The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization in Beirut that was established by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily) in 2006. SOLIDA has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human violations.

NOW Lebanon- Qortbawi: STL funding decision ‘up to the cabinet’ , November 21, 2011

Justice Minister Shakib Qortbawi said in remarks published Monday that it is up to the cabinet to decide on the issue of Lebanon’s funding for the Special Tribunal for Lebanon.
It is up to President Michel Sleiman and Prime Minister Najib Mikati to include any item on the cabinet’s agenda, he told Al-Akhbar newspaper.
An-Nahar newspaper quoted a “well-informed” source as saying that Qortbawi and Finance Minister Mohammad Safadi’s signatures are required to approve the treasury loan request to fund the STL.
“In the past, the item pertaining to the STL funding was included in the Justice Ministry budget [but] currently there is no budget,” Qortbawi added.
Four Hezbollah members have been indicted by the UN-backed court in the assassination of former Prime Minister Rafik Hariri.
However, the Shia group strongly denied the charges and refuses to cooperate with the court.

Lebanon contributes 49 percent of the STL’s annual funding.
