The Daily Star- Halba Prison erupts in riot over pair’s transfer, October 17 , 2016

BEIRUT: Halba Prison in Akkar erupted into a riot Saturday after two inmates protested against their transfer to another facility. Abdallah Hamad Ali first complained about the move, but Ahmad Mohammad Issa – also known as Al-Hanafi – soon joined in. The pair reportedly slashed their bodies with knives as an expression of their anger.
The order to transfer Ali and Issa to the Qibbeh Prison, north of Tripoli, had come following a disciplinary hearing.
The pair’s discontent soon spread to the rest of the prison, leading to around three hours of protests in solidarity with Ali and Issa.
The local Internal Security Forces were called in to quell the riot.
Once calm had been restored, ISF Col. Moustapha Ayoubi and Halba Prison’s warden, 1st Lt. Ahmad Raai, personally met with Ali, Issa and their families to smooth over tensions and facilitate the transfer.
Their subsequent move to the Qibbeh Prison then took place without incident.
Prisoners across Lebanon often live in deplorable conditions, with overcrowding a common issue. Families often have to bring their own food and medication for those incarcerated while the trade in contraband flourishes. In recent years, prison authorities have increasingly clashed with inmates, particularly those of the extremist Islamist persuasion.

Naharnet- Protesters Block Road to Bourj Hammoud Landfill, August 16 , 2016

Protesters blocked on Tuesday the entrance to the Bourj Hammoud landfill to prevent dump trucks from entering the site, the National News Agency said on Tuesday.

Several youth blocked the road near the landfill in protest, said NNA.

Security forces deployed in the area and tried to convince them in vain to open the road.

Last week, Kataeb party students forced the work to a halt at the landfill after a scuffle with the security forces. They demanded the halt to what they alleged “the project of land-filling the sea with garbage on Metn's coast.”

The government's handling of the waste management file was one of the reasons that Kataeb cited when it asked its ministers to resign from Prime Minister Tammam Salam's cabinet earlier this year.

Kataeb Party chief MP Sami Gemayel has accused the government of taking a decision to “fill the Mediterranean Sea with garbage without conducting an environmental impact study and without sorting or treating the waste.”

Lebanon's unprecedented trash management crisis erupted in July 2015 after the closure of the central Naameh landfill which was receiving the waste of Beirut and Mount Lebanon.

The months-long crisis, which sparked protests against the entire political class, saw streets, forests and riverbanks overflowing with waste and the air filled with the smell of rotting and burning garbage.

The cabinet eventually decided to establish two landfills in Costa Brava and Bourj Hammoud and to reactivate the Naameh landfill for two months as part of a four-year plan despite the rejection of many residents and civil society activists.

A landfill’s location in the Chouf and Aley areas would be determined later following consultations with the local municipalities, the cabinet said at the time.

Naharnet - Roumieh Prisoners and Guards Charged over Rioting, August 07, 2015

The State Commissioner to the Military Court charged on Friday scores of prisoners and guards in two riots carried out by inmates in Roumieh in June.

Judge Saqr Saqr charged 56 prisoners with forming a gang in one of the prison's blocks, smuggling mobile phones and drug trafficking.

The charges also include rioting in the block and assaulting guards.

Saqr issued charges against 32 policemen for negligence and for not monitoring the activities of the prisoners in the block.

The judge also charged 31 prisoners and four security officers in the juvenile block for respectively carrying out a riot and ransacking the facility, and for dereliction of duty.

Roumieh is Lebanon's largest prison and has long been infamous for the poor conditions in some of its blocks, including overcrowding and harsh treatment.

Al-Joumhouria - Inmate leads riots in Nabatieh prison, August 30, 2014

National News Agency (NNA) reported that a prisoner serving a drug abuse sentence led riots inside Nabatieh Prison on Saturday.

Several prisoners resorted to setting fire to mattresses and belongings inside prison cells, which called for the intervention of Civil Defense teams in Nabatieh in order to put out the fire.

ISF officers managed to control the situation and restore calm to the Prison.

The riots had begun on Friday afternoon in demand for quality improvement of food inside the prison and abolition of any ban on foods brought to prisoners by their families.

وقع تمرُّد ليل أمس في مبنى المحكومين في سجن رومية، على خلفية منع المقابلة بين الأهالي والمحكومين.

