The Daily Star - UNHCR begins reconstruction after fire in camp kills seven kids, December 11, 2017

Reconstruction began over the weekend at an informal tented settlement for Syrian refugees in Western Bekaa after a devastating fire left seven children dead and dozens of shelters destroyed.

The children were killed when a fire, believed to have been caused by a faulty a gas cylinder, tore through 30 tents Thursday, the U.N. refugee agency said.

Two adults and an eighth child are being treated for injuries, according to the UNHCR.

Much like the existing settlement, the new tents will be made of wood and plastic sheeting atop concrete bases. But Josep Zapater, head of the UNHCR office in the Bekaa Valley, told The Daily Star that additional safety measures would be taken into consideration ahead of construction to try and prevent further loss of life if another fire occurs.

“We are separating every tent by two meters, so if there is a new fire it won’t spread so quickly,” Zapater told The Daily Star from the Bekaa Valley settlement.

The 35 tents that house some 40 families – roughly 160 individuals – are located near the village of Ghazzeh, Zapater said.

UNHCR is negotiating with the local municipality and a local landowner to procure additional land to facilitate the expanded space between tents.

Locals immediately reached out to families following the fire, Zapater said, and funerals for the children killed in the blaze were held Friday.

“The response from the municipality and the local community has been overwhelmingly positive and compassionate,” Zapater said. “From the beginning, the mayor has been leading the response and comforting the victims.”

Attempts to reach local officials about the local response to the blaze were unsuccessful.

In a statement Saturday, UNHCR said it was “deeply shocked” by Thursday’s fire and the agency extended its “sincere condolences to the families and all those affected by the tragic incident.”

“UNHCR is coordinating closely with the local authorities. Families who lost their homes and possessions in the fire gathered at the local municipal hall, where they received food, water, blankets, winter clothing and other humanitarian assistance,” the statement said. “Counseling is also available for those affected.”

The agency said the “tragic incident is an illustration of the hardships and precarious living conditions facing many refugees in Lebanon. UNHCR extends its thanks and appreciation to the local authorities for responding so quickly to the incident.”

The Daily Star - Fire at refugee settlement in West Bekaa kills eight, December 08, 2017

A fire caused by a gas cylinder explosion killed or injured over 10 people, the majority of them children, in a Syrian refugee settlement near Ghazzeh in Western Bekaa Thursday. The state-run National News Agency cited the Civil Defense as saying that eight people were killed and four injured in the fire. Hady Mghammes, who works with the NGO Beyond Association and was on the scene, said the number of casualties could increase and that “over 30 tents” burned down.

Aljoumhouria - Lebanon solution for registration of new births of displaced persons, October 28, 2017

Al Akhbar - 80.5% of Syrians registered in Lebanon are women & Children, August 07, 2017

Annahar - The international commitment to refugees is declining, August 07, 2017

Annahar - One Hundred Thousand child from Syrian Refugees registered, July 21, 2017

The Daily Star - ISF arrests attackers of Syrian refugee in viral video, July 20, 2017

A group of men were arrested on suspicion they were behind the filmed assault of a Syrian national in a video that went viral, Interior Minister Nouhad Machnouk announced in a Twitter Wednesday. “The men who assaulted the Syrian refugee were recently arrested by the [Internal Security Forces’] Intelligence Branch,” Machnouk’s Twitter post read.
A grainy video, which surfaced on social media Tuesday and was widely shared, showed a group of men verbally abusing and then beating a Syrian refugee on the street. It was not clear from the footage where and when the assault took place, nor did it clearly depict the assailants.
“I am not involved in these things,” the refugee said when the suspects demanded to know if he supported either the Syrian regime or Daesh (ISIS) after he denied that he would protest against the Lebanese Army.
Following the recent deaths of four Syrian nationals in Lebanese Army custody after a raid on Arsal and the perceived rise in anti-Syrian sentiment in the country, a group of activists called for a demonstration in Downtown Beirut calling for solidarity with refugees and an investigation into the deaths.
However, the protest was quickly branded as anti-Lebanese Army by some on social media.
When the assailants demanded his paperwork, he told the suspects they were at home. This led one of the group to slap him, quickly followed by others who kicked, punched and insulted him, his family, Syria and Daesh.
This assault came after a widely shared WhatsApp voice message from a group named “Thy Will Be Done,” addressed to all Lebanese nationals saying “[If] you see a Syrian, you go, you hit him,” going on to call Syrians “terrorist[s] who will protest against our honorable Lebanese Army.”
The group’s message called on Lebanese nationals to gather and “hit them [Syrian nationals], break them,” adding “we don’t need to play nice anymore.”
Following the recent incidents President Michel Aoun Tuesday called for level heads saying that “the spread of hatred is totally unacceptable, especially that the consequences could be horrible for both [Lebanese and Syrians].”
The ISF raided the house of Syrian national Hani al-Hussein near Ain al-Hilweh Palestinian refugee camp in Sidon on suspicion that he was behind the “Union of Syrian People in Lebanon” Facebook group that had called for the demonstration to “defend the rights of Syrians in Lebanon.”
This call came following an Army raid in two Syrian refugee settlements near the northeastern border town of Arsal on June 30, in an effort to crackdown on militants entrenched in the area. The operation saw 356 Syrian nationals detained, of which four died, after the Army was targeted by five suicide bombers, an explosive device and a grenade attack.
Criticism of the Army and the planned protest were met with calls for a counterdemonstration from relatives of Army servicemen and others. To avert a potentially violent confrontation Machnouk said the ministry would not process any permits related to holding protests.
An Interior Ministry source added that if any demonstrations did take place Tuesday, the ISF would deal with them on a case-by-case basis.

