SOLIDA has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human violations.

بعد 6 سنوات من النزوح السوري إلى لبنان، لم يتمكن أركان الدولة من التعامل مع الملف خارج حساباتهم السياسية والعنصرية. ستّ جهات رسمية تعمل على هذا الخط، كلّ منها يحاول فرض رؤيته الخاصة بعيداً عن المصلحة الحقيقية للدولة. التناقضات تُشكل مكاناً مثالياً للمجتمع الدولي حتى يتمكن من فرض رؤيته

منذ خريف 2011، وقضية النازحين السوريين إلى لبنان تُعَدّ من أهم الملفات الداخلية اللبنانية. انقسمت القوى السياسية حوله، ولسنوات لم تتمكن الدولة من وضع سياسة موحدة للتعامل مع الأزمة. مقاربة كلّ طرف لموضوع النازحين تبعاً لموقفه من النظام السوري أدّت إلى تعقيد الوضع. بعد دخول الأزمة السورية عامها السابع، ومحاولة المجتمع الدولي تحميل عبء النازحين للدول المضيفة وحدها، وفرض التوطين، لا يزال لبنان عاجزاً عن تقديم رؤية واحدة. كلّ ما يتعلّق بهذا الملف يُقارب إما وفقاً لمصالح كلّ طرف، وإما بخلفيات طائفية وعنصرية.
حتى التسمية لم يُتَّفَق عليها إلّا أخيراً، فاعتُمدت كلمة «نازحون». التسمية سياسية وليست قانونية، لأنّ للاجئين حقوقاً لا يريد لبنان تأمينها، منها حقهم في عدم العودة إلى بلدهم.
حالياً، هناك ستّ جهات سياسية في الدولة تُتابع هذه القضية: رئيس الحكومة سعد الحريري، وزير الشؤون الاجتماعية بيار بو عاصي، وزير الدولة لشؤون النازحين معين المرعبي، اللجنة الوزارية التي تضم الوزارات المختصة، مستشار رئيس الحكومة لشؤون النازحين نديم المنلا، ومستشار رئيس الجمهورية للتعاون الدولي الياس بو صعب، فضلاً عن المؤسسات الدولية والمنظمات غير الحكومية، التي تلّقت، باسم النازحين، أموالاً ضخمة. «شهيّة» السياسيين لمتابعة هذا الملّف، دفعت إلى طرح عددٍ من الأسئلة. هل السبب كمية المساعدات التي يتلقاها لبنان؟ أم رغبة كلّ فريق فرض رؤيته السياسية؟ ما هو دور كلّ من المعنيين؟ وكيف يجري التنسيق في ما بينهم، وسط ما يُحكى عن «تشنجات» بين وزارة الشؤون الاجتماعية (المُكلفة منذ حكومة الرئيس نجيب ميقاتي متابعة ملّف النازحين) ووزارة الدولة لشؤون النازحين، واعتراض عدد من الوزراء على ما عدّوه تدخلاً من المرعبي في شؤونهم؟ هل جرى التوصل إلى رؤية موحدة؟ خاصة أنّ لبنان عائد من مؤتمر بروكسيل (عُقد في 5 نيسان)، حيث رفع تقريراً كان هناك خلاف حوله بين رئاسة الجمهورية ورئاسة الحكومة. تعدد الجهات التي تهتم بملف اللاجئين يُتعامل معه رسمياً وكأنه أمر طبيعي، فيعتبر نديم المنلا أنّ ذلك «يعكس أهمية الملف بالنسبة إلى الحكومة». علماً أنّ «الاهتمام» يفترض توحيد الجهود والمرجعية، وعدم مقاربة الأمر وفق منطق المحاصصة.
يؤكد المنلا لـ «الأخبار» أنّ ملف النازحين يُقسم إلى ثلاثة أقسام: «سياسة الدولة تجاه أزمة النزوح، التنسيق بين الوزارات المعنية والمنظمات الدولية في ما خصّ المساعدات، والبُعد التنموي والاستقرار الاقتصادي». اللجنة الوزارية تُتابع الثلاثة، «والشق التنفيذي بيد الوزارات حسب اختصاصها». إلا أنّ «الشخص الأساسي، ومن يلعب دور المُنسق هو وزير الدولة». مُشكلته أنه لا يملك جهازاً تنفيذياً، «هو يُصارع وحالته غير سهلة». يتقاطع كلام المنلا مع معلومات «الأخبار»، بأنّ الوزارات المعنية بملف النازحين لا تتجاوب مع طلب المرعبي الاطلاع على ما تملك من معلومات، لكونه لا يملك أي سلطة تخوله ذلك. ولكنّ المنلا لا يوافق تماماً، لأنّ «التنسيق كامل، على الأقل بين المرعبي وبيني». إضافة إلى التنسيق بين الوزارات والأمم المتحدة، «يُتابع المرعبي سياسة الدولة والإجراءات المطلوبة لتنفيذ هذه السياسة». دور وزارة الشؤون الاجتماعية «أصعب لكونه يتعلّق أيضاً بتأمين حاجات المجتمع المضيف للنازحين».

يقول نديم المنلا إنّ المرعبي «يُصارع وحالته غير سهلة»

في خلال كلمته في بروكسل، قال الحريري إنّ لبنان لم يعد قادراً على مواجهة أعباء النزوح السوري من دون مساعدة دولية. لذلك، «طلبنا القيام باستثمارات لتأهيل البنى التحتية، واستيعاب اليد العاملة السورية إلى حين عودتها، وتوفير فرص عمل لآلاف اللبنانيين، وتنشيط الاقتصاد اللبناني». هذا الشقّ من العمل يتابعه المنلا. أما بو صعب، فيتسلح بالمادة ٥٢ من الدستور، ليُبرر دوره. المادة تنصّ على أنّ رئيس الجمهورية يتولى المفاوضة في عقد المعاهدات الدولية وإبرامها بالاتفاق مع رئيس الحكومة، ولا تُصبح مبرمة إلا بعد موافقة مجلس الوزراء. لم يحل التبرير الدستوري دون السجال بين الوزير جمال الجراح وبو صعب، بسبب ما وصفه وزير الاتصالات بـ«عدم اتباع الأصول الدستورية والتزام حدود الصلاحيات»، بعد أن كان بو صعب قد أعلن أنه سيتسلم ملفات التعاون والتمويل الدولي. إحدى الجهات المعنية بـ«النازحين» تؤكد أنّ بو صعب «لا يملك صلاحيات، بل يُكلف من الرئيس ميشال عون متابعة بعض الملفات». بعد الاستفزاز المتبادل بين الفريقين، «طلب الحريري من بو صعب المشاركة في بروكسل، وأسهم في إعداد ورقة لبنان إلى المؤتمر». وبين وجهات النظر المختلفة، تلعب اللجنة الوزارية دور الحَكَم.
أول ما يخطر في بال المسؤولين لدى سؤالهم عن سبب تهافت معظم الجهات للعمل في ملفّ النازحين هو «المساعدات». إلا أنّ إحدى الجهات الستّ ترى أنّ الأمر «لا يتعلق بالخلاف السياسي حول العلاقات مع سوريا». يوافق المنلا على أنّ «المنافسة» ليست بسبب المال «الذي يصل إلى المنظمات غير الحكومية، وليس إلى الدولة التي تتلقى الأموال فقط في ما خصّ المشاريع التنموية المتعلقة بالوزارات المختصة». لذلك، يجري حالياً تعديل سياسة الدولة تجاه هذا الملف، ويُعدّ المرعبي المسوّدة بالتنسيق مع أعضاء اللجنة الوزارية «ومن المُفترض أن تُعرض في اجتماعها المقبل». من أبرز ما تتضمنه المسودة، وفق المنلا، «عدم الإبعاد القسري وتأييد العودة الآمنة بأسرع وقت ممكن بما يتماشى مع مصلحة لبنان العليا، اعتماد تسمية النازحين، أهمية تعدادهم… المسودة يجب أن تعكس الحد الأدنى من التوافق». ماذا عن التواصل مع سوريا من أجل حلّ الأزمة؟ يجيب المنلا بأنّ الحريري «في ظل الظروف الحالية لن يتواصل مع النظام السوري». نقطة خلافية أخرى هي قيام المخيمات على الحدود التي يستبعد المنلا إنشاءها، «كذلك إنّ التجربة في الأردن بينت أنّها ليست ناجحة تماماً ومشاكلها كبيرة».
إضافة إلى «التشنج» بين الوزارات المعنية ووزارة الدولة لشؤون النازحين، لم تغب التوترات بين رئاسة الجمهورية ممثلة ببو صعب ورئاسة الحكومة في خلال الإعداد لورقة الوفد اللبناني إلى بروكسل. ظهر التباين خاصة حول نقطتين: التعاون بين المجتمع الدولي ولبنان، ورغبة فريق رئيس الجمهورية اعتماد تعبير «العودة الآمنة» عوض «العودة الطوعية». وصل الأمر إلى حدّ تهديد بو صعب، في خلال اجتماع ضمّ الحريري وممثلي الجهات الأوروبية، أنه إن لم يؤخَذ بالملاحظات فسيُعلن أنّ الورقة لا تُمثل موقف الدولة اللبنانية. تأخر الاتفاق على الصيغة إلى ما «قبل ليلة من المؤتمر»، بحسب المنلا. ورغم ذلك، تؤكد مصادر مواكبة أنّه «لن يكون هناك خلاف بين بعبدا والسرايا». تُجمع الجهات التي تواصلت معها «الأخبار» على أنّه خلافاً للحكومات السابقة «أصبحنا نُنسق أكثر ومنظمين بنحو أفضل». قد تكون «النية الحسنة» موجودة لذلك، ولكن ما حصل بين الحريري وبو صعب لا يُبشر بالخير. لا شيء يمنع تكرار شدّ الحبال بين الطرفين، ما دام الملّف موزعاً على ستّ جهات تنتمي إلى تيارات سياسية متناقضة، يحاول كلّ منها تغليب رأيه على الآخر. كذلك لم يتوصل أولياء الملف بعد إلى سياسة موحدة، الأمر الذي سينعكس سلباً على المساعدات المُرسلة، ووجود النازحين، وسيتيح المجال للمجتمع الدولي لفرض سياسته مستفيداً من التناقضات.

