SOLIDA has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human violations.

About 500 protesters blocked a major highway linkingBeirut with south Lebanon for a second day Monday, triggering clashes with security forces that left three activists and one riot police officer wounded.

"Three protesters were wounded when security forces, using tear gas and firing shots in the air, tried to forcibly reopen the Jiyyeh highway," Barja Mayor Nashaat Hamiyeh told The Daily Star.

Hamiyeh has thrown his weight behind the protesters, who closed the vital highway in both directions Sunday to prevent apparent government plans to move trash piled on the streets of Beirut to the Iqlim al-Kharoub region south of the capital.

“We won’t back down and the road will remain closed until the interior minister and the government makes a promise in writing that they won’t use the Iqlim al-Kharoub region as a dumping ground,” he vowed.

As he spoke hundreds of protesters formed a human shield to protect their villages, arguing that they refused to suffer the same fate as that of the controversial Naameh landfill – which was closed on July 17, nearly 18 years after its initial opening.

Security forces managed to reopen the highway for a few minutes around 6 a.m., after which protesters brought in trucks and dumped sand into the road. Other demonstrators burned tires to cut off the road, while another group set up tents.

About three hours later, the Lebanese Army and Internal Security Forces (ISF) brought in reinforcements.

Police had diverted traffic Sunday to the old seaside road in an attempt to bypass the protests. The continuing diversion caused huge traffic jams in both directions Monday.

Motorists spent nearly four hours on the road Sunday due to the closure.

Sukleen, the company in charge of collecting trash from Beirut and Mount Lebanon, stopped working after the closure of the controversial Naameh landfill.

Mountains of garbage have piled up in and around Beirut since then, with politicians unable to find another site to dump the trash.

لبنان يقترب من دخول «غينيس» بتكدّس النفايات في شوارعه 
«الملاريا» تهدّد المواطنين بعد القضاء على الموسم السياحي




لقد مرّت على اللبنانيين أزمات سياسية واقتصادية وأمنية عديدة، فكانوا يصرخون تارة للمطالبة بحقوقهم ويرحّلون تارة أخرى، في رحلة البحث عن وطن يعيشون فيه حياة كريمة، لكن لم يتوقع أي شخص كان وخصوصاً أولئك الذين يعرفون لبناننا القديم بتاريخه وحضارته وشعبه أنْ يُصبِح لبنان كما هو الآن. 
شوارع لبنان استحت من شعبها، وبيروت العاصمة بكت حالها، فالنفايات في كل مكان وعند كل زاوية، والروائح الكريهة لبست هواءنا، وخسر اللبنانيون بيئتهم النظيفة نوعاً ما نتيجة الكميات الهائلة من النفايات المتراكمة، وضاقوا ذرعاً بالروائح الكريهة المنبعثة من أكوام النفايات التي تكدّست في شوارع العاصمة وضواحيها، كما أعلنت الجمعيات البيئية حالة الطوارئ نتيجة حرق النفايات ورائحتها، فأي زمن هذا الذي يعيشه لبنان، وأي رجال هم اليوم حكّامنا، وأي بلد يناديه شعبه «بلد الزبالة»...

