The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization in Beirut that was established by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily) in 2006. SOLIDA has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human violations.

Daily Star - Cabinet to resume discussions on electoral reform, August 6 2012


BEIRUT: The Cabinet will resume discussions on a draft electoral law Monday, including a set of electoral reforms that could be used in the upcoming 2013 parliamentary elections.
After failing to reach an agreement in two sessions last week, the Cabinet will hold its third session to discuss the details of draft legislation proposed by the Interior Ministry that calls for an electoral law based on proportional representation. The current electoral law, based on the qada-system, was adopted in Doha in 2009.
While the majority of the 30 Cabinet ministers agree on proportional representation, the Druze Progressive Socialist Party ministers have reiterated that they would vote down any attempt to approve such a law.
Aside from the introduction of proportional representation, the draft electoral law includes several key reforms, including a quota for female participation and the creation of an independent body to oversee elections. The Civil Campaign for Electoral Reform, which worked with the Interior Ministry to prepare the draft law, criticized the government Sunday for neglecting key sections during Cabinet discussions. The CCER accused parties within the government of plotting agreements on administrative appointments at the expense of serious electoral reforms.
