The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization in Beirut that was established by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily) in 2006. SOLIDA has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human violations.

Al Mustaqbal- 80% of Palestinian students are deprived of universities, November 08 , 2016


اعتبر المشاركون في ورشة العمل الطالبية التي نظمها الفرع الجامعي في اتحاد الشباب الديموقراطي الفلسطيني «أشد» في مخيم مار الياس - بيروت ، ان «التحديات والعراقيل التي تحول دون استكمال مئات الطلاب لمرحلة التعليم الجامعي في لبنان تتمثل في تهرب وكالة «الاونروا» من مسؤوليتها تجاه هؤلاء الطلاب، ولعل اقتصار عدد المنح الجامعية المقدمة هذا العام من الوكالة والتي لم يتجاوز عددها 40 منحة، يؤشر الى استمرار سياسة الاهمال من ادارة «الاونروا» تجاه الطلبة الفلسطينيين«، معتبرين ان «الازمة هذا العام تفاقمت بشكل اكبر مع اعلان صندوق الرئيس عباس عن شروطه الجديدة على الطلاب الذين يحق لهم الافادة من مساعداته، وأهمها أن يكون معدل الطالب في الثانوية العامة فوق 65 في المئة الى جانب ضرورة حصوله على معدل 2.5 من 4 في الدراسة الجامعية، ومن خلال التدقيق في أرقام الطلاب الذين تنطبق عليهم هذه الشروط، يتبين أن عددهم لا يزيد على 160 طالباً من أصل 1500 طالب، ما يعني حرمان أكثر من 80 في المئة من الطلاب الفلسطينيين الجدد الناجحين في الشهادة الثانوية».

ودعا المشاركون « الجهات والمرجعيات الفلسطينية في لبنان الى التحرك السريع لانقاذ مستقبل الطلاب بحيث لم يبق لشبابنا وطلابنا سوى سلاح العلم«. 

وكان تحدث في الورشة رئيس الاتحاد يوسف احمد والمسؤول عن الطلبة الجامعيين الفلسطينيين في بيروت محمود الشولي حيث وجه الطلاب نداء الى «الرئيس عباس وقيادة منظمة التحرير للتحرك من اجل رفع الغبن عن الطلاب والعمل على الغاء الشروط الجديدة التي وضعتها ادارة صندوق محمود عباس«.

Palestinian groups closed the office of the United Nations Relief and Works Agency in south Lebanon for the second consecutive day on Friday, the state-run National News Agency reported.

The agency's services office in Ain al-Hilweh, the director's office in the southern city of Sidon and the bus stop in the area have also been closed off by demonstrators, the NNA said.

And UNRWA offices were shut down Thursday in the northern city of Tripoli, as well as in the Ain al-Hilweh and Mieh Mieh refugee camps in the south.

Palestinians living in Lebanon's 12 refugee camps have been protesting since January UNRWA's controversial health care modifications, which were announced earlier this year.

Under the new guidelines, Palestinians are required to pay referral care costs of 5 percent if they receive treatment at a Palestinian Red Crescent hospital, 15 percent at a government hospital, and 20 percent at a private hospital.

Those health care benefits were free at all three types of institutions.

However, UNRWA argues that this isn’t a cut in service because more funding is now directed toward other areas, including expanded coverage for complex surgery and long-term care. The relief agency now covers 60 percent of tertiary care expenses, up from 50 percent, to a ceiling of $5,000, up from $4,200. They say this shift represents changing health care needs.

Many Palestinians believe these changes to health services are part of a bigger plan to cut much-needed aid.

«ائتلاف حقّ العودة» يستنكر خفض الخدمات للفلسطينيين




أدان «الائتلاف الفلسطيني العالمي لحقّ العودة» السّياسة «التي تتّبعها «وكالة غوث وتشغيل اللاجئين الفلسطينيّين» (الأونروا)، والهادفة إلى تقليص خدماتها للشعب الفلسطيني بدعاوى شتّى»، مؤكّداً أنّ «في هذه السياسة محاولة من المجتمع الدّولي للتراجع عن مسؤولياته التاريخية والأخلاقية عن النكبة».

وتوجّه، في بيان بعد اجتماعه السنوي الّذي عقده في 17، 18، 19 آذار بمبادرةٍ من مجموعة «عائدون»، بالتحية إلى «أهلنا في مخيمات اللجوء الفلسطيني وخاصة في لبنان في تحركاتهم الشعبية احتجاجاً على تقليص الوكالة لخدماتها»، مؤكّداً «انخراطه في التحركات إلى أن تتراجع الوكالة عن قراراتها الجائرة وسياستها الظالمة وتحقّق مطالب أهلنا العادلة في التّعليم، الصحة، الاستشفاء، والإغاثة والإصلاح والمأوى».

ودعا الائتلاف «الدولة اللبنانية إلى إعادة النظر بسياستها القائمة على حرمان أهلنا من حقوقهم الاجتماعيّة والإنسانية، وفي مقدّمتها حقّ العمل والتملك»، مشدّداً على «ضرورة استكمال إعمار مخيم نهر البارد وإعادة سكّانه إليه».

وأكّد أنّ «الانتفاضة في فلسطين ليست عابرة بل هي نتاج موضوعي لحالة الصراع مع الاحتلال الصهيوني ونضوج الظروف والعناصر التراثية لتفجير الصراع»، مثمّناً «الدور المشرّف الذي يلعبه أهلنا في مناطق الـ48 في إسناد الانتفاضة الباسلة والانخراط في فعاليّاتها أو في التصدي للمنظومة القانونية للنظام الإسرائيلي العنصري».

إلى ذلك، رحّب الائتلاف بـ «انضمام خمس مؤسسات جديدة ناشطة في صفوف اللاجئين من مخيمات أهلنا في لبنان، سوريا والأردن»، مشدّداً على ضرورة مواصلة العمل لضمّ المزيد من المؤسسات الناشطة في إطاره في ميادين دعم صمود اللاجئين».