وتدخلت قوی الأمن لمنع تفاقم الوضع، وأوقفت العناصر التي تسببت بالتحرك.

مصادر أمنية - بحسب LBC - ذكرت أن السجناء حاولوا خلع الأبواب في السجن مما اضطرها للتدخل واطلاق رشقات نارية في الهواء لوقف حال الفوضى .. فيما تحدث تلفزيون «الجديد» عن انقطاع التيار الكهربائي والاتصالات عن مبنى المحكومين وسماع اطلاق نار كثيف.

LBC ذكرت أن حالة التمرد يقوم بها السجناء احتجاجاً على الاجراءات المتخذة في السجن والقوى الأمنية تعمل على ضبط الوضع.

Riot erupted on midnight Friday at the Roumieh Prison after several inmates protested the newly adopted security procedures in the facility, the Internal Security Forces announced in a statement on Saturday afternoon.

"Several inmates at the convicts building in Roumieh rioted overnight, setting belongings on fire and breaking down doors,” the statement detailed.

It explained that the prisoners rioted to protest surprise inspections and security procedures implemented by guards in Roumieh.

The state of chaos required the interference of ISF troops to restore security and order in the building.

"Investigation is ongoing under the supervision of the relevant judicial authority in the case,” ISF's statement noted.

Roumieh is the largest and most overcrowded of Lebanon's prisons.

It has a capacity for 1,500 inmates, but over 4,000 are imprisoned there.

Interior Minister Nuhad al-Mashnouq stated in March that he will exert efforts to renovate the facility and improve the conditions there.

Protests frequently erupt at Roumieh given the poor conditions and the overcrowding.

Last week, riots erupted at the Prison and inmates set belongings on fire as the Internal Security Forces managed to successfully escort a 3-member gang out of the facility.

Riots erupted at Roumieh Prison on Tuesday and inmates set belongings on fire as the Internal Security Forces managed to successfully escort a 3-member gang out of the facility.

"The ISF is now in control of the juvenile ward in Roumieh and has referred the mutineering inmates to investigation," Future TV quoted security sources as saying.

For its part, LBCI television said "the security operation in Roumieh is over, after the three inmates were captured."

Earlier, the ISF announced that the inmates Rabih M. and Hussein M. were escorted out from the juvenile ward. Some inmates were also captured for resisting security forces.

The protests had broken out at the juvenile ward as security forces tried to detain the three inmates who are accused of blackmailing inmates and civilians.

Al-Jadeed television published photographs of prisoners setting fire in the ward.

Security forces used tear gas to disperse the protesters and some cases of suffocation were reported, said MTV.

The ISF unit that entered the juvenile ward to detain the gang had stressed that it would accomplish its mission according to a judicial order.

Negotiations were held between inmates and an ISF officer to contain the situation, according to media reports.

شهد سجن رومية ظهر اليوم السبت، تمرداً نفذه عدد من السجناء في الطبقة الثانية من المبنى ب مطالبين بالعفو العام، والذي استمر لفترة قصيرة.

واقدم المساجين على القيام باعمال شغب واحراق فرشهم مطالبين بالعفو العام، كما قاموا بحجز 10 عسكريين كرهائن.

الا ان الشغب ما لبث ان انتهى بعد الاستماع الى مطالب السجناء وتحرير العسكريين الـ10. وتم اطفاء الحرائق التي اشعلها المتمردون في عدد من الفرش وحاويات النفايات.

ومنتصف آب الفائت، احبطت قيادة سرية السجون في سجن رومية المركزي محاولة تهريب اخطر سجناء فتح الاسلام، اليمني سليم صالح والموقوف اثر احداث نهر البارد في ايار 2007.

ووقعت بين ايار وايلول 2007 معارك دامية بين حركة فتح الاسلام التي كانت تتحصن في مخيم نهر البارد والجيش اللبناني تسببت بمقتل 400 شخص بينهم 168 عسكريا

من بوابة زيارة قداسة الحبر الأعظم البابا بنديكتوس السادس عشر للبنان، تمرد بعض نزلاء سجن رومية المركزي، مناشدة لعفو عام عنهم، يعرفون انه يطلب من دول يزورها إصداره عن السجناء الممكن أن يطالهم العفو.