The Daily Star- NGO warns north Lebanon camp eviction could cause 'humanitarian crisis', November 19 , 2016

BEIRUT: A Lebanese NGO Saturday criticized an eviction warning issued by security forces to refugees living in a north Lebanon camp last week, calling it vague and potentially disastrous.
The Union of Relief and Development Associations (URDA) in Lebanon said in a statement that its hasn't yet received "an formal written or legal warning for the need to vacate the [Rayhanieh] campsite (in north Lebanon) within a specified time limit."
"A security personnel had verbally informed the camp's administration [last week of] the need to evacuate the area," the statement said.
URDA said that it has been following up on the warning by contacting relevant authorities and ministries to clarify the basis of such a decision and sought to resolve the problems or at least look for alternatives."
However, the motives behind the decision to evacuate the camp remain vague and no alternatives have been also made to secure a residence for the refugees.
The statement said that the makeshift camp, founded in 2013, is situated on the western outskirts of Bibnine town in the northern Akkar district and has been established on a remote farming area, five kilometers away from any formal institutions – civilian or security – and is surrounded by a small number of residential areas.
It said that the refugees have good relations with their neighbors.
The campsite, established on private land a rented by URDA, has 300 temporary tents with 80 percent women and children.
The statement described the camp as "one of the most organized and disciplined shelters ... and managed by Lebanese employees, who reside in the area."
It pointed out that Lebanese security agencies control the security situation in the encampment, without any obstacles.
The statement warned of a "humanitarian crisis" if the campsite was vacated as there are no alternatives, in particular with the near arrival of the winter season and the bad financial circumstances of the refugees.
U.N. High Commissioner for Refugees has registered some 1.1 million Syrian refugees in Lebanon, however the Lebanese government estimates the total figure to be closer to 1.5 million.
Five years after the onset of the war in Syria, Lebanon continues to endure the largest refugee crisis in its history.
Economic, security, health care, humanitarian and education disasters have piled up in the country as a result. Every area in Lebanon has been affected by the influx of refugees, especially those near the Syrian border, which bare the heaviest burden.
In addition to hosting vast numbers of refugees, Lebanon has also had to face the resulting political and security turmoil.
This influx has exacerbated underlying conditions in a country that was already witnessing social and economic problems prior to the Syrian conflict.

Assafir- ESCWA annual survey reveals 52 % from the displaced syrian are under the poverty line, November 11 , 2016

أدت الآثار المباشرة وغير المباشرة للتحولات التي تشهدها المنطقة العربية خلال السنوات الخمس الأخيرة، الى خسائر تصل الى 614 بليون دولار في الناتج المحلي الإجمالي. وبلغ متوسط نمو الناتج المحلي الإجمالي في المنطقة العربية بالقيمة الحقيقية نحو 0.9 في المئة في العام 2015، من دون أي تغيير، مقارنة بالعام 2014. وتباطأت، في العام 2015، اقتصادات بلدان مجلس التعاون الخليجي بعد أن كانت تقود النمو في المنطقة خلال السنوات القليلة الماضية وكان لانخفاض سعر النفط، منذ منتصف العام 2014، آثاره السلبية على الاقتصادات العربية. هذه المعطيات ترد في تقرير «مسح التطورات الاقتصادية والاجتماعية في المنطقة العربية 2015-2016» الذي أطلقته، أمس، «اللجنة الاقتصادية والاجتماعية لغرب آسيا ـ الاسكوا»، من بيروت.
يبلغ عدد اللاجئين السوريين الذين يعيشون في لبنان، وفق التقرير، 1.5 مليون لاجئ، أي ربع سكان البلد، يتركز معظمهم في المناطق الريفية والفقيرة. وستسبب حركة الوافدين الكثيفة حالة فقر عند 170 ألف لبناني، وارتفاع معدلات البطالة الى أكثر من 20 في المئة. وتلحظ التقديرات الأخيرة ان عدد اللبنانيين المعرضين للمخاطر يوازي عدد اللاجئين السوريين (1.5 مليون).
ويضاف الى عدد النازحين السوريين، نحو 300 ألف لاجئ فلسطيني و42 ألف لاجئ فلسطيني نزحوا من سوريا، فيصبح عدد الأشخاص الذين هم بحاجة الى مساعدة 3.3 ملايين شخص من أصل 5.9 ملايين من السكان.
من جهة أخرى، يبيّن التقرير أن نسبة 52 في المئة من النازحين السوريين و10 في المئة من اللبنانيين هم في «فقر مدقع»، أي انهم يعيشون بأقل من 2.4 دولار في اليوم. وبغية تلبية احتياجات اللاجئين، ازداد الطلب على المرافق والخدمات العامة (مياه وكهرباء وغيرها) بقيمة 1.1 مليار دولار ما يؤدي الى تفاقم العجز في الموازنة بنحو 2.6 مليار دولار بين عامي 2012 و2014. في المقابل، لم تتأثر واردات البضائع الى لبنان، وتم التعويض عن خسائر الصادرات باستهلاك اللاجئين.
ويشير التقرير الى أن مجموع الخسائر في سوريا تراوحت بين 169 و259 مليار دولار من الناتج الضائع و89 مليار دولار من خسارة رأس المال العادي، مع فقدان ثلاثة أضعاف حجم الناتج المحلي الإجمالي الذي سجل في العام 2010. فُقدت نسبة 49 في المئة من رأسالمال بسبب تلف رأسالمال، و34 في المئة بسبب خسارة صافي الاستثمار، و17 في المئة بسبب خمول رأسالمال.
وارتفعت نسبة البطالة في سوريا من 15 في المئة في العام 2011 الى 48 في المئة في العام 2014. وفي العام 2014، عاش أكثر من 80 في المئة من الشعب السوري تحت خط الفقر. وتتطلب الأجندة الوطنية لإعادة إعمار سوريا استثمارا بقيمة 183.5 بليون دولار لاسترجاع ما كان عليه الوضع قبل الأزمة.
من ناحية أخرى، بلغ عدد اللاجئين في العالم، وفق التقرير، 60 مليونا في نهاية العام 2015، وهو أكثر عدد من أي وقت مضى منذ الحرب العالمية الثانية. نزح 7.6 ملايين شخص داخل سوريا، وأكثر من 4 ملايين خارجها. وتشرد 130 ألفا داخل اليمن منذ العام 2015، وسجلت ليبيا 434 ألف حالة نزوح مع نهاية العام 2015. أما أوروبا، فقد شهدت زيادة في تدفقات اللاجئين بنسبة 74.3 في المئة منذ قبل العام 2011، وتعتبر تركيا أكبر مضيفة للاجئين (1.6 مليون لاجئ سوري بنهاية العام 2014)، ويستضيف لبنان العدد الأكبر مقارنة مع النسبة المئوية من السكان (25 في المئة).
أما بالنسبة الى وضع المرأة في العالم العربي، فلا تزال النساء في المنطقة العربية تعانين من ظاهرة عدم المساواة، فاستنادا الى دليل عدم المساواة بين الجنسين، تسجل المنطقة العربية المرتبة الخامسة بين ست مناطق مشابهة في العالم، كما جاءت في المرتبة الأخيرة حسب دليل الفجوة بين الجنسين. بلغت نسبة البرلمانيات في المنطقة العربية، في العام 2016، 17.5 في المئة مقابل 14 في المئة في العام الماضي. وقد تصدرت تونس، الجزائر، والسودان الدول الرائدة في هذا المجال.
في المقابل، لا تزال مشاركة المرأة العربية في سوق العمل منخفضة بنسبة 23.4 في المئة مقارنة بنسبة 75 في المئة من الذكور في العام 2014. وازداد معدل البطالة بين الشابات في المنطقة من 31.8 في المئة في العام 2002، الى 46.1 في المئة في العام 2013. وتنخفض مشاركة النساء، اللواتي تتراوح أعمارهن بين 25 و34 عاما، في القوة العاملة بسبب العوامل الاجتماعية مثل الزواج وإنجاب الأطفال.
وتشكل أعمال الخدمة المنزلية، التي تؤدي معظمها النساء المهاجرات 5.6% من العمالة الكلية في المنطقة. وقد اتخذت بعض البلدان العربية تدابير لحماية العمال المنزليين، لكن هناك حاجة إلى آليات للتنفيذ والرصد، كما جاء في المسح الذي أطلقته «الإسكوا»، من مقرها في رياض الصلح، وشمل كل التطورات الاقتصادية والاجتماعية في المنطقة العربية خلال العامين 2015 و2016 .

The Daily Star- NGOs mobilize refugee aid as winter arrives, November 10 , 2016

JUB JENNIN, Lebanon: As winter approaches, local and international NGOs are mobilizing in full force to help the more than 1 million refugees in Lebanon weather the season. “Refugees in Lebanon fear surviving winter the most. It’s too cold, it’s wet in their shelters, they’re worried about not having enough fuel to keep them warm, and for the health of their children,” Lisa Abou Khaled, a communications officer at the U.N. Refugee Agency (UNHCR) told The Daily Star. “When it snows, many in elevated areas like the Bekaa shovel their roofs [constantly].”
Five years since the onset of the Syrian crisis, winter remains one of the toughest challenges for the hundreds of thousands of refugees living in substandard conditions throughout the country. Many have found temporary settlement in the Bekaa Valley, close to the Syrian border.
“Winter is when we get the most aid and attention from organizations,” the shawish – or “sergeant” – of a refugee camp in Jub Jennin, Western Bekaa said. “Other seasons are quiet, but now is when we get vinyl sheets, graveling, clothes and sometimes food vouchers.”
The shawish is the leader of a settlement, but like many, did not want to give his name. As one of the first to have arrived in Lebanon and established contacts, the shawish communicates directing with NGOs, landlords and hospitals on behalf of the entire settlement.
For the country’s most vulnerable population, winter is unmerciful, worsening an already grim quality of life. Rain and snow flood the informal settlements, creating rivers of mud and destroying makeshift tents. As temperatures drop, refugees without adequate shelter and clothing struggle to stay warm.
“It was very hard to walk around [the settlement]. The mud would reach to our knees. Kids couldn’t even walk through it,” lamented a Syrian woman living in Jub Jennin. “There was no way for children to go to school. Mud would get into the house too.”
While she spoke, a young man pointed just below his knees indicating how deep the mud would tread.
“The mud would never dry. It was like this all winter long,” the Syrian woman added.
The informal tented settlement of about 200 refugees at Jub Jennin has recently been by selected by Medair, a Swiss NGO partnering with UNHCR for terrain rehabilitation. After months of assessments, the Jub Jennin camp was labeled one of the most vulnerable camps and in dire need of help. By laying aggregate on the dirt foundation, the settlement will be less prone to five months of mud.
“We started laying aggregate on the ground to stop flooding. We also created drains, which were done under the supervision of our engineers, so that water can be drained [efficiently] from the camp,” explained Bader Ghandour, a Medair engineer working on site.
Murad Mahmoud al-Hassan, a young refugee living in Jub Jennin, proudly showed off the work he had done to rebuild the settlement’s drainage system.
Hassan is one of few casual laborers employed by Medair to help facilitate projects on the ground. For Medair, hiring refugees living in the settlements provides insight into the community that they would not otherwise have. “I do this for the community that I’m living with. It’s my responsibility to help. The extra money ...” Hassan paused before answering, “helps somewhat.”
Yet not every camp is eligible for Medair’s services.
“We have an assessment team which produces a questionnaire. They distribute the questions to refugees and based on their scoring, families will receive certain kits. From the assessment to the actual implementation, it all begins months before winter arrives,” explained Hiba Fares, a communications and PR representative at Medair.
Several kilometers away, a smaller settlement sits on the edge of one of the wine producer Chateau Kefraya’s vineyards. For the small community, Medair has provided insulation kits to heat tents throughout the winter.
“We prioritize giving the insulation to [those who live in] tents that are outside of a settlement because they’re the most vulnerable to weather compared to those in the middle,” Fares said. “The material provides insulation to keep the rooms warm. We install them in one tent to show them how to do it, then we leave the material for them to install for themselves.”
“It makes a difference; it already feels warmer than the other rooms in the house [that don’t have] insulation,” says a young mother whose house has been used as the pilot.
“The winters are always very hard,” remarked a mother of three. “We needed to use more fuel and wood to create heat. Now, we won’t need to use as much. We will save some money by using less fuel.”
Despite successes, UNHCR’s Abou Khaled pointed out that there remains an enormous gap between need and available supply.
“For 2016, UNHCR, together with other agencies and the government of Lebanon, have requested $2.48 billion, Abou Khaled explained. “So far we’ve only received 60 percent of our funding needs. It’s not enough to cover their needs for winter, or in general.”
For many refugees from Syria, the length and severity of the war has depleted their funds, overwhelming families with debt.
“The average debt for a family is almost $900 a month and we’re talking about 90 percent of the population and 70 percent are living under the national poverty line. Fifty percent of Syrian refugees live below the extreme poverty line, living on less than $2.09 a day,” Abou Khaled explained.
One Syrian father of three said the mere stress of the situation and dissolving hope for a “normal” future drove him to suffer from a severe heart condition. His deteriorating health led to surgery heavily funded by several NGOs.
While holding his medical paper, he agonized, “See, my health is good. I have no issues with cholesterol or anything. But everything was so depressing, so difficult. That’s why I had a problem with my heart. We were fine in Syria; we used to be the ones giving to people in need.”