Al-Joumhouria - UNRWA health care rift nearing an end, March 21, 2016



مخاوف فلسطينية: «الأونروا» تنهار ثم التوطين؟




الأنظار في لبنان مُنصبّة على احتمالات توطين النازحين السوريين واقعياً. ولكن، خلف الستارة، هناك نصف مليون فلسطيني قطعوا أشواطاً في مسار التوطين الواقعي. وفي ليل التسويات الشرق أوسطية مخاوف من تكريس التوطين قانونياً.

من المفارقات أن يعيش حاكمان لمصرف لبنان، من موقعين مختلفين، وبفارق ربع قرن بينهما، تجربة المواجهة مع التوطين في لبنان. الأوّل مع توطين الفلسطينييين، والثاني مع توطين السوريين:




في كانون الثاني الفائت، وقف حاكم مصرف لبنان الدكتور رياض سلامة في وجه الوفد البريطاني الذي زاره قبَيل مؤتمر لندن الخاص بدعم اللاجئين السوريين، رافضاً طلبه إقرار إجراءات تقود إلى توطين النازحين إلى لبنان. ونُقِل عنه قوله للوفد ما معناه: «أنتم تطلبون مِنّا أن نطلق النار على رؤوسنا، وقد تتسبَّبون بحرب أهلية عندنا».




وقبل ربع قرن، تعرّض الرئيس الياس سركيس، الذي جاء أيضاً إلى القصر من حاكمية مصرف لبنان، لضغوط بالنار لإجباره على توقيع توطين الفلسطينيين في لبنان. وتحت عنوان «الياس سركيس كما عرفتُه»، يروي الأب يوسف مونّس، خلال مؤتمر في الجامعة الأنطونية عام 2009، بعض الوقائع.




يقول: «كانت ليلة مجنونة من القصف والقنابل المتساقطة على قصر الرئاسة. وكان سايروس فانس وزير خارجية أميركا (في عهد جيمي كارتر) قادماً ليقابل الرئيس سركيس في الصباح (...) ونزل الرئيس الى الملجأ تحت الأرض مع أقرب المقرّبين اليه، أذكر منهم جوني عبده وفؤاد بطرس والياس الهراوي ورينيه معوض. وطلبني إلى الكسليك لأصعد اليه (...) جلستُ معه وباحَ لي: هذا القصف لقتلي أو لكسر إرادتي ولتوقيع التوطين.




ثم أضاف (الرئيس): يا بونا بدُّن يقتلوني إذا ما بوقِّع بكرا مع فانس على توطين الفلسطينيين في لبنان. وأنا لن أوقّع، أرجوك أن تحفظ هذا السرّ في قلبكَ لوَقته، وتعرف لماذا يريدون أن يهدموا القصر الجمهوري على رأسي. صَلِّ لي. ودمعت عيناه وقبّلني وصَليّنا معاً، وأعطيتُه البركة، وودعتُه، وذهبت».




اليوم، ومع انطلاق مسار المفاوضات في جنيف حول سوريا، يصِل إلى لبنان، الخميس المقبل، الأمين العام للأم المتحدة بان كي مون يرافقه رئيس البنك الدولي جيم يونغ كيم، في جولة تشمل الأردن أيضاً، وتهدف خصوصاً إلى مناقشة ملف النازحين السوريين والفلسطينيين، وتتضمّن زيارات لبعض تجمّعاتهم.




وستنتهي الجولة بتونس التي منها ينتقل بان كي مون إلى جنيف حيث يُعقد في 30 آذار مؤتمر هو الأول من نوعه، لتوزيع المسؤوليات بين الدول في ملف اللاجئين. واللافت هو أنّ جنيف ستكون على موعد للبحث، بالتزامن، في الملف السوري من الوجهة السياسية - العسكرية، عبر المفاوضات، وفي موضوع اللاجئين أيضاً. وهذه إشارة إلى أنّ الترابط مطلوب بين الحلول السياسية والديموغرافية في سوريا.




أمّا ملف النازحين الفلسطينيين فالمطلوب وَضعه وملف النزوح السوري في سلّة نقاش واحدة، لإنجاز خطوات في الملفين معاً. وهذا يعني أنّ إسرائيل، المَعنية بملف اللاجئين الفلسطينيين، تريد التخلّص من مأزقها الكياني، بأَبعَاده الديموغرافية، من خلال عملية خَلط مقصودة بين شعوب اللاجئين في الشرق الأوسط. وهذه المحاولة الإسرائيلية تندرج في سياق خطة طويلة الأمد يجري تنفيذها منذ عشرات السنين، والحرب الأهلية اللبنانية كانت إحدى نتائجها.




واليوم، إلى أين وصلت المؤامرة في ملف النازحين الفلسطينيين؟




في الأشهر الأخيرة، بدأت وكالة «الأونروا» تسحب يدها تدريجاً من النازحين، بتقليص الخدمات الإنسانية. وهذا ما أدى إلى بروز نقمة عارمة في المخيمات، يجري التعبير عنها بردود احتجاجية متصاعدة، ويتمّ خلالها إقفال مكاتب المنظمة في المخيمات وخارجها، وحتى المركز الرئيسي في بيروت.




ويقول بعض القيِّمين على الحراك الاحتجاجي إنهم يمتلكون معلومات عن اتجاه دولي إلى إلغاء «الأونروا» وجعل اللاجئين الفلسطينيين في العالم من مسؤولية المفوضية العليا لشؤون اللاجئين التي تتولّى أيضاً إدارة ملف اللاجئين السوريين.




فالمسؤولون الإسرائيليون يضغطون في السنوات الأخيرة، لدى الولايات المتحدة والقوى الدولية الكبرى، لإلغاء «الأونروا» في اعتبارها المنظمة الوحيدة التي تتولّى فيها الأمم المتحدة رعاية لاجئين خارج المفوضية العليا للاجئين.




والذريعة الإسرائيلية هي أنّ «الأونروا» هي الإطار الوحيد في العالم الذي يكرِّس توارث الأجيال لصفة اللاجئ، ما يخالِف مفهوم اللجوء في القانون الدولي.




