The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization in Beirut that was established by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily) in 2006. SOLIDA has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human violations.

The Daily Star- Hariri launches census of Palestinian refugees, February 03 , 2017

BEIRUT: Prime Minister Saad Hariri reiterated the importance of the right of return for Palestinians Thursday at an event launching the first official census of the Palestinian refugee community in Lebanon. “The whole world should be aware of how much the Palestinians are suffering in Lebanon and how much the Lebanese are suffering [as a consequence]. Israel is [seizing] the Palestinian territories and we are witnessing the results,” Hariri said.
The prime minister spoke during the launch of the “Comprehensive Census of Population and Housing in Palestinian Camps and Gatherings in Lebanon,” a project of the Lebanese-Palestinian Dialogue Committee at the Grand Serail.
Hariri went on to say that the presence of Palestinian refugees was welcomed in Lebanon, but highlighted the need for the community to be able to return to their homeland. “This work emphasizes [Palestinians’] right to return to their country. Hopefully when this report is ready, we will have figures that will confirm to the international community ... the scale of the problems caused by Israel in Palestine and in Lebanon,” he said.
He added that the right of return for Palestinians was pivotal due to the impact of refugee populations on host communities, “Lebanon cannot host such a large number of Palestinian refugees who have the right to return. The suffering is increasing in light of the presence of 1.5 million Syrian refugees.”
Several ministers, MPs, ambassadors and international organizations were present at the launch.
Chairman of the LPDC Hassan Mneimneh spoke of the importance of the project and its timing. “The census, the first of its kind, will provide the Lebanese state and its institutions with official and comprehensive statistical data on the camps and gatherings inhabited by Palestinian refugees in Lebanon, which will help develop public policies in the future,” he said, adding that the results of the census could be used as a basis for implementing urgent projects needed by the Palestinian community in Lebanon.
Mneimneh touched on recent local and regional security issues saying, “[It will help] to re-examine the gravity of the current Palestinian situation in Lebanon, particularly with the infiltration of extremist groups in some camps, where they exploit the poverty, marginalization and absence of state control.”
Last week an intelligence officer at the Palestinian Embassy in Lebanon escaped an assassination attempt in Sidon. Palestinian refugee camps, especially Ain al-Hilweh, have become havens for wanted militants and officials have warned they may host radical sleeper cells.
In the effort to improve the overall conditions of camps, president of the Palestinian Central Bureau of Statistics Ola Awad said the census will be a step in the right direction.
Meanwhile, Director-General of the Lebanese Central Administration of Statistics Maral Tutelian explained the process and timetable of the data collection.
The project is expected to be completed within 15 months, divided into four stages: planning and preparation, field work, data verification and analysis and data publication and distribution.
The study aims to reach all residents of the 12 Palestinian camps, refugees in areas adjacent to the camps as well as refugees in the roughly 121 “Palestinian gatherings” outside the official camps.
Tutelian said she hoped the census would lay the ground work for future censuses for other Lebanese areas and populations. “This provides the primary database for carrying out studies and surveys that accurately reflect the socioeconomic situation in the country and allow the development of plans and implementation of measures fit to the needs of the Lebanese community.”
The study will be conducted with the support of the Japanese government and UNICEF.
There are an estimated 450,000 Palestinian refugees registered in Lebanon, with an estimated 65 percent of them believed to be living below the local poverty line. A further 40,000 to 50,000 Palestinian refugees have fled the conflict in Syria to Lebanon in recent years.

Al Mustaqbal- 80% of Palestinian students are deprived of universities, November 08 , 2016


اعتبر المشاركون في ورشة العمل الطالبية التي نظمها الفرع الجامعي في اتحاد الشباب الديموقراطي الفلسطيني «أشد» في مخيم مار الياس - بيروت ، ان «التحديات والعراقيل التي تحول دون استكمال مئات الطلاب لمرحلة التعليم الجامعي في لبنان تتمثل في تهرب وكالة «الاونروا» من مسؤوليتها تجاه هؤلاء الطلاب، ولعل اقتصار عدد المنح الجامعية المقدمة هذا العام من الوكالة والتي لم يتجاوز عددها 40 منحة، يؤشر الى استمرار سياسة الاهمال من ادارة «الاونروا» تجاه الطلبة الفلسطينيين«، معتبرين ان «الازمة هذا العام تفاقمت بشكل اكبر مع اعلان صندوق الرئيس عباس عن شروطه الجديدة على الطلاب الذين يحق لهم الافادة من مساعداته، وأهمها أن يكون معدل الطالب في الثانوية العامة فوق 65 في المئة الى جانب ضرورة حصوله على معدل 2.5 من 4 في الدراسة الجامعية، ومن خلال التدقيق في أرقام الطلاب الذين تنطبق عليهم هذه الشروط، يتبين أن عددهم لا يزيد على 160 طالباً من أصل 1500 طالب، ما يعني حرمان أكثر من 80 في المئة من الطلاب الفلسطينيين الجدد الناجحين في الشهادة الثانوية».

ودعا المشاركون « الجهات والمرجعيات الفلسطينية في لبنان الى التحرك السريع لانقاذ مستقبل الطلاب بحيث لم يبق لشبابنا وطلابنا سوى سلاح العلم«. 

وكان تحدث في الورشة رئيس الاتحاد يوسف احمد والمسؤول عن الطلبة الجامعيين الفلسطينيين في بيروت محمود الشولي حيث وجه الطلاب نداء الى «الرئيس عباس وقيادة منظمة التحرير للتحرك من اجل رفع الغبن عن الطلاب والعمل على الغاء الشروط الجديدة التي وضعتها ادارة صندوق محمود عباس«.

The Daily Star- New UNRWA country director visits Sidon, October 27 , 2016

SIDON, Lebanon: Acting UNRWA Lebanon Director Hakam Shahwan toured the Ain al-Hilweh Palestinian refugee camp Wednesday and met with local officials in Sidon, in an effort to ease tensions between the organization and refugees. Shahwan took over from former UNRWA Lebanon Director Matthias Schmale earlier this month. Schmale had run the organization in Lebanon for 17 months before he was appointed UNRWA director for Syria.
Shahwan visited a school for refugees in Sidon, meeting with students and hearing questions, comments and concerns from them. He encouraged the young people to continue their education, while stressing the importance of the Arabic language.
While at the school, Shahwan, himself a Palestinian, asked the students if they knew who he was.
The students responded, “You are the head of UNRWA Lebanon and from Jerusalem.”
“I came to listen to the people’s voices and I am thrilled to have made this visit ... The Palestinian refugees in Lebanon now know that UNRWA is present and committed to serving the people,” Shahwan told The Daily Star.
During his visit, Shahwan met with local officials including MP Bahia Hariri, South Lebanon Gov. Mansour Daou, and the Chief of Army Intelligence in South Lebanon Brig. Gen. Khodr Hammoud.
Shahwan’s appointment was significant as he is the first Arab to hold the country director position at UNRWA. He will be the interim director of Lebanon for a transitional period of four months and says he will focus on regaining Palestinians’ trust in the agency, following strained relations since changes in health policy were announced at the start of the year, and ongoing financial concerns.
Over the last two years, a funding crisis has led to budget shortfalls, and in some cases, suspension or cuts to programs. In September 2015, the start of the school year was delayed due to a lack of funds.
In January 2016, UNRWA also announced a change in health policy that would see Palestinian refugees pay a portion of health costs when receiving secondary treatment at hospitals in Lebanon. The move, aimed at directing more funding to expensive tertiary care, led to protests that closed UNRWA offices in a number of areas. The agency and the Palestinian factions entered negotiations over the issue.
Palestinian refugees have long complained of insufficient aid barely covering health care and education.
While visiting Ain al-Hilweh, Shahwan met with representatives of Palestinian factions and security units to hear their questions and concerns, and to assure them of UNRWA Lebanon’s commitment to their cause.
Sources have noted that the appointment of a Palestinian from Jerusalem as the temporary head of UNRWA in Lebanon boosts the agency’s image – at least during the transitional period while he is in charge. While also having the benefit of being a native Arabic speaker, he is also able to identify with them over their concerns, as a Palestinian first and foremost, and as an international aid worker second.
UNRWA funding shortages have been caused by a combination of a lack of donations from the international community and increased spending to cover the emergency response to the Syria crisis. It estimates some 42,500 Palestinian refugees from Syria have fled to Lebanon since the start of the crisis in 2011, though Palestinian factions place the number closer to 32,000.
Last year, this led to cuts in cash assistance, having a major impact, as the agency estimates that UNRWA cash assistance is the main source of income for 95 percent of Palestinian refugees from Syria in Lebanon.