حال المواطنين مع أزمة النفايات
«اللواء» جالت في بيروت واستمعت إلى معاناة المواطنين الذين نال منهم الصبر، وانحرموا حتى من الهواء النظيف.. «مش قادرين نضهر من البيت» بهذه العبارة بدأ «محمود» حديثه إلى «اللواء»، معتبراً أنّه من المعيب أنْ تصبح شوارع لبنان عموماً وبيروت خصوصاً مليئة بالنفايات، ولافتاً إلى أنّ حرق النفايات يسبّب ضيقاً في النفس، ويلوّث الهواء، كما يسبّب أمراضاً عديدة وخطيرة. 
أما سميرة الغاش، قالت: «لم أجد في مشكلة النفايات التي أخذت حيّزاً واسعاً في أسبوعنا هذا، إلا صورة واضحة عن فشل الإدارة في تنظيم البلاد، بالإضافة إلى عدم السيطرة على الأوضاع الداخلية والخارجية»، مشدّدة على ضرورة وقف عملية حرق النفايات لأنها تتسبّب بنشر السموم والبكتيريا، ومطالبة رجال الدولة بأعادة الهواء النظيف الى الشعب اللبناني.
بدوره، اعتبر حسين حزوري أنّ سياسة الدولة الخاطئة هي السبب في تلك الازمة، لأن الدولة غير مستدركة للوضع، وغير قادرة على إيجاد حلول بديلة لأي أزمة، مؤكداً أنّه ليس مع فكرة حرق النفايات ولا مع فكرة بقائها في الشارع على هذا الشكل، إنّما هو مع إيجاد حل سريع لإنقاذ حياة الناس وبلدهم وشوارعهم واطفالهم من هذه الكارثة المعيبة.
وفي برج أبو حيدر، اعتبر أسامة شراب أنّ موضوع النفايات وصل إلى حدٍّ يُرثى له بجميع حالاته، لافتاً إلى أنّ الحل بسيط ومتعلّق بفرز النفايات وتقسيمها وإعادة تصنيعها، كما تفعل العديد من الدول في هذا المجال.
وذكر أنّ الكثير من الناس أصابهم المرض بسبب النفايات ويعود ذلك الى تقارير طبية أثبتت أن المشكلة تتفاقم يوم بعد اليوم، والحلول غير موجودة.
وفي مار الياس، أكد «رياض» أنّ «لبنان أصبح بلداً غير قابل للحياة، وعلى اللبنانيين جميعاً بمختلف طوائفهم أنْ يرحلوا منه»، لافتاً إلى أنّ مشكلة النفايات كانت بعيدة كل البعد عن عقول اللبنانيين، والمسؤولون في الدولة لا يشعرون أبداً بمعاناة هذا الشعب الذي وصل فيه الزمن الى معاشرة النفايات وشم رائحتها ومشاهدتها ليلاً ونهاراً، مطالباً اللبنانيين بالضغط على هؤلاء الذين يدّعون بأنّهم مسؤولون ومعنيون ومشرفون على لبنان وشعبه، لإيجاد حلول سريعة وجذرية لحل تلك الأزمة التي أصبحت نقطة سوداء في سجل لبناننا». 
وعلى سبيل السخرية والانتقادات المتواصلة للدولة اللبنانية، رأى محمد عيتاني أنّ لبنان سيدخل موسعة «غينيس» هذه المرّة من الباب الواسع، بعد تكدّس النفايات في مختلف شوارعه، وتحوّلها إلى معلم سياحي لن يستطيع أي بلد آخر منافسته على هذا الموقع، معبّراً عن استيائه لإقدام البعض على حرق النفايات التي من شأنها ان تتسبب بالكثير من الامراض. 
نوّاب بيروت تبنّوا مطالب عكار الإنمائية
وفي حديث لـ»اللواء» مع النائب محمد قباني، الذي أكد «أنّ هناك تواصل دائم بين نواب بيروت والرئيسان سعد الحريري وتمام سلام الحريري، وهما متضامنان ويتبنيان المطالب التي طرحها نوّاب بيروت وسنعمل جميعا من أجل تحقيقها، إضافة الى نوّاب عكار».
وذكر أنّ نواب العاصمة يتبنّون بعض المطالب الإنمائية لمنطقة عكار، والتي تتلخّص بإنشاء فرع للجامعة اللبنانية في عكار، خاصة أنّ هناك مبنيين متوفران يمكن وضعهما بتصرّف الجامعة، كما هناك فائض في الأساتذة الذين يستطيعون ملء الحاجات التعليمية في هذا الفرع المطلوب، مؤكداً دعم نوّاب بيروت لإنشاء أي فرع للجامعة اللبنانية في أي منطقة محرومة وتحتاج إلى إنشاء فروع فيها. أما الموضوع الثاني، هو حاجات عكار الإنمائية، والمعروف أنّ هناك قراراً صدر، وبعده مرسوم، بتخصيص مبلغ 503 ملايين دولار في أيار من العام 2014، خصّصت منها عكار بسبعة ملايين دولار فقط، ونحن نعتبر أنّ هذا الأمر مجحف بالنسبة إلى هذه المنطقة التي فيها نسبة غير قليلة من سكان لبنان، تصل إلى 16%، وتحتل مساحة كبيرة من مساحة لبنان، ونطالب بأن تأخذ عكار حقها العادل من الإنماء الذي كنا وما زلنا نتمناه». 
وخلال الاجتماع الذي عقده نوّاب بيروت في «بيت الوسط»، بحضور رئيس المجلس البلدي لمدينة بيروت المهندس بلال حمد، تحدث عن قرارين اتخذهما مجلس بلدية بيروت، والقرار الأول يقضي بمطالبة مقام مجلس الورزاء بأن تستمر شركة «سوكلين» بما كانت تقوم به قبل 18-7-2015، على صعيد بيروت الإدارية، ما عدا الطمر الذي توقف حتما بتوقف مطمر الناعمة. أما القرار الثاني، فهو إننا نُعد عقدا مع شركة خاصة تملك عقارا أو أكثر خارج النطاق البلدي لمدينة بيروت، لأنه داخل المدينة ليس هناك عقار ضخم يمكنه أن يستوعب ما كان يطمر في الناعمة، على أن تقوم هذه الشركة باستلام بقايا النفايات وترميها أو تطمرها في موقع خارج المدينة.
«الملاريا» يطرق أبواب اللبنانيين
وعلى المستوى البيئي، أجرت «اللواء» حديثاً مع الناشطة البيئية الدكتورة فيفي كلاب للحديث عن أزمة النفايات في لبنان، حيث اعتبرت أنّ النفايات هي اشارة سلبية على المستوى الصحي للسكان وعلى مستوى المنظر العام، مشيرة الى أن في ظل هذا الطقس الحار قد تتسبب النفايات في مرض «الملاريا»، إضافة الى ضيق النفس والحساسية، وبسبب الرائحة التي تنتج عن تراكمها تحوم حولها الحشرات الصغيرة التي تحمل «ميكروبات» خطرة على حياة الانسان الصحية، كما تؤثر سلباً على حياة الأطفال الشيوخ.
وحول موضوع حرق النفايات، لفتت «كلاب» إلى أن النفايات تحتوي على مواد إلكترونية كالبطاريات ومواد أخرى، وتحتوي ايضاً على مواد منتهية الصلحية لأن تلك المواد تتسبب بأفراز مواد سامة، مشيرة الى أن الجمعيات البيئية ترفض حرق النفايات في المصانع نتيجة الدخان الملوث الذي ينتج عن حرقها، فكيف ستسمح بحرقها في الشارع، اي قرب البيوت والمدارس ومراكز العمل والمستشفيات.
وردّاً على سؤال حول الحلول الممكنة لهذه المشكلة، أكدت أنّ هناك حلا بسيطا ومحتمل التنفيذ ومتعلّق بإيجاد ارض بعيدة عن المناطق السكنية لتنقل اليها النفايات ولو لفترة محددة، اضافة الى أنشاء معامل لفرز النفايات وتدويرها، وفرض استرداد البقايا الالكترونية من قبل الشركات المصنعة، من مستخدميها بعد انتفاء الحاجة إليها، وذلك لإعادة استخدامها في التصنيع، ما وفر التكلفة التي يمكن أن تدفع في سبيل التخلص منها، اضافة الى لا مركزية النفايات، مشيرة الى أن لا حلول سحرية حول النفايات وأن هذا الحل هو الاقل كلفة والأكثر صحي ويتبع على المدى البعيد.
«النفايات» تعرقل العجلة السياحية
من الطبيعي أن تكون الأيام التي نعيشها هي من أهم المحطات السياحية التي تنعش الاقتصاد نوعاً ما، حيث تتحضر الفنادق والمطاعم والمقاهي والملاهي كل عام لاستقبال الموسم السياحي، الا أن مشكلة النفايات كان لها رأي آخر، حيث أشار وزير السياحة ميشال فرعون بعد لقائه الرئيس تمام سلام الى أن الوضع الأمني هادئاً، وهناك اتفاق أمني بين الأجهزة الأمنية التي تمنع أي تدهور أو إرهاب، وإذ أصبح لدينا خط أحمر في السياسة، ولدينا أزمة النفايات التي تؤثر على الموسم السياحي، كان لدينا فرصة خلال هذين الشهرين لأن الأوضاع الأمنية مقبولة، وإذ بنا نعطي في أزمة النفايات صورة غير مشجعة للسياحة، ولا أحد يريد تحمل مسؤولية نفايات العاصمة.
غالباً ما تترافق الأزمات والحلول، فلكل مشكلة حل، أما في لبنان، فالمعادلة معاكسة، ففي بلدنا غالباً ما تترافق الأزمات والمشاكل والكوارث التي تقضي على أمال اللبنانين بعيش حياة كريمة بمختلف المجالات، ففي الاقتصاد لا معيشة واحتكار، وفي السياسة تلاعب يدفع ثمنه المواطنون، وفي الشوارع «نفايات» لا يشمها الا البنانيون.