وهذه المحاولة الإسرائيلية للتلاعب بمفهوم اللجوء الفلسطيني هي عمق الخطة التي يجري تنفيذها ببطء وهدوء، ولكن بثبات. فـ»الأونروا» لها صفة متميِّزة لأنّ قضية الشعب الفلسطيني وحيدة من نوعها في العالم، ولأنّ المنظمة مَعنيّة بشَعب جرى اقتلاعه بكامله من أرضه، وممنوع عليه أن يعود إليها. وإذا ما جرى إلغاؤها، باعتبارها شاهداً على العودة، فسيفقد هذا الشعب خصوصية العودة. وهذا هدف إسرائيل.




فـ«الأونروا» قامت على أساس القرار 194، في كانون الأول 1948، بناء على تقرير أعدّه الموفد الدولي الكونت فولك برنادوت، الذي كان قد اغتيل في القدس في أيلول ذلك العام، أي قبل إصدار القرار الدولي. وهي الإطار القانوني الوحيد الذي ينصّ على الحقّ في العودة.




لذلك، يعمل الإسرائيليون لكي تبلغ «الأونروا» الانهيار التام، فتتولّى مفوضية اللاجئين إدارة ملف الفلسطينيين كأيّ لاجئين آخرين في العالم، أي من دون خصوصية الحقّ في العودة.




ولذلك، تتسارَع خطوات الانهيار بالتزامن مع مفاوضات التسوية في الشرق الأوسط. والمطلوب هو دفن قضية العودة وإنهاؤها تماماً بدمجها مع ملف الجماعات النازحة من كل كيانات الشرق الأوسط الآيلة إلى التفتُّت وإعادة التركيب. وبذلك، تضيع تماماً أيّ مطالبة بالكيان الفلسطيني الذي لن يكون هناك مبرِّر لوجوده كأحد كيانات سايكس- بيكو، ما دامت الكيانات الأخرى قد سقطت.




وتتناقل جهات فلسطينية مُتابِعة معلومات عن وجود اتجاه لدى أعضاء في الكونغرس الأميركي لطرح تشريعات ترمي إلى أن توقِف الولايات المتحدة حصّتها من تمويل «الأونروا» فتنهار، ويجري استبدالها بقرار دولي ينقل مسؤولية اللاجئين الفلسطينيين إلى المفوضية العليا التي تتولى دفع التعويضات لهم ولليهود الذين فقدوا أملاكهم في الدول العربية عندما غادروها.




عندئذٍ، تضيف هذه الجهات، سيتمّ تثبيت فلسطينيي الشتات حيث هم، مع بعض التعديلات وفقاً لخصوصية بلدان اللجوء. وعلى الأرجح، سيجري توزيع القسم الأكبر على البلدان التي تهتم باستقبال اللاجئين، ككندا وأوستراليا.




وهنا لن تكون الاعتبارات الأمنية ذات شأن، على ما يبدو. فأوروبا خائفة من اللاجئين السوريين. وأمّا اللاجئون الفلسطينيون فمقيمون منذ سنوات طويلة في المجتمعات الأوروبية من دون مشكلات تُذكَر.




وهذا ما يدفع إلى السؤال:




هل الجهات التي تصطاد في ماء «الإرهاب» السوري تتجنّب توريط الفلسطينيين فيه، لإبقاء صفحتهم بيضاء، وتسهيل عملية استيعابهم المطلوبة في أوروبا، باعتبارهم «جالية مُسالمة»؟ وإذا كان هذا السؤال في محلِّه، فهذا يفضح تماماً مَن يورّط السوريين في الإرهاب، أي: مَن صَنع «داعش» وأخواتها؟




ولكن، هل سيكون على لبنان أن يستوعب نصف مليون فلسطيني موجودين على أرضه؟




الجهات إيّاها تقول: «إجراءات «الأونروا» ستثير نقمة اجتماعية هائلة تؤدي إلى هجرة قسم من الفلسطينيين المقيمين من لبنان، أمّا الباقون فسيجري توزيعهم بين لبنان ودول أخرى غنيّة، ولا سيما في الخليج العربي».




وتضيف: «راقِبوا التدابير الخليجية التي ربما تقضي بإبعاد فئات من الشيعة اللبنانيين. عندما يترك هؤلاء أمكِنتهم هناك، ستتمّ الاستعاضة عنهم بفلسطينيين سُنَّة. أليس هذا منطق الفرز المذهبي الذي سيجري تكريسه للتقسيم والتوطين معاً؟ أليس التقسيم والتوطين في الشرق الأوسط وجهين لعملة واحدة؟

Residents of a Palestinian refugee camp in east Lebanon marched to protest the U.N. Relief and Works Agency's recent modifications to its health care services, accusing the body of “conspiring” against them.

Protesters marched in the streets of the Wavel refugee camp, also known at the Jaleel camp, in the city of Baalbek near the UNRWA office in the area.

Fatah representative Khaled Othman said the UNRWA measures are “a clear indication of a political plot against” Palestinian refugees.

He said services offered by the agency are “a legal and humanitarian right" for Palestinians.

“We will defend the [demands of the Palestinians] until our last breath,” he added, reading aloud a joint statement representing different factions.

He also revealed that Palestinian representatives met with General Security chief Brig. Gen. Abbas Ibrahim and other senior Lebanese officials to brief them on their demands.

Palestinian Popular Committees member Karim Taha also addressed demonstrators, warning that the “sufferings of the people at the doors of hospitals are increasing due to [UNRWA’s] decision.”

He lashed out at UNRWA’s director for Lebanon Matthias Schmale, accusing him of trying to create a rift between the Palestinian employees and demonstrators.

“UNRWA’s administration is turning a deaf ear to all initiatives and solutions,” he said.

All five main offices of the U.N. Relief and Works Agency were forcibly shut down Thursday by a committee formed of Palestinian factions.