The Daily Star- Displaced Syrians fear return, marking a demographic shift, November 07 , 2016

BEIRUT: Syria's government says people who fled rebel zones that have since been retaken by the military are now welcome to return. But that's not how it worked out for one refugee family that came to check out the state of their home: They found another family had moved in.
That's just one of many hurdles keeping away those displaced in Syria's war.
Many who fled say they fear arrest if they return to homes now under government control or that their sons will be conscripted into the same military that once bombarded their towns. In other former opposition strongholds, the state is carrying out redevelopment projects that have razed thousands of homes.
The opposition accuses the government of President Bashar Assad of using under-the-radar methods to discourage populations it sees as disloyal from returning, changing the demographics to help consolidate control over a corridor running from Damascus to the Mediterranean coast.
The government says it is doing all it can to bring people back.
"The main goal of the Syrian government is to return all displaced Syrians to their homes," National Reconciliation Minister Ali Haidar told The Associated Press last month.
More than 11 million people, nearly half Syria's population, have been driven from their homes by the war since 2011, including 5 million who fled abroad as refugees.
The war still rages in many parts of the country, and there is heavy destruction. In those conditions, a mass return is unlikely. So it is difficult to measure how much government measures are keeping opposition-minded Syrians from returning.
But the fall of a number of opposition strongholds in recent months has brought to immediate relevance the issue of who can come back.
For example, a string of rebel, mainly Sunni Muslim suburbs around Damascus have come under military control. They were drained of much of their population as hundreds of thousands fled siege and bombardment in recent years. Now thousands more are leaving because of government control. It is an open question whether they will ever return.
In Aleppo, Syria's largest city, government forces are besieging the rebel eastern districts, and the estimated 275,000 residents have refused calls to evacuate, in part because many are convinced they'll never be allowed back.
The fact that most of the people from rebel areas are Sunni Muslims adds a toxic sectarian aspect to the charges of demographic manipulation. Sunni Muslims are the majority in Syria and make up the backbone of the rebellion, while minorities have largely supported Assad, particularly members of his own Alawite community, an offshoot of Shiite Islam.
Homs, Syria's third largest city, offers an indication of the hurdles for would-be returnees.
In 2014, Homs' last major rebel neighborhoods, centered in its Old City, surrendered. That came after a long brutal siege that drove an estimated 300,000 from the city.
Two years later, the government says the Old City is open for residents, but even official statistics say only 40 percent have returned. That figure is impossible to independently confirm, and the opposition believes it is inflated.
On a visit to the Old City of Homs earlier this year, an AP team found a ghost town.
More recently, AP interviewed six families expelled from Homs' old quarters, and only one could point to a relative, among hundreds, who has returned. All those interviewed spoke on condition they only be identified by their first names for fear of reprisals by the government.
"The families of the old city are still in exile. Today, you'll find them all over the world, except in their neighborhoods," said Abou Zeid, from the Jouret al-Chiyah neighborhood.
Hoda, now living in the Lebanese city of Tripoli, said she was told she had to pay overdue bills before she could see her Homs home. But she, like others, is deeply hesitant to approach state institutions to do so or validate her property records because it means crossing through multiple checkpoints run by the feared security services.
The displaced fear security forces will detain their husbands and sons for trumped-up crimes or conscript them into Assad's military.
"We are not able to go back," said Rabaa, who fled to Lebanon with her family in 2012.
She has a 20-year-old son. "The first thing they'll do is take him to the military," she said. "Go see our home? No way."
Families have also found others living in their homes. The extent of such incidents is murky. The displaced say the expropriation is widespread, but their reports cannot be independently confirmed.
A pair of sisters, Maha and Um Alaa, described to the AP how they tried to check on Um Alaa's apartment in the town of Tel Khalakh, a former opposition stronghold 25 miles (40 kilometers) east of Homs. The sisters, now in Tripoli, spoke on condition they not be fully identified.
Maha visited and found another family living there, she said. A loud argument ensued, and Maha backed off, fearing that the government would side with the squatter family.
Um Alaa said her neighbors told her the family was from the nearby town of Hosn. Neighbors also said other displaced people had asked authorities in Tel Kalakh for places to live and were directed to houses of those who had fled, Um Alaa said.
The family in the home could not be reached because the landline has been switched off.
Also, Um Alaa fears she and her husband won't be able to reclaim their home because they didn't bring their property deed when they fled in 2014. "We thought we would only be gone a month," she said. "We have nothing to prove it is ours."
Conscription fears are also driving residents out of former opposition strongholds.
The government denies that conscription is a tactic to push dissidents out, saying it a national duty.
"It's a law that dates back to the establishment of the Syrian state," said Haidar, the national reconciliation minister.
He said the military is exploring ways around the predicament. For example, in some recaptured areas, the government has offered to postpone conscripts' deployments for six months to a year.
But many deserters and draft-dodgers view this as simply a government tactic to give them a deadline to leave.
"The implication is that ... in these six months you get everything in order and flee, (and the military) will look the other way," said Dani Qappani, an opposition activist.
In the Damascus suburb of Moadamiyeh, for example, a third of the population of 50,000 fled during the government siege. After the suburb surrendered in September, some 10,000 more are likely to leave over the coming months for fear of conscription, said Bassma Kodmani, an opposition official.
Similarly, some 13,000 will probably leave the Damascus suburb of Qudsaya along with their families to avoid conscription, said a former fighter in Qudsaya.
The fighter, who is wanted for military service, said he approached authorities for the 6-month grace period and received it. He said that gives him time to sell his home and belongings before moving with his wife and two children to the northwest province of Idlib, the main rebel-held territory. He spoke on condition of anonymity because he has not yet left the government-held area.
When the suburb of Daraya fell in August, all its last remaining residents - around 2,700 from an original 250,00 - were removed and put in camps, raising an outcry from U.N. officials over the possibility of a forced displacement. The government says they will eventually be allowed back.
But Daraya could see the sort of urban renewal projects that observers say are also a tool for demographic engineering.
A 2014 report by Human Rights Watch identified seven opposition neighborhoods around the country razed by government authorities for "redevelopment." It accused authorities of carrying out collective punishment.
Presidential Decree 66, issued in 2012, lists a number of areas, mostly opposition, for urban renewal projects that will tear up thousands of homes. The government says the existing construction is illegal, but the neighborhoods were allowed to grow for decades before the war.
"It serves another purpose: to punish the unruly areas, so you pacify them, and you change the demographic," said Rashad al-Kattan, a political analyst affiliated with the Center for Syrian Studies at the University of St. Andrews, in Scotland.
In March, Assad lay the cornerstone for one such renovation project, in Damascus' working-class Kafr Sousa and Basateen al-Razeh neighborhoods. The project is to build orderly new residential towers. But opposition outlets say residents are being pushed out. The Human Rights Watch report said up to 3,000 residential buildings had been demolished.
Decree 66 also authorizes similar projects for Daraya, according to the pro-government business journal Iqtisad.
Daraya and the other Sunni suburbs are highly strategic, said Kodmani, with the opposition's High Negotiations Committee.
"If Damascus is to be really safe over the longer term, any pockets around Damascus need to be made loyal."

Al Akhbar -تهريب البشر عبر المصنع: على عينك يا دولة- ,March 1,2016

أمام أعين أجهزة الدولة، وبالتعاون مع بعض عناصرها، تنشط شبكات لتهريب السوريين الى لبنان ومنه. نحو 300 شخص يعبرون يومياً في الاتجاهين، ويتضاعف عددهم تبعاً للأوضاع الأمنية في سوريا، في مقابل مبالغ تراوح بين 100 و1000 دولار للشخص الواحد