The Daily Star- Lebanon PM urges UN to adopt refugee crisis roadmap, September 19 , 2016

BEIRUT: Prime Minister Tammam Salam Monday called on the international community to establish a detailed roadmap to ensure the safe return of Syrian refugees in Lebanon to their homeland.
Speaking at a summit on refugees and migrants on the sidelines of the 71st meeting of United Nations General Assembly in New York, the PM laid out a five-point plan to ease Lebanon’s burden of more than 1 million Syrian refugees.
Lebanon faces collapse if the international community doesn’t exert further efforts to help Lebanon, he said, addressing U.N. Secretary-General Ban Ki-moon.
Salam called for a plan to return refugees to Syria, as well as a mechanism to fund it, within three months.
"The plan should be implemented immediately when the circumstances allow," he added.
Other countries’ responsibility towards Syrian refugees should be determined before the end of the year, he continued.
The massive influx of refugees has afflicted Lebanon with “serious stability, economy and infrastructure problems that are being exacerbated with time,” he said.
He called for an intensive funding drive locally and regionally, and a campaign to assist the U.N. refugee agency in performing its duties towards Palestinian refugees in Lebanon.
Salam also called for a report on the payments that donor countries have made so far.
"When will the world do anything for Lebanon," he asked. "When will the U.N. mobilize serious efforts to aid refugees?"
The issue of what to do about the world's 65.3 million displaced people took center stage at the General Assembly with leaders from the U.N.'s 193-member states converging on New York for the first-ever summit on Addressing Large Movements of Refugees and Migrants.
Just over 1 million Syrian refugees in Lebanon are registered with the U.N., but the actual number is believed to be much higher.
Lebanese complain that the huge influx of Syrians has strained their country's economy and infrastructure, with some officials urging world leaders to help end the crisis.
Accompanied by Foreign Minister Gebran Bassil and Lebanon's ambassador to the U.N. Nawaf Salam, the premier met with Ahmad Abu al-Gheit, the Arab League secretary-general, on the sidelines of the U.N. meeting.
The PM later met with Palestinian president Mahmoud Abbas.

Al Hayat- World leaders are ready to help the refugees but no specific commitments, September 19 , 2016

وعد قادة الدول الـ 193 الأعضاء في الأمم المتحدة اليوم (الإثنين) في نيويورك بتحسين مصير ملايين اللاجئين في مواجهة أزمة هجرة ولجوء غير مسبوقة، لكن من دون تحديد أهداف بالأرقام، ما أثار استياء المنظمات غير الحكومية.
وقال الأمين العام للأمم المتحدة بان كي مون لدى افتتاح أعمال القمة الأولى التي تخصصها الأمم المتحدة للهجرة، إن إعلان النوايا هذا يلزمهم «حماية الحقوق الأساسية للاجئين والمهاجرين» وزيادة الدعم للدول التي تستقبلهم والتي لم تعد قادرة على تحمل الأعباء وتشجيع تعليم الاطفال اللاجئين.
ودعا قادة العالم الى «مكافحة معاداة الأجانب» التي يتعرض لها المهاجرون.
وانتقد المفوض الأعلى لحقوق الإنسان زيد بن رعد الحسين بشدة «المتعصبين والمخادعين الذين يرفضون تحمل المسؤوليات» من خلال استقبال مزيد من اللاجئين على اراضيهم، وقال: «يبدو أن كثيرين نسوا الحربين العالميتين وما يحصل عندما يتم تأجيج مشاعر الخوف والغضب بأنصاف الحقائق والأكاذيب الفاضحة».
وتقدر الأمم المتحدة عدد من هربوا من مواطنهم في العالم بـ 65 مليون شخص من بينهم 21 مليون لاجئ فروا من الاضطهادات والفقر والنزاعات. وخلال عامين قضى سبعة آلاف رجل وامرأة وطفل غرقاً في البحر المتوسط أثناء محاولتهم الوصول إلى أوروبا.
ويهيمن على هذه القمة النزاع في سورية الذي دخل عامه السادس وأسفر عن سقوط أكثر من 300 ألف قتيل ونزوح أكثر من تسعة ملايين شخص داخل البلاد ولجوء أربعة ملايين آخرين إلى دول مجاورة أو إلى أوروبا.
والنص الذي تم تبنيه بالإجماع اليوم هو إعلان سياسي بسيط لا يتضمن أهدافاً محددة بالأرقام ولا التزامات محددة حول كيفية تقاسم اعباء المهاجرين واللاجئين.
واقترح الأمين العام للامم المتحدة أن تستضيف الدول كل عام 10 في المئة من إجمالي اللاجئين وذلك بموجب «ميثاق دولي»، إلا أن هذا الهدف تبدد خلال المفاوضات وأرجئ الميثاق الى العام 2018 على أقرب تقدير.
وانتقدت المنظمات غير الحكومية الناشطة لصالح المهاجرين مسبقاً تفويت فرصة لإيجاد حلول. ورأت منظمة «أوكسفام» البريطانية غير الحكومية ان «الالتزامات السياسية أقل بكثير مما يجب لمعالجة المشكلة».
وإزاء هذه الأزمة غير المسبوقة، قالت رئيسة منظمة «أطباء بلا حدود» فرنسواز سيفينيون: «لا نشعر حتى الآن بأن هناك إرادة سياسة قوية».
وعبرت سيفينيون عن أسفها «لغياب خطة فعلية لإعادة توطين اللاجئين ولأن البيان الختامي اكتفى بعبارة احتجاز أطفال، وهو أمر لا نقبل به أبداً»، موضحةً أن حماية القاصرين الذين لا يرافقهم بالغون «ويكونون في وضع ضعيف جداً مسألة لم يتم التركيز عليها في شكل خاص».
في المقابل، رفضت ممثلة بان كي مون في القمة كارين ابو زيد هذه الانتقادات أن الدول ستلتزم في البيان الختامي بتحقيق الهدف الذي حددته المفوضية العليا للاجئين. وتدعو المفوضية التابعة للأمم المتحدة الى إعادة توطين 5 في المئة من مجمل اللاجئين.
وهذه النسبة تعادل 1.1 مليون لاجئ في العام 2017 في مقابل مئة ألف في 2015 أي «أكثر بعشر مرات»، بحسب ما ذكرت أبو زيد.
ويتوقع ان يطرح الرئيس الاميركي باراك اوباما غداً أزمة الهجرة من زاوية أكثر عملية، بعدما دعا نحو أربعين دولة مانحة ستتعهد استقبال المزيد من اللاجئين إلى تأمين فرص تعليم وعمل وزيادة المساعدات الى ابرز دول الاستقبال التي تجاوزت قدراتها على الاستيعاب.
ويعيش أكثر من نصف اللاجئين في ثماني دول ذات مداخيل ضعيفة او متوسطة هي لبنان والأردن وتركيا وإيران وكينيا واثيوبيا وباكستان واوغندا.
في المقابل تستقبل ست من الدول الأكثر ثراء في العالم (الولايات المتحدة والصين واليابان وبريطانيا وألمانيا وفرنسا) 1.8 مليون لاجئ اي 7 في المئة فقط من اجمالي اللاجئين، بحسب «اوكسفام».