Separately, a demonstration was held at the entrance of the Palestinian refugee camp of Ain al-Hilweh in the southern city of Sidon against UNRWA’s policies.

Protests had erupted last month after UNRWA changed its policy obliging Palestinians to pay a share of the cost of secondary medical treatment in exchange for further financial support in tertiary treatment.

Activists decried the move, saying it represented a broader withdrawal of support for Palestinians.

UNRWA insisted that the new policy was not a decrease of aid but rather a shift in the allocation of resources toward tertiary treatment which tends to be more expensive.

Palestinians Friday took their demands for a U.N. aid agency to reverse cuts in medical services to the European Union embassy in Beirut.

The protest, attended by Palestinians from camps across Lebanon, was accompanied by heavy security deployment, the state-run National News Agency reported.

Demonstrators lifted banners criticizing the cuts made by the United Nations Relief and Works Agency as "smothering the Palestinians."

A delegation from the emergency committee formed by Palestinian factions to follow up on the matter later entered to the embassy's headquarters and gave EU envoy Christina Lassen a list of their demands, asking the EU to press UNRWA to back down on its decision.

Around 400,000 Palestinians live in refugee camps across Lebanon, with an estimated 65 percent believed to be living below the poverty line. Palestinians, whose livelihoods are said to have been dramatically affected by the cuts, have warned of civil disobedience in all 12 camps if UNRWA fails to back down.

UNRWA had decided to halt monthly payments for housing subsidies in July 2015 and cut down on its monthly food stipend of $27 per person. Another slash in the budget came into effect in the New Year, which cut healthcare subsidies.

ILoubnan - UNRWA concerned about over 20,000 inaccessible Palestinian civilians in southern Syria, February 18, 2016



UNRWA in a statement yesterday expressed its concern about the plight of over twenty thousand civilians in Palestine camps and gatherings in Dera’a governorate in the south of Syria as well as in Khan Eshieh camp, south west of Damascus.

The UN Agency said it has not had humanitarian access to these areas in over two years, though limited civilian traffic in and out is permitted. In both areas, refugees have been exposed to direct armed conflict, violence and humanitarian deprivation and we need immediate and sustained humanitarian access. In Khan Eshieh we estimate that there are about 5,000 civilians and in the inaccessible areas of Dera’a governorate we estimate there are about 17,500 people, including many thousands of children.

Palestinian refugees held a demonstration Wednesday outside a U.N. training center southeast of Beirut, protesting against recent aid cuts made by the United Nations Relief and Works Agency, Al-Jadeed TV reported.

The report said that protesters blocked the entrance of UNRWA’s Siblin Training Center in the Chouf. Palestinian refugees also prevented employees and vehicles from entering UNRWA’s main offices in Beirut.

It noted that UNRWA’s Director General in Lebanon Matthias Schmale and other senior officials go to the Siblin Training Centre when Beirut’s offices are closed.

A day earlier, Palestinians from the Mieh Mieh refugee camp in south Lebanon erected a protest tent at its entrance to pressure UNRWA to reconsider its newly adopted health policies.

A Palestinian man began an open hunger strike Monday in south Lebanon in protest over recent aid cuts made by the United Nations Relief and Works Agency, the state-run National News Agency reported.

The NNA said that Palestinian national Haitham al-Ghazi went on hunger strike in the Mieh Mieh refugee camp near Sidon as he sat on the ground in front of a UNRWA office inside the premises, chanting “death and not humiliation.”

Palestinian popular committees also blocked the entrance to an UNRWA office Monday in the Ain al-Hilweh refugee camp in the southern city of Sidon.

In Beirut, some Palestinian children held a protest near the UNRWA’s main headquarters.

For months, Palestinians in many of the 12 refugee camps across Lebanon have been protesting the cuts that UNRWA said it was forced to make due to dwindling budget.

A handful of Palestinians blocked the entrance to a Beirut UNRWA office Wednesday to protest the recent cuts in vital aid programs. The protesters held signs accusing UNRWA of condemning them to death over the aid cuts, which now require them to pay for many health services. Palestinians have been holding regular protests outside the agency’s offices across the country since a young refugee last month set himself on fire in south Lebanon over changes to health-care policy. Palestinians have warned of civil disobedience in refugee camps if UNRWA fails to resume vital services critical to their livelihoods, including full medical coverage.

ILoubnan - Saudi Arabia donates 59 million to UN agency assisting Palestine refugees, February 08, 2016



Shelters, schools and health centres in Gaza, the West Bank and Jordan will benefit from $59 million donated by Saudi Arabia to the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in the Near East under three agreements signed last week.

The first agreement for $43.5 million will support ongoing projects in Gaza, including the repair of more than 7,500 shelters for Palestinians whose homes were damaged during the 2014 conflict with Israel and the maintenance of three UNRWA schools.

A second agreement for $8 million will provide funds for much-needed maintenance on nine UNRWA schools and 10 health centres in Jordan, while the third, valued at $7.5 million, will provide funds for the reconstructing, furnishing and equipping of three health centres in the West Bank.

“I am extremely grateful to the government and the people of Saudi Arabia for the sustained support that the Kingdom has extended to UNRWA over the years,” UNRWA Commissioner-General Pierre Krähenbühl said in London, where he signed the agreements with Saudi Fund for Development (SFD) Managing Director Yousef al-Bassam.

“Their contributions have made an enormous difference in the lives of thousands of Palestine refugees. I would like to express particular appreciation for the role played by the Saudi Fund for Development in delivering Saudi assistance. Our partnership with the Fund is deeply rewarding.”

Saudi Arabia has contributed more than $500 million to UNRWA to date. Over the past three years, it has become the Agency's third largest donor.

“UNRWA is playing a vital role in providing basic needs and social services for Palestine refugees,” Mr. al-Bassam said. “The Government of Saudi Arabia, through the Saudi Fund for Development, will continue its support to the Palestinian people in all fields,” he added.