«بتُّ مع ولديّ ثلاث ليالي باردة في العراء تحت إحدى الشاحنات المركونة في محيط مركز الأمن العام في نقطة المصنع»، تقول حسناء الهاربة مع ولديها من معارك ريف درعا إلى أحد المخيمات العشوائية في البقاع الأوسط. وتضيف: «مُنعنا من الدخول لعدم حيازتنا الأوراق اللازمة.
طلب أحد الصرّافين من شقيقي الموجود في لبنان، منذ أربع سنوات، 300 دولار مقابل «تأجيرنا» ثلاثة آلاف دولار لخمس دقائق فقط، هي الفترة التي يستغرقها موظّف الأمن العام لعدّها. وكان علينا دفع 220 دولاراً بدل حجز غرفتين في فندق. في النهاية دخلنا تهريباً مقابل 250 دولاراً فقط».
عمر التهريب على الحدود اللبنانية ــ السورية من عمر هذه الحدود. كاد عمل المهرّبين ينتفي مع موجات النزوح التي اجتاحت لبنان عقب اندلاع الحرب السورية. لكن تشديد إجراءات الأمن العام على الحدود لضبط دخول النازحين أعاد تنشيط شبكات تهريب البشر، وفرّخ شبكات جديدة. بحسب مصادر أمنية، نحو 70 شخصاً من أبناء المنطقة العاطلين من العمل يشكلون 13 شبكة مترابطة، ويهرّبون يومياً، في الاتجاهين، «نحو 300 شخص مقابل مبالغ مالية تبدأ من 100 دولار وقد تصل الى 1000 دولار للشخص الواحد، مقابل قطع المنطقة الفاصلة بين البلدين عبر معابر جبلية في خراجَي بلدتي مجدل عنجر والصويرة».
يتوزّع العاملون في هذه الشبكات المهمات، بين رصد «الطريدة» أمام مبنى الأمن العام، وبين دليل طريق وسائق وآخرين لتأمين الطريق. تقول حسناء: «اقترب أحد الأشخاص من شقيقي على الجانب اللبناني من الحدود واتفق معه على إدخالنا. كلّف سمساراً التواصل معي على هاتفي السوري. جاء شاب في العشرين من العمر، وبعدما تأكد من أننا قطعنا معبر جديدة يابوس السوري نظامياً، طلب منا الانتظار في مقهى مقابل الأمن العام إلى أن تغيب الشمس. عند السابعة مساءً، طلب منّا السير في اتجاه الشاحنات. سلمنا الحقائب لشخص آخر وضعها في سيارته، ومشينا الى ساحة الشاحنات. هناك وجدت رجلين وامرأة فلسطينية مع أطفالها الثلاثة ينتظرون الساعة الصفر. حوالى الثامنة والنصف مساءً، تلقّى الشاب اتصالاً وطلب منّا السير وراءه. قطعنا مسافة صعوداً في جبل وسرنا نحو نصف ساعة في اتجاه منطقة سكنية. هناك كانت سيارة في انتظارنا نقلتنا الى الطريق الرئيسية، حيث كان شقيقي في انتظاري».

نحو 300 شخص يعبرون

مبالغ مالية

«تسعيرة» التهريب تتفاوت بحسب وضع الراغب في قطع الحدود. «الهاربون» من التجنيد الاحتياطي، ممن يريدون تفادي نقطتي الحدود، قد يكونون «الأعلى سعراً»، ويتطلب تهريبهم «تعاوناً وتنسيقاً» بين المهربين على طرفي الحدود. أحد هؤلاء، ويدعى محمود، يقول لـ»الأخبار»: «دفعت للمهرب السوري 350 دولاراً كي أتخطّى حواجز الأمن السورية، و300 دولار للمهرب اللبناني لتخطّي الأمن العام اللبناني». ويضيف: «قطعنا نحو كيلومترين ليلاً لتخطّي الأمن السوري في جديدة يابوس. بعدها اتصل المهرّب السوري بزميل له في المصنع لمساعدتي على تجاوز نقطة الحدود اللبنانية. عندما أبلغه أنني هارب من التجنيد ولم أعبر الحدود السورية رسمياً، طلب 500 دولار، وبعد إلحاح ومفاوضات خفّض المبلغ الى 300. مكثت مع أربعة أشخاص آخرين حوالى 5 ساعات في منطقة مظلمة وخالية. وفي الوقت المحدد وصل شاب ومعه فتاة وشابان. طلب منهم الاستراحة نصف ساعة، ثم انطلقنا سيراً في منطقة جبلية لنحو 700 متر. وصلنا إلى أطراف بلدة، عرفت في ما بعد أنها الصويرة. هناك، نقلتنا سيارة الى أحد المنازل حيث مكثنا حتى الصباح، قبل أن ننتقل الى الطريق الرئيسي».
«عملنا إنساني. نساعد الهاربين من الموت من النساء والاطفال»، و»كمان اللي هربانين من الخدمة العسكرية ومن الاحتياط والإجباري»، يقول سهيل العامل في التهريب لـ»الأخبار». يشرح الشاب العشريني: «بدأت هذا العمل منذ ثلاث سنوات. كنت أعمل في الصرافة وبيع تذاكر التأمين للسيارات القادمة الى لبنان أمام مبنى الأمن العام». تشديد الإجراءات الأمنية حوّله «صائداً» للميسورين من القادمين. «كنت أعلم عناصر الأمن العام بهؤلاء، فتتعقّد معاملات دخولهم، ليجري بعدها ابتزازهم بمبالغ تصل أحياناً الى 500 دولار، لكنهم لم يعطوني من الجمل أذنه، لذلك بدأت العمل على حسابي».
يؤكّد أن أكثر من مئة شخص يستفيدون من هذه «المهنة»، بين وسيط ودليل وسائق سيارة. ويضيف: «تهريب من دون تعاون مع الأجهزة ما بيمشي. هناك عناصر يتصلون بنا ليؤمنوا الطريق مقابل مبلغ معين». ويتابع مبتسماً: «في عناصر وضباط يهربون أشخاصاً في سياراتهم مقابل مبالغ كبيرة تصل الى 10 آلاف دولار. نحن نهرّب المشحرين»، لافتاً الى اتفاق بين المهربين على «تسعيرة موحّدة». ويعزو ارتفاع المبالغ التي يتقاضونها، رغم قصر المسافة، إلى أن «الشغلة تحتاج الى مصاريف، وشبكة علاقات واسعة مع مهربين سوريين، وإلى أكثر من ثلاثة هواتف وأجرة نقل. وأحياناً نشتري الطريق من رجال الأمن، وهذا له كلفة كبيرة. كذلك فإن هناك مصاريف قضائية أثناء توقيف شباب يعملون معي».
ينفي سهيل أن يكون من بين من يُهرِّبهم عناصر من تنظيمات إرهابية، لكنه يردف: «شو بعرفني إذا إرهابي أو إنسان عادي؟ أكثر الذين أدخلهم هم من يعجزون عن تأمين كفيل أو حجز فندقي، بعدما يمرون على الأمن العام السوري ولديهم قسائم. والبعض الآخر يكون هارباً من الخدمة العسكرية، أو يريد الدخول الى سوريا والعودة منها من دون أوراق حتى لا تشطبه منظمة الامم المتحدة من سجلاتها. أما السلاح والبضائع فلا نعمل بها». ويقدّر عدد من يعبرون يومياً في الاتجاهين بمئتي شخص، «وعندما تشتد الاوضاع في سوريا يتضاعف العدد».

قام وفد من قيادة "الجبهة الديموقراطية لتحرير فلسطين" في مخيم البداوي بزيارة عدد من العائلات الفلسطينية النازحة من مخيمات سوريا للاطلاع على اوضاعهم المعيشية.
وبعد الزيارة دعا عضو قيادة "الجبهة" ومسؤولها في البداوي عاطف خليل "الاونروا" الى "وضع خطة طوارئ اغاثية وصحية وتربوية للنازحين الفلسطينيين من مخيمات سوريا، حيث يزيد عدد العائلات في مخيم البداوي عن 220 عائلة والعدد قابل للزيادة بفعل استمرار المعارك في سوريا".
وطالب خليل "الاونروا بتقديم المساعدات الضرورية لتلك العائلات من اغاثة ومواد غذائية وصحية وتربوية، والى الان لم يتم استيعاب الطلاب في مدارس الاونروا".
كما دعا "القيادة السياسية في لبنان للتدخل مع الحكومة اللبنانية لمعالجة موضوع الاقامات لتلك العائلات ومعاملتهم معاملة النازحين السوريين".

وشدد على "ضرورة تضافر الجهود بين الحكومة اللبنانية والاونروا والقيادة الفلسطينية لتخفيف المعاناة عن اهلنا النازحين من مخيمات سوريا، وتقديم كل ما يلزم ليتمكنوا من العيش بكرامة الى حين عودتهم الى منازلهم ومخيماتهم في سوريا".

مع تعدد المبادرات الاقليمية التي تسعى الى الحد من تداعيات النزاع السوري، تتواصل المشاورات الدولية لارساء ما بات يعرف بـ"ركائز" المرحلة الانتقالية في سوريا، علما ان الاقتراحات في هذا الشأن تتناول مسألتين، عمادهما آليات الحد من عدم الاستقرار عبر القوى الامنية وتوفير العدالة الدولية.
وكانت الورقة التي اعدتها مجموعات من المعارضة السورية عن "اليوم التالي للاسد" اشارت الى هذه الامور بتطرقها الى "العدالة الانتقالية" التي يفترض ارساؤها مواكبة لأي تحول سوري محتمل. وهي نقطة تكتسب اهمية راهنا، انطلاقا مما يمكن ان تسفر عنه اعمال مجلس الامم المتحدة لحقوق الانسان التي انطلقت في جنيف الاثنين، والتي دشنها تجديد الامين العام للامم المتحدة بان كي – مون دعوته الى محاكمة المتورطين في ارتكاب "جرائم حرب" في سوريا، والحد من انتهاكات حقوق الانسان.
يبدو واضحا ان الدعوات الاممية المتكررة في هذا الشأن تتزامن ومطالبات دولية، وتحديدا سويسرية، تركز على احالة الملف السوري على المحكمة الجنائية الدولية، فيما تعاقب على بلورة خلفيات هذا الطلب مسؤولون غربيون، بينهم وزير الخارجية السويسري ديدييه بورخالتر فالمبعوث السويسري الخاص الى الشرق الاوسط جان – دانيال روخ. وقد لاقت هذه المطالب ترجمتها لاحقا في دعم سويسرا ترشيح المدعي العام السابق في المحكمة الدولية ليوغوسلافيا كارلا دل بونتي الى منصب مفوض في لجنة التحقيق الدولية الخاصة بسوريا نهاية آب الفائت.
يدرج مصدر ديبلوماسي سويسري مساندة بلاده لهذا الترشيح في اطار التزام برن الدائم مبدأ عدم الافلات من العقاب، وهو التزام يعززه، كما يقول، تصاعد العنف فالانتهاكات الخطيرة لحقوق الانسان والقانون الدولي الانساني في سوريا. ومن وجهة النظر السويسرية، تكتسب مسألة جمع الاثباتات التي تتولاها لجنة التحقيق المستقلة اهمية جوهرية، وسط دعوات برن وعواصم اخرى الى ضرورة استكمال هذه العملية بتمديد ولاية اللجنة وتعزيز مهمة انتدابها، علما ان هذه المسألة يفترض ان تحسم في نهاية الدورة الحالية لمجلس حقوق الانسان على ان يعود الى رئاسة المجلس تسمية المفوض فيها.
والسجل القضائي لدل بونتي حافل بالخبرات، التي تشمل في ما تشمله احتلالها مركز مدع عام في المحكمة الدولية الجنائية ليوغوسلافيا السابقة حتى كانون الثاني 2008. وسبق ذلك تعيينها مدعية عامة للمحكمة الجنائية الدولية لرواندا في آب 1999، لتشغل بين 2008 و2011 منصب سفيرة لبلادها في الارجنتين.
وفيما تناقش الدورة الحالية في جنيف التقرير الذي اعده محققون دوليون عن الانتهاكات في سوريا في 15 آب الماضي، انطلاقا من مقابلات مع ناشطين ونازحين نتيجة عدم السماح لهم بدخول البلاد، تبرز مطالبة سويسرا الدول ولا سيما منها العربية بدعم مبادرتها هذه. وهي دعوة فصلها المبعوث السويسري الى الشرق الاوسط عشية الاجتماع الاممي بتأكيده ان "حل الصراع بلا عدالة صعب للغاية"، مناشداً الدول العربية الوقوف وراء مساعي بلاده لحشد التأييد للخطوة كي تصل المبادرة الى مجلس الامن.
ولان مطالبة مجلس الامن بتحقيق العدالة لا تعني انحياز طرف الى آخر، كما قال، تستبعد سويسرا، وفقا لما ورد على لسان روخ، معارضة روسيا لهذه الخطوة ولا سيما "ان موسكو تدرك ان العدالة تسري على الجميع"، ومبديا في الوقت عينه تخوفه من ان تتجه الازمة السورية نحو مسار شبيه بما كان قائما في البوسنة والهرسك.

