes contre la disparition forcée, par Nassera Dutour, Collectif des familles de disparu-es en Algérie
- Disparition forcée et silence, le cas de l’Espagne : pourquoi faut-il attendre le début des années 2000 et l’initiative d’un journaliste qui recherche les restes de son grand-père pour que le silence se rompe en Espagne ? Pourquoi et comment dans d’autres pays, en plein conflit ou sous des régimes de terreur (Liban, Argentine, Chili, Turquie…) des proches de victimes ont malgré tout réussi à s’organiser et à faire entendre leur voix ? Intervention d’Asuncion Esteban, secrétaire de la Asociacion para la Recuperacion de la Memoria Historica (ARMH). Dialogue avec d’autres témoins espagnols vivant en Belgique.

De 14h à 18h :
- Les enfants torturés sous la dictature au Chili : En 2003, le gouvernement chilien constitue une commission nationale «Prison politique et torture». Le rapport sort en décembre 2004 : entre 1973 et 1990, quelque 28000 Chiliens ont été victimes de violences pour des raisons politiques. Et parmi eux, 102 enfants âgés de moins de douze ans. Mais le gouvernement chilien impose une clause du silence: le détail des témoignages recensés par la commission demeurera secret pendant cinquante ans. En décembre 2004 deux jeunes femmes ayant subi ces exactions quand elles étaient enfants fondent l'association Ex-menores et tentent de retrouver d'autres enfants ayant subi des violences durant la dictature. Moins d'un an après sa fondation, Ex-menores avait déjà recensé plus de 500 mineurs violentéss. L’association s’est battue pour que l’Etat ne considère plus ces enfants comme des « victimes indirectes », interpellées au hasard, mais comme des victimes d’un crime totalitaire et pour que les coupables soient jugés. Témoignage de Patricia Orellana, Chilienne réfugiée en Belgique.
- Intervention de Chris Paulis, docteur en anthropologie, professeur à l’Université de Liège, Département des Arts et Sciences de la Communication. Intervention sur la disparition forcée, thématique précise encore à déterminer.

De 17h à 18h :
Projection du film « Chanson pour Amine » (2009, Alberto Bougleux, Sophie Lorant, Kouider Zerrouk) : la lutte de Nassera Dutour, porte-parole du CFDA, pour obtenir la vérité sur le sort de son fils Amine enlevé en 1997, la justice et le droit à la mémoire pour toutes les victimes de la disparition forcée, en Algérie et ailleurs.
Projection d’un documentaire sur Odette Salem, dont les deux enfants ont été enlevés à Beyrouth en 1985, détenus-disparus dans les prisons syriennes. Documentaire réalisé par des comités de familles de disparus au Liban.

وفي جانب متصل، علمت <المركزية> ان رئيس جمعية المعتقلين اللبنانيين السياسيين في سوريا علي بو دهن سيعقد مؤتمرا صحافيا الاسبوع المقبل لاعادة تحريك ملف المعتقلين في السجون السورية· ومن المتوقع ان يتطرق الى قضية تسليم مذكرة الى الاتحاد الاوروبي تطالب بإدراج قضية المعتقلين اللبنانيين في السجون السورية ضمن مفاوضات اتفاق الشراكة الاوروبية ? المتوسطية مع الحكومة السورية·

من جهته، كشف رئيس لجنة دعم المعتقلين والمنفيين اللبنانيين <سوليد> غازي عاد لـ>المركزية> عن المباشرة بوضع آلية لتشكيل لجنة وطنية لمعالجة قضية المخفيين قسرا في لبنان وخارج الحدود· وتضم هذه اللجنة ممثلين عن لجان الاهل وعن الجمعيات العاملة على الملف، وممثلين عن الحكومة من وزارات العدل، الداخلية، الصحة والدفاع· واذ اشار الى ان التمثيل الحكومي في اللجنة هو في انتظار تأليف الحكومة، لفت الى ان مذكرة في هذا الاطار سبق ورفعت الى رئيس الجمهورية العماد ميشال سليمان ووزير الداخلية والبلديات زياد بارود ووزير العدل ابراهيم نجار الذي احالها بدوره الى مجلس الوزراء·

افادت صحيفة آيريش تايمز امس ان الافراج عن الموظفتين الايرلندية والاوغندية في منظمة انسانية بعدمئة يوم من الاحتجاز في دارفور، تم بعددفع فدية 051 قدرها الف يورو. واعلن موسى هلال زعيم الميليشيا العربية الموالية لحكومة الخرطوم ومستشار الرئيس السوداني عمر البشير للصحيفة الايرلندية "انني فقط اقنعت خاطفي الرهائن بالعودة الى المبلغ الذي ذكر في بداية عملية الخطف ودفعت الحكومة المبلغ".

وقدافرج عن الايرلندية شارون كومنس (33 سنة) وزميلتهاالاوغندية هيلداكاووكي (42 سنة) قبل اسبوع بعد107 ايام بين ايدي الخاطفين في منطقة نائية شمال دارفور. وكانت المرأتان تعملان لمنظمة "غول" (هدف) الانسانية الايرلندية. ونفت السلطات السودانية مرارادفع فدية مقابل الافراج عنهماوقال موسى هلال "انه مجردتصريح سياسيين.

Switzerland accuses Libya of kidnapping two businessmen

GENEVA: Swiss Foreign Minister Micheline Calmy-Rey on Thursday accused Libya of “kidnapping” two Swiss businessmen who have been prevented from leaving for a year in a diplomatic row between the countries.
The two went missing last month after they left the Swiss Embassy to undergo a medical check-up at the request of Libyan authorities, and Tripoli said they were being held in a “safe location.” Switzerland “has not received any proof of life after the two Swiss [citizens] were kidnapped by Libyan authorities and hidden in an unknown location, in flagrant violation” of consular conventions, Calmy-Rey told journalists. “The government had protested very strongly against the abduction, she added.

The spat erupted in July 2008 after police in Geneva arrested one of the sons of Libyan leader Moammar Gadhafi.

برن تتهم السلطات الليبية بـ"خطف" رجلي أعمال سويسريين

اتهمت سويسرا طرابلس أمس، بانها "خطفت" اخيراً رجلي اعمال سويسريين كانا في الاقامة الجبرية في ليبيا منذ اكثر من 15 شهراً، وذلك ردا في حينه على توقيف هنبيعل القذافي احد ابناء الزعيم الليبي العقيد معمر القذافي وزوجته في جنيف.
ونددت وزيرة الخارجية السويسرية ميشلين كالمي - ري في تصريح صحافي بالأمر، وقالت ان سويسرا "لم تحصل على أي دليل على ان الرجلين على قيد الحياة بعدما خطفتهما السلطات الليبية واخفتهما في مكان مجهول في انتهاك فاضح" للاتفاقات القنصلية.
ومنذ نهاية ايلول، لم يظهر أي اثر للرجلين اللذين اعتقلا في ليبيا منذ توقيف نجل الزعيم الليبي وزوجته في تموز 2008 لانهما اساءا معاملة خادمين.
واكدت طرابلس لبرن انها اودعتهما "مكاناً آمناً" بعد لقاء الرئيس هانس - رودولف ميرتس معمر القذافي في 23 ايلول في نيويورك، حيث اكد الزعيم الليبي "التزامه شخصيا" عودة السويسريين.
وقالت كالمي - ري انه مذذاك "ترفض السلطات الليبية اعطاء اشارات عن مكان الافراج عنهما وزمانه" و"لا تبدي أي نية للرغبة في اعادة العلاقات الثنائية الطبيعية مع سويسرا"، وانتقدت "رفض ليبيا المستمر للتعاون".
ولم تتوقف العلاقات بين البلدين عن التدهور منذ سنة، ذلك ان طرابلس تطالب باعتذارات لم توافق سويسرا على تقديمها.
وانتهى الامر برئيس الاتحاد السويسري الى الانصياع في 20 آب خلال زيارة خاطفة لطرابلس حيث قدم اعتذار سويسرا ووقع اتفاقا لاعادة العلاقات الطبيعية ينص، بحسب الاتحاد السويسري، على عودة الرجلين الموضوعين في الاقامة الجبرية.
وأفاد ميرتس إن المهلة المحددة في الاتفاق انتهت في 20 تشرين الاول من دون أي تقدم ملموس.