The Daily Star - More Syrian detainees referred to the judiciary: Army, July 11, 2017

A score of Syrian nationals detained by the Lebanese Army last month following a raid in the northeastern town of Arsal have been referred to the judiciary for their involvement in terrorism, the Army said in a statement Monday.
The new detainees referred by the Directorate of Intelligence to the relevant judicial authorities for being involved in a terrorist acts brings the current total of referrals to 20, an Army statement said.
“And 152 detainees were handed over to the Directorate General of General Security for entering the country illegally, while 23 others were released for lack of evidence [of crimes],” the statement added.
Those detained were taken into custody after the Army raided two Syrian refugee settlements in Arsal on June 30. The military operation saw five suicide bombers, an explosive device and a grenade attack launched against the Army, who were conducting raids in the Nawar and Qareiah encampments in the town.
Following the attack, 355 Syrian nationals were detained.

The Daily Star - Tensions rise as Cabinet postpones talks on Syrian refugees’ return, July 06, 2017

Joseph Haboush

Despite Prime Minister Saad Hariri’s request to put aside controversial topics during Wednesday’s Cabinet session in Baabda, tensions escalated when the topic of Syrian refugees’ return to their homeland was raised. Minister of State for Planning Michel Pharaon and Minister of State for Parliamentary Affairs Ali Qanso were embroiled in a brief verbal spat after the latter reportedly said there would be no return of refugees if there was no dialogue with the Syrian government.
“I told him that it is completely unacceptable to say this and I’m not sure if he was posing a threat or trying to instigate something,” Pharaon told The Daily Star.
Following last week’s raid by the Lebanese Army on a makeshift Syrian refugee camp hosting extremists, the return of refugees has been the focal point of political bickering this week.
Prime Minister Saad Hariri told ministers that there was no point in discussing this for the time being as there was no consensus on the matter. “We’ve been hearing calls recently for Lebanon to open communication with the Syrian regime to discuss the return of Syrian refugees ... and we wish for their return today before tomorrow,” Hariri said during the Cabinet session.
Hariri added: “We consider this to be the responsibility of the United Nation and international organizations affiliated with it, who need to devise a plan for [the refugees’] safe return.”
Hezbollah and parties politically aligned with Syria have called for the convening of dialogue with the Syrian government in order to facilitate the return of refugees to safe areas inside the war-torn country. However, ministers and MPs mainly affiliated with the Future Movement and Lebanese Forces have widely criticized the call, claiming there was no legitimate Syrian government.
Information Minister Melhem Riachi told reporters that the return of refugees was the role of the U.N., while deputy premier and Health Minister Ghassan Hasbani said that “it [was] unknown who was responsible for securing the safe return of the refugees according to the international agreements ... and the road is still long regarding this crisis.”
Education Minister Marwan Hamadeh was stern in refusing to communicate with the Syrian side, saying, “We will not negotiate with a criminal regime for the sake of refugees returning and the solution is through the U.N.”However, Future bloc MP Atef Majdalani ruled out a potential rift between Cabinet and President Michel Aoun as a result of the new disagreement. Speaking to Voice of Lebanon (93.3), Majdalani said “Aoun has set a clear road map to resolve this crisis.”
During Wednesday’s session, Aoun lauded the efforts of the Army during last week’s operation in a Syrian settlement that resulted in more than 300 arrests, and he rejected any criticism launched at the Army. The Army Tuesday released a statement confirming the deaths of four Syrian detainees and said they were a result of preexisting health conditions.
The office of the U.N. High Commissioner for Human Rights in the Middle East and North Africa released a statement Wednesday praising the Army’s operations but demanded a report on the reasons behind their deaths.
“The [agency] calls for all legal measures to be taken with respect to international human rights laws and international treaties which Lebanon has signed,” a statement from the U.N. office read.
The Army released a statement Wednesday evening saying that of the detained Syrian suspects last week, 15 were released while 85 were referred to General Security for being on Lebanese soil unlawfully.
Separately, the Council of Maronite Bishops praised the recent crackdown by security forces as well as the Army for its raids on militants in Arsal. “They need all the necessities guaranteed in terms of financial support, psychological support and political backing,” a statement following the council’s monthly meeting read.
Another major development discussed during the session, one which Aoun commended, was the recent handing over of a wanted extremist seeking refuge in the Palestinian refugee camp of Ain al-Hilweh. Aoun warned against allowing refugee camps “to be transformed into safe havens for terrorists.”
Turning to other pressing issues at the Cabinet session, Aoun called for relevant ministers to submit their recommendations to Cabinet for vacant diplomatic, administrative and judicial posts.
Echoing Aoun’s calls for filling vacant government posts, Hariri tasked ministers with putting forward their recommendations for vacant positions in order to be studied and approved by Cabinet.
Aoun also called on the judiciary to play a key role in cooperating with security forces to clamp down on recent lawlessness because “the state’s authority is reinforced by punitive measures against violators of the law.”
Ministers also discussed the long-awaited national budget, yet to be passed. “Let it be known my firm commitment to the constitution ... especially Article 52 dealing with international agreements,” Aoun was quoted as saying. He added: “I will not sign off on any loans or debt to the government before I carefully study and analyze each detail.”
Hariri informed ministers that he would be visiting Washington, D.C. on July 22 to meet with U.S. President Donald Trump before visiting Paris and Moscow in August and September, respectively. – The Daily Star

The Daily Star - Refugee families leave Lebanon back to Syria, June 10, 2017

Several Syrian refugee families Saturday departed Lebanon at dawn to the Asal al-Ward area in northeast of Damascus along the Syrian–Lebanese border, the Lebanese Army announced in a statement.
The military said in a statement that the Syrian families left the makeshift camps in the northeastern border town of Arsal in a convoy of 30 civilian vehicles.
They were accompanied by the Lebanese Army until the last military checkpoint on the outskirts of the area,
The army said that the departure follows a "high interest of the families" to return to their homeland.
Local media reported that the convoy comprised of 50 Syrian families.
The families left through north and northeast Lebanon, the latter route going through the Lebanese border town of Tfail .
Local Al-Jadeed TV reported that around 500 families are expected to return to Syria following "reconciliations in Qalamoun and the Damascus countryside, and the militants leaving to Idlib."
In February, Hezbollah's media spokesperson told The Daily Star that the party is mediating the return of Syrian refugees from Arsal border area to their villages in the Qalamoun region in Syria in talks with Syrian opposition group Saraya Ahl al-Sham.
MP Nawwar Saheli had told The Daily Star that "it won’t be formal until the Lebanese government contacts the Syrian government. For now, it’s indirectly between Hezbollah and opposition groups.”
The Lebanese government estimates that around 1.5 million Syrian refugees live in unofficial camps around the country in deteriorating economic conditions – which Lebanon was already suffering prior to the refugee crisis.