«شـاهــد»: الفلسطينيـون النـازحــون سبعــة آلاف 

قام فريق عمل من «المؤسسة الفلسطينية لحقوق الإنسان - شاهد»، بدعم من منظمة اليونسيف خلال الأيام الماضية، بزيارات ميدانية للنازحين الفلسطينيين من سوريا، والمقيمين في المخيمات الفلسطينية في الشمال (نهر البارد، والبداوي) بيروت (برج البراجنة، وشاتيلا، ومار الياس)، وصيدا (عين الحلوة، والمية ومية)، وصور (الرشيدية، والبص، وبرج الشمالي) البقاع (الجليل)، وكذلك في العديد من التجمعات الفلسطينية في تجمعات الساحل في صور، وفي وادي الزينة، وكذلك في البقاع الأوسط. وقد سجل الفريق واقع وظروف وحاجات اللاجئين في استمارة خاصة أعدت لتلك الغاية. 
والتقى فريق العمل ممثلين عن «الأونروا»، والأمن العام اللبناني، ومنظمات غير حكومية فلسطينية. كما تم تسجيل ما أوردته وسائل الإعلام المحلية والعربية والدولية عن واقع النزوح عموما واللاجئين الفلسطينيين خصوصا. وأشار فريق العمل إلى أنه أحصى 1837 عائلة فلسطينية، لجأت من سوريا إلى لبنان حتى الثالث من أيلول 2012، تضم نحو سبعة آلاف فرد. وقد خلصت الدراسة إلى أن ذلك الرقم نتج عن الاطلاع بشكل تفصيلي ويومي على كشوفات اللجان الشعبية والمؤسسات الخيرية، ومن خلال تقديرات الأمن العام اللبناني وكذلك «الأونروا»، فضلاً عما قام به مندوبو المؤسسة في المخيمات ميدانياً. وأعلن أنه جرت دراسة بالبحث والتحليل على 509 عائلات، لمعرفة واقعها واحتياجاتها، إذ اعتمدت الدراسة على الجهد الميداني: المقابلات، والاستمارات، والمشاهدات، والقراءات، على أمل أن تعبر عن الواقع كما هو. وفي السياق ذاته، واصلت «لجنة التنسيق الخاصة بالنازحين من مخيمات سوريا الى مخيمات منطقة صور»، التي تضم ممثلين عن المجتمع المحلي و«الأونروا»، تحركاتها لمواكبة متطلبات اللاجئين. ودعت اللجنة بعد اجتماع في «مؤسسة بيت اطفال الصمود» في مخيم البص أمس، «الأونروا، المعنية بتقديم خدمات الإغاثة للاجئين الفلسطينين إلى التدخل السريع، وتحمل مسؤولياتها وتلبية أحتياجات النازحين العاجلة». وأعلن ممثل «الأونروا» خلال الاجتماع، عن «استقبال مدارس الأونروا للتلامذة النازحين من سوريا، أسوة بالاجئين الفلسطينيين، كذلك استقبال الحالات المرضية وفق العقود المبرمة مع المستشفيات».

نفّذ النازحون الفلسطينيون من المخيمات السورية اعتصاماً أمام قناة "الجديد"، بمشاركة رجال ونساء وأطفال انضم إليهم وفد من "اللقاء الشبابي اللبناني الفلسطيني" برئاسة أحمد الشاويش، ووفد من "جمعية بيت الآداب والعلوم والتنمية" برئاسة محمد ديب. ورفع المعتصمون لافتات ترمز إلى معاناتهم وتطالب بتوفير المأوى والمساعدات لهم.
وألقى زكريا غنام كلمة النازحين وقال: "نحن الفلسطينيين، نعاني من نزوح إلى نزوح، ونوجه رسالة إلى الاونروا نقول فيها اننا نطالب بحقنا منكم. أنتم مسؤولون عن ذلك لأجل ان نعيش بكرامة إلى حين عودتنا إلى ديارنا". كما ألقى ديب كلمة أكد فيها ضرورة دعم النازحين الفلسطينيين من سوريا، وتلاه الشاويش فشرح معاناة النازحين مطالباً الاونروا بتحمّل مسوؤلياتها. وقال "لن يوقف النازحون تحركاتهم السلمية حتى تتم تلبية مطالبهم الإنسانية".

رأى رئيس «جبهة النضال الوطني» النيابية وليد جنبلاط أن «الافراج عن الضباط الثلاثة في قضية مقتل الشيخ عبد الواحد ورفيقه (على حاجز الكويخات) تطرح أكثر من علامة استفهام في التوقيت والأهداف»، وإذ سجل لقاضي التحقيق الأول رياض أبو غيدا «تحفظه عن القرار»، اعتبر أن «ذلك لا يلغي ضرورة التنبه الى ألا تكون هذه الخطوة مقدمة لقرارات ترمي للالتفاف على ملفات في غاية الحساسية كقضية المتفجرات تمهيداً للافراج عن المدعو ميشال سماحة» الذي يفترض أن يمثل اليوم امام أبو غيدا لاستكمال التحقيق معه.
وأكد جنبلاط في موقفه الاسبوعي لجريدة «الأنباء» الصادرة عن «الحزب التقدمي الاشتراكي» ينشر اليوم أن الثورة السورية «لم تسقط ولن تسقط». وقال ان «النظام السوري يبتدع أساليب جديدة لاستدامة الأزمة، وهو بعدما قتل عشرات إن لم يكن مئات الآلاف من السوريين ودمر بلاده... وبعدما حولها إلى ملعب تتقاذفه المصالح والأهواء، فإذا به يذهب نحو تسليح الأقليات، رغماً عنها في معظم الأحيان، لتأليب المناطق والطوائف على بعضها بعضاً بما يشتت الجهود ويطيح بالتضحيات الهائلة التي بذلها الشعب السوري، في مسعى مكشوف للدخول على خطوط الطوائف والفصل في ما بينها أمنياً وعسكرياً ويجعلها مرتهنة لأوامره ومخططاته ومشاريعه».
وجدد تحذير «العرب الدروز في سورية، وبعض ضعفاء النفوس منهم رجال دين وزمنيين، ألا يلطخوا الماضي النضالي المضيء الذي رفضوا فيه الظلم والاستبداد، وألا يُستخدموا كوقود لاشعال الفتنة الداخلية وألا يشوهوا مستقبلهم الذي يفترض قيام سورية ديموقراطية حرة متنوعة». وقال: «لم تكونوا يوماً في ماضيكم أقلية، بل كنتم في طليعة الحركات التحررية ولا يجوز أن تقبلوا اليوم استغلال بعضكم لأعمال لا تتناسب مع تاريخكم النضالي لتحويلكم إلى حرس حدود لزمرة مجرمة مستبدة ستجركم وتجر سورية إلى المزيد من الخراب وهي زمرة ساقطة حكماً لا محالة».
وأكد ان زيارة البطريرك الماروني بشارة الراعي للشوف والمختارة «كانت زيارة ناجحة، ونأمل أن تؤسس لمزيد من التعاون بما يخدم الجبل والتعايش بين مكوناته وتشكل دافعاً إضافياً لاستكمال ما تبقى من عودة للمهجرين بعد المصالحة التاريخية مع البطريرك نصرالله صفير وعلى مشارف الزيارة المرتقبة للبابا بنديكتوس السادس عشر التي نتطلع لأن تكرس ثوابت العيش المشترك والحوار والانفتاح والتعددية في لبنان والمشرق».
ووصف «البرنامج الانتخابي للحزب الديموقراطي الأميركي حيال الاعتراف بالقدس عاصمة لاسرائيل»، بأنه «يعكس إنصياعاً مستهجناً وغريباً للمصالح الاسرائيلية ويضرب أسس أي تسوية مستقبلية».

فلسطينيون ينزحون من سوريا: لا منازل للإيجار في المخيمات

كأن اللاجئ الفلسطيني في المخيم ينقصه معاناة ثانية: ما الذي يفعله حين يدق بابه فلسطيني نزح من سوريا هرباً من الحرب، ويطلب منه أن يؤويه عنده؟
وطنياً، يحضن ابن بلده ويرحّب به. أما عملياً، فلاجئ المخيم يعجز عن إعالة عائلته التي يكتظ بها منزله المتواضع. لكن ها هم فلسطينيو سوريا يواجهون لجوءاً ثانياً، بعدما كانوا ينعمون بحياة هادئة في سوريا التي تنصف حقوقهم. وها هو «مخيم اليرموك» في سوريا يخلو من سكانه الفلسطينيين، الذين توزعوا في نزوحهم بين الأردن ولبنان. فالقادرون اقتصادياً حضروا إلى لبنان، ويعيشون في منازل للإيجار خارج المخيمات الفلسطينية، فيما نزحت آلاف العائلات إلى المخيمات الفلسطينية. منها من لجأت إلى منزل قريب أو صديق، ومنها من اضطرت إلى استئجار منزل في المخيم، بسعر لا يتوافق مع حالتها الاجتماعية، ومنها أيضاً من لم تجد مأوى لها حتى الساعة.
يقول مسؤول «اللجان الشعبية للمخيمات الفلسطينية في لبنان»، أبو إياد شعلان، لـ«السفير»، إن «الإحصائيات الموجودة لدى اللجان، عن عدد العائلات الفلسطينية السورية التي نزحت إلى لبنان، حتى العشرين من آب الماضي، موزعة على المخميات والتجمعات الفلسطينية في المحافظات اللبنانية السبع». 
تشير الإحصائيات إلى وجود مئتين وثلاث وخمسين عائلة (983 شخصاً)، في مخيمات بيروت الثلاثة، أي برج البراجنة وشاتيلا ومار الياس، وثلاثمئة وثماني عائلات (1352 شخصاً) في صيدا، ومئتين وثلاث وثلاثين عائلة (871 شخصاً) في صور، وثلاثمئة وخمس عائلات (1430 شخصاً) في الشمال، وثلاثمئة وست عائلات (1132 شخصاً) في البقاع. 
كثيرة هي المشاكل داخل المخيمات. يتفق الجميع على أن النازح السوري يتلقى جميع أنواع المساعدات ومن الجميع، «إلا أن حاله كحال الفلسطيني اللاجئ في لبنان». وأبرز هذه المشكلات وأولاها السكن وبدل الإيجارات. هنا، لا يراعي أصحاب المنازل داخل المخيمات أوضاع المهجرين من سوريا، بل يستغلون الفرصة للتجارة. إلا أن المشكلة الأساسية تكمن في عدم وجود منازل للإيجار داخل المخيمات، ليجد الفلسطيني السوري نفسه أمام خيارين، إما المبيت على الطريق أو العودة إلى سوريا.