إستكمالاً للقائه الأسبوع الماضي وفدَ اللجنة الأمنية الفلسطينية العليا المشرفة على المخيّمات، عَقد الرئيس فؤاد السنيورة في مكتبه في الهلالية اجتماعاً ثانياً مع وفد مِن اللجنة حضَره رئيس لجنة الحوار اللبناني - الفلسطيني الوزير السابق حسن منيمنة، وجرى خلاله التداول في أوضاع اللاجئين الفلسطينيين في مخيّمات لبنان، ولا سيّما مخيّم عين الحلوة.
منيمنة: هدفُنا العمل المشترك لإخراج المخيّم 

من حالته الراهنةوحضَر الاجتماع عن اللجنة رئيسُها اللواء صبحي أبو عرب، عضوُ المكتب السياسي لجبهة التحرير الفلسطينية صلاح اليوسف، مسؤول العلاقات السياسية في حركة الجهاد الإسلامي شكيب العينا، مسؤول حزب الشعب الفلسطيني غسان أيوب، مسؤول جبهة النضال تامر عزيز، أبو طارق السعدي وأبو سليمان السعدي عن عصبة الأنصار، أبو إسحق المقدح وعيسى المصري عن الحركة الإسلامية المجاهدة، وابراهيم ابو السمك عن أنصار الله.

تمّ التطرّق في اللقاء الى سُبل أنسَنة هذه الأوضاع حياتياً واجتماعياً ومعيشياً، وعدمِ حصرِ النظرة الى المخيّمات بالشق الأمني، خاصة في ظلّ الجهود التي تبذلها القوى والفصائل الفلسطينية بالتنسيق في ما بينها ومع الدولة اللبنانية من أجل تثبيت أجواء الهدوء في المخيّم وعدمِ السماح باستخدام ساحته للإساءة لأمن واستقرار لبنان.

وأشار منيمنة إثر اللقاء إلى أنّ «الهدف كان العمل على أنسَنة الوضع داخل مخيّم عين الحلوة والعمل بشكل مشترك من أجل إخراج المخيم من حالته الراهنة ومن محاولة تصويره على أنّه مخيّم عصيّ على الدولة، وكذلك العمل على توفير الحياة الكريمة لأبناء المخيّم، شأنه في ذلك شأن باقي المخيّمات التي تعيش أوضاعاً إنسانية صعبة، خاصة وأنه الأكثر اكتظاظاً ومعاناةً، وفي سبيل الانتقال من النظرة السائدة عنه الى النظرة الطبيعية، وطبعاً هذا يتطلب جهودَ الجميع على مختلف الصعد الأمنية والاجتماعية والاقتصادية، وهذا ما سنَعمل من أجله مع كافة الأطراف الفلسطينية ومع سفارة فلسطين في لبنان في المستقبل القريب».

وتحدّثَ عضو المكتب السياسي لجبهة «التحرير الفلسطينية» صلاح اليوسف باسمِ الوفد فقال: التقَينا استكمالاً للقاء سابق مع دولة الرئيس. وهناك اليوم هجمةٌ إعلامية غير مسبوقة وغير مبرّرة تستهدف مخيّم عين الحلوة بما يمثّل مِن رمزية سياسية، فهو أكبر تجمُّع فلسطيني، ونحن أكّدنا للرئيس السنيورة ومنيمنة أنّ المخيم لم ولن يكون بيئة حاضنة لأيّ مجموعة تستهدف أمنَ واستقرار لبنان، وأيضاً طلبنا من دولته ومعاليه أن يتمّ العمل على تسليط الضوء على المخيّم من ناحية إنسانية واجتماعية وليس فقط من ناحية أمنية».

ووصَف اليوسف الاجتماع بـ»المريح والإيجابي لكلّ أعضاء اللجنة الذين أكّدوا ذلك مثمِنّين دورَ دولة الرئيس السنيورة على اهتمامه وحرصه على متابعة هذه اللقاءات المتعلقة بالملف الفلسطيني من أجل أن تعطي نتائج إيجابية في المستقبل «لافتاً إلى أنّه سيكون هناك خلال الأيام المقبلة اجتماع موسّع للقيادة السياسية الفلسطينية الموحّدة مع معالي الوزير منيمنة لمتابعة البحث بهذا الموضوع وبكلّ القضايا ذات الاهتمام المشترك».

من جهةٍ ثانية، واستكمالاً للّقاء الذي عُقد في مقرّ الأمانة العامة لحركة أنصار الله، قام اللواء صبحي أبو عرب قائد الأمن الوطني يرافقه قائد القوّة الأمنية في منطقة صيدا العميد خالد الشايب، بزيارة إلى مقرّ الأمانة العامة لأنصار الله، حيث عقِد لقاء بحضور قائدها الحاج جمال سليمان وأعضاء الشورى الحاج ماهر عويد والحاج أحمد سليمان، وتمّت مناقشة الوضع الأمني وآخِر المستجدّات في المخيّمات الفلسطينية. وأكّد اللواء أبو عرب أنّ «حركة فتح لا نيّة لديها لاستهداف أمني لأيّ جهة كانت وأنّ فتح متمسّكة بعنوان حقّ العودة للّاجئين، وسوف تقف الى جانب القوى الفلسطينية الوطنية والإسلامية، بوجه أيّ مشروع يستهدف المخيّمات الفلسطينية وتصفيةَ قضية اللاجئين الفلسطينيين في لبنان».

وأكّد «حرصَه على استتباب الوضع الأمني في المخيّمات، وعدمِ إعطاء أيّ ذريعة للمتربّصين شرّاً بقضايا شعبنا ومصيرِه. ومِن جانبه أكّد الحاج المجاهد جمال سليمان حرصَه الكامل على مخيّماتنا وعلى الحفاظ على قضية اللاجئين، لأنّها عنوان لحقِّ العودة، وإنّ حركة أنصار الله سوف تقف بوجه أيّ مشروع يَستهدف المخيّمات، وسوف تكون الحركة الدرعَ الحصين وصمّام الأمان لأهلنا وشعبنا في المخيّمات».

« Les camps de réfugiés palestiniens au Liban sont souvent dépeints comme étant des zones de non-droit, marquées par le réveil de factions salafistes-jihadistes, et l'existence de réseaux militaires complexes entre des groupes libanais, palestiniens et syriens. Il n'en reste pas moins que ces camps sont des lieux de contrastes et ne peuvent être réduits au seul phénomène de radicalisation. S'ils sont, certes, une scène islamiste, l'agenda nationaliste limite pour l'instant la montée de factions extrémistes. » C'est ce qu'affirme une étude menée par le chercheur au sein de l'Institut français du Proche-Orient, Nicolas Dot-Pouillard, publiée récemment en collaboration avec deux partenaires, « Civil Society Knowledge Centre » et « Lebanon Support ».

Selon le « Core-Researcher » au programme Wafaw (When Authoritarianism Fails in the Arab World, European Research Council), « la violence et l'insécurité dans les camps ne sont pas les conséquences du seul phénomène jihadiste », mais également « des dissensions internes au sein du Fateh ».




Pour les deux parties libanaise et palestinienne, les défis sont multiples : elles ne parviennent pas à faire face à la radicalisation et assistent à la précarité socio-économique au sein des camps palestiniens du Liban.

