30 ans après la création du GTDF, mettons fin aux disparitions forcées !

La Fédération Euro-Méditerranéenne contre les Disparitions Forcées (FEMED)
- 1 - salue le 30e anniversaire du Groupe de Travail sur les Disparitions
Forcées ou Involontaires (GTDF), créé le 29 février 1980. La FEMED tient
à souligner le caractère particulier que revêt le GTDF pour les proches de
disparus. En effet, le mandat principal de cette procédure spéciale des
Nations Unies est d’aider les familles à déterminer les circonstances de
la disparition de leur proche ainsi que l’endroit où il se trouve. C'est à
ce titre que le GTDF représente, pour de nombreuses familles, le seul
recours pour obtenir la Vérité, auprès des gouvernements responsables.
Ainsi, des milliers de victimes, de la région euro-méditerranéenne et du
monde entier, saisissent le GTDF afin d’obtenir des informations sur le
sort de leur proche disparu.
Toutefois, 30 ans après la création du GTDF, de nombreux Etats continuent
de nier l’existence des disparitions forcées et ce crime est encore
aujourd’hui pratiqué impunément. Partout à travers le monde, les
disparitions forcées meurtrissent des centaines de milliers de personnes
qui attendent inlassablement le retour d’un frère, d’une grand-mère, d’un
époux, d’un fils …
En soutien à ces familles de disparus, la FEMED met tout en œuvre pour
éradiquer la pratique des disparitions forcées. C’est dans cet esprit que
la FEMED accompagne ses associations membres dans leurs démarches auprès
du GTDF. De plus, la Fédération alerte régulièrement le Groupe de travail
sur le harcèlement dont sont victimes les défenseurs des droits de l’Homme
luttant contre les disparitions forcées.
Le 30e anniversaire de la création du GTDF est aussi l’occasion pour la
FEMED de rappeler l’importance de la Convention internationale pour la
protection de toutes les personnes contre les disparitions forcées. Ce
traité, signé le 6 février 2007 à Paris, consacre les droits à la Vérité
et à la Justice des victimes de disparitions forcées. De plus, il institue
un Comité qui sera à même de recevoir des communications individuelles sur
les cas de disparitions forcées. La FEMED appelle donc tous les Etats de
la région à ratifier rapidement la Convention afin de garantir la
non-répétition du crime de disparitions forcées.

30 years after the WGEID’s creation, stop the enforced disappearances!

The Euro-Mediterranean Federation against Enforced Disappearances (FEMED)
- 1 - welcomes the 30th anniversary of the Working Group on Enforced or
Involuntary Disappearances (WGEID), created on February 29th 1980. The
FEMED wants to underline how particular is the WGEID for the families of
the disappeared. In fact, the main mission of this United Nations Special
Procedure is to help the families to look into the circumstances of their
relatives’ disappearance and where they are. The Working Group is, for
many families, the only remedy in order to obtain the Truth from the
governments. There are thousands of victims, from the euro-mediterranean
region and from all around the world, who seize the WGEID to obtain
information on their relative’ faith.
However, 30 years after the WGEID’s creation, several states do not
recognize the enforced disappearances and this crime is still perpetrated
with impunity. All over the world, the enforced disappearances are still
hurting hundreds of thousands of persons who are waiting for the return of
a brother, a grand-mother, an husband, a son…
To support these families, the FEMED is working in order to put an end to
the enforced disappearances. In this idea, the FEMED is helping its
members with the requests they are submitting to the WGEID. Furthermore,
the Federation regularly informs the Working Group on the situation of the
human rights defenders who are harassed for their struggle against
enforced disappearances.
The 30th anniversary of the WGEID’s creation is also the occasion for the
FEMED to recall the importance of the International Convention for the
protection of all persons against enforced disappearances. This treaty,
signed in Paris on February 6th 2007, establishes the rights to Truth and
Justice for the victims of enforced disappearances. Also, it institutes a
Committee which will be able to receive individual communications related
to enforced disappearances. The FEMED calls upon all the
euro-mediterranean States to ratify as soon as possible the Convention as
it will ensure the non-repetition of the enforced disappearances.

The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization in Beirut that was established by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily) in 2006. SOLIDA has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human violations.