«عذاب» لبنان

داخل مكتب تابع للجنة الشعبية في مخيم شاتيلا، تطرح خديجة الخطيب قضيتها، بل مأساتها، على الحاضرين. وخديجة هي فلسطينية تعيش في درعا منذ زمن طويل. نزحت إلى لبنان مع بناتها الخمس «بأعجوبة». إلا أن زوجها لم يتمكن من الهروب لعدم «سماح الجهات الأمنية السورية للعائلات بالهروب من درعا»، وفق قولها.
ومنذ أكثر من أسبوعين انقطع التواصل معه، ولا تعرف إذا كان حياً أم ميتاً. وخديجة التي لم تشعر يوماَ أنها لاجئة في سوريا، تذوق طعم العذاب في لبنان منذ وطأت قدماها أرضه. لخديحة أقارب في مخيم شاتيلا، لكن لا يتعرفون إليها لأسباب عائلية. حضرت من درعا وفي جعبتها مبلغ قيمته أربعة آلاف دولار. وبعد ستة أشهر أنفقت المال في إيجار المنزل، الذي لم يرض صاحبه تأجيره بأقل من ثلاثمئة دولار. لم تنته القصة بعد، لأن القدر شاء لخديجة ان تتعرف إلى معاناة الفلسطيني في لبنان بأدق التفاصيل. ومنذ نحو شهر تعرضت إحدى بناتها لوعكة صحية، وما زالت حتى الساعة تخضع لعلاج في المستشفى. فإذا الفلسطيني في لبنان نفسه لا يجد من يعالجه، من سينظر إلى حالة ابنة خديجة؟ 
يؤكد مصدر في الـ«أونروا»، مكلّف بمتابعة قضايا اللاجئين في مخيم شاتيلا، أنه لم يتم إبلاغه بقضية خديحة، ويعد بـ«حلّها بأقرب فرصة».
خديجة تبقى نموذجاً لآلاف الفلسطينيين النازحين من سوريا، والمهدّد بعضهم بالتشرّد، إذا لم تتحرك الجهات المعنية. ومن المتوقع أن تنفذ خمس وعشرون عائلة اعتصاماً في اليومين المقبلين أمام مكاتب الـ«أونروا» و«الصليب الأحمر الدولي»، بهدف مناشدتهما تأمين بدل الإيجار وإلا «فسنصبح في الشارع».

مسؤولية الجهات المعنية

يؤكد مصدر في الـ«أونروا» لـ«السفير»، أن «الوكالة تتكفل تأمين الطبابة والتعليم لهؤلاء المهجرين، ومعاملتهم مثل الفلسطينيين اللبنانيين. أما في ما يتعلق بموضوع تأمين الإيجارات، فيقول المصدر إن الوكالة لا تملك موازنة لصرف مبالغ للسكن، وكانت قد طلبت الاغائة من الدول المانحة، وما زالت تنتظر الرد عليها».
أما شعلان، فيشير إلى «أن اللجان الشعبية تتواصل مع الأونروا ومؤسسات المجتمع المدني والمؤسسات الدولية»، كاشفاً أنه «تمّ تشكيل لجان تنسيق في المناطق، وهي معنية بمتابعة أمور الفلسطينيين السوريين. وهناك لجنة تنسيق عليا للإغاثة، عيّنتها الجهات الفلسطينية الرسمية». 
ويؤكد أنه سيتمّ «تخصيص دروس تقوية للطلاب الفلسطينيين السوريين في مدارس الأونروا، خارج الدوام، نظراً إلى اختلاف المنهج الدراسي في لبنان عن المنهج التعليمي السوري».

Plus de 5 000 Palestiniens (environ 1 000 familles) fuyant la violence en Syrie se sont réfugiés au Liban. Venant de Yarmouk – le camp le plus vaste, situé à
Damas –, ces déplacés se sont dirigés vers les camps de Rachidiyé, de Bass, d’al-Jaleed, de Aïn el-Héloué, de Miyé Miyé, de Chatila, de Nahr el-Bared et de Beddaoui. Certains se sont aussi installés au milieu de rassemblements palestiniens, comme le montrent les statistiques préliminaires menées par l’équipe de l’association Action développementale sans frontières – Naba’a.
Le nombre des déplacés palestiniens de Syrie a remarquablement augmenté dans les camps. Ces derniers cherchaient un refuge auprès de parents ou de Palestiniens au hasard dans ces camps.
M. K., 27 ans, déclare dans ce cadre : « J’étais le dernier à quitter al-Hajar el-Aswad. Le nombre des personnes qui essaient de franchir les frontières syro-libanaises – notamment au niveau du Akkar – est le double de celui des personnes qui se sont déjà réfugiées au Liban. »
Fuyant précipitamment la Syrie, certains n’ont pu emporter que quelques vêtements et objets de première nécessité. A.T., mère de cinq enfants, affirme : « Nous avons fui après avoir été témoins de la destruction complète de la maison de nos voisins. Nous sommes restés à Khan el-Cheikh quelques jours, mais la situation grave sur le plan de la sécurité nous a poussés à fuir vers le Liban. Maintenant nous sommes en sécurité. Mais je suis inquiète pour mon mari qui est toujours en Syrie et pour les besoins de mes enfants, parce que nous avons fui sans rien apporter avec nous. Absolument rien... »
L’équipe d’Action développementale sans frontières – Naba’a s’est entretenue avec les familles déplacées, les familles d’accueil, les comités populaires et l’Unrwa. Les entretiens se sont déroulés pendant trois jours, entre la fin du mois de juillet et le début du mois d’août. Naba’a a fait cette étude pour identifier la meilleure forme d’intervention qu’elle doit mener afin d’aider ces familles. En analysant les résultats, nous avons clairement remarqué que les familles déplacées manquent de nourriture et de produits de première nécessité. Les familles d’accueil ne sont pas capables de subvenir à leurs besoins en raison de leur situation socio-économique précaire. Naba’a, financée par l’ambassade de Norvège, a alors offert à chaque famille un coupon d’achat de vêtements d’une valeur de 60 $.
Des produits et matériaux d’hygiène ont également été offerts aux familles d’accueil, en espérant d’atténuer leur anxiété causée par l’accueil des familles déplacées, surtout dans le contexte de la crise économique du pays. Les familles d’accueil ont apprécié cette idée, puisque normalement, ce ne sont que les familles déplacées qui font l’objet de tout genre d’aide, sans prendre en considération les accueillants.
Durant une courte période, Naba’a a pu offrir des services d’urgence à 790 familles. L’association poursuit son travail dans le but d’actualiser ses informations concernant les besoins des personnes déplacées.