أزمة النفايات في يومها العاشر: انتفاضة برجا تحبط الحل المؤقت

«برجا تتحدى واشنطن»، العبارة التي كتبت على شاحنات المقاول جهاد العرب المصادرة عند الأوتوستراد الساحلي، شكلت دلالة بالغة الوضوح على أن التسوية التي أعلنها الرئيس تمام سلام لنقل نفايات بيروت الى إقليم الخروب قد دفنت في مهدها. وفي وقت لم يزل فيه هذا الملف يراوح في الحلول الترقيعية، لوّح النائب وليد جنبلاط بإمكانية إعادة فتح مطمر الناعمة لفترة قصيرة في حال فشل خيار المواقع المؤقتة وشرط نجاح المناقصات



«الاتصالات المكثفة» التي أجراها رئيس مجلس الوزراء تمام سلام بكل من رئيس مجلس النواب نبيه بري ورئيس «اللقاء الديمقراطي» النائب وليد جنبلاط والرئيس سعد الحريري للتوصل إلى صيغة حل مرحلي فوري وموقت لمعضلة النفايات في بيروت وضاحيتها ومناطق في جبل لبنان، لم تنفع في رفع النفايات من هذه المناطق فوراً، ولم تنجح في الوصول الى المواقع المحددة من قبل وزارة البيئة.