Al Akhbar- Education of Syrian refugees children, April 24 , 2017

The Daily Star- Syrian refugee crisis a trigger for mental health reform, April 20 , 2017

In an indication that cataclysm can be a catalyst for progress, Lebanon’s Health Ministry has used the momentum created by the Syrian crisis as an opportunity to reform the country’s mental health care system, aiming to provide services and coverage to all individuals in the country.
Mental health problems are fairly prominent in the Lebanese population. In 2008, a study showed that 12.6 percent of the population had a mood disorder, such as depression, and 16.7 percent had an anxiety disorder. A 2006 study revealed that 4.3 percent of Lebanese had experienced suicidal thoughts and 2 percent had attempted suicide. Substance abuse disorders are also on the rise.
This mental health situation in the country has been compounded by the ongoing Syrian conflict, which has resulted in an influx of Syrian refugees into Lebanon. UNHCR – the U.N.’s refugee agency – reported that just over 1 million displaced Syrians were registered in Lebanon at the end of 2016. Most of those people fled Syria to seek safety for themselves and their families.
Witnessing war and conflict can lead to many psychiatric disorders, including depression and anxiety disorders. “Invisible Wounds,” a recent study conducted by international NGO Save the Children, found that the grinding conflict has had a devastating psychological impact on the Syrian youth. “Toxic stress,” a result of the “prolonged activation of stress response systems in the body and brain,” (according to Harvard University’s Center on the Developing Child) is now widespread. Over 50 percent of the children interviewed by Save the Children said they never feel safe at school. Seventy-one percent of respondents said that children increasingly suffer from bed-wetting – a symptom of both toxic stress and post-traumatic stress disorder.
But Syrian refugees’ hardships are not limited to what they experienced in Syria. In Lebanon, they have to face the reality of living without many of their loved ones, who may have been killed in the conflict, arrested or displaced to other countries. Their living conditions are poor and the Lebanese government struggles to provide basic services such as food, shelter and education.
Based on World Health Organization estimates of the prevalence of emotional disorders in crisis-affected populations, up to 200,000 Syrians in Lebanon may be affected by mental health problems.
Mental health care services in Lebanon are predominantly provided by the private sector, which means such services are not easily affordable for the average-income person. The services provided also tend to be highly specialized outpatient and inpatient care; they have not been integrated properly into primary health care. In fact, general practitioners, nurses and social workers are not trained to recognize symptoms of psychological distress. Only 5 percent of the resources allocated to health services by the Health Ministry are directed to mental health services.
In 2013, UNHCR conducted an assessment of the mental health and psychosocial support provided to Syrian refugees in Lebanon. The report revealed that there was a lack of coordination between agencies on the ground, a lack of available services and weak referral systems to get the appropriate help.
As a consequence, the Health Ministry – which formerly covered only psychotropic medications and inpatient care in psychiatric hospitals – is taking steps to close the gap between the demand for mental health services and their supply.
In 2014, the ministry, in collaboration with the World Health Organization, UNICEF, International Medical Corps and humanitarian NGOs working on the ground, formed the National Mental Health Program. One year later, they launched the Mental Health and Substance Use Strategy, for the years 2015 to 2020.
These initiatives documentation says it aims to ensure that “all people living in Lebanon will have the opportunity to enjoy the best possible mental health and well-being.” The vision is inclusive: It does not discriminate against vulnerable groups – such as refugees and migrants – and is aligned with human rights. The ministry is targeting everyone residing in the country.
The ambitious objective, according to Health Ministry documents, is “to ensure the development of a sustainable mental health system that guarantees the provision and universal accessibility of high-quality mental health curative and preventive services through a cost-effective, evidence-based and multidisciplinary approach, with an emphasis on community involvement, continuum of care, human rights and cultural relevance.”
The program targets five domains, the first four of which are aligned with the WHO mental health action plan, while the fifth is somewhat specific to Lebanon.