Quelques « avancées » ont toutefois été accomplies « sur le plan sécuritaire » : « L'armée libanaise et ses services de renseignements ne sont pas dans une relation totalement antagoniste avec les acteurs palestiniens. » Quant aux organisations palestiniennes, islamistes, nationalistes ou de gauche, « malgré leurs divisions, elles coopèrent les unes avec les autres ». Et même s'ils sont encore fragiles, « un processus de médiation interpalestinien et un dialogue constant avec les autorités libanaises » sont engagés. Ce sont, sans aucun doute, « des conditions préalables à la lutte contre la radicalisation dans les camps ».

Une scène politique plurielle et fragmentée

Dans les détails, Nicolas Dot-Pouillard constate que l'Organisation de libération de la Palestine (OLP) a « progressivement perdu de sa légitimité dans les camps du Liban, durant les 20 dernières années », alors que par le passé, elle était « la pierre d'angle de leur organisation sociale, politique et militaire ». Après avoir été sous le contrôle de la Syrie et après le retrait des troupes syriennes du pays en 2005, la scène politique palestinienne s'est pluralisée et fragmentée. Quant aux groupes salafistes armés qui vivent dans les camps, ils sont, d'une part, en confrontation avec l'armée libanaise et les Forces de sécurité intérieure (FSI), comme ils l'ont fait à Nahr el-Bared en 2007, d'autre part, ils collaborent avec des groupes armés en Syrie, comme le Front al-Nosra, branche syrienne d'el-Qaëda. Ces groupes diffusent « un discours radical sunnite, qui va à contre-courant de celui prôné par le Hezbollah et par la communauté chiite de manière générale ».




Par ailleurs, la crise syrienne a entraîné vers les camps du Liban « l'afflux de 53 000 réfugiés palestiniens de Syrie ». Une réalité qui « amplifie les inquiétudes sur la montée du radicalisme dans les camps, qu'il soit jihadiste ou salafiste », note le chercheur. Ainsi le camp palestinien de Aïn el-Héloué est devenu « le quartier général » des groupes armés Chabab al-Muslim, Fateh el-Islam, Jund el-Cham, Moussala al-Maqdissi et les Brigades Abdallah el-Kassam. La collaboration de ces groupes avec le Front al-Nosra en Syrie et leur opposition à l'armée libanaise et au Hezbollah démontrent combien « la crise syrienne s'est importée » dans les camps palestiniens du Liban.




« Observer les camps palestiniens sous la seule perspective salafiste-jihadiste est toutefois une approche réductrice », prévient M. Dot-Pouillard. Et d'expliquer que la sphère palestinienne islamiste comprend également d'autres mouvements comme le Hamas, le mouvement du Jihad islamique en Palestine, Esbat el-Ansar, ainsi qu'Ansar Allah. Force est aussi de constater que l'insécurité sociale dans les camps dépasse la portée du radicalisme. « La pauvreté, la précarité et le chômage, mélangés à une absence totale de perspectives politiques pour les réfugiés palestiniens du Liban, sont des facteurs d'insécurité sociale », souligne-t-il. Sans mentionner la prévalence « du harcèlement sexuel, de la prostitution et l'existence de réseaux criminels libano-palestiniens qui sévissent autour des camps, et plus particulièrement à Chatila et Bourj Brajneh ».

Islamisme à plusieurs facettes

De manière générale, trois parties se partagent la gestion de la crise à Aïn el-Héloué : les autorités libanaises, les mouvements salafistes radicaux et les principaux partis politiques palestiniens, constate le chercheur. Mais l'histoire du camp de Aïn el-Héloué est faite de « confrontations entre groupes armés », comme la confrontation qui a opposé Jund el-Cham au Fateh en 2015. Le camp palestinien de Saïda est aussi devenu « un refuge » pour les activistes non palestiniens soupçonnés de liens avec le Front al-Nosra ou avec d'autres factions opposées au régime du président syrien Bachar el-Assad. « Les réseaux salafistes-jihadistes ne sont donc pas dans une situation d'hégémonie totale », tient-il à préciser.




De plus et paradoxalement, les tensions sécuritaires observées dans ce camp « prennent généralement fin grâce à l'initiative de médiations menées par une des parties palestiniennes ». Ainsi, le groupe Esbat el-Ansar maintient-il un constant dialogue entre les mouvements salafistes et les mouvements palestiniens conventionnels comme l'OLP ou le Hamas. De même, trois groupes exclusivement locaux, Ansar Allah, le Mouvement islamique des combattants de Jamal Khattab et Esbat el-Ansar, œuvrent-ils à contenir la montée politique des groupes radicaux. Autres acteurs-clés qui contribuent à contenir les conflits dans le camp de Aïn el-Héloué, le Hamas et le mouvement du Jihad islamique en Palestine. Si le premier est formellement opposé au régime syrien, les deux mouvements maintiennent de bonnes relations avec le Hezbollah et l'Iran. « Cet islamisme à plusieurs facettes est l'un des éléments qui encouragent le processus de médiation », note M. Dot-Pouillard, parlant de « limites » du phénomène de radicalisation.

Faire face aux défis sécuritaires

L'instabilité qui mine les camps palestiniens, notamment le camp de Aïn el-Héloué, « n'est pas uniquement due à la présence de l'islamisme radical », souligne le rapport. Les luttes intestines au sein du Fateh en sont également responsables, de même que l'absence d'un leadership palestinien, vu la scission entre le Fateh et le Hamas. Il faut dire que la scène politique libanaise n'aide pas, « puisqu'elle est également divisée ». L'implantation progressive dans les camps (sauf à Nahr el-Bared) d'une force palestinienne conjointe de sécurité est toutefois « un pas positif », de même que la coordination entre l'armée libanaise (responsable de la sécurité dans les camps) et les parties palestiniennes. Cette coordination vise « à empêcher que se répète la tragédie de Nahr el-Bared ». Quand à l'objectif de la force palestinienne, placée sous le leadership du Fateh, loin de vouloir éradiquer les mouvements salafistes-jihadistes, il se limite « à garder les camps palestiniens à distance du conflit syrien », comme le confirme le chercheur. Il n'en reste pas moins que cette force de sécurité doit encore faire ses preuves.




De son côté, le Hezbollah demeure l'un des interlocuteurs en matière sécuritaire dans les camps palestiniens, et plus spécifiquement dans les camps qui se trouvent dans sa zone d'influence. Sa volonté première reste toutefois « d'éviter les affrontements entre les chiites et les Palestiniens sunnites ».

En cette période de crise, l'approche sécuritaire privilégiée par les autorités libanaises permettra-t-elle de maintenir la stabilité au sein des camps palestiniens et plus spécifiquement à Aïn el-Héloué ? « L'approche sécuritaire n'est pas une réponse aux privations socio-économiques », conclut Nicolas Dot-Pouillard qui estime que « la précarité des conditions de vie pourrait bien être, à l'avenir, un facteur majeur de déstabilisation ».

NNA - UNRWA and UNICEF Lebanon launch Palestinian sports programme for children, April 25, 2015

The United Nations Relief and Works Agency (UNRWA), in partnership with UNICEF, launched today Palestiniadi, a three-day sports event for children and youth in Palestine refugee camps and gatherings in Lebanon. In its seventh year, Palestiniadi brings together more than 300 Palestine refugee children from Lebanon, Palestine refugees from Syria in Lebanon and, Lebanese children to compete in six different sports activities. Around 60 children with disabilities are among the participants.