فقد شهد سجن رومية المركزي موجة محدودة من التمرد، حيث اضرم الموقوفون في المبنى «ب» النار في الفرش وداخل الزنزانات ما ادى الى تصاعد اعمدة الدخان، وخلعوا الابواب لمنع القوى الامنية من الوصول اليهم .

وأكد وزير الداخلية والبلديات العميد مروان شربل في وقت لاحق ان الأمور عادت الى طبيعتها في السجن، موضحا انه لم تحصل أعمال شغب كما كان يحصل في السابق بل قام بعض السجناء بحركة محدودة للفت نظر قداسة البابا والقول له إنهم مضلومون. مشيرا الى ان الوضع لم يتخط هذا النطاق ونافياً حصول تكسير أو خلع أبواب. مؤكدا ان الموضوع انتهى عند هذا الحد، وقال نحن أوصلنا صوت المساجين لقداسة البابا كما اننا في صدد إنشاء المحكمة في سجن رومية وسنتسلمها خلال شهرين على الأكثر وستبدأ المحاكمات والأبرياء سيخلى سبيلهم قبل نهاية هذا العام.

وردا على سؤال عن ان المساجين احتجزوا خلال حركتهم الإحتجاجية 15 عنصرا من قوى الامن داخل المبنى «ب» منى على وسائل الإعلام توخي الدقة في التعاطي مع مواضيع كهذه.

بدوره، أكد المرشد العام للسجون الأب مروان غانم ان ما حصل في سجن رومية اليوم ليس الهدف منه الشغب بل الضغط ولفت النظر إلى قضية السجناء خلال زيارة البابا للبنان، مشيراً إلى أن المقصود هو أن يطلب البابا من أركان الدولة اللبنانية العمل على حل هذه القضية.

من جهته، أوضح رئيس جمعية «عدل ورحمة» الأب هادي العيا حقيقة ما جرى، فلفت إلى أن السجناء في المبنى «ب» انتفضوا مطالبين ويطالبون البابا بالتوسط لدى الدولة اللبنانية للعفو عنهم. وأشار إلى أن الجمعية كانت تعمل على هذا الموضوع سلميا، لافتاً إلى أن العادة جرت أن يطلب البابا من الدول التي يزورها أن تصدر عفواً عن السجناء الذين من الممكن العفو عنهم، لكنه شدد على أن العنف في هذا الموضوع غير مفيد. وأوضح الأب العيا أن السجناء في المبنى «ب» طالبوا بقية السجناء في المباني الأخرى بالتحرك، لكنه أشار إلى أن هذا الامر لم يتحقق باستثناء تحرك بسيط في المبنى «س».

L'orient le jour -Mutinerie au Palais de justice de Baabda : les détenus dénoncent la lenteur de la procédure, June 28 2012

Après l’affaire des islamistes mobilisés depuis plusieurs semaines à Tripoli pour réclamer que soit accéléré le jugement de près de cent cinquante détenus dans l’affaire de Fateh el-Islam, un nouvel incident provoqué également par la lenteur des procédures judiciaires a éclaté hier au Palais de justice de Baabda où devait se tenir la première audience de quatorze détenus.
Lors de l’audience qui était présidée par le juge Abdel Rahim Hammoud, les quatorze prévenus se sont rebellés en réclamant que soit accélérée la procédure judiciaire les concernant. Voyant que le juge faisait la sourde oreille à leurs revendications, les détenus ont fait exploser leur colère en saccageant la salle et en brisant les vitres, avant de se taillader les bras. Selon l’Agence nationale d’information, deux des prévenus, A. Zaayter et A. Younès, seraient à l’origine de l’incident. Les autres ont immédiatement suivi.
Le mouvement de révolte a provoqué une panique dans la salle, ce qui a conduit à l’évacuation des juges, des avocats, des familles des détenus du tribunal ainsi que des forces de l’ordre. En quelques minutes, les détenus avaient pratiquement pris le contrôle des lieux et le juge Hammoud a refusé de retourner dans la salle sous la menace.
Les Forces de sécurité intérieure ont immédiatement encerclé le périmètre du Palais de justice pour tenter de rétablir l’ordre. 
L’avocat général du Mont-Liban, Claude Karam, et le juge Dany Chrabié ont voulu intervenir auprès des prisonniers pour tenter une médiation. Lors des pourparlers, ils leur ont promis d’œuvrer en vue de l’accélération de la procédure. Les prisonniers ont placé pour condition la reprise imminente du procès et la nécessité d’émettre les jugements sans plus tarder.
Le juge Karam a toutefois expliqué que le report de l’audience s’imposait du fait que les dossiers judiciaires les concernant ont été éparpillés des suites de l’émeute et tachés de sang. Une nouvelle qui a de nouveau irrité les prévenus dont certains se sont remis à se taillader le corps une seconde fois.
Prenant la relève à l’extérieur, les familles des prisonniers – accusés de vol à l’exception d’un seul, accusé de meurtre et de vol – se sont mises de la partie en dénonçant l’injustice que subissent leurs proches, jetés en prison depuis plusieurs années, sans qu’aucune procédure judiciaire n’ait été entamée jusque-là.
Une mère n’a pas manqué d’ailleurs de dénoncer « la politique des deux poids, deux mesures » appliquée par la justice qu’elle a accusée de pratique discriminatoire à l’égard de la communauté chiite dont son fils est issu.
Une autre femme a tenu à rappeler d’ailleurs que le Premier ministre, Nagib Mikati, « n’a pas hésité, lui, à libérer les fils de sa communauté », en allusion à la libération de Chadi Mawlaoui et de quelques islamistes.
Dans un recours ultime, les parents ont ensuite tenté d’intercepter les voitures qui devaient reconduire les prisonniers à leur lieu de détention après qu’ils eurent été secourus par les volontaires de la Croix-Rouge libanaise qui ont soigné leurs blessures.
Les FSI sont intervenues là aussi pour les disperser avant de réussir à reconduire les détenus à la prison de Roumieh.