The first is leadership and governance: Work is being done to establish a mental health department within the ministry in order to ensure the sustainability of the reforms that are set to take place. The laws regarding mental health and substance abuse are being revised to align them more closely with international human rights standards. All mental health professions and institutions will then be obliged to adhere to human rights standards when providing care to people in distress. The ministry is also working with the Justice Ministry to include courses on “mental health and law” into legal curricula.
Lebanon will also have its first independent “user association” – an association managed by people who have lived with mental health problems. The goal is to have this organization independently monitor the system and fight for the rights of people with mental disorders.
Second is reorientation and scaling-up of mental health services: Mental health service provision in Lebanon requires considerable reform; most of the services provided are specialized services in long-stay psychiatric wards. These services are expensive and most people do not need them.
The Health Ministry, in partnership with WHO, is piloting a publically available, online self-help intervention program that offers strategies to cope with distress. Efforts are being made to integrate mental health into primary care. Eight community health centers are due to open this year, which will provide additional primary care services. Their staff will be trained on proper referral for mental health issues.
Long-stay facilities are remote and not well supervised; their patients are therefore particularly at risk of mistreatment. The ministry has formed a national team that will assess these facilities’ compliance with human rights statutes and provide recommendations for improvement. The team will also push for a policy on staff care, through enacting legislation that would protect the well-being of employees.
The third area is promotion and prevention: In terms of the prevention of mental health problems, the Health Ministry is working with the Education Ministry to implement a “life skills” program in Lebanese schools that will equip students to cope with adversity.
The strategy will also push for legislation on maternity leave, in order to protect early childhood development. Childhood is a fragile period and maternal care is essential in promoting the well-being of children.
The fourth area is information, evidence and research: The Health Ministry is increasingly focusing on mental health research and is developing an electronic information tool to better assess the efficacy of various treatments. Culture is a key factor to take into consideration when determining what kind of treatment works best for a given population. It is not enough to implement evidence-based treatments that are effective in other cultures. In Lebanon, for instance, research is being conducted into the effectiveness of interpersonal therapy as a treatment for depression.
The fifth area is targeting vulnerable groups: The National Mental Health team at the Health Ministry is fighting to improve access to both preventive and curative mental health services for vulnerable groups. Vulnerable groups are people who, because of adverse circumstances, may be at higher risk of developing mental health problems and might need specialized care. These groups include persons with disabilities, children and adolescents, people living in difficult situations, older adults, persons receiving palliative care, prisoners, survivors of torture and their families, families of disappeared people from armed conflicts and wars, persons living with HIV/AIDS, survivors of sexual- and gender-based violence, the LGBTQ community, foreign domestic workers as well as Palestinian refugees and displaced populations.
For example, many female domestic workers from Ethiopia, the Philippines and elsewhere work in Lebanon. For these workers, leaving their home country and their families is a very difficult experience. Their working conditions are often hard. Many of them experience psychological distress and this often goes unseen. Seeking assistance can lead to deportation. The Health Ministry is working with the Labor Ministry to make sure that foreign domestic workers’ insurance covers mental health, and that they have access to mental health services without fear of deportation.
Stigma and awareness are crucial issues in the fight to promote mental health. In Lebanon, as in many countries, people tend to avoid seeking help because of the stigma surrounding mental health problems and a lack of awareness. Mental health problems can be disabling and, just as we make sure to preserve our general physical health, we also have to take care of our psychological health. A prime objective of the Health Ministry is to develop strategies to fight stigma and increase awareness, using the media and other tools. The effectiveness of policies and legislation must be measured by the impact on the population.
Hopefully these anticipated reforms and improvements in the mental health sector will afford Lebanon a prominent status among those countries upholding the values of mental health care. This is a worthy goal. And it is a bitter-sweet fact that the Syrian crisis has helped to trigger such a crucial strategy.

