درباس: وقف النزوح أمر نهائي والحدود لن تقفل




تابع رئيس الحكومة تمام سلام الأوضاع في البلاد ومستجدات اليومين الماضيين. ورأس لهذه الغاية في السراي الحكومية اجتماعاً للجنة الوزارية لشؤون النازحين في حضور وزراء الخارجية جبران باسيل، الداخلية والبلديات نهاد المشنوق، الشؤون الاجتماعية رشيد درباس، العمل سجعان قزي، وتم البحث في شؤون النازحين السوريين.



وأشار درباس بعد الاجتماع إلى «أنه تم إقرار المبادئ الأساسية التي ستعرض على مجلس الوزراء يوم الخميس المقبل لإقرار سياسة محددة وواضحة تجاه ملف النزوح السوري سواء لجهة الحد منه ووقف النزوح أو تخفيفه أو التعاطي مع المنظمات الدولية والدول الصديقة والدول العربية لكي نتقاسم مع المجتمع الدولي والعربي هذا العبء الكبير الذي يهدد لبنان باعتبار أن العدد الرسمي للنازحين قد وصل إلى مليون ومئتي ألف نازح.


وأكد درباس «أن هناك فرقاً جوهرياً بين كلمة وقف النزوح أو اقفال الحدود، الحدود لم تقفل ولا أظن أنها ستقفل، إلا في حالة طارئة ولمدة محددة، أما وقف النزوح فهو أمر نهائي لأن لبنان لم يعد يستطيع أن يتحمل مزيداً من النزوح، ولأنه لم تعد هناك حاجة للنزوح، فالمناطق المحاذية للحدود اللبنانية قد خلت تقريباً من سكانها، وبالتالي لم تكن هناك من ضرورة لوجود نزوح جديد، أما اذا كان الحديث عن أن نازحين سيأتون من المناطق البعيدة فهذا غير عادل ولا يستحق لبنان مزيداً من الأعباء وهناك دول أقرب اليهم يستطيعون اللجوء اليها.


وأشار درباس إلى أن عدم استقبال النازحين في لبنان سيعلن بصورة نهائية كسياسة معتمدة من الحكومة اللبنانية، لافتاً إلى «أنه تقرر بصورة دورية إعادة تقويم أوضاع الموجودين والتأكد من صفات النزوح عليهم، ومن لا تنطبق عليهم صفة النزوح، سنطلب من المفوضية السامية لشؤون النازحين شطبهم من سجلات النازحين، وعند ذاك يصبح وضع كل منهم مرهون بمدى انطباق وجوده مع القوانين المرعية الإجراء». ولفت إلى ما أعلنته ممثلة المفوضية العليا لشؤون اللاجئين في لبنان نينت كيللي أن هذا الشهر قد انخفض العدد أربعين ألف نازح.


وأشار إلى «أن موضوع المخيمات للنازحين غير مطروح للبحث، طالما أن هناك من يعترض على ذلك فكل ما هو مختلف عليه لا نبحثه الآن».


وفي نشاطه أيضاً بحث رئيس الحكومة مع سفيرة كندا لدى لبنان هيلاري تشايلدز ارامز الأوضاع والتطورات في لبنان والمنطقة. واطلع من حاكم مصرف لبنان رياض سلامة على نتائج زيارته إلى واشنطن وعلى الوضع المالي واستقراره.


واستقبل سلام نواب المنية – الضنية أحمد فتفت، قاسم عبدالعزيز، وكاظم الخير في حضور الأمين العام للهيئة العليا للاغاثة اللواء محمد خير. وأبلغهم أنه يتابع لحظة بلحظة نتائج الكارثة الطبيعية في المنطقة، وأنه أعطى تعليماته منذ يوم السبت الماضي إلى الوزراء المعنيين والمسؤولين في الهيئة العليا للاغاثة وجميع الأجهزة المختصة، إلى المباشرة فوراً بمسح الأضرار تمهيداً للشروع سريعاً في عمليات إعادة التأهيل والتعويض على الأهالي المتضررين.


وقدم النائب روبير فاضل لسلام شرحاً عن اقتراح القانون الذي تقدم به الى مجلس النواب لإزالة الفقر المدقع في لبنان، طالباً منه دعمه ودعم الحكومة لهذا الاقتراح.


وتلقى رئيس الحكومة دعوة من وفد النادي الثقافي العربي برئاسة سميح البابا لرعاية معرض الكتاب العربي الـ 58 الذي يفتتح في 28 تشرين الثاني المقبل.

Now Lebanon - The situation is only getting worse. There are more refugee children, and less funding, October 20, 2014

Every fall, schools across Lebanon open their doors for returning students, however Syrian children are missing out on education as the country's overstretched public school system struggles to find space for the young refugees.

Out of 355,000 school-aged refugees between the ages of 5 and 17registered by the UNHCR, only 90,000 enrolled in Lebanese public schools in the 2013-2014 school year.

Lebanon's Education Ministry estimates a higher number for the upcoming year, with Elias Bou Saab, the head of the ministry, telling NOW that there are now approximately 400,000 Syrian children in Lebanon, out of which only 100,000 will be enrolled in the overextended state school system.

The ministry has said it cannot accommodate the high number of refugee children, and is moving forward with establishing new schools to teach the Syrians. "Our plan is to establish legal schools Syrian children can attend in order for them to obtain official certificates from the ministry," Bou Saab said.

"International organizations we are cooperating with recently approved granting the ministry a $56 million dollars fund to improve learning opportunities for Syrian refugee children in Lebanon."

The fund, which was financed by UNICEF and UNHCR among others, covers the costs of educating the approximately 100,000 children enrolled in the public school system for the 2013-2014 school year.