يشهد مخيم عين الحلوة اليوم بعد صلاة الجمعة، مسيرات تشييع لـ«الضمير العالمي» ينظمها الحراك الشعبي الفلسطيني احتجاجاً على سياسة «الأونروا» الاستشفائية، حيث تنطلق من عدد من مساجد المخيم «جنازات» تحمل «نعوشاً» رمزية لبعض منظمات المجتمع الدولي مثل الأمم المتحدة، مجلس الأمن، منظمة حقوق الإنسان، الاتحاد الأوروبي ومنظمة العفو الدولية. ويترافق التحرك مع اغلاق مكتبي «الأونروا» في المخيم وفي صيدا. 




وكانت اللجان الشعبية للفصائل الفلسطينية أغلقت أمس مكتب «الأونروا» الرئيسي في الهلالية شرق المدينة وموقف الحافلات التابع لها في محلة سهل الصباغ ومنعت الموظفين وسيارات الوكالة من الدخول. وأكّد أمين سر لجنة الدفاع عن حق العودة فؤاد عثمان «الإستمرار بالتحركات حتى تستجيب «الأونروا» لمطالب الشعب الفلسطيني»، داعياً إلى «اعلان يوم غضب على سياسة الوكالة في المخيمات والمناطق كافة». ويُعقد غداً (السبت) اجتماع للقيادة السياسية الفلسطينية الموحدة في لبنان لتقييم التحركات ولتحديد خطة التحرك.




وفي عكار-»المستقبل»، أُقيم في مخيم نهر البارد اعتصام أمام مكتب مدير خدمات «الأونروا»، في حضور وفد من لجنة المتابعة الخاصة بالتحركات. واعتبر عضو اللجنة المركزية للجبهة الديمقراطية لتحرير فلسطين أبو لؤي أركان أن «إدارة «الأونروا» مسؤولة عن اعمار المخيم واغاثته، وأن تأخير الاعمار يعود إلى هدر المال والسمسرة والفساد وسوء متابعة الملف والتلاعب في دفتر الشروط». وطالب بـ«توفير الأموال لإنهاء معاناة أبناء المخيم وتجديد العمل بخطة الطوارئ الإغاثية الشاملة وإرغام إدارة «الأونروا» التراجع عن تقليصاتها».




وأُلقيت كلمات باسم الحراك الشعبي واللجنة الشعبية ولجنة المتابعة، ثم عقد لقاء في قاعة الشهيد حميد عبد العال للاتفاق على أطر التحرك.




وفي الندوة البحثية التي عقدتها الجبهة الديمقراطية لمناسبة ذكرى انطلاقتها، بعنوان «دفاعاً عن مصالح وحقوق اللاجئين...خدمات الأونروا في لبنان»، لفت عضو اللجنة المركزية للجبهة فتحي كليب إلى أن «الندوة تواكب تحركات المخيمات»، ودعا عضو المكتب السياسي للجبهة علي فيصل إلى «فرض الرقابة على عمل «الأونروا» وخدماتها». وكانت كلمات لعدد من ممثلي الفصائل والأحزاب الفلسطينية والناشطين والنقابيين.

Palestinian factions Thursday forced the closure of two offices for the U.N. Relief Works Agency in Beirut and south Lebanon to protest modifications to the agency's health care program.

The state-run National News Agency reported that a Palestinian delegation shut down UNRWA's office near Beirut's Cola intersection.

The agency’s office in the southern city of Sidon was also forced to close.

Hundreds of Palestinians blocked a vital road near the entrance to Beirut last week to protest aid cuts by the U.N. and the new applied hospitalization system that would reduce medical services for the refugees.

They have escalated their protests against the agency’s verdict.

The country director for UNRWA in Lebanon, Matthias Schmale, had clarified that the agency is not reducing its services, but merely implemented some amendments to expand coverage for tertiary health care which covers long term chronic issues and advanced medical conditions.

There are about 400,000 Palestinian refugees in Lebanon spread out across 12 official refugee camps.

Palestinians have warned of civil disobedience in all refugee camps if UNRWA fail to resume vital services critical to their livelihoods, including full medical coverage.

UNRWA has been struggling with severe financial setbacks for some time. Funding shortages put the school year at risk early September and a lack of money forced new rules concerning health care subsidies.

Under the new arrangement, which came into effect at the start of the new year, every Palestinian refugee receiving medical services or hospitalization through UNRWA must pay 5 percent of their bill at hospitals run by the Palestinian Red Crescent Society and 15 percent at government hospitals. Previously, UNRWA covered those expenses.

UNRWA has, however, increased coverage for surgeries undertaken at private hospitals, although numbers of those cases are low.

Protesters Monday shut a U.N. refugee office in a south Lebanon Palestinian camp to pressure it to reverse vital aid cuts.

The protesters in Ain al-Hilweh said they will continue to press for their rights until UNRWA reverses its decision affecting hundreds of thousands of refugees residing in Lebanon's 12 official Palestinian camps.

The accused the cash-strapped agency of cutting aid to “end their (Palestinian) cause and their right to return (to Palestine).”

Palestinian protesters last week shut down UNRWA offices in Tripoli, Sidon and Tyre because of the agency’s recent decision to cut medical and educational support over the agency's financial difficulties.

Lebanon hosts an estimated 500,000 Palestinian refugees, a number which increased after many Palestinians left Syria since the start of the war.

Mohammad looks completely healthy at first glance. A 5-year-old Palestinian boy with fair skin and a boyish smile, he often plays in an alleyway just outside his tiny one-bedroom home in Shatila--a 67-year-old enclave located in the southern suburbs of Beirut. As his mother, Sondos, watched her son do so again, she revealed his desperate need to have an operation soon. “My son has epilepsy,” Sondos, a woman with nicotine stained teeth, told The Daily Star. “He had his first seizure in a playground when he was 2 years old. We can’t afford an operation and the hospitals here [in Shatila] don’t offer much help.”