مذكّرة الى المفوّضية الأوروبية
عن المعتقلين في سوريا

في اطار متابعة قضية المعتقلين اللبنانيين في السجون السورية، زار وقد مشترك من "مؤسسة حقوق الانسان والحق الانساني" و"لجنة عائلات المعتقلين في السجون السورية" مقر المفوضية الاوروبية في بيروت، وسلم الى المسؤولين فيها مذكرة تطالب الاتحاد الاوروبي بالوفاء بتعهداته لجهة حض السلطات السورية على العمل لحل قضية المعتقلين اللبنانيين في السجون السورية. وشددت المذكرة على اهمية التزام الاوروبيين التوصية الصادرة عن البرلمان الاوروبي في 4 آذار 1998، والتي تطلب من "حكومات الدول الاعضاء في الاتحاد ادراج قضية المعتقلين اللبنانيين في السجون السورية في مفاوضات اتفاق الشراكة الاوروبية – المتوسطية مع الحكومة السورية".
ومما جاء في المذكرة التي تسلمها مستشار الشؤون السياسية في بعثة المفوضية الاوروبية مايكل ميلر: “ان اهالي المعتقلين قلقون من عدم التزام الاتحاد الاوروبي عنوان احترام حقوق الانسان في الشرق الاوسط ولبنان، وتحديدا قضية المعتقلين في السجون السورية، وذلك بعد المعلومات المتداولة عبر وسائل الاعلام عن عزم الاتحاد الاوروبي على التوقيع بالاحرف الاولى لاتفاق الشراكة مع الجمهورية العربية السورية من دون الاخذ في الاعتبار تعهدات الاتحاد ومؤسساته على هذا الصعيد، وخصوصا بيان البرلمان الاوروبي في 4 آذار 1998، والذي جاء فيه: "لما كانت المفاوضات لا تزال مستمرة بين الاتحاد الاوروبي وسوريا حول اتفاق الشراكة الاوروبية – المتوسطية، فان البرلمان الاوروبي يعرب عن قلقه العميق على مصير اللبنانيين الذين لا يزالون قيد الاعتقال في سوريا، ويتجاوز عددهم استنادا الى تقارير المنظمات الدولية 200 واكثر".
وحضت المذكرة الاتحاد على التزام توصية البرلمان الاوروبي ودعوة الحكومة السورية الى تقديم لائحة كاملة بأسماء المواطنين اللبنانيين المعتقلين لديها، واطلاق الابرياء منهم واحالة الآخرين على القضاء. وادراج قضية المعتقلين اللبنانيين في اتفاق الشراكة الاوروبية – المتوسطية مع الحكومة السورية (...)”.
واوضحت اوساط المشاركين في اللقاء ان ممثل الاتحاد الاوروبي اكد ان الحوار مع سوريا في ملفات حقوق الانسان سيشهد مزيدا من التفعيل في اطار اتفاق الشراكة بهدف تحسين اوضاع حقوق الانسان في سوريا. ووعد ميلر برفع المذكرة الى الهيئات المعنية في الاتحاد الاوروبي والى كل من يعنيه الامر.

فرنسي في دارفور

خطف موظف فرنسي في اللجنة الدولية للصليب الاحمر أمس في غرب دارفور قرب الحدود مع تشاد.

وقالت تمارا الرفاعي مسؤولة المكتب الاعلامي للجنة الدولية للصليب الاحمر في الخرطوم يمكننا تاكيد خطف احد موظفينا في محيط الجنينة، عاصمة غرب دارفور. واضافت ان الموظف فرنسي الجنسية واسمه غوتييه لوفيفر، موضحة انه يعمل منذ 15 شهرا في دارفور ومنذ خمسة اعوام لحساب اللجنة الدولية.
وكان لوفيفر عائدا الى منطقة الجنينة في سيارة تحمل شعار الصليب الاحمر بعدما انهى عمله الميداني حين اعترض طريقه مسلحون وخطفوه على بعد كيلومترات قليلة عن المدينة، بحسب ما افادت اللجنة التي طالبت بالافراج عنه فورا.

Tous les otages retenus lors d'une attaque à main armée hier matin dans un supermarché de Sevran, dans la banlieue nord de Paris, ont été libérés, et deux malfaiteurs ont été arrêtés, selon la direction de Lidl et un photographe de l'AFP. Parmi les six otages, trois femmes avaient été relâchées en cours de matinée et il ne restait plus que trois autres aux mains des braqueurs quand ils se sont rendus. Le premier homme est sorti, mains sur la tête, par l'une des portes du supermarché et a été immédiatement interpellé par les policiers du Raid, l'unité d'élite de la police spécialisée dans les prises d'otages. Grève à Maghdouché pour réclamer la libération de Joseph Sader


Joseph Sader, employé de la MEA, avait été enlevé sur la route de l'aéroport le 12 février dernier, alors qu'il se rendait à son lieu de travail.
Depuis février dernier, la famille de Joseph Sader, originaire de Maghdouché, n'a aucune nouvelle de lui.
Hier, les habitants de la localité et du village voisin de Darb el-Sim ont observé une journée de grève pour protester contre la disparition de Sader et réclamer sa libération. Les écoles publiques et privées ainsi que les commerces des deux localités ont fermé leurs portes.
Les habitants ont observé un sit-in sur le parvis de l'église de Maghdouché.
Prenant la parole, l'épouse de Joseph Sader, Salma, a indiqué que « le sit-in vise à sensibiliser le gouvernement au dossier de Joseph afin que mon mari rentre à la maison sain et sauf ».
De son côté, l'archimandrite Samir Nohra, responsable du sanctuaire de Notre-Dame de Maghdouché, a souligné qu'il « soutient Joseph et sa famille et toute personne victime d'injustice. Nous sommes un peu furieux contre le gouvernement car il ne s'occupe pas des intérêts des citoyens ». Il a également appelé les ravisseurs de Joseph à rendre publiques les informations qu'ils détiennent. « Nous voulons véritablement savoir si Joseph est en train de porter atteinte à la sécurité de l'État ou à la sécurité d'un parti dans ce pays », a-t-il dit.
Un sit-in a également été organisé devant les locaux de la Middle East. Les habitants de Maghdouché et Darb el-Sim se sont rendus à l'aéroport et ont brandi des calicots appelant à la libération de Joseph Sader.
Des employés de la MEA se sont joints au sit-in.
Ramzi Younès, responsable du secteur des services au sein de la MEA, a pris la parole pour souhaiter que le prochain rassemblement soit organisé pour accueillir Joseph qui reviendra auprès de sa famille et de ses collègues. Il a appelé les autorités concernées à faire leur possible pour déterminer le sort de Joseph Sader.
Nadim Chreif, ingénieur à la MEA, a pour sa part indiqué que les employés de l'entreprise attendent toujours le retour de leur collègue.
Maroun Nammour, responsable du CPL à Saïda, a de son côté appelé le gouvernement à œuvrer sérieusement pour faire la lumière sur le sort de Joseph, invitant la justice à agir.
Hussein Abbas a pour sa part donné lecture du message des employés de la MEA. Il a indiqué qu'il était entré en contact avec les autorités quand Sader avait été enlevé. « Les responsables nous avaient conseillé de garder le profil bas et de ne pas faire trop de bruit et ce, pour préserver l'intérêt de Joseph, a-t-il indiqué. Mais les promesses n'ont pas été tenues. »

BEIRUT/MAGDOUSHEH: Efforts to find a Middle East Airlines (MEA) employee kidnapped eight months ago must bear fruit, his friends and family said on Tuesday. Family members, neighbors and colleagues of Joseph Sader gathered outside the MEA headquarters near Beirut’s Rafik Hariri International Airport in the sweltering midday heat to pray for his safe release and demand greater transparency to the government investigation into his abduction.
Fifty-six-year-old Sader, an Information Technology manager and father of three, was abducted on February 12 as he walked to work, allegedly by three unidentified assailants who forced him into a sport utility vehicle.

Sader’s hometown of Magdousheh, near Sidon, came to a standstill as locals boarded up their shops to attend the protest.

“We are here to ask the government to make their investigation more effective and to give us proof of who took him,” Sader’s wife Salma said. She described her husband as a friendly, apolitical person and was incredulous that anyone would have purposely targeted him. “If Joseph could be kidnapped then it means everyone is a target because Joseph was not political. He had no problems with anyone,” she said.

MEA, where Sader has worked since 1982, issued a statement complaining there had been little progress in the official investigation into their colleagues’ abduction. “All we’ve received are hollow promises that reveal nothing about the case. We feel personally concerned in this case … we will not accept that this case is ignored or forgotten,” the airline’s union said.

A Magdousheh resident, who wished to be identified by the name Abou Georges, also said he was frustrated by the confusing picture being painted by the authorities. “We want the truth to be revealed and the guessing to stop.”

Al-Liwaa newspaper and OTV on Monday reported comments by Archbishop Elie Haddad, pastor of Sidon and Deir al-Qamar’s Roman Catholic Melkite Church, who said a religious source from another sect had told him Sader was alive and being detained by an “unofficial military” group in Lebanon other than Hizbullah.

The MEA official’s abductors were at odds with one another over whether to release Sader, turn him over to the Lebanese authorities or continue detaining him for further investigation into his possible involvement in an Israeli spy cell, Haddad claimed. “I was told that he witnessed some of the events that may have been the cause of the espionage,” Haddad told OTV.

