BEIRUT: General Security Monday warned business owners against illegally replacing local employees with foreign or Arab nationals. “Individuals, companies and institutions are warned against employing foreign or Arab workers illegally ... the General Security will begin issuing violations and fines to Lebanese [businesses] who have workers employed against the law,” said a statement released by General Security Monday.
The security force warned violators could face up to three months in prison and fines of between $66 and $400.
Commenting on the matter, Labor Minister Sejaan Azzi told The Daily Star that General Security has always been cooperative with the Labor Ministry on its workforce policy.
“We welcome the General Security’s recent stance on the labor laws, which will help to protect the Lebanese workforce,” Azzi said.
The minister also praised General Security chief Abbas Ibrahim.
“Ibrahim has always been supportive of the ministry’s stance on protecting the Lebanese and their right to work,” Azzi added.
Last August, the Labor Ministry announced that it would enforce stricter measures against companies and institutions that lay off Lebanese employees to hire foreigners working without proper documentation.
In a statement [at the time] the ministry said that companies found in violation would be fined up to $1,659, and increase from the previous $166.66 penalty. The fines must be paid within 15 days or the violators will face additional charges.
The minister claimed that around 10,000 Lebanese nationals have been forced out of their jobs and replaced with non-Lebanese workers over the past year.
He explained that refugees and foreign workers tend to accept significantly lower wages than Lebanese citizens.