Sondos is one of thousands of Palestinians in Lebanon incensed at the U.N. Relief Works Agency for modifying a health care program that will now require patients to pay for a portion of their primary care. While UNRWA insists the changes provide more coverage for people who have long-term illnesses such as cancer and heart disease, their message has done little to whither popular discontent.

Instead, camp residents and Palestinian factions in Lebanon fear that primary health care cuts are part of a greater conspiracy to eliminate UNRWA all together, an agency that many Palestinians consider vital in preserving their right to return to their homeland.

Manar, a Palestinian social worker in Shatila camp, said that she doesn’t even believe that UNRWA will reallocate the money to help the people they promise to care for. Coping with severe tonsillitis, she adds she’s unable to locate employment to pay for an operation that would relieve her from austere pain.

“UNRWA has always stolen money from us so we know they’re lying to us,” she said after the power cut out in her room.

“If they just took away the salary from one foreign worker in the agency, they could help 1,000 Palestinians in Lebanon with that money. Instead, the world wants UNRWA to disappear because then the Palestinian problem will disappear. ”

UNRWA is the only remaining U.N. body to directly address the needs of Palestinians since the U.N. Conciliation Commission for Palestine was discontinued in 1952.

The UNCCP was designated with the task to oversee international efforts to achieve a final and durable solution to the Palestinian question. More specifically, its mandate was to supervise the implementation of U.N resolution 194 which stipulates the right for Palestinians to return to their homeland after they were displaced during the creation of Israel.

In the eyes of many Palestinians in Lebanon, UNRWA has evolved to embody this task even though it’s not a part of its operational mandate. This is why any perceived cuts to UNRWA services are popularly viewed as an attempt to compromise their right of return.

Zizette Darkazally, the senior public information officer for UNRWA in Lebanon, Tuesday told the International Business Times that “[Palestinian] groups have portrayed [the health care changes] in a bigger context ... using inflammatory words like intifada [the Arabic word for uprising] and telling people, ‘UNRWA is going to disappear.”

Ali Barakeh, the spokesperson for Hamas, insists that viewing the new health care format outside of any political context undermines the significance of cut backs to the primary health sector.

“We fear these cutbacks come in the context of a project to cancel UNRWA and its work. These measures contravene the U.N. decisions that created UNRWA in 1949 and charged it with providing relief and work for Palestinian refugees in the Near East until they return to their homes,” he told The Daily Star over the phone.

A just solution, however, seems like an illusion to many young Palestinian refugees, as reflected in the increasing number of people who have smuggled themselves out of the country in the last few years.

In Lebanon, Palestinians are excluded from the political and social sphere. They are barred from working in over 25 high-skill professions, forming their own association, or owning property in the country. According to UNRWA, 60 percent of the population lives in abject poverty. It’s no surprise, then, that many fret over the thought of having to cover a portion of their health costs alone.

In Mohammad’s case, however, he may very well qualify for tertiary care, a provision that is supposed to have much wider coverage with the latest changes to the healthcare program. Yet his family isn’t convinced that’s the case, underscoring the larger issue of distrust between the agency and the very people its supposed to assist.

Their grievances were broadly on display Friday when nearly a thousand Palestinians gathered outside UNRWA’s headquarters in the southern suburbs of Beirut. Demonstrators said they came from all parts of the country to preserve the existence of an agency that they consider inextricably linked to their own. That is, they emphasized, until they return to their homeland in peace. “UNRWA is responsible for us,” insisted Manar, as she struggled to get up from the concrete floor of her home. “That is why we refuse to let them disappear.” – Additional reporting by Philip Issa

Palestinian factions in Lebanon made several proposals Thursday to help the United Nations Relief and Works Agency overcome its severe financial problems, highlighting the dangers the crisis posed on Palestinian refugees. Ali Barakeh, the representative of Hamas in Lebanon, presented the views of the Palestinian Forces Alliance, a conglomeration of 10 political factions, on how to face the UNRWA crisis.

He proposed a diplomatic strategy to spur friendly nations to stanch the agency’s deterioration, and a national strategy to push the principle of the right of return on UNRWA and host and donor countries. He also called on the agency to register undocumented Palestinians, expand the camps, and broaden its donor base.

Barakeh spoke during a symposium organized by the movement’s Bureau of Refugee Affairs under the title “UNRWA’s diminishment, and its effect on the reality of Palestinian refugees in Lebanon,” attended by representatives of Palestinian factions, civil society, and UNRWA.

Barakeh also called on UNRWA to expand its scope of refugee protection beyond policing activity to include protection against violations.

The event comes on the occasion of the 66th anniversary of the establishment of UNRWA. The gaping financial shortfall the body is suffering from has forced officials to delay opening schools this fall, and it threatened the entire school year before various nations intervened to keep the agency afloat.

The crisis reflected poorly on the state of refugee care, and to many Palestinians, the shortfall appeared as a threat altogether to the critical relief agency – an entire plan to cut refugees off from assistance and ultimately annul their right to return.

December also marks the 67th anniversary of the U.N. declaration 194, published in 1948, which enshrined the right of return to Palestinian refugees.

Fathi Abou al-Ardat, who spoke on behalf of the Palestine Liberation Organization, stressed the need to adopt an agency budget that is commensurate with refugee needs, at all levels, and not a budget constrained by donor generosity. He also called on factions and UNRWA to prioritize the reconstruction of Nahr al-Bared camp, in North Lebanon, and demanded permission from the Lebanese state to allow construction materials to enter the site. The Lebanese Army besieged Nahr al-Bared in 2007 to flush out the Fatah al-Islam militants who took over the enclave and attacked the military. The camp was reduced to rubble and its 31,000 residents displaced.

Speaking on behalf of Matthias Schmale, UNRWA’s general director in Lebanon, the group’s director in Sidon Ibrahim Khatib expressed his reservations about using the phrase “diminished services.”

“UNRWA was created by a political decision of the General Assembly of the United Nations to provide relief and works projects to Palestinian refugees until such a point that a just solution to the Palestinian cause is found. Here, there is friction between what the agency sees as a just solution and the aspirations of the Palestinians. It is a legal right of the refugees to return, but we say that the just right could comprise return, or it could comprise some other matters.”