Amid the difficulties faced by the ministry in educating the growing number of refugee youth, local and international NGOs have stepped up efforts to not only help Lebanon's public school system but also fill-in the gaps of teaching children.

According to Mona Monzer, communications and public information associate at UNHCR, "around 62,000 children were supported by UNHCR and UNICEF."

"For the previous school year, UNHCR supported 15,000 through the Accelerated Learning Program (ALP) and 4,500 in catch up and remedial classes."

Sawa For Syria is one of the local NGOs trying to help Syrian children to receive an education. In the last two years, Sawa established three schools catering almost 1,000 children through private funds. The institutes are set-up in the Beqaa's Jeharieh and Saadnayel near refugee camps the organization identified as most in need of educational assistance. The teachers are all Syrian adults from the surrounding camps, most of who used to be teachers in their home country.




The schools follow the Lebanese educational curriculum, but are not officially recognized by the Education Ministry, raising a host of challenges. "There are no official certificates for any of the children in attendance in these schools. When they eventually go back to school in Syria, they will not get any recognition for the education they received in Lebanon," said Sally Alwan, head of the children's department in Sawa.

"It is a real problem. We are trying to work with the Education Ministry to create some kind of official certificate, but it is still better than nothing. At least the children continue to learn: Arabic, English, math, and even arts and crafts are on the program."

However, the Education Ministry does not share Sawa's pragmatism. "These schools are illegal and will be closed," Bou Saab said.




"Every school that does not have a permit to teach will not be allowed to open its doors this year. We are concerned about the fact that these schools – not being under the supervision of the ministry – might be educating children according to special programs that tend to be sometimes extremists," Bou Saab told NOW.

Syrian children not finding enrollment in schools not only miss out on education, but face falling through society's cracks, including being forced into labor or early marriage.

"The situation is only getting worse," said Ramona Khawly of the resilience department of Himaya, an organization that works with children who are victims of abuse. "There are more refugee children, and less funding," Khawly told NOW.




Himaya works with children aged between 12 and 18 years old, most of whom don't attend a formal school system. Himaya holds psycho-social sessions that aim to save the children from being on the streets; the NGO works with them and their parents to get them off the streets and away from situations in which they may encounter abuse. But it is difficult to keep these children from labor.

"When a child starts earning money, he usually doesn't want to go back to school. We have to work with the child and his parents to be able to convince him to go back," Khawly said.

رو: التمديد للمحكمة الدولية "مسألة حتمية"




شدد رئيس مكتب الدفاع لدى المحكمة الدولية الخاصة بلبنان المحامي فرانسوا رو على ان مسألة التمديد للمحكمة "حتمية" ، مشيداً في الوقت عينه بعلاقته مع القضاء اللبناني.

وفي حديث الى صحيفة "النهار"، الاثنين، أكد رو ان "المسار العام للعمل يؤشر إلى حتمية تجديد ولاية المحكمة لأننا الآن ما زلنا في المرحلة الأولى من المحاكمة".

من هنا استبعد أن ينتهي الادعاء من تقديم أدلته وشهوده قبل آذار 2015، و"بالتالي فإن فرق الدفاع ستبدأ بعد هذا التاريخ بتقديم دفوعها وأدلتها، مما يعني أننا أمام تجديد مؤكد لولاية المحكمة".

يُذكر ان الامين العام للامم المتحدة كان قد أقر التمديد لعمل المحكمة الدولية الخاصة بلبنان في العام 2012، ولثلاث سنوات.

أما عن تعديل برتوكول التعاون بين مكتب الدفاع والدولة اللبنانية، فأكد رو في حديثه الى "النهار"، ان "لا تعديل على الاتفاق".

وأوضح ان وزير العدل اشرف ريفي "اعتبر ان لا ضرورة للتعديل، وأقول إن التعاون مع السلطات اللبنانية شهد تحسناً. وأذكّر بضرورة استمرار التعاون مع فرق الدفاع، خصوصاً ان لا وجود لقاضي تحقيق في المحكمة، وبالتالي فإن فرق الدفاع هي من يقوم بالتحقيقات المضادة وتحتاج حكمًا إلى تعاون السلطات".

ووصف رو علاقته بالقضاء اللبناني، وتحديداً مع رئيس هيئة القضايا مروان كركبي (المسؤول عن التنسيق بين مكتب الدفاع والجهات اللبنانية)، بأنها "جيدة جداً".

Naharnet - Salam to Highlight Ongoing Refugees Crisis during International Meet in Berlin, October 20, 2014



Prime Minister Tammam Salam is expected to tackle the lingering crisis of Syrian refugees on Lebanese soil during a visit to Germany on October 27 and 28.

According to al-Liwaa newspaper published on Monday, Salam will discuss during a meeting for the International Support Group for Lebanon in the German capital Berlin the exerted efforts to limit the Syrian influx into Lebanon.

The group was inaugurated in New York in September 2013, on the sidelines of the 68th session of the General Assembly.

The premier will also reiterate calls on the international community to share the burden of the displaced Syrians.

Salam's visit will be tackled during a cabinet session that will be held at the Grand Serail on Thursday.

There are already more than 1.5 million Syrian refugees in Lebanon, which has a population of just four million people.

Many are already living in informal tented settlements on farmland or empty fields in parts of the country.

The refugee influx has put massive pressure on the country's limited resources and contributed to rising tensions in a nation with a delicate sectarian balance and bitter memories from a 15-year civil war.

The conflict in Syria has regularly spilled over into Lebanon, with the border region often particularly volatile.

The Lebanese army is battling jihadists from Syria in northeastern Lebanon which has sparked a backlash against Syrian refugees.