The opening ceremony that took place today in UNRWA Siblin Training Centre in Saida, southern Lebanon, was attended by the Director of UNRWA Affairs in Lebanon, Mr. Matthias Schmale, the Acting Representative of UNICEF Lebanon, Mr. Luciano Calestini, the Consul of the Embassy of Palestine in Lebanon, Mr. Ramzi Mansour, the Communication advisor of the Lebanese Palestinian Dialogue Committee, Mrs. Lina Hamdan, the Mayor of Siblin, Mr. Mohammad Kobar and representatives of the Palestinian factions and leadership in Lebanon.


Speaking before the audience of the opening ceremony, Acting Representative of UNICEF-Lebanon Mr. Calestini said "UNICEF supports this annual sports programme, as it provides children and youth from Palestinian, Syrian, and Lebanese backgrounds with an opportunity to develop their self-esteem and skills and to build bridges among each other". Mr. Calestini added that "The event is inclusive, encouraging children with disabilities to participate and exercise their rights".


On his part, UNRWA Director in Lebanon, Mr. Matthias Schmale, noted that "Sport is an effective tool in building bridges between different communities and groups. As such, the Palestiniadi has all the components necessary to break down barriers and bring about social change". Mr. Schmale thanked UNICEF for its continuous support to UNRWA and to Palestine refugees, and concluded by wishing the contestants good luck and enjoyable time.


As for the Communication advisor of the Lebanese Palestinian Dialogue Committee, Mrs. Lina Hamdan, she stated that "the Lebanese Palestinian Dialogue Committee, working under the Prime Minister's supervision and the support of the Government of Lebanon, contributed to various activities: supporting and removing various hurdles impeding progress in more than one file and on more than one level".


In addition to UNICEF generous support, the event would not have been possible without the support of UNRWA local partners namely, Palestinian Boys Scouts, Girls Guides Association, Human Call Association, Ghassan Kanafani Foundation, Abu Jihad Al Wazir Foundation, and Al -Sununu choir.


Palestiniadi will take place between 24 and 26 April in Siblin Training Centre in Saida and will include six different games: football, table tennis, running, volleyball, basketball, and chess. The event will be concluded on Sunday 26 April, when medals will be distributed to the winners and participants of the various competitions.

«كي لا ننسى صبرا وشاتيلا».. من البارد إلى حدود فلسطين

لم تنل السنوات الماضية وتبدل الظروف السياسية والامنية والاقتصادية من عزيمة لجنة «كي لا ننسى صبرا وشاتيلا» وإصرارها على استكمال ما بدأته منذ 12 عاماً من نشاطات سنوية لتسليط الضوء على هذه المجزرة وفضح مرتكبيها تمهيدا لمحاكمتهم.
قد تكون ذاكرة البعض في لبنان أو الوطن العربي خانتهم، أو شغلتهم الاحداث الامنية المتسارعة في المنطقة وما تظهره وسائل الإعلام من مجازر وقتل وإرهاب، فنسي أو تجاهل هذه المجزرة، لكن الأمر بالنسبة إلى أعضاء اللجنة الغربيين مختلف، فصورة الشهداء من الاطفال والنساء والشيوخ في مخيمي صبرا وشاتيلا ما زالت حاضرة ولن تمحوها مشاهد آلاف الضحايا الذين يسقطون يومياً، انطلاقا من قناعة راسخة بأن محاكمة مرتكبي هذه المجزرة تؤسس لمحاكمة مرتكبي الجرائم الحالية، في حين أن السكوت عليها والتغاضي عنها سيؤديان إلى رفع منسوب الدم وزيادة القتل بكل اشكاله وصنوفه.
هذا ما أكده وعبر عنه اعضاء اللجنة الذين دشنوا أمس فعاليات إحياء الذكرى بزيارة لمخيم نهر البارد، ايذانا ببدء النشاطات في مناطق لبنانية أخرى، مستندين هذا العام إلى مزيد من الأدلة عن الإجرام الإسرائيلي وعن صحة وجهة نظر اللجنة القاضية بمحاكمته وعدم ترك الامور كي لا تتكرر المجزرة في مناطق أخرى على غرار ما حصل في حي الشجاعية في غزة.
ورافق الوفد المؤلف من نحو 30 شخصاً من دول غربية، في زيارته البارد، مسؤول ملف إعادة اعمار المخيم مروان عبد العال، ومنسق اللجنة مدير «مؤسسة بيت اطفال الصمود» قاسم عينا. وجرى تفقد عملية إعادة الاعمار، واطلع الوفد على معاناة النازحين واستمع إلى الشكاوى عن التأخير الحاصل في الاعمار. ووعد بنقل ما سمعه إلى الدول التي ينتمي إليها اعضاؤه.
وبعد جولة ميدانية شملت منازل النازحين ومؤسسات العمل الاغاثي والمستوصفات، توجه الوفد إلى «مؤسسة اطفال الصمود»، حيث تحدث عبد العال عن الجولة وأهمية المشاركة السنوية في احياء الذكرى. وتطرق إلى معاناة اللاجئين في المخيمات والظروف الصعبة التي تواجههم، خصوصاً بعد الاحداث في سوريا والتي ضاعفت الاعباء.
وأكد عبد العال أن «العمل على محاكمة مرتكبي مجزرة صبرا وشاتيلا سيستمر، ولن نسكت أو نتهاون، لأن ما حصل قبل عقود يتكرر مع كل عدوان». وقال: «هذه المجزرة وغيرها ستتكرر في حال سكتنا او تساهلنا».
ووجه عينا تحية إلى اللجنة على اصرارها، مضيفاً: «نحن اليوم في العام الـ 12 من فعالياتنا، نؤكد الاستمرار في ما قمنا لاجله من دعوة المجتمع الدولي إلى تحمل مسؤولياته وحماية اللاجئين والشعب الفلسطيني في الداخل والخارج».
تابع: «اللجنة ما زالت تحرص على احياء هذه المناسبة، بالرغم من المعوقات، وخصوصاً الاقتصادية، فاعضاء الوفد الذين تقلصت اعدادهم هذا العام بسبب الوضع المالي، لا يزالون يشاركون، وهم يدفعون أموالاً للمجيء إلى هنا على نفقتهم، ويتكبدون مشقة السفر، ومع ذلك لا يتوقفون عن المشاركة انطلاقا من ايمانهم بأحقية هذه القضية».
ويتوجه الوفد اليوم إلى مدينة صيدا ويضع اكليلاً من الزهر على ضريح الشهيد معروف سعد، ثم يزور معتقل الخيام وبوابة فاطمة وحديقة مارون الراس.

«شاهد» تطالب بمكننة الأوراق الثبوتية للفلسطينيين

طالبت المؤسسة الفلسطينية لحقوق الإنسان «شاهد» وزير الداخلية نهاد المشنوق بضرورة اتخاذ قرار بتسوية مشكلة وثائق السفر وبطاقات الهوية المعطاة للفلسطينيين، وغيرها من المستندات الثبوتية التي تصدر عن المديريات اللبنانية، من خلال مكننة الأوراق الثبوتية، ووثائق سفر اللاجئين الفلسطينيين في لبنان، أسوة بما سيطبّق لاحقا بخصوص تحسين جوازات السفر اللبنانية.



وأعلنت «شاهد» أن هذه المستندات لا تزال تعاني انعدام الجودة وسرعة التلف، فضلا عن عدم مطابقتها للمقاييس الدولية التي تتبعها معظم دول العالم في إصدار مستنداتها. ولفتت الى ان «وثائق السفر الفلسطينية لا تزال تصدر بحجم كبير وتكتب باليد، وتلصق الصورة فيها لصقا، بدلا من أن تكون مطبوعة مباشرة على أوراق وثيقة السفر»، ما يسبب مشاكل للفلسطينيين في المطارات الدولية، ويؤدي إلى توقيف البعض منهم.