Bureau chief Yasser Ali opened the session with a lecture reviewing UNRWA’s creation, noting that the agency has offered services and care for more than 5 million Palestinian refugees in the fields of education, health, relief and so forth. Ali asked why agency’s finances remain in the hands of donor countries, instead of the central treasury of the U.N.

Khatib said that UNRWA could not have a central fund because the body would be dissolved once the Palestinian cause is resolved, but said that UNRWA was working on having part of its revenues come from a fixed source.

General Security has confirmed that all passports for Lebanon-based Palestinian refugees would be machine readable by 2017.

Palestinian refugees numbering some 400,000 presently carry handwritten passports issued by General Security. The recent decision by the International Civil Aviation Organization to not accept handwritten passports sparked fears among Palestinians that they would be denied entry to other countries.

General Security head Maj. Gen. Abbas Ibrahim previously discussed the matter with Palestinian Ambassador to Lebanon Ashraf Dabbour. Ibrahim promised to renew Palestinian passports in biometric form just like Lebanese ones.

The decision by the ICAO went into effect last month. Yet, a statement by General Security said that the decision has not affected the ability of Palestinian nationals to travel. They based their conclusions on the lack of disparity in the flow of Palestinian travelers crossing Lebanese borders.

The deadline for the accepted use of handwritten passports was announced in Standard 3.10.1, issued by ICAO, which also included a decision to halt the production of non-biometric passports in April 2010. The decision by the ICAO remains controversial, however. “The decision taken on Nov. 24, 2015, applies to passports in general,” a General Security statement to The Daily Star read. “Forcing its application on refugee passports, including Palestinian ones, remains a source of controversy between ICAO and member states.”

The General Security confirmed that Lebanon would maintain its membership with the ICAO. Yet, the government has also informed the ICAO that it may not comply with the decision to make passports of Palestinian refugees machine-readable until 2017.

The Palestinian refugee passport is usually granted for a period of three years or less. Last month, General Security issued a statement announcing that it would not partake in the ICAO decision, even though the Lebanese government is a member of the organization.

The statement included a previously issued document stating that the Lebanese government would continue to recognize the current Lebanese passport, the handwritten Palestinian refugee passport, and temporary permits for enrolled and prospective students.

Palestinians were forced to flee to Lebanon in 1948 in the wake of the creation of the state of Israel. Palestinians are barred from all but menial occupations. With fading hopes of their living conditions improving anytime soon, some have tried to leave the country illegally.

أعلن المفوض العام لوكالة غوث اللاجئين الفلسطينيين وتشغيلهم (الأونروا) بيير كرينبول ان «العجز المتوقع في ميزانية الوكالة لتغطية نشاطاتها لسنة 2016 يقارب 81 مليون دولار، وأن المبلغ المتوقع مبدئياً في ما يتعلق بعجز موازنة عام 2016 هو 135 مليون دولار، قمنا بخفضه عبر إجراءات داخلية إلى 81 مليون دولار».




وأوضح ان «هذا العجز يتعلق بالخدمات الاساسية التي تقدمها الوكالة من تعليم وعناية طبية ودعم اجتماعي ورصدت لها ميزانية بحجم 680 مليون دولار لسنة 2016».




وكانت الوكالة عانت ازمة مالية خانقة عام 2015 ما كان سيدفعها مع بدء السنة الدراسية الحالية الى عدم فتح ابواب مدارسها امام نحو نصف مليون طالب في المنطقة، إلا ان دعماً قدمته دول مانحة نهاية الصيف، حال دون ذلك.

النازحون الفلسطينيون من سوريا: الكبار يجوعون لإطعام الأطفال

أطلقت «وكالة غوث وتشغيل اللاجئين الفلسطينيين» (الأونروا) بالتعاون مع «الجامعة الأميركية في بيروت» دراسة حول أوضاع اللاجئين الفلسطينيين الذين نزحوا من سوريا إلى لبنان، أظهرت أن أعدادهم لم تتبدّل منذ اتخاذ الحكومة اللبنانية إجراءاتها الصارمة في ما خصّ النزوح من سوريا في العام 2014. ورجّحت أن نحو 16 ألف عائلة تعيش في لبنان، عاينت الدراسة أكثر من 12 ألف منها، كاشفة أنها لم تجد أثراً لنحو 3 آلاف عائلة. ما يعني أن نتائجها تتناول حياة ومعيشة نحو 44 ألف نازح فلسطيني من سوريا.

وتشير الدراسة إلى أن نزوح الفلسطينيين من سوريا إلى لبنان بدأ مع بداية الحرب السورية في العام 2011، لكنّه تضاعف خلال النصف الثاني من العام 2012. وقد بلغ ذروته في الأشهر الأولى من العام 2013، حيث وصل نصف عدد العائلات الفلسطينية من سوريا، لتستقرّ أعدادهم بعد الإجراءات الحكومية في العام 2014.

وكشفت عن أرقام موجعة تخصّ العمل والغذاء والإيواء والتعليم والصحّة. وأبرز ما توصّلت إليه، أن أكثر من نصف العائلات النازحة ليس لديها أي عنصر عامل في لبنان. وأن 8 في المئة فقط من الذين يعملون لديهم عمل ثابت أو دائم. ولأن متوسط مصروف الفرد منها من الطعام هو 85 دولاراً في الشهر، تجد معظم العائلات نفسها مضطرة إلى الاستدانة بالإضافة إلى اتكالها على تقديمات الوكالة. ولهذه الأسباب، غالباً ما تكون وجبات الفلسطينيين النازحين خالية من البروتينات وغيرها من المكوّنات الغذائية الضرورية للإنسان. حتى أن نصف العائلات لم تستهلك الفاكهة أو اللحوم لفترات طويلة، وواحدة من كل خمس عائلات لم تستهلك أياً من مشتقات الحليب، على الأقل في الفترة التي سبقت الدراسة.