At a time when more and more voices are being raised against the mistreatment of domestic workers in Lebanon, a new association has been formed to defend Lebanese families against allegations of abuse, while rejecting the notion that the housewife is always guilty.

The entire image of Lebanese families and housewives is being tainted, members of the “Association to Protect Family Privacy and the Worker,” alleged at a news conference this week, arguing that the impression is being given that all domestic workers are being unfairly treated.

“In a way, I feel like I am being offended. ... Why are you putting me in the same category as those that don’t treat workers well?” Maya Geara, a lawyer and founding member, told The Daily Star.

There are approximately 250,000 foreign domestic workers in Lebanon laboring under the country’s notorious Kafala system, which ties their residence permit to a specific employer or sponsor. The system makes workers entirely dependent on their sponsor, and is so rife with abuse that the Philippines, Ethiopia and Nepal have banned their citizens from coming to Lebanon for work.

Many domestic workers are paid very little and work long hours without days off. Confinement, forced labor, nonpayment and physical abuse are commonly reported forms of mistreatment.

Several cases of suicide among domestic workers have been recorded in Lebanon. In 2008, Human Rights Watch reported that on average, one domestic worker dies each week in the country from unnatural causes, including suicide.

Nizar Saghieh, executive director of Legal Agenda and a prominent human rights lawyer, was critical of the association’s approach, particularly as there are minimal protections for such workers under Lebanese law. “We are indeed at fault, against tens of thousands of people,” Saghieh told The Daily Star. “We can’t depend on an employer’s good intentions to improve things; this [is not] utopia.” He said limits to an employer’s actions must be set through legislation.

“The problem isn’t Lebanon’s reputation, [of which] they’re making an issue. In my opinion, Lebanon deserves this reputation ... We must never underestimate the nonexistence of legal protections [for domestic workers].”

But Helen Atala Geara, the association’s head, suggested that there have been systematic “campaigns” by certain organizations to project a negative image of Lebanese families, and blamed the media for blowing the issue out of proportion.

“The problem is that [these campaigns] highlight one face. There are two faces of the coin, and both are right, but why should we always put the spotlight on the worker, when sometimes the housewife is wronged?” she asked.

Maya Geara cast employers as the victims. “We represent the voice of Lebanese women and housewives who feel this unfairness, and are offended [by how] these campaigns are distorting their image.”

Helen Atala Geara claimed a number of campaigns were now making different demands, such as removing the Kafala system. She contended that this is not possible until an alternative is found, and declared, despite overwhelming evidence to the contrary, that the current system protects the rights of both worker and sponsor.

“Once done with the Kafala issue, voices come out saying that the [domestic workers] want a union. This [proposed] union is illegal and unrealistic,” Helen Atala Geara said.

A proposal for the creation of a migrant domestic workers’ union was presented to Labor Minister Sejaan Azzi in late December. The minister rejected the proposal and the union remains unrecognized by the government. It has faced significant resistance from the ministry, which considers its formation “illegal.”

“Imagine having a domestic worker that became a union member, and every other day tells you I have a meeting I want to attend ... Is this the worker that we want?” Helen Atala Geara asked.

She contended that with the difficult economic situation some Lebanese families face, housewives are being forced to work. This means that the domestic workers must become “second mothers and housewives.” She said it was necessary to “fix working hours in a way that she would follow the family’s rhythm and not us follow the worker’s pace.”

The mistreatment of domestic workers in Lebanon is long-running issue, and the government has faced enormous criticism from human rights organizations and activists for failing to protect them.

But the founders of Association to Protect Family Privacy and the Worker claimed that domestic workers are being welcomed into households with open hearts, and are well-treated.

“We want to create a balance in the relationship between the housewife and the domestic worker,” Maya Geara said.

“We should state the concerns and worries of [both parties] in order to see things from both perspectives and achieve this balance.”

But Saghieh said he was concerned about the effect the organization could have on the struggle for workers’ rights and efforts to combat mistreatment and abuse.

“What I fear is that this move will be used to cover up exploitation, because there are people saying, ‘We are very nice people and we like them [domestic workers].’”

“The government, of course, is going to use this [type of] speech to cover it up.”