تفقّدت سفيرة هولندا في لبنان آستير سومسن عين الحلوة في زيارة دبلوماسية هي الثانية الى المخيّم في غضون اسبوع، بعد زيارة سفيرة بلجيكا في لبنان كوليت تاكيه، واطلعت على الاوضاع الامنية والاجتماعية والانسانية في المخيّم، إضافة الى اوضاع النازحين السوريين».
وتفقّدت السفيرة الهولندية سومسن مدرسة «بيسان» التابعة لوكالة «الاونروا»، والعيادة الصحية، وعدداً من المنازل المتصدعة التي بحاجة الى اعادة ترميم، وعدداً من العائلات النازحة قبل ان تعقد الاجتماع السياسي مع ممثلي فصائل «منظمة التحرير الفلسطينية» و»تحالف القوى الفلسطينية» بغياب ممثلي القوى الاسلامية في مركز الشؤون الاجتماعية التابعة لوكالة «الاونروا» في الشارع الفوقاني، حيث تركزت اسئلتها على عدد سكان المخيّم ومساحتها وكيفية الحفاظ على الوحدة الفلسطينية والاستقرار الامني بعد نشر القوى الامنية المشتركة وخيارات الشعب.
من جهتها، أعربت مصادر فلسطينية عن «استيائها من هذه الزيارة لما تضمّنته من موقف «هولندي»، اذ اعلنت السفيرة سومسن عن «ان اسرائيل لها الحق بالدفاع عن نفسها في وجه المقاومة الفلسطينية»، وذلك اثناء تفقّدها عائلة نازحة من سوريا وسؤال الاعلاميين لها، فيما عادت وعدّلت الموقف خلال لقاء مع القوى الفلسطينية التي لم تطلع عليه، فأكدت ان وزير خارجية هولندا دان المجازر الاسرائيلية بحق الشعب الفلسطيني دون ان تكرر ما قالته سابقا».

انتقدت منظمة العفو الدولية منع السلطات اللبنانية اللاجئين الفلسطينيين الآتين من سوريا من دخول البلاد، واصفة ذلك بـ"العمل التمييزي بشكل صارخ". وقالت في تقرير، ان "السلطات اللبنانية فرضت اجراءات مشددة على الحدود"، متحدثة عن أدلة عن "سعي السلطات الى منع اللاجئين الفلسطينيين القادمين من سوريا، من دخول لبنان عبر مطار بيروت الدولي".
واعتبرت ان "سياسات الحكومة اللبنانية واجراءاتها حيال اللاجئين الفلسطينيين من سوريا تسببت بسلسلة من الانتهاكات الجدية لحقوق الانسان". ودعت المجتمع الدولي الى توفير مساعدات اضافية للبنان "لمواجهة العبء الهائل الذي يتحمله".

منظمة العفو تنتقد منع لبنان دخول اللاجئين الفلسطينيين


بيروت - انتقدت منظمة العفو الدولية منع السلطات اللبنانية اللاجئين الفلسطينيين الهاربين من النزاع في سوريا من دخول البلاد، واصفةً ذلك بأنّه "عمل تمييزي بشكل صارخ"، وذلك في تقرير أصدرته، اليوم الثلاثاء.



وأوضحت المنظمة الناشطة في مجال حقوق الإنسان أنّ "السلطات اللبنانية فرضت إجراءات مشدّدة على الحدود، متحدثة عن أدلة عن سعي السلطات إلى منع اللاجئين الفلسطينيين القادمين من سوريا، من دخول لبنان عبر مطار بيروت الدولي.



وفي تقريرها، اعتبرت منظمة العفو أنّ "سياسات الحكومة اللبنانية وإجراءاتها تجاه اللاجئين الفلسطينيين من سوريا تسبّبت بسلسلة من الانتهاكات الجدّية لحقوق الإنسان".



ورأت أنّ "السياسات التي تعامل اللاجئين الفلسطينيين القادمين من سوريا بطريقة مختلفة عن اللاجئين الآخرين، تُعدّ تمييزية بشكل صارخ".


وأقرّت منظمة العفو بأنّ "استضافة هذه الأعداد وضع لبنان تحت "عبء هائل"، منتقدةً عدم قيام المجتمع الدولي بتوفير مساعدات إضافية". إلّا أنّها قالت إنّ "هذا الواقع لا يبرّر المعاملة المختلفة التي يلاقيها الفلسطينيون الذين يشكلون جزءاً محدوداً من اللاجئين القادمين من سوريا".


ووثّق التقرير حالات للاجئين فلسطينيين يستوفون الشروط الجديدة التي تفرضها السلطات اللبنانية، ومنها إقامة وإثبات لوجود أقارب يقيمون في البلاد، إلّا أنّهم مُنعوا من عبور الحدود رغم ذلك.


وعرض التقرير وثيقة قال إنّها مسرّبة من سلطات مطار بيروت الدولي، تطلب فيها من شركات الطيران رفض سفر أي فلسطيني لاجئ في سوريا، بصرف النظر عن الوثائق الرسمية التي يحملها.


ووفق الوثيقة، لوّحت السلطات بفرض غرامات على الشركات إذا لم تلتزم بالقرار.


وقالت منظمة العفو "إنّ السياسة المحددة في هذه الوثيقة تشكّل خرقاً واضحاً للقانون الدولي".

Lebanon is acting in a "blatantly discriminatory" manner by denying access to Palestinians fleeing the conflict in neighboring Syria, Amnesty International said in a report on Tuesday.

The watchdog said Lebanon has imposed increasingly onerous entry requirements at the border with Syria and that there was evidence it is trying to prevent Palestinian refugees from entering via Beirut airport.

"The Lebanese government's policies and practices towards Palestinian refugees from Syria have led to a range of serious human rights violations," said Amnesty.

"The policies -- which treat Palestinian refugees from Syria differently to other refugees -- are also blatantly discriminatory," it added.

Lebanon is hosting more than one million refugees from Syria, or about a quarter of its population.

Amnesty acknowledged that hosting the refugees put Lebanon under "immense strain" and criticized the international community for failing to provide more support.

But, it said, there was "no justification" for the different treatment of Palestinians from Syria, who also represent a small number of the total population that has fled the Syrian conflict.

The group said Palestinians seeking to cross the border from Syria were required to meet one of several criteria that were "extremely difficult and costly".

And the report documented instances in which Palestinians said they met the criteria laid out, including a residency permit and proof of relatives living legally in Lebanon, but were still denied entry.

In one instance, a woman who had returned to Syria to give birth, was denied the right to return to her family staying in Lebanon.

In another, the parents of a 12-year-old returned to Syria to renew their identity documents, leaving their son in Lebanon with his uncle, but were subsequently denied reentry.

And, the group said, a document leaked from Beirut's airport advises all airlines to avoid carrying any Palestinian passengers from Syria, regardless of the documents they have.

It threatens airlines with a fine and the cost of deporting passengers if they fail to comply.

"The policy set out in this document constitutes a clear breach of international law," Amnesty said.

Lebanon's government has denied there is any blanket decision preventing the entry of Palestinians from Syria.

Amnesty said it received no response from the government to its queries about the letter and incidences of denied entry.

There were approximately 500,000 Palestinians in Syria before the conflict, with refugee camps including Yarmuk in Damascus directly afflicted by the fighting.

العفو الدولية: لبنان ينتهك التزاماته في عدم استقباله فلسطينيي سورية




قالت منظمة "العفو" الدولية اليوم إن "العديد من العائلات الفلسطينية النازحة من سورية تمزقت وتشرد أفرادها بعد تشديد الإجراءات الحدودية في لبنان التي حالت دون لجوء أعداد كبيرة من فلسطينيي سورية إليه، معتبرة أن ما تقوم به السلطات اللبنانية يشكل "انتهاكاً" لالتزاماتها تجاه القانون الدولي.