The Daily Star - Inmates surrender after riot in Baabda courtroom, June 28 2012

BEIRUT: Inmates who temporarily escaped custody Wednesday at the Baabda Justice Palace are back behind bars, after receiving promises that their trials would be sped up.

A judicial source told The Daily Star that 14 out of 50 inmates who were brought from Roumieh prison to the courtroom broke out of the cage in the courtroom, smashed a window and brandished shattered pieces of glass.

Protesting delays in legal procedures, they threatened to harm the judge presiding over their cases and other court staff.

At least two of the detained men deliberately cut themselves with the broken pieces of glass.

The judge, along with the lawyers present in the courtroom, exited the building, while Internal Security Forces personnel concluded negotiations with the inmates.

Lebanese Red Cross personnel were finally able to enter the courtroom to treat the injured men. Police surrounded the courtroom and began negotiations to secure the surrender of the detainees.

The detainees eventually surrendered when the negotiations proved successful, with Judge Claude Karam promising the detainees that their judicial proceedings would be sped up. The men were then transferred back to Roumieh Prison.

Now Lebanon - NNA: Riot erupts at Baabda Justice Palace, two detainees escape, June 27 2012

A riot broke out Wednesday inside a courtroom at Baabda’s Justice Palace, the National News Agency (NNA) reported. 

The report said that following a dispute at the courtroom, some detainees broke a glass wall and two of them fled the place. 

The NNA added that the security authorities cordoned off the Justice Palace and investigations are ongoing into the incident. 

Meanwhile, Al-Jadeed television station reported that the number of rioters was eight, adding that some of them cut themselves with glass.

Naharnet - Detainees Riot at Baabda Justice Palace, June 27 2012

Several detainees armed with knives and sharp objects rioted inside a Justice Palace courtroom in Baabda on Wednesday amid reports that two of them have escaped.

The riot erupted after the judge heading the trials of the fourteen suspects, who were transferred from Roumieh prison, suspended the session over his failure to keep order in the criminal court.

LBC TV said murder suspect Hussein Hammoud set off the riot by breaking the windows of the courthouse.

The National News Agency reported however that two other suspects, G. Zoaiter and A. Younis, started the riot and the rest of the suspects joined them.

The prisoners began to inflict self-harm by the broken glass, forcing the judges and families out of the courtroom.

LBC said Judge Dany Shrabieh began negotiating with them to hear their demands after they asked to talk with someone from the prosecutor’s office. Shrabieh was later joined by Judge Claude Karam.

According to the National News Agency, two prisoners managed to escape.

It added that the prisoners were returned to Roumieh prison despite attempts by their families, who were at the scene, to obstruct their path.

The injured were treated on the scene by the Red Cross and none of them were transferred to hospitals as some of the families had reported.