Daily Star - Syria turmoil puts Lebanon on brink of chaos, August 17 2012

BEIRUT: Despite repeated Arab and international warnings over a fallout of the 17-month uprising in Syria spreading to Lebanon, the Syrian turmoil has spilled over into the politically divided country, threatening to plunge it into total chaos, analysts and political sources said Thursday.
“The spillover of the Syrian uprising has reached Lebanon,” Hilal Khashan, professor of political sciences at the American University of Beirut, told The Daily Star. “Lebanon is poised for heightened insecurity that falls short of a civil war, mainly as a result of the spillover of the Syrian unrest, into the country.”
Wednesday’s mass kidnappings of over two dozen Syrians, a Turkish national and a Saudi citizen by a local Lebanese clan in retaliation for the abduction of one of its kinsmen by Syrian rebels as well as the blocking of Beirut airport road and the Beirut-Damascus highway at the Masnaa border crossing with burning tires by rival protesters have revived memories of the chaos and anarchy that reigned during the 1975-90 Civil War when rival militias held sway at the expense of state authority.
During the Civil War years, lawlessness and insecurity prevailed, especially in the capital Beirut, where foreign citizens of various nationalities were kidnapped by militant groups.
In response to security threats, five Gulf states, Saudi Arabia, the United Arab Emirates, Qatar, Kuwait and Bahrain, have urged their citizens to leave Lebanon immediately after the Meqdad Shiite clan kidnapped more than 20 Syrians in Beirut and initially threatened to seize more Arab nationals in retaliation for the abduction of Hassan Meqdad by Syrian rebels.
The mass kidnappings of Syrians, directly linked to the turmoil in Syria, cast further doubts over Lebanon’s ability to weather the storm in its eastern neighbor Syria.
“What happened today is a clear indication that we are [on] the brink of major chaos in Lebanon,” a senior political source told The Daily Star Thursday.
“The storm in Syria has reached Lebanon now and there is no going back,” the source said, speaking on condition of anonymity.
However, Khashan said he did not believe that Lebanon was drifting into total chaos following the wave of kidnappings and the appearance of masked gunmen on TV.
“The kidnappings were a tension relief exercise. Hezbollah controlled the Shiites. There is no logical reason for them [Hezbollah] to allow the situation to go out of the control,” Khashan said. “Level headedness will prevail.”
“What happened yesterday was an expression of anger and frustration. The sight on TV of the Free Syrian Army displaying Hassan Meqdad, whom the FSA accused of being a Hezbollah member, with bruises on his face, angered many Hezbollah supporters. The kidnappings were [designed] to vent their spleen,” he added.
However, Future MP Ahmad Fatfat had a different opinion. “What happened was a total collapse of the state and a flagrant inability of the Army and security forces to do their job in repulsing any attack, even an internal attack, on Lebanese sovereignty,” Fatfat told the Voice of Lebanon radio station.
“The attack and kidnappings that took place in Beirut and a number of areas meant that the state was absent. This takes us to a civil war,” he added.
Khashan said that there was no regional or international decision to rekindle civil war in Lebanon. “Iran and Arab Gulf states do not want a civil war in Lebanon,” he said.
A similar view was echoed by political analyst Talal Atrissi.
“I don’t think Lebanon is facing the threat of a civil war following the wave of kidnappings,” Atrissi, an expert on Iran and Middle East affairs, told The Daily Star. “There is no internal, regional or international decision for the security situation to spin out of control. Priority is now for Syria. Therefore, no civil war in Lebanon,” he said. “Regional and international powers are still supporting Lebanon’s stability and security.”
Atrissi said the root cause of the current tension in Lebanon was the kidnapping by Syrian rebels of 11 Lebanese pilgrims in May and Meqdad last week.
“Before the spate of kidnappings, tension with Syria was confined to border incidents,” he said.
Politicians and analysts have long held the view that Lebanon’s security and stability are intertwined with Syria’s security and stability.
Violence in Syria has often spilled over into Lebanon, jolting the country’s already fragile security situation, with cross-border shootings, shelling by the Syrian army, tit-for-tat kidnappings and sectarian clashes. Several Lebanese have been killed and wounded by Syrian gunfire in a series of deadly incidents on the Lebanese-Syrian border in recent months.
But the latest spate of kidnappings has fueled fears that the unrest in Syria could further destabilize Lebanon, which has struggled for decades with wars, sectarian strife and a weak political system.
The split between the Hezbollah-led March 8 alliance and the opposition March 14 coalition over the Syrian crisis has raised fears of the turmoil in Syria spilling over to Lebanon.
The U.S. has also expressed consternation. “Our concern in Lebanon, first and foremost, has been the spillover from the Syrian conflict and the fact that the sectarian tensions in Syria are potentially being replicated in Lebanon,” State Department spokeswoman Victoria Nuland told reporters in Washington.
The government of Prime Minister Najib Mikati has adopted a policy to dissociate Lebanon from the repercussions of the unrest in Syria.
Mikati condemned the kidnappings, but his government seemed largely powerless to act. “This brings us back to the days of the painful war, a page that Lebanese citizens have been trying to turn,” he said of the 1975-90 Civil War when Western hostages were seized by armed groups.
Implicitly admitting his government’s inability to act, Mikati called for the formation of an extraordinary government to cope with what he termed the “difficult and extraordinary” situation through which the country was passing.
“This is a battle for Lebanon’s survival. We have to protect Lebanon with all the strength we have.” Mikati told reporters before a Cabinet session at Beiteddine Palace. “We are living in the storm. Therefore, we have to close ranks to face problems and crises.”
Atrissi blamed the Mikati government for weakening state authority and preventing the Army from imposing law and order. “Political and sectarian interests inside the government are preventing the Army from imposing security and state authority,” he said.
Khashan, the AUB professor, said Lebanon is “a soft state.”
“Security has long been based on consensus. The state cannot impose security on the people. Security is achieved through negotiations and compromise,” he said. “The Lebanese state is not authoritative. Rather, it is a soft state.”
Khashan said that instability in Lebanon served the cause of both the Syrian regime and the rebel Free Syrian Army for different reasons and motives.
“The Syrian regime wants to destabilize Lebanon in order to export its problems to the region. Lebanon is the weakest link in the region,” Khashan said. “Likewise, the Free Syrian Army believes that instability in Lebanon will invite Western intervention in both Syria and Lebanon,” he added.
The Meqdad clan, which hails from east Lebanon’s Bekaa region, said Wednesday it kidnapped over 30 men it said were members or supporters of the FSA in retaliation for the abduction of one of its kinsmen.
Maher Meqdad, who said his family fields an armed wing, told The Daily Star Wednesday that his clan had taken matters into its own hands as the Lebanese government had taken no steps to free Hassan Meqdad.
“We will do it ourselves, and we have what you can call a regulated army to do the job,” he said. He added that his family was acting according to the “eye for an eye” principle, and no longer needs the government’s intervention.

L'orient le jour - L’ONU va compléter l’aide apportée aux réfugiés par l’État, annonce Amos, August 17 2012

Dès son arrivée hier à Beyrouth après une courte visite à Damas, la responsable des affaires humanitaires à l’ONU, Valérie Amos, s’est réunie avec le ministre des Affaires sociales Waël Bou Faour en présence du représentant des Nations unies au Liban et coordinateur des questions humanitaires, Robert Watkins.
À l’issue de la rencontre, M. Bou Faour a déclaré : « La rencontre a été l’occasion pour réaffirmer devant les représentants internationaux l’engagement du gouvernement libanais à s’acquitter de son devoir humanitaire en matière d’aide à apporter aux déplacés syriens et à leur éviter tout danger en s’abstenant notamment de prendre toute mesure qui risquerait de menacer leur vie à l’ombre de la crise qui prévaut en Syrie, tout en prenant en considération la situation sécuritaire au Liban dont certains aspects échappent à l’État. »
Le ministre a ajouté avoir évoqué avec les responsables internationaux l’aide financière dont le Liban a besoin à la lumière surtout du fardeau et des coûts effectifs qui commencent à peser sur le gouvernement libanais. M. Bou Faour a fait remarquer que le gouvernement a établi un plan de travail global auquel contribuent plusieurs ministères dont celui de la Santé, de l’Éducation et de l’Enseignement supérieur et des Affaires sociales, en collaboration avec le Haut Comité de secours et les organisations internationales.
Pour sa part, la responsable onusienne a adressé des remerciements au ministère des Affaires sociales et au gouvernement libanais pour la décision de laisser les frontières ouvertes devant les réfugiés syriens et pour la générosité de l’accueil dont ils bénéficient au Liban.
Mme Amos, qui a fait part de la satisfaction exprimée par le Haut-Commissariat pour les Réfugiés du travail effectué conjointement avec les autorités libanaises, a assuré qu’elle déploiera tous les efforts nécessaires pour compléter l’aide matérielle fournie à l’État libanais et au ministère des Affaires sociales.
Soulignant que la situation humanitaire en Syrie s’est nettement dégradée depuis quelques mois, elle a précisé que le nombre de déplacés internes en Syrie, qui était de un million en mars dernier, s’est élevé à 2,5 million sans compter les milliers de réfugiés ayant fui leur pays, surtout vers le Liban, la Turquie, l’Irak et la Jordanie. La veille, Mme Amos avait avancé ce même chiffre à Damas où elle s’exprimait devant les journalistes, soulignant que les Nations unies œuvrent actuellement à adapter leur plan d’aide en fonction de cette situation.

L'orient le jour - Fabius rencontre une délégation de l’opposition Syrienne à Beyrouth, August 17 2012


Arrivé hier à Beyrouth (entouré d’un dispositif de sécurité ahurissant) en provenance de Amman, le ministre français des Affaires étrangères Laurent Fabius a écarté une nouvelle fois toute éventuelle aide militaire de la France aux rebelles syriens. « L’aspect militaire, c’est l’affaire des Syriens. Il y a aussi l’aspect politique », a-t-il affirmé à l’aéroport international Rafic Hariri. « Il faut une transition politique et (pour cela) il y a une série de discussions actuellement avec les pays arabes et entre les différentes puissances pour favoriser cette transition. Mais c’est aux Syriens eux-mêmes que la décision appartient », a-t-il martelé.

Selon les milieux des responsables (Nabih Berry, Nagib Mikati, Adnane Mansour) qui ont rencontré M. Fabius, ce dernier a assuré à ses interlocuteurs l’appui de la France au gouvernement dans sa tentative d’éviter les retombées de la crise syrienne sur le pays du Cèdre. Fabius a ainsi soutenu les efforts déployés en ce sens par le tandem Sleiman-Mikati. Il a aussi exprimé l’inquiétude de la France face aux tentatives d’assassinat qui ont visé des personnalités libanaises. Fabius a encore condamné les incidents violents au nord du Liban et a encouragé la reprise du dialogue national.

Pour ces milieux, le dossier syrien a pesé sur ses discussions avec les responsables libanais, et le ministre français a rencontré à la Résidence des Pins une délégation de l’opposition syrienne. Les noms des membres de cette délégation n’ont pas été révélés. Les milieux politiques affirment que M. Fabius annoncera une aide d’un million d’euros de la France consacrée aux réfugiés syriens au Liban, en plus de sa contribution à l’aide aux réfugiés accordée par l’Union européenne. Il aurait d’ailleurs exprimé sa satisfaction devant l’accueil réservé par les Libanais aux réfugiés syriens et les facilités qui leur sont accordées, notamment au Nord et dans la Békaa, réaffirmant la nécessité de respecter le droit d’asile pour les réfugiés et le principe de refus de les extrader vers leur pays, qu’ils soient civils ou militaires déserteurs, à condition qu’ils ne soient pas armés. À cet égard, M. Fabius a écouté les explications des responsables libanais sur l’extradition de 14 Syriens, exprimant toutefois sa vive désapprobation, d’autant que certaines personnes parmi les 14 extradées sont des militants antirégime.

Si ces sujets étaient prévisibles, le ministre français a toutefois soulevé une nouvelle question, celle des Palestiniens qui ont fui la Syrie en raison de la violence et qui se sont réfugiés au Liban. M. Fabius a révélé que la France entreprend des contacts avec l’Unrwa pour les aider, sachant que cette organisation des Nations unies souffre actuellement d’un manque de budget.

Le chef de la diplomatie française a encore développé devant ses interlocuteurs libanais les efforts déployés par la France pour obtenir une transition politique du pouvoir en Syrie et pour assurer un dialogue entre les différentes factions syriennes. Il a dénoncé le blocage russo-chinois au Conseil de sécurité, rappelant que la France tente d’obtenir le vote d’une résolution internationale humanitaire, d’autant que près de 2 millions de Syriens ont désormais besoin d’une aide urgente. Enfin, Fabius a réaffirmé l’importance des relations bilatérales entre la France et le Liban, qui se concrétise dans la contribution française à la Finul, et a annoncé que son pays allait donner une aide à un des ministères libanais d’un montant de 35 millions d’euros dans le cadre du programme Paris III.

Les chaînes al-Jadeed et LBCI ont fait état hier de la libération par Damas des 14 ressortissants syriens expulsés il y a quelques jours par les autorités libanaises.
Selon la chaîne al-Jadeed, l’un d’entre eux, Tarek el-Hamaoui, serait rentré au Liban. Des informations qu’un opposant syrien proche du dossier a systématiquement démenties hier soir. Interrogés également à ce propos, les milieux des activistes des droits de l’homme ont indiqué n’avoir aucune preuve de ces informations et qu’il faudra encore attendre quelques jours pour en savoir plus sur ce plan.
 
Malgré les violences à la frontière, la direction de la Sûreté générale avait expulsé, mercredi, 14 ressortissants syriens, affirmant que cette décision n’est pas politique, mais fondée sur des dossiers judiciaires et sécuritaires respectant les traités et les conventions régionaux et internationaux.
Cette décision avait soulevé un tollé local et international, notamment de la part de diverses ONG craignant pour la sécurité des Syriens expulsés. Un responsable de Human Rights Watch (HRW) à Beyrouth a ainsi souligné que certains des expulsés avaient exprimé la crainte de subir des persécutions à leur retour.
 