Responding to the archbishop’s remarks, Sader’s nephew George said while he believed Hizbullah did not kidnap Sader, the group could have information about his whereabouts. “We are sure that if he’s not with Hizbullah, they at least know where he is just by the fact he was abducted in an area they control,” he said. – Additional reporting by Mohammed Zaatari

نفذت بلدتا مغدوشة ودرب السيم في منطقة صيدا اضراباً عاماً أمس استنكارا لاستمرار اختطاف ابن البلدتين المهندس جوزيف صادر منذ أكثر من ثمانية اشهر. وأعقبه اعتصام احتجاجي نفذه الاهالي أمام مبنى ادارة شركة طيران الشرق الأوسط حيث كان يعمل جوزف، على طريق المطار.
ففي مغدوشة ودرب السيم (صيدا- المستقبل)، اقفلت المؤسسات والمحال التجارية والمدارس ابوابها احتجاجاً وقرعت اجراس الكنائس وسط اجراءات امنية للجيش الذي انتشرت عناصره في الشوارع والطرق. ورفعت في باحة مقام سيدة مغدوشة، لافتة كتب عليها عبارة "سيدة المنطرة تنتظر عودة ابنها البار جوزيف حيا وسالماً".
وتجمع الأهالي منذ ساعات الصباح في ساحتي البلدتين للتوجه الى بيروت لتنفيذ الاعتصام، حيث اقلتهم حافلات ترفع لافتات تطالب بالافراج عن صادر واعادته الى أهله سالماً.
وقالت سلمى صادر زوجة جوزف: "الاعتصام اليوم من اجل تحريك الموضوع والطلب من الدولة تفعيل التحرك لاعادة جوزف الى منزله بسلامة وكرامة ونحن لدينا الثقة الكاملة بالمطران حداد راعي الابرشية لانه مصدر ثقة عندنا".
وقال كاهن مزار سيدة مغدوشة الارشمندريت سمير نهرا: "نحن متضامنون مع جوزف صادر ومع كل انسان يعاني الظلم. نشعر اليوم بان لدينا شيئا من النقمة على الدولة لانها بعيدة عن الاهتمام بالوطن والانسان وهذا مؤسف جدا ونناشد الخاطفين اعلان أي معلومات عن جوزف صادر واذا كان فعلا يعمل على التشويش على أمن البلد أو على أمن أي حزب في الوطن".
اعتصام امام "الميدل ايست"
وعند الحادية عشرة قبل الظهر، نفذ اهالي البلدتين اعتصاما على طريق المطار أمام مبنى ادارة شركة طيران الشرق الاوسط "الميدل ايست". وانضم الى المعتصمين عدد من موظفي الشركة وزملاء المهندس صادر.
وتحدث افراد عائلة صادر الى الاعلاميين مطالبين المسؤولين بـ"كشف مصير صادر والمساعدة على عودته الى عائلته". كذلك تحدث امام المعتصمين رئيس الخدمات في شركة طيران الشرق الاوسط رمزي يونس آملا ان "يكون التجمع المقبل لاستقبال زميلهم صادر". وناشد "المسؤولين في الدولة اللبنانية وسعاة الخير تكثيف الجهود لكشف مصيره".
وأكد المهندس نديم شريف "ان كل العاملين في الشركة لا يزالون ينتظرون عودة صادر وان مكتبه لا يزال مقفلا في انتظار عودته".
وتمنت زوجة المهندس صادر "أن تكون الاخبار الجيدة عنه صحيحة وعودة زوجها بكرامته في الدرجة الاولى لانه انسان محب ومجتهد ومسالم بطبعه" مؤكدة "انه بريء ومظلوم من كل الشائعات التي أطلقت منذ خطفه" مشيرة الى "ان الدولة على علم بكل التطورات التي تحدث عنها المطران الياس حداد والتي لا تملك العائلة غيرها".
وكانت كلمة لمنسق "التيار الوطني الحر" في منطقة صيدا مارون نمور شدد فيها على "العمل بجدية لكشف مصير المهندس صادر لانها قضية انسانية ولا يجوز ان يخطف اي شخص في لبنان وعدم معرفة مصيره" داعيا القضاء الى "التحرك وان يكون هو المرجع الاساسي لكل القضايا".
وتحدث في الاعتصام حسين عباس باسم نقابة طيران الشرق الاوسط والشركات التابعة، فأشار الى "انه والنقابة كانوا قد بدأوا بسلسلة تحركات وتم التواصل مع عدد من المسؤولين في البلد وكانت الوعود بتخفيف التحرك لمصلحة المهندس صادر الا ان كل الوعود والتحركات باءت بالفشل" مشيرا الى "النية لاستكمال التحركات اذا لم يكشف مصير المهندس صادر انطلاقا من مبدأ الزمالة والاخوة" مستغربا "بقاء الغموض سيد الموقف في هذه القضية" مشيرا الى "ان احدا من القيادات السياسية والدينية لم يقل حتى الساعة كلمة في هذا الموضوع".
وكانت كلمة لكاهن رعية مغدوشة توفيق الحوراني أشار فيها الى ان "المهندس جوزف صادر يمثل احدى دعائم المطار لانه يمثل العمل الصالح والامانة في الوظيفة" واصفا قضيته بأنها "قضية عادلة لا بد من كشفها" مشيرا الى "ان عودة صادر مؤشر للسلم الاهلي" آملا من "اهل الاعلام استنفار طاقاتهم لكشف مصير صادر" داعيا المسؤولين الى "تحريك ضمائرهم في خصوص قضية عادلة". اما الأرشمندريت نهرا فأكد "ايمانه بالدولة اللبنانية كوطن للجميع" عاتبا على المسؤولين لـ"عدم ايلاء هذه القضية الاهمية اللازمة".

تنفذ نقابة مستخدمي شركة "طيران الشرق الأوسط" وعمالها والشركات التابعة اعتصاماً الحادية عشرة قبل ظهر اليوم امام المدخل الرئيسي للشركة تضامناً مع المهندس جوزف صادر "ابن عائلة طيران الشرق الاوسط"، واصدرت النقابة بياناً جاء فيه: "منذ 12/2/2009 مرت ثمانية اشهر على اختفاء الزميل يوسف صادر ابن عائلة طيران الشرق الاوسط. ورغم كل المراجعات والتحركات التي قمنا بها لم نحصل على شيء يبرر هذا العمل سوى وعود جوفاء لم تسفر عن كشف اللثام عن هذه القضية الانسانية التي لن نقبل طمسها. وقد اوقفنا التحركات التي كنا ننوي القيام بها في حينه بناء على طلب من المسؤولين حفاظاً على سلامة التحقيق إلا ان اتصالاتنا لم تتوقف مع جميع القيادات السياسية والدينية والزمنية والتي لم تسفر عن اي شيء سوى وعود باثارة الموضوع على أعلى المستويات.

APPEL URGENT - TURQUIE

Hacer Aar, militante des Mères pour la paix, est détenue arbitrairement depuis 6 mois !

La Fédération Euroméditerranéenne contre les Disparitions Forcées (FEMED) dénonce la détention arbitraire dont est victime Hacer Aar depuis 6 mois. En effet, cette militante de l’association Mères pour la paix, membre de la FEMED, est détenue depuis avril 2009 à la prison de Bakirköy, située à Istanbul, en Turquie. Mères pour la paix est une association qui regroupe des proches de victimes de violations des droits de l’homme et de disparitions forcées, pour la plupart originaire du Sud-Est de la Turquie.

Hacer Aar a été arrêtée le 10 avril 2009 dans le cadre d’une vaste opération qui a ciblé les membres du Parti de la Société Démocratique (Democratik Toplum Partisi – DTP) au cours des derniers mois. Elle a été arrêtée dans la rue sans aucun témoin en se rendant au siège de son association.

Les parents de Hacer Aar habitant à Ankara et elle-même résidant seule à Istanbul, personne n’a été informée de son arrestation jusqu’au jour où les forces de l’ordre ont fait irruption brusquement dans les locaux de l’association Mères pour la Paix, en traînant Hacer Aar, qui était menottée. Lors de ce qui s’est avéré être une perquisition, les policiers ont saisi un ordinateur, un disque dur ainsi que des documents appartenant à l’association.

L’association Mères pour la Paix a constitué un avocat pour défendre Hacer Aar. Ce dernier a pu lui rendre visite à la prison de Bakirköy, à Istanbul, où elle est détenue. Sa famille a aussi pu la voir. Hacer Aar n’aurait pas été torturée physiquement mais les sévices moraux qui lui sont infligés, depuis le début de son incarcération, l’affectent considérablement. De plus, Hacer Aar souffre d’épilepsie et a fait une crise en prison.

Depuis son arrestation en avril 2009, Hacer Aar n’a toujours pas été informée des raisons de son incarcération et se trouve donc en prison sans être inculpée ou jugée. Son avocat n’a toujours pas eu accès à son dossier judiciaire. Devant cette détention arbitraire visant une militante de la lutte contre les disparitions forcées en Turquie, la FEMED appelle les autorités turques à :

- Informer Hacer Aar des motifs de sa détention ;

- Juger ou libérer Hacer Aar notamment sur le fondement du Pacte international relatif aux droits civils et politiques qui, à son article 9, garantit le droit de ne pas être soumis à une détention arbitraire, d’être informé des raisons de l’arrestation ainsi que d’être jugé dans un délai raisonnable ou libéré;

- Restituer à l’association les Mères pour la paix les biens et les documents saisis;

- Cesser toute forme de harcèlement à l’encontre des proches de disparus et des défenseurs des droits de l’homme qui les soutiennent ;

- Faire la Vérité et la Justice sur les disparitions forcées en Turquie.