وأظهرت الدراسة أن نحو 90 في المئة من العائلات تواجه صعوبة في تأمين الطعام الكافي أو الأموال لشرائه. وهي تجد نفسها مضطرة إلى اتخاذ سلسلة من الإجراءات، كتقليص عدد الوجبات اليومية أو الحصّة الغذائية، أو قضاء الراشدين يوماً كاملاً من دون طعام لتوفيره للأطفال.

في المقابل يدفع الفلسطينيون «أموالاً باهظة» قياساً بأوضاعهم المادية، مقابل استئجار غرف وخيم غير مجهّزة بأدنى مستلزمات الحياة. ويبلغ متوسط إيجار الغرف أو المنازل الصغيرة 257 دولاراً، و157 دولاراً للخيمة، وذلك شهرياً. وهي غالباً ما تفتقد إلى الكهرباء أو الغاز، وتفتقر إلى أدنى وسائل الحماية. كما أن ثلث العائلات تجد نفسها من دون مياه صالحة للشرب أو للطبخ.

إلى هذا تصل نسبة التسرّب المدرسي بين الفلسطينيين النازحين، الذين تبلغ أعمارهم بين 6 و18 سنة، ما يفوق الـ 40 في المئة، حتى أن أكثر من 8 في المئة لم يدخل إلى المدرسة يوماً. وقد تبيّن بحسب الدراسة أن التسرّب يبدأ منذ بلوغ الأطفال 12 سنة.

أما بالنسبة للصحة، فإن لدى نصف العائلات فرداً على الأقل يعاني من مرض مزمن، ولدى واحدة من كل عشر عائلات فرد معوّق جسدياً أو نفسياً.

ووفق الدراسة، يتوزّع الفلسطينيون النازحون على المناطق اللبنانية كافة، علماً أن صيدا تستضيف الحصّة الأكبر منهم، أي نحو 33 في المئة. وهم يتوزّعون في بيروت بين المخيمات وخارجها، بينما تعيش معظم العائلات النازحة الى الشمال في المخيمات حصراً. أما في البقاع فإن أكثر من 89 في المئة من الفلسطينيين النازحين يعيشون خارج المخيمات.

واللافت أن نحو 60 في المئة من عموم العائلات تعيش مع عائلة أو أكثر سواء كان ذلك في مخيم أو خارجه.

وكشفت الدراسة أن نسبة كبيرة من هؤلاء النازحين هم من الأطفال دون الخامسة عشرة من العمر وأن ثلث العائلات ترأسها نساء، ما يعني أن نسبة كبيرة تعتمد على الدعم المقدّم من «الأونروا».

وفي ما خصّ الوضع القانوني، فإن 3 في المئة من الفلسطينيين دخلوا بطريقة غير شرعية إلى لبنان. لكنّ نحو نصف الفلسطينيين كانوا قد فقدوا شرعية إقامتهم مع حلول صيف العام 2014. وذلك لعدم تمكّنهم من دفع الرسوم المتوجّبة لإقامتهم في لبنان والتي تبلغ 200 دولار للفرد الواحد، سنوياً. وفعلياً لم يتمكّن أكثر من 10 في المئة منهم من دفع تلك الرسوم، ما جعل أكثر من 75 في المئة منهم يلتزمون مناطق إقامتهم.

La chancelière Angela Merkel est apparue embarrassée lors d'un débat où elle a été confrontée à une jeune Palestinienne en larmes qui doit prochainement quitter l'Allemagne pour le Liban, faute de droit d'asile.
La scène, tournée mercredi soir à Rostock (nord-est de l'Allemagne) par une chaîne de télévision publique régionale lors d'un débat autour du thème « Bien vivre en Allemagne », dans le cadre d'une campagne gouvernementale de « dialogue avec les citoyens », était largement relayée jeudi par les réseaux sociaux et suscitait de nombreuses réactions, rapporte l'AFP dans une dépêche datée de Berlin.
S'adressant à la chancelière, l'adolescente palestinienne prénommée Reem explique dans un allemand sans accent qu'elle traverse un moment difficile car sa famille est en passe de devoir retourner au Liban, pays qu'elle avait quitté pour venir en Allemagne il y a quatre ans. « J'ai aussi des projets. Je voudrais étudier, c'est vraiment un souhait, un objectif que je veux atteindre. Et c'est vraiment désagréable de voir que d'autres peuvent savourer l'existence et que soi-même, on ne peut pas partager ça avec eux », explique la jeune fille d'une voix timide.
« Je comprends », répond la chancelière. « La politique, c'est parfois dur », enchaîne-t-elle. « Tu es devant moi et tu es une personne extrêmement sympathique mais tu sais aussi que dans les camps de réfugiés palestiniens au Liban, ils sont des milliers et des milliers. » « Et si nous disons maintenant : "vous pouvez tous venir" (...), nous ne pouvons y arriver, nous sommes face à un dilemme », affirme Mme Merkel, qui continue à parler quelques secondes avant de s'interrompre en voyant la jeune fille pleurer.
« Oh, allez, tu t'en es bien sortie », glisse alors la chancelière, qui semble penser que la jeune fille timide est émue d'avoir ainsi pris la parole. Le modérateur intervient et dit à la chancelière : « Je crois plutôt que c'est parce que la situation est très pesante... »
« Je le sais », reprend Mme Merkel. « Et c'est pourquoi je voulais aussi la réconforter », affirme-t-elle, joignant le geste à la parole en s'approchant de la jeune fille pour lui caresser l'épaule, sans jamais abandonner son micro.
Le hashtag #Merkelstreichelt (littéralement « Merkel caresse ») était jeudi en tête des tendances sur le réseau Twitter allemand. Certains médias et internautes voulaient voir dans cette scène la preuve de l'insensibilité de la chancelière, tandis que d'autres estimaient que toute personnalité politique aurait été en difficulté dans la même situation et que Mme Merkel avait à tout le moins fait preuve d'humanité en ne mentant pas à son auditoire.