De ce fait, les autorités libanaises ont décidé de suspendre l’expulsion de Syriens du Liban après le tollé soulevé par cette affaire, a rapporté samedi le quotidien an-£Nahar. Cette décision aurait été prise par le président Michel Sleiman, le chef du législatif Nabih Berry et plusieurs parties au sein du gouvernement, ajoute le journal.
Les condamnations se sont toutefois poursuivies, samedi, avec l’Union européenne qui s’est dit « inquiète » des expulsions de ressortissants syriens vers la Syrie par les autorités libanaises.
« L’Union européenne réitère ses attentes concernant la responsabilité des autorités libanaises de continuer à assurer la protection des réfugiés, en conformité avec le principe du non-refoulement », a déclaré dans un communiqué le porte-parole de la chef de la diplomatie de l’Union européenne Catherine Asthon.
« La Syrie d’aujourd’hui est dans une situation où la vie des gens est en danger dans tout le pays », a souligné l’UE, en faisant référence à des « cas de torture bien documentés ». « En tant que membre de la Convention des Nations unies contre la torture, le Liban est clairement tenu de s’assurer qu’aucune personne ne puisse être renvoyée dans un pays où elle risque d’être torturée », a indiqué encore le communiqué.
« Le Liban doit s’assurer qu’aucune expulsion n’ait lieu en dehors du cadre de ses obligations », a insisté la chef de la diplomatie européenne, en soulignant que l’UE apportait son aide à Beyrouth pour faire face à l’accueil de réfugiés syriens.
La France s’était également dit, jeudi, « très préoccupée » par ces expulsions et avait appelé le Liban à assurer « la protection des réfugiés », estimant que « le principe de protection et de non-refoulement des personnes dont la vie est menacée doit prévaloir ».

L’ancien Premier ministre et chef du bloc parlementaire du Futur, Fouad Siniora, a reçu hier l’ambassadrice de l’Union européenne Angelina Eichhorst en présence des députés Marwan Hamadé, Fouad el-Saad, Ammar Houri, Bassem Chab et Ghazi Youssef. Il a ensuite reçu le représentant du secrétaire général de l’ONU au Liban, Derek Plumbley, en présence des députés Hamad, Saad, Houry, Chab, Youssef et Machnouk, ainsi que de l’ancien ministre Mohammad Chatah. Dans les deux rencontres, il a été essentiellement question du rapatriement des 14 Syriens, violemment condamné par Siniora et d’ailleurs par Plumbley qui a rappelé que la position de l’ONU est claire : aucune personne menacée de mort dans son pays ne doit y être renvoyée.
De son côté, Fouad Siniora s’est adressé à la presse et il a précisé avoir lui-même demandé à l’ambassadrice de l’Union européenne et au représentant du secrétaire général des Nations unies de venir le voir pour parler de cette démarche, qui constitue, selon lui, une première dangereuse, accomplie par le gouvernement à un moment où la situation en Syrie est instable et où les droits de l’homme n’y sont pas protégés. Dans ce contexte, la démarche du gouvernement de renvoyer chez eux 14 Syriens, indépendamment des accusations portées contre eux, suscite l’inquiétude, d’autant que le gouvernement a dû agir de la sorte à cause des pressions exercées sur lui par les autorités en Syrie, et cette démarche peut être le prélude à d’autres extraditions du même genre. « J’ai donc demandé à l’Union européenne et à l’ONU d’adresser au gouvernement libanais un message fort pour éviter qu’une telle démarche puisse se reproduire », a déclaré Siniora.
En réponse à une question, Siniora a affirmé que c’est le gouvernement libanais qui porte la responsabilité d’une telle décision, d’autant qu’il a commencé par dire qu’il n’est pas au courant de l’extradition des 14 Syriens, avant de couvrir cette décision qui a dû être motivée par une demande expresse des autorités syriennes adressée au directeur général de la Sûreté générale. Tout en précisant ne pas avoir des détails sur la façon dont les pressions syriennes ont été exercées sur le Liban, Siniora a insisté sur le fait que c’est le gouvernement qui est responsable de la décision, d’autant que le Liban a signé une convention internationale sur la remis des personnes en 2000 et il est tenu d’en respecter les dispositions. Cette convention a un pouvoir supranational qui dépasse les accords bilatéraux signés entre le Liban et la Syrie.
Il a répété que l’affaire ne touche pas le directeur de la Sûreté générale seul, mais le général Ibrahim et le gouvernement également, qui, en couvrant Ibrahim, est devenu responsable de la décision. Il a réitéré la revendication de son camp au sujet de la démission du gouvernement qui nuit, selon lui, à la réputation du Liban et aux Libanais en général. Il a enfin affirmé que l’opposition continuera à demander des comptes au gouvernement, surtout que l’affaire est grave et montre que le Liban ne respecte pas ses engagements internationaux.

La Sûreté générale répond à ses détracteurs sur l’expulsion des 14 Syriens, l’ambassadeur Ali qualifie la démarche de « réconfortante ».
Les voix condamnant le renvoi, mercredi soir, par la Sûreté générale de quatorze ressortissants syriens se sont élevées hier encore. Le député Marwan Hamadé a ainsi qualifié leur expulsion d’« infamie », affirmant qu’il faudrait « condamner haut et fort une telle démarche, parce que nous refusons le retour du système sécuritaire au Liban et nous refusons que la Sûreté générale ou tout autre service retrouve les réflexes adoptés sous la tutelle syrienne ».
Dans une interview accordée à Radio Orient, M. Hamadé a précisé qu’une série de questions et d’interpellations ont été présentées à la Chambre pour « poursuivre le gouvernement, ainsi que toutes les parties ayant agi avec ou sans couverture de l’exécutif dans l’expulsion des quatorze ressortissants ».
De son côté, le mufti du Mont-Liban, cheikh Mohammad Ali Jouzou, a estimé que « le renvoi des quatorze syriens militants au sein de l’opposition est un complot contre les onze pèlerins libanais enlevés en Syrie ».

La réponse de la SG
En réponse à toutes ces condamnations, la Sûreté générale a publié hier un communiqué, dans lequel elle a précisé que toutes les « mesures » qu’elle prend sont inspirées par « les lois qui régissent son travail ».
« La Sûreté générale communique et coordonne de manière continue avec les organisations humanitaires internationales et le Comité international de la Croix-Rouge dans tout ce qui a trait aux réfugiés étrangers et arabes », est-il souligné dans le texte. Et d’indiquer que ces organisations sont au courant de « toutes les mesures prises par la Sûreté générale » et pour lesquelles cette dernière « coordonne avec elles ».
« Les personnes qui ont été expulsées font l’objet de jugements pour des crimes qu’ils ont commis sur le territoire libanais », comme « le vol, la falsification, les tentatives de viol et les agressions », ajoute le texte.
La Sûreté générale n’est pas concernée par toutes les déclarations relatives « aux dossiers politiques et partisans » et par toute autre déclaration ayant pour objectif « de déformer la vérité ». Et la direction générale de la SG d’expliquer dans ce cadre qu’elle avait suspendu l’expulsion d’un ressortissant syrien ayant tué dix de ses compatriotes, « malgré les crimes horribles qu’il a commis », parce qu’il fait partie de l’opposition syrienne et que « le critère politique interférait dans son dossier juridique ». Idem pour plusieurs autres ressortissants impliqués dans le trafic d’armes.
« La direction générale de la Sûreté générale avait déjà décidé, après avoir prévenu le parquet, de suspendre l’expulsion de dizaines de personnes arrêtées, et ce après avoir été informée par les organisations humanitaires internationales que leur vie serait en danger s’ils rentraient dans leur pays, est-il encore indiqué dans le communiqué. Certains ont été expulsés après avoir signé des déclarations auprès d’une organisation internationale exprimant le souhait de rentrer dans leur pays. »
« Ces faits et vérités confirmés par la justice et dont les organisations internationales ont pris connaissance (...) prouvent le contraire des allégations selon lesquelles la Sûreté générale traite d’une manière discrétionnaire les cas d’expulsion de façon à servir des buts et des agendas non nationaux », conclut le communiqué.

Une démarche « réconfortante »
Les prises de position saluant la démarche de la SG ne se sont pas fait non plus attendre. L’ambassadeur de Syrie, Ali Abdel Karim Ali, a ainsi affirmé hier que l’expulsion de Syriens par la SG était « réconfortante » et s’inscrivait dans le cadre des lois internationales.
« Les Syriens expulsés étaient recherchés par la justice et non pour des raisons politiques », a déclaré M. Ali, à l’issue d’un entretien avec l’ancien Premier ministre Sélim Hoss. Il a en outre critiqué les réactions suscitées par ces expulsions, affirmant que « cette décision, au contraire, nous réconforte et nous souhaitons que les accords signés entre les deux pays soient respectés ».
Le ministre du Tourisme, Fadi Abboud, a pour sa part expliqué dans une intervention à la Voix du Liban 100,5 qu’il s’agissait d’une « démarche de routine » à laquelle on a toujours eu recours « même avant les événements en Syrie ». « On a donné à la question plus d’ampleur qu’elle ne mérite », a-t-il ajouté, affirmant que les quatorze ressortissants syriens ne font pas partie « du Baas syrien ni de l’opposition syrienne ».
Même son de cloche chez le président du Parti syrien national social (PSNS), le député Assaad Herdane, qui a assuré qu’il s’agissait « d’une démarche naturelle conformément à la loi ». Il a aussi souligné que la campagne menée contre la Sûreté générale « est condamnable et nullement justifiée ».
« Il est important que certains Libanais comprennent que le fait de transformer le pays en une tribune pour porter atteinte à la sécurité et la stabilité en Syrie est une aventure folle qui suscitera de nombreux dangers », a-t-il mis en garde, insistant sur la nécessité de préserver « l’intérêt » du Liban en appliquant « les traités bilatéraux ».
Quant au président de l’ordre des journalistes, Élias Aoun, il a défendu le directeur général de la SG, le général Abbas Ibrahim, notant qu’en les expulsant, ce dernier « n’est pas allé à l’encontre des lois en vigueur ». « Je ne vois aucune raison pour tout ce tapage, d’autant que les expulsés ne sont pas poursuivis par les autorités de leur pays pour des raisons politiques, a-t-il dit. Par conséquent, ils ne sont pas en danger de mort. »
Répondant à M. Aoun, l’ONG Journalistes sans violence a souligné que ce dernier qui est supposé « défendre les libertés et les valeurs humaines aurait dû être en harmonie avec la position qu’il représente », d’autant que « des dizaines de journalistes libanais ont payé de leur vie » pour défendre « la liberté d’expression » et « la dignité humaine ».