المطران ايلي حداد: صادر حي وقد يطلق قريبا و"حزب الله" ليس الخاطف



بعد ثمانية اشهر على اختطاف المهندس الموظف في شركة طيران الشرق الأوسط جوزف صادر، توقعت مصادر وفق ما أوردت صحيفة "اللواء" أن يطلق سراحه قريباً.

واكد راعي أبرشية صيدا ودير القمر للروم الملكيين الكاثوليك المطران ايلي حداد في مقابلة مع محطة أو·تي·في أن صادر ما زال حياً وانه مع جهة مسلحة لبنانية لا صلة لها مع "حزب الله".

وكان المطران حداد زار منزل صادر في مغدوشة والتقى عائلته مطمئناً اياها بأن "بعض رجال الدين المحبين من الطوائف الأخرى إتصلوا به وقالوا إن صادر حي، وان الأخبار بين المدة والأخرى من قبل المرجع تتفاوت بين مذنب ومتعامل مع أفراد الشبكة التي ألقى القبض عليها بجرم التعامل مع اسرئيل وأنه سيسلّم للجيش اللبناني أو للدولة اللبنانية قريباً وتذهب الأمور شهرين أو أكثر ولا يظهر جوزف فأعود وأسأل ليقال لي أنه ما زال على قيد الحياة لكن الأخبار حوله تتأرجح بين عميل أو غير عميل وقيل لي أنه شاهد على بعض أحداث ربما كان هذا سبب العمالة".

واضاف انه "يبدو أن الخاطفين في حال تردد وإنقسام فيما بينهم بشأنه إذ البعض يريد إطلاقه أو تسليمه إلى الدولة وآخرون يطلبون إطالة أمد إحتجازه للمزيد من التحقيق".

ولفتت الصحيفة الى ان المرجع الديني الذي يتواصل مع المطران حداد يصرّعلى إثارة الملف إعلامياً ويؤكد أن الخاطف جهة عسكرية غير رسمية، وأضاف حداد "أن "حزب الله" ليس الخاطف، والشك قطعه يقين تعاون مسؤوليه لكشف الخاطفين".

MEA engineer Joseph Sader, who had been kidnapped by unknown assailants eight months ago, was reportedly alive and likely to be released soon, according to a report Monday in the daily al-Liwaa newspaper.
Pastor of Sidon and Deir al-Qamar of the Melkite Roman Catholic Church, Bishop Elie Haddad, meanwhile, said in an interview with OTV that Sader was "still alive" and that he is being held by a Lebanese armed group that has nothing to do with Hizbullah.

Haddad had visited Sader's house in Maghdousheh and met his family, reassuring them that Sader is alive, but that information obtained about him varied between "guilty or not guilty" of being an Israeli spy.

"News of him (Sader) vary between (accusations that he is) an (Israeli) spy or not a spy," Haddad told the family.

"I was told that he is a witness to some of the events that may have been the cause of the espionage," he added.

"It seems that the kidnappers are hesitant and divided. Some want to release Sader and hand him over to state authority while others are seeking to prolong his detention for further investigation," Haddad went on to say.

Al-Liwaa, citing a religious authority in touch with Haddad, confirmed that the kidnappers were an armed Lebanese group.

Haddad said Hizbullah was not behind Sader's abduction.

Sader, an official at Middle East Airline's IT department, was kidnapped in February near Rafik Hariri international airport by unidentified assailants who sped away in a Sports Utility Vehicle.

Two aid workers abducted in Darfur set free after 107 days
Minister insists no ransom was paid for release


KHARTOUM: Two members of Irish aid agency GOAL abducted at gunpoint in Sudan’s Darfur region in July were freed early Sunday after more than 100 days in captivity, a Sudanese minister told AFP.

“They are free, they are in good health,” said State Humanitarian Affairs Minister Abdel Baqi Gilani.

Irish national Sharon Commins, 33, and Ugandan Hilda Kawuki, 42, were abducted in the North Darfur town of Kutum on July 3. They were taken by a gang of armed men from a compound run by GOAL.

“No ransom was paid,” Gilani stressed, adding that local tribal chiefs had pressured the abductors to free their hostages.

Gilani said the two women were in Kutum and were due later Sunday to fly to Khartoum before returning to their respective countries.

“We are all relieved,” John O’Shea, president of GOAL told AFP.

“We don’t yet know when they will go home but we hope it is as soon as possible,” he said by telephone.

The International Committee of the Red Cross (ICRC) said the kidnappers had late on Saturday contacted its representatives in Kutum to say they were ready to free the hostages.

“Last night we received a phone call from the kidnappers saying they were ready to hand over the two ladies,” ICRC spokesman Saleh Dabbakeh told AFP.

“We did not participate in the negotiations in any way,” he added.

Commins’s mother said that she was “absolutely overjoyed” at the news, while the Irish government also welcomed the releases.

Agatha Commins said she had spoken to her daughter, who was “exhausted.”

“Oh my God, can you imagine, we just leapt out of bed when we heard the phone. We were just absolutely overjoyed,” she told Ireland’s state broadcaster RTE.

She was informed of the release by Gilani and spoke to her daughter shortly afterward.

“The phone call last night was just to say ‘Hello Mum, I’m out and free and how is Dad and how are the boys?’ She is just so exhausted. There is just so much going on around her. It was a very short call,” Commins said.

Irish Foreign Minister Michael Martin, who had travelled to Khartoum last month in an effort to secure the release of the two women, said he was “personally delighted and extremely relieved.”

“I want to pay a personal tribute to the two women who have undergone such a difficult ordeal. Their personal courage and resilience has helped them through what must have been a traumatic experience,” he said in a statement.

The two aid workers spent over 100 days in captivity, the longest endured by foreign aid staff in Darfur since the conflict erupted in the western region in early 2003.

Until March, no aid worker had been held in Darfur for longer than 24 hours.

However, the International Criminal Court in March issued an arrest warrant against President Omar al-Bashir for alleged war crimes in Darfur, triggering a sharp downturn in Sudan’s relations with foreign relief organizations.

Two members of Doctors without Borders (Medecins Sans Frontieres) and French aid agency Aide Medicale Internationale (AMI) had been kidnapped in March and April then released after spending three days and 26 days respectively in captivity.

Sudanese authorities had not punished those responsible for the kidnap which shook the aid workers community in Darfur.

Gilani said on Sunday that the kidnappers of the latest kidnapping must be brought to justice.

“They must be punished otherwise there will be no more order” in Darfur, he told AFP.

Two civil employees for the UN-African Union joint peacekeeping force in Darfur kidnapped last August in Zalingei in west Darfur are still in the hands of their abductors. They are the only hostages still kidnapped in Darfur.

The United Nations says up to 300,000 people have died and 2.7 million fled their homes since ethnic minority rebels in Darfur rose up against the Arab-dominated government in Khartoum in February 2003.

The government says the figure is exaggerated and that only 10,000 people have been killed.


South Sudan attack kills 7, raises fears of escalation


JUBA, Sudan: Armed men raided a South Sudan village, killing seven people and burning 120 houses, a government official said on Sunday, in an attack which raised fears that inter-tribal violence will escalate.

The United Nations says the violence, fuelled largely by cattle raids and revenge attacks, has already killed more than 1,200 people this year. Analysts believe that the insecurity could affect elections next year and a southern referendum on secession in 2011.

Tut Nyang, a local official from Jonglei state, said the latest attack happened on Friday night. “The attackers … killed seven and wounded nine,” he said.

“This is retaliation,” he said. “They said that they will continue attacking but we don’t know if they will continue attacking this place or other places.” South Sudan’s President Salva Kiir has blamed his former Northern foes for arming rival militias in an attempt to destabilize the South before the elections due in April 2010. Khartoum denies this.

But some Southern politicians say the violence stems from rival locals vying to cement support before the vote. UN sources say the violence seems largely local, caused by a security vacuum in the remote area where southern authorities rarely venture.

Long-standing tribal rivalries have been exacerbated by decades of civil war leaving a mass of angry, armed young men. The semi-autonomous Southern government set up under a 2005 North-South peace deal has struggled to establish order outside. – Reuters

BEIRUT: Interior and Municipalities Minister Ziyad Baroud announced on Friday the release of a kidnapped Saudi girl and the arrest of her abductors, including her mother. Baroud was speaking at a news conference attended by recently freed Assil al-Ayoubi and her father Abdullah Yehya bin Abdel-Aziz al-Ayoubi, as well as the head of the Internal Security Forces (ISF), General Ashraf Rifi, and head of the judicial police Anwar Yehya.
“We often hear of crimes being committed but we rarely focus on when they are solved,” Baroud said.

Arabic newspaper An-Nahar reported on Saturday that the girl had been in her mother’s custody, who after a dispute with Ayoubi’s father, flew her daughter to Lebanon and agreed with a Syrian national living in the country to kidnap her and demand ransom money. Assil’s father contacted the Lebanese authorities after her disappearance on September 17. The two were reunited after her release on Friday. Both the Syrian and her mother have been arrested.