ولفتت المنظمة إلى أن "العديد من اللاجئين الفلسطينيين من سورية، بمن فيهم نساء حوامل وأطفال ونساء مع أطفال رضّع، مُنعوا من دخول لبنان نتيجة إجراءات حدودية مشددة"، موضحة أن "قضية فلسطينيي سورية، الذين يحاولون الهرب من الحرب الدائرة هناك واللجوء طلباً للحماية، تسلط الضوء على المعاناة البائسة لهذه العائلات التي تمزقت نتيجة وقوعها ضحية الإجراءات الحدودية المزاجية"، حين محاولتهم دخول لبنان. وأضافت أنه في واحدة من أكثر الحالات "الصادمة"، تم "منع امرأة مع طفلها الوليد من دخول لبنان لجمع شمل عائلتها ولقاء زوجها وأطفالهما الخمسة".

ورأى مدير قسم حقوق اللاجئين والمهاجرين في "آمنستي" شريف السيد علي، أن "منع السلطات اللبنانية لهذه المرأة ورضيعها من الالتحاق بعائلتها في لبنان، كما العديد من الحالات المشابهة، تدل على أن هذه السلطات تجاهلت في شكل تقشعر له الأبدان حقوق اللاجئين الهاربين من نزاعات دموية"، مشيراً إلى أنه "بالتأكيد يجب عدم منع حق اللجوء عن أي هارب من الصراعات"، متابعاً أن لبنان بقيامه بذلك "يقوم بانتهاك التزامته تجاه القانون الدولي"، داعياً السلطات اللبنانية فوراً إلى "إنهاء السياسات التمييزية في شكل صارخ ضد اللاجئين الفلسطينيين القادمين من سورية".

ولفتت "آمنستي" في بيانها إلى أن فلسطينيي سورية يواجهون "عوائق جدية"، وهم يسعون لطلب اللجوء في البلدان المجاورة لسورية، فيما أوضح أنه "لسوء الحظ، فإن الإجراءات الجديدة التي اعتمدها لبنان ليست إلا آخر الأمثلة على سياسات التمييز" ضد هؤلاء الفلسطينيين.

لكن التقرير أشار إلى أن "لبنان في الوقت نفسه أبقى حدوده مفتوحة عموماً لكل الهاربين من الصراع في سورية"، داعياً المجتمع الدولي إلى "الالتزام بالدعم المالي للدول المحيطة بسورية ومنها لبنان لتشجيعه على الاستمرار في اعتماد سياسة الأبواب المفتوحة أمام اللاجئين".

ويستضيف لبنان أكثر من 1.1 مليون لاجئ سوري مسجلين رسمياً لدى المفوضية العليا لشؤون اللاجئين، بينما فاق العدد الفعلي 1.5 مليون نازح بينهم أكثر من 50 ألف فلسطيني مسجلين لدى "وكالة غوث وتشغيل اللاجئين الفلسطينيين" (الأنروا).



ووفق أرقام البنك الدولي، فإن لبنان الذي بلغت نسبة اللاجئين فيه حوالى ثلث عدد سكانه، يواجه خسائر اقتصادية بحوالى 7 بلايين دولار أميركي نتيجة ذلك.

المشنوق عرض ومنيمنة للّاجئين الفلسطينيّين




أقيم احتفال بتخريج دورة الأركان الثامنة والعشرين، في كلية فؤاد شهاب للقيادة والأركان في الريحانية، لضبّاط من الجيش اللبناني، وآخرين من الكويت ومصر والأردن والسودان وفرنسا. 

ترأس الاحتفال رئيس الأركان اللواء الركن وليد سلمان ممثلاً قائد الجيش العماد جان قهوجي، وحضره عدد من السفراء والملحقين العسكريين وممثلي قادة الأجهزة الأمنية ورؤساء الجامعات الوطنية والإدارات الرسمية، وعدد من كبار ضباط الجيش وعائلات المتخرجين.

وهنّأ سلمان المتخرجين منوّهاً بجهود الضباط والأساتذة الجامعيين المدرّبين، قائلاً: في الوقت الذي نحتفل بتخريج دورة الأركان هذه، يمرّ لبنان باستحقاقات محلية داهمة، في محيط يشهد أزمات متلاحقة وأحداثاً متسارعة، تُرخي بظلالها على واقعنا المحلي بشكلٍ أو بآخر، خصوصاً على الصعد الأمنية والاقتصادية والاجتماعية، وقيادة الجيش واعية تماماً لصعوبة هذه الأوضاع ودقّتها».

بدوره، شكر قائد الكلية العميد الركن علي مكة لقيادة الجيش ما وفّرته للكلية من مساعدات تدريبية، داعياً المتخرجين إلى استثمار ما اكتسبوه من معارف عسكرية عالية، للارتقاء بأداء وحداتهم في مختلف المجالات. 

وكانت كلمات لطليع الدورة ولممثّل الضبّاط العرب والأجانب، قبل أن توزّع الشهادات على المتخرجين.

الاونروا دعت اللاجئين الفلسطينيين من سوريا التقدم الى مكاتبها




أعربت الأونروا عن شكرها وتقديرها لجميع اللاجئين الفلسطينيين من سوريا، على تعاونهم خلال اجراء الدراسة التقييمية لوضع العائلات، وبما انه لم يكن بإمكان الأونروا الوصول الى جميع اللاجئين الفلسطينيين من سوريا في لبنان لعدة أسباب (معظمها عدم توفر معلومات التواصل مع هذه العائلات والأفراد). ودعت الوكالة الأفراد والعائلات التي لم يتم التواصل معها أو زيارتها الى التوجه الى مكاتب الاونروا المذكورة ادناه بين الساعة 00 ,9 صباحا حتى 00 ,2 ظهرا من يوم الثلثاء 24 حزيران حتى يوم الجمعة 27 حزيران 2014 في المراكز الاتية:

صيدا:

باسيل: وضع اللاجئين يُنذر بانفجار





نبّه وزير الخارجية والمغتربين جبران باسيل، الى أن «وضع اللاجئين السوريين في لبنان لا يمكن أن يستمر من دون أن يؤدي الى إنفجار»، داعياً «الأشقاء والأصدقاء الى العمل بشكل فوري لدعم مؤسساتنا وبنانا التحتية وليس اللاجئين فقط. فليس استقرارنا على المحك فحسب، وإنما وجود لبنان في ضوء وجود زهاء 50 في المئة من سكانه من الأجانب وتحديداً من السوريين والفلسطينيين».

وقال باسيل في كلمة لبنان التي ألقاها في الاجتماع الثالث الذي ضم وزراء خارجية دول الاتحاد الأوروبي الى نظرائهم العرب في أثينا، وترأسه نائب رئيس مجلس الوزراء وزير الخارجية اليوناني ايفانجيلوس فينيزيلوس الذي ترأس بلاده الدورة الحالية للاتحاد الأوروبي، وشارك فيه المنسقة الخاصة للسياسة الخارجية في الإتحاد الأوروبي كاترين آشتون والأمين العام لجامعة الدول العربية نبيل العربي: «أصبح الاتحاد الأوروبي في السنوات الأخيرة الشريك التجاري الأول للبنان. وقد أقر مجلس الوزراء اللبناني أخيراً خطة العمل مع الإتحاد للسنوات الثلاث المقبلة ما يعبّر عن إلتزام لبنان تطوير علاقاته. وبالتوازي أصبح الاتحاد الأوروبي المانح الأول للبنان ما ساهم في تطوير بنانا التحتية بشكل مطرد. وتم أخيراً منح المساعدات الإنسانية للتعامل مع تدفق اللاجئين السوريين الى لبنان، غير أن هذا لم يساعدنا في التعامل مع التدفق الكبير وغير المسبوق والضغوط الناتجة منه، بحيث لم يصل الى الحكومة اللبنانية سوى جزء بسيط من التعهدات التي تم الالتزام بها حتى الآن».

