Future bloc MP Jean Ogassapian said on Wednesday that the mechanism of Lebanon’s funding transfer to the Special Tribunal for Lebanon was “illegal and unconstitutional.”
Ogassapian told Future News television that the“scenario for [providing the STL funding] is illegal because the Higher Relief Council paid the funds and because the [funding was transferred] without the cabinet’s agreement.”
“The issue of the STL to us is not [just about] funding the tribunal but [also about] committing to justice.”
“We have confirmed information that a Syrian [role] was [played] in the issue of the [STL] funding because [Syria] does not want the cabinet to [collapse].”
He also said that Prime Minister Najib Mikati’s cabinet “represents the Syrian regime” in international arenas and Syria does not want it to collapse.
Mikati announced on Wednesday the transfer of funding to the UN-backed court probing the 2005 murder of ex-Premier Rafik Hariri.
However, Mikati did not specify the process through which the STL funds were transferred.

The Netherlands-based court has indicted four Hezbollah operatives in connection with the murder but they have not surrendered to the court.
Lebanon is responsible for meeting 49 percent of the STL's financing, which amounts to some $35 million this year.