Baroud told reporters that ISF officials were performing their duties in spite of considerable pressure and a shortage of sophisticated equipment. He said he regretted that the successes of the ISF were not being highlighted often enough, citing as an example the rescuing of kidnapped boy Amin al-Khansa in April this year.

Baroud said he also hoped the kidnapping of Middle East Airlines employee Joseph Sader would also be solved. Sader was abducted on February 12 as he arrived for work at Beirut’s Rafik Hariri International Airport, allegedly by three unidentified assailants who forced him into a sport utility vehicle. Little information about the case has emerged since then.

During Friday’s news conference, Baroud also praised the security measures being implemented by the ISF, saying the force was there to protect the Lebanese people.

“We want people to see that the ISF is for everyone and not just a certain group,” he said.

Baroud also discussed the recently enforced ban on motorcycles, saying that people were starting to feel the change in the behavior of motorcycle drivers. The ban was being enforced in all areas and applied to everyone, even ISF personnel, Baroud said.

“This decision covers all Lebanese areas. The southern suburbs of Beirut are part of Lebanon and the decision is being enforced there with the full collaboration of those concerned,” he said, referring to the Hizbullah stronghold.

Baroud issued a decree Thursday banning the use of motorcycles between 6:30 p.m. and 5 a.m., though caterers, pharmacists and journalists are exempted. The ban came into force on Thursday and comes in the wake of a clash in Ain al-Remmenah last week involving young men on motorbikes that left one man dead and four others with knife wounds.

“Those wishing to obtain a permit to use their motorcycle after 6:30 p.m. should head to Liban Post offices where a free permit will be given to them after a few days,” Baroud said.

The minister then tackled a number of security measures and achievements, and announced that security patrols were being deployed throughout Lebanon to curb the number of car thefts, which have soared in recent months.

“The decision to fight car theft is final and we are enforcing it,” he said.

بعد أكثر من 100 يوم على اختطافهما من مكتبهما في كتم شمال دارفور غرب السودان المضطرب أمنيا على ايدي مجموعة من المسلحين، أطلق الخاطفون أمس سراح الموظفتين في المنظمة غير الحكومية الايرلندية "غول" (هدف)، الايرلندية شارون كومينس والاوغندية هيلدا كاووكي. فيما لا يزال موظفان مدنيان يعملان لحساب بعثة السلام التابعة للامم المتحدة والاتحاد الافريقي خطفا في اب (اغسطس) غرب دارفور، محتجزين.
ويشكل ذلك اطول فترة احتجاز لرهائن من العاملين في المجال الانساني في هذه المنطقة الواقعة غرب السودان التي تشهد حربا اهلية منذ العام 2003 اوقعت 300 الف قتيل بحسب الامم المتحدة و10 الاف بحسب الخرطوم.
واعلن وزير الدولة السوداني للشؤون الانسانية عبد الباقي جيلاني أمس، انه "تم الافراج عن الموظفتين في المنظمة غير الحكومية الايرلندية (غول)، وهما في صحة جيدة.. لم يتم دفع اي فدية.. ان وجهاء القبائل مارسوا ضغوطا على الخاطفين لكي يفرجوا عن الرهينتين".
أضاف جيلاني ان "المسؤولين عن عمليات الخطف سينالون عقابهم... يجب ان يعاقبوا والا لن يكون هناك امن في دارفور".
وقال جون اوشيا رئيس منظمة "غول" الايرلندية "اننا مرتاحون للافراج عنهما"، موضحا ان "اسرتي الموظفتين مرتا بفترة عصيبة.. لا نعرف بعد متى ستعودان الى ديارهما لكننا نأمل ان يحصل ذلك في اقرب فرصة".
وقال الناطق باسم الصليب الاحمر الدولي في السودان صالح دباكه ان "الخاطفين اتصلوا أول من أمس، بالصليب الاحمر الدولي في كتم من اجل تسليم السيدتين"، مشيرا الى ان "منظمته لم تشارك في المفاوضات من اجل تحريرهما".
وصرحت والدة شارون كومنز، اغاثا كومنز، لاذاعة "آر تي اي" الايرلندية ان "وزير الشؤون الانسانية السوداني ابلغها بالخبر وانها تحدثت مع ابنتها التي كانت منهكة"، مضيفة "لقد قفزنا من السرير عندما سمعنا رنين الهاتف وكدنا نطير من الفرح".
ومنذ اصدار المحكمة الجنائية الدولية مذكرة توقيف بحق الرئيس السوداني عمر البشير في اذار (مارس)، نفذت اربع عمليات خطف استهدفت عاملين في منظمات دولية في دارفور. في اذار (مارس) ونيسان (ابريل) خطف عضوان في منظمتي "اطباء بلا حدود"، و"ايد ميديكال انترناسيونال" الفرنسية، ثم افرج عنهما بعد ان احتجزا لمدة ثلاثة ايام و26 يوما على التوالي.
وتسببت حملة مناهضة للمتمردين في نزوح أكثر من مليوني شخص من منازلهم كما أثارت أزمة إنسانية تقول الأمم المتحدة إنها تسببت في سقوط 300 ألف قتيل.
ولم تحاكم السلطات السودانية او تعاقب المسؤولين عن عمليات الخطف التي اثارت صدمة في صفوف العاملين الانسانيين في دارفور.

أُوقف أمس خاطف الطفلة السعودية أصايل، وسُلمت الفتاة إلى ذويها. وفي هذه المناسبة عقد وزير الداخلية والبلديات المحامي زياد بارود مؤتمراً صحافياً في المقر العام للمديرية العامة لقوى الأمن الداخلي في الأشرفية.
أمس، ادعى والد الفتاة لدى النيابة العامة التمييزية بفقدان ابنته في 17 أيلول الماضي، وقال إن أحد الأشخاص اتصل به منذ أيام، مطالباً إياه بفدية مقابل إعادة الفتاة. بعد ساعات ومتابعة دقيقة، استُدرج الفاعل إلى محلة الدورة، فأُلقي القبض عليه وحُرِّرت الفتاة منه، فيما التحقيقات جارية لكشف ملابسات العملية.
تحدث بارود في المؤتمر عن جهد كبير بذلته الشرطة القضائية في قوى الأمن الداخلي للقبض على الخاطف، وقال: «عندما عاد الطفل أمين الخنساء إلى أهله، كانت الفرحة الكبيرة. في هذه القاعة تذكرنا جوزف صادر وقلنا إنه يجب أن يعود إلى أهله. والآن الطفلة أصايل تعود إلى والدها، ونتمنى أيضاً أن يعود جوزف صادر إلى أهله ومحبّيه». وأضاف أن فترة تصريف الأعمال لحكومة ما لا تعني أبداً أن الاهتمام بالجانب الأمني ليس أولوية، مضيفاً أن «المصطادين بالماء العكر كثر، لذلك يجب أن تكون الجهود مضاعفة».
وذكّر بارود بأنه أُلقي القبض أول من أمس على السجين الثاني الفارّ من مستشفى نوفل، وقُبض أيضاً على منتحل صفة ضابط في قوى الأمن الداخلي كان يقوم بعمليات احتيال وسلب أشخاص، وضُبطت لديه سيارتان مسروقتان وألبسة عسكرية وسلاح.
في ما يتعلق بحوادث سلب السيارات، ثمة اعتقاد بأنها في تزايد، لكن بارود قال: «بالمقارنة مع السنوات السابقة، لم ندخل مرحلة الخطر»، لكنه شدد على الحرص لوضع حد نهائي لهذه الظاهرة.

Les Forces de sécurité intérieure ont réussi hier le tour de force de libérer une fillette saoudienne enlevée, Assayel, dont le ravisseur exigeait le paiement d'une rançon en échange de sa remise en liberté. Les hommes du général Achraf Rifi ont agi sur plainte du père de la fillette, Abdallah Yehia ben Abdel Aziz Ayoubi, que le ravisseur avait joint au téléphone. Il leur a suffi de lui tendre un piège et de lui donner rendez-vous à Dora pour le cueillir et libérer son otage. Le rapt s'était produit le 17 septembre dernier, a précisé le père. Selon une version circulant dans les médias, les ravisseurs seraient un couple de nationalité syrienne.
Le ministre de l'Intérieur, Ziyad Baroud, a profité d'une conférence de presse tenue à la Direction générale des FSI, en présence du général Rifi et du père de la petite Assayel, pour soulever le cas de Joseph Sader, un homme de Maghdouché enlevé et emmené vers la banlieue sud, et dont on reste sans nouvelles.
« Notre joie restera partielle tant qu'un homme continuera à subir une injustice », a-t-il dit.
M. Baroud a par ailleurs exhorté les Libanais à avoir confiance dans leur police. Il a annoncé, notamment, que le second prisonnier qui s'était évadé de l'hôpital Naufal, voici quelques semaines, a finalement été arrêté jeudi et qu'un escroc qui se présentait comme un officier des FSI et avait à son actif des vols et des escroqueries a été également arrêté.
M. Baroud a enfin affiché son intention de ne pas baisser les bras face aux voleurs de voitures et a annoncé qu'une descente à Brital, il y a quelques jours, a permis à la police de récupérer deux voitures volées, dont l'une l'avait été dans la journée même. Des patrouilles circulent entre minuit et 7 heures sur tous les axes à risques, a-t-il dit.