The Daily Star- France to resettle 500 refugees from Lebanon, March 15 , 2017

BEIRUT: President Francois Hollande Tuesday inked an agreement to resettle 500 refugees, mostly Syrians, from Lebanon over the next 18 months. The signing ceremony took place at the Elysee Palace, where Interior Minister Bruno le Roux and Foreign Affairs Minister Jean-Marc Ayrault were also present. During a speech at the event, Hollande said that incoming refugees would be identified by partner organization on the ground in Lebanon and vetted by the authorities in Paris before traveling by Air France flights to France. Priority would be given to the most vulnerable, including families with young children, women, the elderly and the disabled.
Lebanon hosts just over 1 million registered refugees, although the government places the figure at upward of 1.5 million. Increasingly, countries are looking to resettle refugees directly from host countries in the region to cut down on incentives to resort to traffickers and informal routes.
Hollande discussed the extreme dangers refugees face when attempting to flee to Europe without assistance, advocating instead for creating a system to bring them safely to France. As part of this effort, welcoming centers will be set up by several Christian humanitarian organizations that collaborated on initiatives, including Caritas and the Catholic organization Community of Sant’Egidio in Italy.
Italy has already implemented a similar humanitarian corridor system for resettlement in Europe through partner organization in Lebanon.
Although prevalent before, throughout 2015 a huge increase in refugees from Syria and elsewhere in the region traveled informally on perilous routes to Europe, overwhelming government assistance programs and asylum system. In response, countries have sought a more regulated resettlement processes.
“Europe and France are facing an unprecedented wave of refugees, because of its scale and because of its causes. Everything is adding up – there are wars, especially in Iraq and Syria; there are conflicts, that we must not forget, in Africa, Sudan, South-Sudan; there are acts of violence, committed in a certain number of countries that we recognize, such as Eritrea; and then, there is well terrorism or fanaticism, driving people to leave their homes to look for safety and tranquility in Europe,” President Francois Hollande said during his remarks.

