The Ministry of Social Affairs (MOSA) and the Embassy of Italy jointly launched on Monday, at the premises of the Ministry of Social Affairs, the project “Strengthening of Lebanese institutions and support to the most vulnerable groups at local level”, funded by the Italian Ministry of Foreign Affairs/Italian Cooperation for a total amount of 1,5 Million of Euros and executed by MOSA over three years.
The Minister of Social Affairs, Mr. Selim Sayegh, and the Ambassador of Italy to Lebanon, H.E. Giuseppe Morabito, jointly launched today the project “Strengthening of Lebanese institutions and support to the most vulnerable groups at local level”, funded by the Italian Ministry of Foreign Affairs/Italian Cooperation for a total amount of 1,5 Million Euros.
The ceremony took place on May 23, at 12.00 a.m., at the premises of the Ministry of Social Affairs (MOSA) – Conference Room, in the presence of the Minister of Interior and Municipalities, H.E. Mr. Ziyad Baroud, the Minister of State, Mme. Mona Afeiche and the member of the Parliamentary Committee on Child and Women, Mr. Bilal Farhat.
The initiative, which will be executed by MOSA over three years, aims at contributing towards supporting local development policies and enhancing the protection of the most vulnerable groups with particular focus on children and youth.
Four main results are expected to be reached throughout the Program lifetime. (i) A “Child Friendly Cities/Communities” model to be applied to three pilot municipalities: Jdeideh, Chiyah and Ajaltoun. The model shall lead to the elaboration and implementation of local action plans that involve child-related projects to be implemented in the selected municipalities; (ii) a review of the national legal framework on the protection of children and youth and the completion of the national study about the forms of exploitation and violence against children (VAC) in Lebanon; (iii) a counselling service (child helpline) established at national level for the protection of vulnerable children groups; (iv) and a National Center for Documentation on child, youth and women to be established to contribute towards raising the Lebanese population’s awareness on the needs of the most vulnerable groups.
The Italian Ambassador in Lebanon, Giuseppe Morabito, stated that “this initiative is an indication that protecting vulnerable groups in general - and the child in specific - against all forms of violence and abuse is a universal responsibility that each one of us shall assume as per his or her mandate and capacities. Our further interest in this project, as Italians, lies in the fact that Italy has been going through a long path to achieve what Lebanon has initiated since some time ago. And we would like to share our experience and lessons learned with you. In particular, we do hope to transfer our Italian know-how and practices in establishing child helpline to our Lebanese partners, particularly as MOSA will go into similar partnership as Italy did, by partnering with a non-governmental organization to activate and manage the Lebanese Child helpline”.
In his address the Minister Sayegh said that “We encourage our partners from the public and private sectors as well as from the international community, to consider the marginalized groups- children, youth and women-, to get to know further their living conditions and to secure them the greatest measures of protection from violence, exploitation and abuse. Our presence today is an opportunity to establish a unique coordination network that draws for each of the concerned parties a role so we can all complement each other. We shall build on existing initiatives and past achievements towards strengthening the existing plans and strategies. This program, which we inaugurate today carries with it new horizons, and involves many challenges, which can be met only if the greatest possible commitment of all is secured”.