ذكر مسؤولون امس ان متمردين من حركة طالبان اختطفوا 16 شخصا في حادثتين منفصلتين في شمال أفغانستان الذي اعتبر لفترة طويلة منطقة آمنة نسبيا. وتزايد نشاط حركة طالبان، التي أطيح بها من السلطة في أفغانستان في غزو قادته الولايات المتحدة في العام 2001 ولكنها ما زالت قوية في جنوب وشرق البلاد، في المناطق الشمالية التي كانت تتمتع يوما بالسلم مع تواصل قتالها ضد قوات التحالف في البلاد. وقال بلال نايرام وهو مسؤول كبير في الشرطة المحلية إن مقاتلين من حركة طالبان اقتحموا عيادة في اقليم ساريبول الوعر واختطفوا ثمانية عاملين صحيين من بينهم نساﺀ. وأضاف أن البحث جار للعثور على المخطوفين في الاقليم الذي أفلت حتى الآن من انتشار تمرد حركة طالبان. وتابع أنه لا يعرف الدافع وراﺀ الاختطاف.

بعد مفاوضات طويلة ومضنية شاركت فيها الجالية اللبنانية في نيجيريا والسفارة اللبنانية هناك، وبمسعى حثيث من وزارة الخارجية اللبنانية ومديرية المغتربين، أفرج خاطفو اللبناني جوزيف سكاف ابن بلدة رحبة عنه، وهو بصحة جيدة حسبما أعلن ذوو المخطوف وعائلته، وهم بانتظار عودته القريبة إلى لبنان. وكان رئيس بلدية رحبه المهندس سجيع عطية قد أكد نبأ الافراج عن سكاف بعدما أبلغه بذلك ذووه، مؤكداً أن عملية الإفراج كانت قد تمت بعيد منتصف ليل الاحد الاثنين من قبل خاطفيه في نيجيريا على ان يعود قريبا الى لبنان.
وتوجهت عائلة سكاف من كل الذين ساهموا وسعوا للإفراج عن ابنهم.

عبد الله عليان: أسير منذ 28 عاماً؟

تضع الحرب أوزارها ويهدأ المدفع، لكنّ الألم الذي تسبّبه لا يسكن. مضت 28 عاماً على أسر القوات الإسرائيلية عبد الله عليان، ومنذ ذلك اليوم أصبح بالنسبة إلى عائلته مفقوداً وموجوداً، حيّاً وميتاً. أمس، رفعوا صرختهم «ندفع دمنا ثمناً لمعرفة المصير»

ملف الأسرى والمفقودين لدى العدو الإسرائيلي، الذي “ما زال مفتوحاً. والذي تتحمّل إسرائيل فيه المسؤولية”، كما قال الأمين العام لحزب الله السيد حسن نصر الله، مطلع العام الجاري في المؤتمر الصحافي الذي عقده لمناسبة “يوم الحرية”، ثم عاد وأكّد الأمر قبل نحو 3 أشهر في الذكرى الأولى لعملية “الرضوان” لتبادل الأسرى.
عاد الملف، أطلّ أمس من نافذة “الأسير” المفقود عبد الله عليان، الذي أسرته القوات الإسرائيلية عام 1981 من قرية البيّاضة الحدودية في الجنوب، حيث اختطفه ضابطان من الاستخبارات الإسرائيلية، بحسب ما أكّدت المحامية مي الخنسا، وفقاً للشهادات التي عُرضت أمس في مؤتمر صحافي عقد في فندق غلاريا ـــــ الجناح. أهم هذه المعطيات أن “الصليب الأحمر الدولي كان قد زاره عدّة مرات في السجون الإسرائيلية”، وقد قُدّمت في هذا الصدد العديد من الدعاوى القضايا من جانب الخنسا بحق “إسرائيل” التي “ستتابع القضية في جميع المحافل الدولية، دون تساهل أو تضييع للوقت”.

قبل أشهر، اتصل طارق عليان من ألمانيا بابن المفقود حسن، وأخبره أن والده “العميل لمصلحة إسرائيل، والمقيم داخل فلسطين المحتلة قال على مسمعه إن عبد الله عليان ما زال حياً في أحد المعتقلات الإسرائيلية، وإنه رآه آخر مرة قبل عامين”. اتصل طارق مجدداً أثناء المؤتمر الصحافي أمس، وجرى تحويل الاتصال على مكبّر للصوت بحيث يسمعه الحضور، فأدلى بالشهادة نفسها. يريد “ابن العميل طيّ صفحة الماضي والتكفير عن الذنب، إذ إن والده كان هو من وشى بالأسير عليان، الذي كان يعمل مع المقاومة” آنذاك، ما أدّى إلى أسره.
أدلى الأسير المحرر غسان ديراني بشهادته، فقد علم أثناء اعتقاله في فلسطين المحتلة عام 1993 أن عبد الله عليان موجود داخل إحدى الزنازين الانفرادية، في سجن الرملة. بدوره أدلى الأسير المحرر محمد سرور بشهادته، فأكّد أنه رأى عليان بصحة جيدة، في اليوم نفسه الذي أسر فيه.

تقدم حسن عليان، ابن الأسير، ملقياً كلمة “ارتجالية”. بصوت عالٍ صرخ “يا سيد حسن، نحن نفوّضك أن تقول للإسرائيليين إننا نريد الحرية للأسير عبد الله عليان، ليس لنا سند سواك. وأنا مستعد لأن أقدّم دمي لكي أعرف مصير والدي”. جوّ من الحزن الشديد سيطر على القاعة، أطبق صمت حزين، وفاضت دموع عدد من الحاضرين. مضى الابن المنفعل قال “أتمنى من كل من لديه ذرّة ضمير ووجدان، من كل المسؤولين، من الدولة التي لم تسأل عنا طوال 28 عاماً، أن يهتمّوا بأمر الأسير عليان وكل الأسرى والمفقودين”، أدمعت عينا حسن، وارتجف صوته، لكنه أكمل فقال “كلمة مفقود صعبة علينا كتير، والله كتير. لو ميّت كنا منروح على قبره ومنزوره”.
أجهشت الخنسا بالبكاء أثناء حديثها مع “الأخبار” فأصرت على “مناشدة السيد حسن نصر الله لكشف مصير عليان، الذي أسرته الدولة اللقيطة إسرائيل”.

الخنسا أعلنت أن الصليب الأحمر الدولي زار عليان مرات عدّة في السجون الإسرائيلية

بدوره، تحدث رئيس الجمعية اللبنانية للأسرى والمحررين عطا الله حمود لـ“الأخبار”، فأشار إلى أن عائلة عليان “تسأل باستمرار الصليب الأحمر عن مصيره، ولا جواب. يعقدون المؤتمرات ويناشدون فيها الرأي العام العالمي والحكومة، التي يحمل عليان هويتها اللبنانية، ولكن هل تحولت قضيته إلى حزورة؟”. لفت حمود إلى أنه أثناء عملية تبادل الأسرى الأخيرة، ردّ الطرف الإسرائيلي على حزب الله بأن “لا معلومات عن عليان”، وأضاف “هناك 17 ألف مفقود لبناني منذ الاجتياح الإسرائيلي عام 1982، وإسرائيل تتحمل المسؤولية عن عدد كبير منهم، إذ إن مقررات جنيف تنص على أن الدولة المحتلة تتحمل المسؤولية عن كل الأسرى والمفقودين”.
أهالي الشهداء يعرفون أن شهداءهم قد رحلوا عن الدنيا، فلا يعيشون الليل والنهار على أمل عودة الأحبّة، أما أهالي الأسرى والمفقودين، فلهم شأن آخر. يكابدون ألم الانتظار ووجع السنين المتراكمة. لا تعرف الزوجة إن كانت قد أصبحت أرملة، ولا يعرف الولد إن كان قد صار يتيماً.

تقرير «هاموكد»... وإفادات

كشف سفير المنظمة العالمية لحقوق الإنسان، علي عقيل خليل، عن تقرير لجمعية “هاموكد” الإسرائيلية يتضمّن إفادات لعدد من الذين قضوا فترات في سجون سرية في “إسرائيل”. ويعتقد أن الأسير اللبناني عبد الله عليان يقبع في أحد هذه السجون. يتحدث التقرير عن سجون تعرف بـ“غوانتنامو إسرائيل”، حيث المنشأة 1391 والمنشأة 1321. هناك تربط أيدي المعتقلين بأرجلهم بواسطة سلاسل معدنية، وتوضع على وجوههم أكياس حاجبة للرؤية. يقال لهم، أنتم في الفضاء أو أنتم في غوّاصة. لا يعرفون الليل من النهار، ويجبرون على خلع ثيابهم أمام الجنود للسخرية منهم، كما يوضعون في زنازين مليئة بالبراز، فيُضربون باستمرار ويغتصبون. تدير هذه السجون شرطة “كيشون” التابعة لفرقة 504 في الجيش الإسرائيلي. وقد أوردت في التقرير شهادات معتقلين سابقين، جاء فيها أنهم كانوا يجبرون على أكل رماد السجائر، إضافةً إلى إقحام عصا في شرجهم. ويمنعون من النوم لفترات طويلة، إذ تقرع أبواب الزنازين بأسلوب عنيف باستمرار.