The Daily Star- Syrians who obtain work permits in Lebanon risk losing refugee aid, March 06 , 2017

BEIRUT: Labor Minister Mohammad Kabbara Monday agreed with the UNHCR to grant Syrian refugees in Lebanon work permits in three sectors, although recipients would no longer be eligible to receive aid.
The agreement says that Syrians can obtain work permits in environment, construction and agriculture sectors in accordance with the law.
However, the deal states that Syrians who obtain work permits would no longer be able to receive aid as refugees.
The National News Agency reported that the agreement was made on Monday during a meeting between Kabbara and UNHCR's Representative in Lebanon Mireille Girard.
Inspection teams would also intensify their work in cooperation with UNHCR, the agreement says.
The Labor Ministry launched a campaign in January to organize foreign employment in the country.
Lebanese authorities have been pushing for tighter regulations on Syrian labor in the country, warning that the mass influx of workers could lead to higher rates of unemployment among the Lebanese population.
Lebanon’s economy and infrastructure have been heavily impacted by the Syrian conflict and the resulting surge of refugees. There are currently 1.1 million Syrian refugees registered in Lebanon with the U.N. refugee agency, although the Lebanese government estimates the figure to be around 1.5 million.
Refugees and foreign workers tend to accept significantly lower wages than Lebanese citizens.
Social tensions have already risen in the past few months, leading at times to clashes between the local and the Syrian refugee population, particularly in north and east Lebanon.

The Daily Star- UNHCR contracts new TPA to handle refugee health, February 22 , 2017

BEIRUT: A new company has been awarded a contract with the U.N. to manage health coverage for Syrian refugees in Lebanon, the agency announced Tuesday. The United Nations High Commissioner for Refugees has signed a partnership with Dubai-based third party administrator NEXtCARE to manage its financial and medical audit of coverage for the 1.01 million registered Syrian refugees in Lebanon.
NEXtCARE won the contract following a bid in December 2016. The company will replace the previous provider, the Saudi based Medivisa, that was contracted in 2015.
“The selection of NEXtCARE Lebanon is purely based on the outcome of the competitive bidding process that determined them as the company submitting the most suitable and responsive offer to meet UNHCR’s requirements and is unrelated to the performance of Medivisa,” Lisa Abu Khaled, spokesperson for the agency, told The Daily Star.
UNHCR’s financial contribution for secondary and tertiary hospital care covers 75 percent of the total bill. Refugees who are identified as meeting UNHCR vulnerability criteria are entitled to 100 percent coverage for secondary and tertiary health care.
Refugees and aid providers will have to dial a new number – 01-504-020 – to contact the company’s 24/7 multilingual call center when accessing health care services. Similarly to Medivisa, NEXtCARE’s hotline will also refer refugees to the nearest hospital and respond to requests for urgent hospitalization.
“NEXtCARE [will be] covering a wide network list, which definitely enhances the service level for refugees,” Jihad Flayhan, General Manager at NEXtCARE in Lebanon, told The Daily Star.
Third party administrators are also responsible for contracting private and public hospitals throughout the country for referral to the agency’s beneficiaries. Syrian refugees only receive UNHCR financial assistance if they are treated in one of the contracted hospitals.
The work of administrators is at the core of the UNHCR’s mandate, which states that the agency is responsible for facilitating and advocating for the access of the refugee population to existing services and health care providers.
“The partnership between UNHCR and NEXtCARE is critical to ensuring access to essential high-quality healthcare services for refugees in Lebanon in the most efficient and cost-effective manner possible,” Michael Woodman, Senior Public Health Officer at the Beirut office of the UNHCR, said in a statement.
The contracted companies are also responsible for agreeing upon standardized fees with private and public hospitals in order to guarantee maximum cost optimization.
As a consequence of the ongoing violence in Syria and the destruction of its public infrastructure, many refugees arrive in Lebanon requiring medical attention. U.N. agencies have been facing funding shortages, which make cost-effective services provision a priority.
According to data released by the UNHCR, pregnancy and child birth accounted for over 40 percent of the agency’s global medical expenditures in 2015.