واشار الى أن «عامل الوقت مهم جداً للبنان، فالواقع الديموغرافي والاقتصادي الاجتماعي يتغير بشكل مريع، ما يهدد وجود بلدنا. إن التغيرات الحاصلة أثرت بشكل سلبي على اقتصادنا، وتصاعدت البطالة لتبلغ أكثر من 30 في المئة من مواطنينا العاملين في بعض المناطق. كما أن نظامنا التربوي بات عليه التعامل مع زيادة 60 في المئة من أعداد التلاميذ. إن الخسائر الواقعة على اقتصادنا تقدر منذ العام 2011 بـ 5,7 مليارات دولار»، معتبراً أن «هذا الوضع لا يمكن ان يستمر من دون ان يؤدي الى انفجار». ودعا «الأشقاء والأصدقاء الى العمل بشكل فوري لدعم مؤسساتنا وبنانا التحتية وليس اللاجئين فقط. ليس استقرارنا على المحك فحسب، وإنما وجود لبنان في ضوء وجود زهاء 50 في المئة من سكانه من الأجانب وتحديداً من السوريين والفلسطينيين».

وأوضح أن «الخيار الوحيد للحكومة اللبنانية لتفادي الإنفجار يتقرر: بـ وقف تدفق اللاجئين السوريين ولا سيما اولئك القادمين من الأماكن البعيدة أو الآمنة لا سيما أن 42 في المئة من اللاجئين ينتمون الى هذه الفئة، خفض عدد الموجودين في لبنان عبر تطبيق المعايير الدولية للجوء ولا سيما أن 40 في المئة يتنقلون ذهاباً وإياباً الى سوريا، وبالتالي يمكن اعتبارهم مهاجرين اقتصاديين، وإقامة تجمعات سكن داخل سوريا او في المنطقة الحدودية بين البلدين»، مطالباً بـ «مساعدتنا في تمويل العودة الآمنة وإعادة توزيع اللاجئين السوريين».

تقرير «شاهد»: تراجع حقوق الفلسطينيين






أطلقت المؤسسة الفلسطينية لحقوق الإنسان (شاهد)، تقريرها السنوي عن واقع حقوق الإنسان للاجئين الفلسطينيين في لبنان لعام 2013. وتضمن التقرير عشرة محاور أساسية، الواقع الديموغرافي للمخيمات والتجمعات الفلسطينية في لبنان، واقع المخيمات خلال عام 2013، اللاجئون الفلسطينيون وحقهم في الصحة، اللاجئون الفلسطينيون وحقهم في التعليم، اللاجئون الفلسطينيون والحقوق الاجتماعية، الأزمة السكنية في المخيمات، أزمة مخيم نهر البارد المتجددة، الأزمة السورية ضغط إضافي على اللاجئين الفلسطينيين في لبنان، المخيمات الفلسطينية في لبنان والواقع الأمني، الدولة اللبنانية والمخيمات الفلسطينية في لبنان. 




وجاء في التقرير، «أن أوضاع حقوق الإنسان الفلسطيني في لبنان لم تتحسن خلال عام 2013، بل ازدادت سوءا في بعض النواحي، وتعمقت صعوبة في نواح أخرى. ومع استمرار الأزمة السورية وانعكاساتها الإنسانية، فإن أوضاع المخيمات التي استقبلت العدد الأكبر من اللاجئين الفلسطينيين من سوريا، أصبحت بالغة السوء على مختلف الصعد. 




ففي البرلمان اللبناني لم يجر أي تعديل قانوني يحسن من أوضاع الفلسطينيين. بقي الفلسطيني ممنوعاً من التملك، وممنوعاً من العمل في عشرات المهن، لا سيما المهن الحرة كالطب والهندسة والصيدلة والمحاماة. ولم توضّح التعديلات القانونية التي جرت على قانوني العمل والضمان الاجتماعي عام 2012، فبقي الأمر مبهماً بحيث يوحي بتحسن، لكنه عملياً زاد الأمر صعوبة على العاملين الفلسطينيين. وبقيت النظرة الأمنية السائدة في العلاقة مع الإنسان الفلسطيني. فالمخيمات محاطة بالأسلاك ونقاط التفتيش من قبل الجيش اللبناني، ومعظم المخيمات لها مدخل واحد، بحيث تقيَّد حركة الناس عند أي حدث أمني، كذلك زادت بعض وسائل الإعلام اللبناني الطين بلة، عندما اتهمت المخيمات الفلسطينية بأنها مأوى للارهابيين.




أضاف التقرير، بالنسبة إلى الأونروا، بقيت بعض الخدمات على ما هي عليه، مثل المساهمة بنسبة 50% من فاتورة الاستشفاء على بعض الأمراض، واستمرت خدمات التعليم بالمستوى نفسه الذي كانت عليه في العام المنصرم. لكن تدفق عشرات آلاف اللاجئين الفلسطينيين من سوريا، شكل حالة ضغط شديدة على الكادر العامل وعلى المراكز. وتراجعت الأمور بنحو دراماتيكي في مخيم نهر البارد، توقفت بعض الخدمات، وتراجعت أخرى ونفدت الأموال المرصودة للاعمار. كذلك تراجعت أعداد المنح الجامعية مقارنة بالعام المنصرم. أما بالنسبة إلى منظمة التحرير ، فالأمر لم يتغير عما كان عليه في عام 2012. بقيت إمكانات المنظمة عاجزة عن تلبية حاجات اللاجئين الفلسطينيين في لبنان، باستثناء بعض المساهمات الجزئية في موضوع المنح الجامعية، وبعض القروض. تراجعت مؤسسات المنظمة بنحو لافت خلال عام 2012. وقد سجلت مؤسسات الهلال الأحمر الفلسطيني سلسلة إخفاقات كبيرة لجهة إغلاق بعض المراكز الطبية، ولجهة الإضرابات المتتالية للكادر الطبي، ولجهة ضعف الإمكانات المالية لها.




وخلص التقرير الى توصيات طالبت خلالها مؤسسة «شاهد« كلا من الدولة اللبنانية، ووكالة غوث وتشغيل اللاجئين الفلسطينيين «الأونروا»، ومنظمة التحرير، باحترام الإنسان الفلسطيني والعمل الجاد لإعطائه الحقوق الإنسانية، بما يتلاءم ونصوص الشرعة الدولية لحقوق الإنسان.

The U.N. Relief and Works Agency in the Palestinian refugee camp of Nahr al-Bared temporary closed its offices Friday due to violent protests by refugees.

“UNRWA regrets the latest protests in the northern Lebanese Nahr al-Bared refugee camp, which resulted in the closure of UNRWA offices, preventing its workers from carrying on their work and providing the necessary services for the camp’s residents,” a statement from UNRWA said.

UNRWA said that the attacks earlier in the morning - against the engineers working on the rehabilitation and rebuilding of the camp - forced them off their work sites, causing contractors to suspend their building projects.

“Such unconstructive behavior from the protesters affects the residents of Nahr al-Bared and delays the timeline for handing over residential units there,” the statement said.

UNRWA also said that such acts would obstruct the agency from receiving more aid from donor countries.

Nahr al-Bared was demolished in 2007 during battles between the Lebanese Army and Fatah al-Islam.

In September 2011, the first set of new houses and schools were completed in the camp, and 369 families - around 1,200 people - moved into the new homes.

UNRWA is still working on the rehabilitation of the camp.