شدد رئيس لجنة دعم المعتقلين والمخفيين القسريين غازي عاد على ان "قضية المخفيين قسرا يجب ان تحل ومن الضروري تشكيل آلية عملية وجدية وشفافة للوصول الى الحقيقة وان يعطى اهالي ضحايا الاخفاﺀ القسري اجوبة واضحة عن مصير احبائهم"

ذكر عاد خلال إحياﺀ "التيار الوطني الــحــر" فــي مدينة زحــلــة ذكـــرى 13 تشرين فــي حضور المنسق العام للتيار بيار رفول ممثلا العماد ميشال عــون ان "ســولــيــد" "قــدمــت مذكرة لرئيس الجمهورية تطالب بالتنسيق مع لجان الاهالي بتشكيل هيئة وطنية للاخفاﺀ القسري مهمتها العمل على كل الاراضــي اللبنانية لتحديد عدد ضحايا الاخفاﺀ القسري بشكل علمي وتأسيس قاعدة معلومات للـ DNA وتحديد المقابر الجماعية، وانطلاقا من نتائج عمل الهيئة ننطلق في حل قضية المخفيين من كل اللبنانيين مــن دون تفرقة بين المخفي في سورية او في لبنان او في ليبيا او في اي مكان بالعالم".


ودعا عاد "لوضع المسألة باطارها الصحيح وابعاد كل الحرتقات التي منعت الوصول الى حــل.".

. واضاف: "الــكــل مــســؤول ولا احــد يمكنه ان يتهرب من مسؤوليته عن تسهيل ايجاد الحل لعذابات الناس. وسياسة النعامة بالتهرب من الموضوع من خلال تهميشه او تسخيفه مرفوضة، فمن جهة يقولون ان لا مخفيين في سورية وكل المخفيين هنا في لبنان، ومن جهة ثانية يقولون مــاذا نريد بالحرب ولا نريد ان نفتح صفحات الــمــاضــي ولــنــركــز عــلــى المخفيين بسورية وآخر همنا من فقد في لبنان، ومــن جهة ثالثة يقولون فلنغلق الــمــلــف ونــفــتــح صفحة جـــديـــدة...

وللجهات الثلاث نقول ان خلق الحجج لنتهرب من مواجهة الحقيقة جعل هذا الملف يطول، والملف لا ينتهي الا عــنــدمــا يــعــرف الاهـــالـــي مصير اولادهم"...

Les talibans frappent l’armée pakistanaise en plein cœur


Dimanche matin, les forces pakistanaises ont neutralisé les talibans, 24 heures après le début de l’offensive. Mais le bilan est lourd : huit militaires, trois otages et huit assaillants ont été tués.Faisal Mahmood/Reuters


Clinton voit une menace « croissante » des militants islamistes contre l'État pakistanais, mais Washington a confiance dans le contrôle du gouvernement sur ses armes nucléaires.

L'attaque, lancée 24 heures plus tôt par les talibans, du quartier général de l'armée pakistanaise à Rawalpindi, près d'Islamabad, suivie d'une prise d'otages, a pris fin hier sur un bilan très lourd : huit militaires, trois otages et huit assaillants tués. Les insurgés islamistes liés à el-Qaëda avaient intensifié ces derniers temps une vague d'attentats qui a déjà fait plus de 2 200 morts en plus de deux ans. Samedi et dimanche, ils ont démontré qu'ils avaient la capacité de frapper au cœur même du dispositif le plus sécurisé du Pakistan, seule puissance nucléaire militaire avérée du monde musulman.
Depuis Londres où elle se trouvait hier, la secrétaire d'État américaine, Hillary Clinton, a estimé que l'attaque contre le quartier général de l'armée pakistanaise est un nouveau rappel que les extrémistes « menacent de façon croissante l'autorité de l'État » au Pakistan. Toutefois, elle a également déclaré : « Nous avons confiance dans le contrôle du gouvernement pakistanais et de l'armée sur ses armes nucléaires (...) Et nous ne voyons pas de preuve que (les militants islamistes) vont prendre le pouvoir. »
Près de 24 heures durant, les talibans ont tenu en haleine le monde entier dans une attaque suivie d'une prise d'otages, 42 militaires et civils employés par l'armée ayant été retenus dans un bâtiment jouxtant le QG de l'armée dans la ville-garnison de Rawalpindi. L'assaut a été donné à l'aube. Trente-neuf otages ont été libérés en deux vagues, mais le bilan est lourd : trois ont perdu la vie, deux soldats ont péri et quatre ravisseurs ont été tués, a indiqué le général Athar Abbas, porte-parole de l'armée. Le cinquième assaillant, blessé, a été capturé. Les services de renseignements enquêtent sur de possibles liens entre le seul assaillant survivant, appelé Aqeel ou Docteur Usman, et une attaque en mars contre l'équipe de cricket du Sri Lanka à Lahore, a ajouté le général Abbas.
Samedi en fin de matinée, des hommes armés et vêtus d'uniformes militaires s'étaient présentés, à bord d'un minibus, à l'entrée principale du Grand Quartier général (GHQ), qui abrite, entre autres, l'état-major au grand complet. N'ayant pas réussi à déjouer la vigilance des gardes, ils ont ouvert le feu et lancé des grenades. Dans les violents combats qui ont suivi, plus d'une heure durant, six militaires ont perdu la vie, dont un général de brigade et un colonel. Quatre assaillants ont été tués samedi dans ces combats assez intenses. Cinq autres insurgés avaient réussi à fuir et prendre des otages dans un bâtiment contigu. Le véhicule des assaillants, contrairement à la technique couramment utilisée par les kamikazes islamistes, n'était pas piégé, selon les militaires.
Dès samedi, l'armée a dénoncé une attaque du Mouvement des talibans du Pakistan (TTP), qui a fait allégeance à el-Qaëda et combat Islamabad pour son alliance avec Washington dans sa « guerre contre le terrorisme ». Ce groupe, qui a pour fief les zones tribales du nord-ouest frontalières avec l'Afghanistan, a d'ailleurs revendiqué l'attaque, selon plusieurs chaînes de télévision. Le nouveau chef du TTP, Hakimullah Mehsud, a juré de multiplier les attaques contre « l'Amérique et le Pakistan » pour venger la mort de son prédécesseur Baïtullah Mehsud, tué le 5 août par un tir de missiles américains. Sous la pression intense de Washington, l'armée pakistanaise a lancé récemment des offensives dans le Nord-Ouest.
Ces derniers jours, les collaborateurs du président américain, Barack Obama, ont signifié que sa nouvelle stratégie pour le conflit en Afghanistan ferait une place importante au Pakistan ; son porte-parole, Robert Gibbs, soulignant que « la plupart, sinon presque tous » les membres du réseau d'Oussama Ben Laden qui chercheraient à s'en prendre à nouveau aux États-Unis étaient au Pakistan.

TEHRAN: The disappearance of an Iranian nuclear scientist on a pilgrimage to Saudi Arabia in June is raising questions about whether he defected and gave the West information on Iran's nuclear program.

Iran's foreign minister on Wednesday accused the United States of involvement in the disappearance of Shahram Amiri, who reportedly worked at a university linked to the elite Revolutionary Guards military corps.

In a sign of the sensitivities surrounding Amiri, Iranian officials have not even publicly identified Amiri as a nuclear scientist, referring to him only as an Iranian citizen. Amiri's wife has said he was researching medical uses of nuclear technology at a university and was not involved in the broader nuclear program.

Iran's foreign minister took the unusual step of complaining to the head of the United Nations last week about the disappearance, at the same time raising the case of a former defense minister who vanished in Turkey in 2007, also believed by many to have defected.

Amiri vanished several months before the September revelation of a uranium enrichment facility near the city of Qom, which the United States and its allies accuse Iran of building secretly.

The timing has led experts to question whether Amiri may have given the West information on it or other parts of Iran's nuclear program.

The discovery of that facility was a coup for Western intelligence. Iran denied trying to hide the site, insisting it was not yet required to declare it to the UN nuclear watchdog. Still, it was put on the defensive as it entered landmark nuclear negotiations with the US and other world powers last week, talks that have somewhat eased rising tensions between the two sides.

US officials have said multiple streams of intelligence - particularly spy satellites - were used to reveal the Qom site and its function, but they have not specified whether the sources included Iranians on the ground.

The United States and its allies accuse Iran of secretly seeking to develop nuclear weapons, a claim Iran denies, saying its program is intended only to produce electricity.

Little is known about Amiri, and his fate remains a mystery after more than four months.

Iran has asked Saudi Arabia for information on his whereabouts but has received no reply, Foreign Ministry spokesman Hasan Qashqavi said earlier this week. Amiri's relatives have demonstrated several times outside the Saudi Embassy in Tehran demanding information.

The Iranians "may be concerned that the Americans were involved in luring him away," said Meir Javedanfar, an Iranian-born analyst based for the Middle East think tank, meepas. He raised the possibility Amiri was willingly offering information to the West, despite Iranian claims he was arrested in Saudi Arabia.

"There's the possibility he was taken away in a limousine rather than being shoved in the back of a car, meaning that he could have been a walk-in," said Javedanfar, who is based in Israel.

Amiri worked as a researcher at Tehran's Malek Ashtar University, according to Iran's state-run English language channel Press TV. The university has been cited by the UN in the past as a nuclear research site and is widely thought to be run by the Revolutionary Guards.

One Iranian news website claimed that Amiri had worked at the Qom facility and had defected in Saudi Arabia.

The Web site, Jahannews, which is connected to Iranian conservatives, gave no source for the report.

Amiri traveled to Saudi Arabia on May 31 for Omra, an Islamic pilgrimage to Mecca, his wife told the unofficial news agency ISNA. The last she heard from him was on June 3, when he called her from the holy city of Medina.

She said he told her that during his arrival in Saudi Arabia, he had been questioned extensively by police at the airport - "more than any other passenger," according to ISNA, which did not give the wife's name.

Foreign Minister Manouchehr Mottaki raised the level of interest on Wednesday, saying that Amiri had been arrested and accused the United States of a role.

"We've obtained documents about American involvement over Shahram Amiri's disappearance," Mottaki said, according to the semiofficial Fars news agency.

"We hold Saudi Arabia responsible for Shahram Amiri's situation and consider the United States to be involved in his arrest," Mottaki said, quoted by the official IRNA news agency.

"We regard Saudi government as responsible for Amiri's condition and according to some documents available for us, we consider that the US is responsible for his detention."

ISNA, an Iranian student news agency, said Mottaki addressed reports that Amiri was on the staff of Atomic Energy Organization of Iran, saying "these are speculations discussed by Western media and we pursue his case as an Iranian national."

There was no immediate comment from Saudi officials.

In Washington, State Department spokesman Ian C. Kelly said he had no information about the matter. "The case is not familiar to us," Kelly added.

قال والد الجندي الاسرائيلي الفرنسي جلعاد شليط المحتجز في غزة منذ اكثر من ثلاث سنوات لوكالة "فرانس برس" امس انه لا يرى "نورا في نهاية النفق"، وذلك خلال زيارة له الى فرنسا على امل الحصول على "مساعدة" لاطلاق سراح ابنه.
ويقول نوعام شاليط ان "مشاعر مختلطة" تنتابه في ما يتعلق بالشريط المصور الذي ارسلته حركة "حماس".
وتابع "من جهة شعرنا بالفرح لرؤيته بعد كل هذا الوقت فنحن لم نحصل قبل ذلك حتى على صورة له. من جهة اخرى نشعر بالقلق الشديد لانه لا يوجد تطور ملحوظ بعد، لا نرى نورا في آخر النفق".
اضاف "نعتبر الشريط خطوة جديدة على المسار الصحيح لكن ليس هناك من مؤشر الى تبادل قريب للأسرى، اذ لم يحصل اختراق بعد".
يذكر ان حماس طالبت اسرائيل باطلاق سراح مئات السجناء مقابل الافراج عن شاليط الذي احتجز في 25 حزيران (يونيو) 2006 في عملية فلسطينية جنوب اسرائيل على الحدود مع غزة.
واعتبر نوعام شليط ان تسليم الشريط مقابل اطلاق سراح 20 أسيرة فلسطينية اشارة الى ان "حماس": "تخضع لضغوط وتود التقدم" في هذا الموضوع.
واشار والد الجندي الاسرائيلي، البالغ الان 23 سنة من العمر، الى ان بث الشريط "ولد زخما في المجتمع الاسرائيلي ولدى المسؤولين، فلا أحد يستطيع البقاء مكتوف اليدين امام شريط مماثل".
ويتوقع ان يقابل نوعام شليط الرئيس الفرنسي نيكولا ساركوزي عصر الاربعاء.
واوضح في هذا الصدد "نظن ان لفرنسا دورا بارزا في هذه القضية لانها عامل اساسي في قضية الشرق الاوسط. اليوم ايضا ورغم وجود الفريق الالماني في الواجهة فان لفرنسا القدرة على المساعدة في التوصل الى اتفاق".
يذكر ان صفقة الشريط بين "حماس" واسرائيل ابرمت بوساطة المانية.

«العفو» تدعو دمشق للكشف عن مصير معارض كردي

دعت منظمة العفو الدولية اليوم السلطات السورية للكشف عن مصير المعارض الكردي، خالد كنجو، وقالت إنها تحتجزه منذ ثلاثة أسابيع بعدما رحّلته ألمانيا قسراً إلى سوريا. وقالت المنظمة إن جهاز أمن الدولة احتجز خالد كنجو (31 عاماً) في مدينة القامشلي، الواقعة شمال شرق سوريا، في الثالث عشر من أيلول الماضي لمدة 12 يوماً إثر عودته الإجبارية إلى سوريا في الأول من الشهر نفسه بعد رفض السلطات الألمانية طلبه اللجوء على أراضيها.
وأضافت أن كنجو لم يعد إلى بيته وانقطعت أخباره منذ استدعائه إلى جهاز أمن الدولة، الذي وصفته بأنه واحد من فروع عديدة لأجهزة الأمن العاملة في سوريا، التي تحتجز الأفراد بصورة منتظمة لمجرد شكها في أنهم معارضون للحكومة. وأشارت إلى أنها «تلقت تقارير عن نقل كنجو إلى فرع جهاز أمن الدولة في دمشق، لكن السلطات السورية لم تؤكد حتى الآن مكان احتجازه».
ودعت العفو الدولية نشطاءها إلى «توجيه رسائل للسلطات السورية لحثها على الكشف عن مكان احتجاز كنجو، واتخاذ كل الإجراءات لضمان عدم تعرضه للتعذيب وسوء المعاملة، وإخلاء سبيله من دون تأخير ما لم توجه ضده تهمة جنائية معترف بها».

جوزيــف ســكاف فــي نيجيريــا

تساور حالة من القلق الشديد عائلة اللبناني جوزيف سكاف من بلدة رحبة العكارية الذي اختطف على أيدي عصابة محترفة في نيجيريا حيث لا يزال مصيره مجهولاً. تمت عملية الاختطاف منذ ما يقارب الأسبوع واستدعت تحركاً من فعاليات البلدة باتجاه المرجعيات المختلفة والرؤساء الثلاثة والرئيس المكلف من أجل العمل لكشف مصيره والاسراع في الافراج عنه وعودته الى ذويه وزوجته وأطفاله.
واعتبر رئيس بلدية رحبه المهندس سجيع عطية أن عملية الاختطاف فاجأت بل صعقت الجميع، «فجوزيف من الملتزمين الأوادم بعملهم وعائلتهم وله وقت طويل في نيجيريا»، مطالباً الرئاسات الثلاث ووزارة الخارجية ومديرية المغتربين بالعمل بجدية اولا لضمان سلامته وصحته والضغط على الشركة التي يعمل فيها والمعالجة بشكل سلمي كي يعود الى اهله وعائلته واولاده».
وبينما تسعى السفارة اللبنانية والجالية للتحرك بقوة على هذا الصعيد حيث يعتبر جوزيف من بين أفرادها الأقدمين بعد أن مضى على وجوده في نيجيريا ما يربو على العشرين سنة، تعيش زوجته وأطفاله حالة من الخوف والرعب والكثير من الدموع لا تفارق وجه زوجته.
واشار بسام فاهمي، وهو قريب وصديق العائلة وزميله في العمل، إلى أن الجميع يعمل بما فيهم السفارة والجالية اللبنانية والحكومة واخذت الأمور ابعادها لكننا نناشد بالتحديد وزير الخارجية المعني مباشرة بهذا الملف التدخل والتحرك، فنحن لا نريد سوى عودة جوزيف إلى عائلته وأطفاله الثلاثة.
وتجهش الزوجة هويدا سكاف بالبكاء، مشيرة إلى أنها علمت بنبأ اختطاف زوجها بعدما اتصلت به فلم يرد على هاتفه، فعاودت الاتصال مساء فاجابها المدير المالي للشركة بالأمر. وتشير سكاف إلى أن «موقف الأولاد صعب جدا هذا عدا عن أن أشقاءه هناك والكل يسعى بشكل أو بآخر للافراج عنه ويقومون بكل شيء للافراج عنه»، مناشدة الرؤساء للمساعدة على كشف مصيره. وقالت «ان الحرقة كبيرة خاصة أن اللبناني يذهب الى آخر الدنيا وفي النهاية يكون المصير المجهول بانتظاره، من هنا أهمية التحرك العاجل لاعادته الى أطفاله».
